and if Mr.Laurier will cease coquetting with the National Policy, and come out squarely in favor of maintaining an efficient protection for the varied industries of Canada, he will not encounter that obstruction from the Liberal-Conservative party which they al ways met with from the opponents of that policy.\u201d T3 THE ELECTORS OF QUEBEC WEST.Gkstlemen :\u2014 I have now the pleasing duty of returning thanks to you for the splendid majority with which you have secured my election to the Federal Parliament.You have gained a noble victory and asserted your independence in opposition to the dictation attemptsd by some members of the Government.I realize that my success was owing to the generous confidence which the Liberal party extended to me.I frankly admit that such confidence demands on my part full acknowledgement.It vrill be my earnest effjrt to carry out, as far as practicable,the views I lately expressed in my letter to the electors before nomination, and so do all in my power for the good of the city and country.Very sincerely, Richd.R.Dobell.Beauvoir Manor, 25ih June, 1896.A Demonstration Which Miscarried.Quite a breeze\twas created yester- day al Levis on account of the action\tof Mr.Laverdiere,\tAgent of the Intercolonial Railway, having decorated the station with flags, red lights, etc., on Wednesday night.It seems that by current report the Hon.Wilfrid Laurier was to take the Grand Trunk train at Levis Station e» route West.Ac.iug on this report, Mr.Laverdiere telegraphed to I.C.R.District Superintendent McDonald, at River du Loup, asking for permission to give Mr.Liurier a send off on the occasion of his victory.The District Superintendent replied that he had no objection whatever, and that be left the whole thing to Mr.Laverdiere\u2019s discretion.Unfortunately for Mr.Laverdiere the Hon.Mr.Angers lift by the train that Hon.Mr Laurier was expected to leave by, but did not, the consequence being that the former received the demonstration intended for Hon.Mr.Laurier.However, many people are under the impression that the decorations were intended, for Hon.Mr.Angers.Such, Mr.Laverdiere asserts, is entirely erroneous and false.Our informant in this case, Mr.W.E.Simpson, of Levis, has seen the telegrams in question, and emphatically states that the whole display was gotten up in boner of the Hon.Wilfrid Laurier, who, unfortunately, missed the pageant by going r»a the Canadian Pacific Railway, instead of by the Grand Trunk Railway, as it was thought he would.THE CABINET.Ottawa, June 25\u2014When Parliament prorogued there was only one vacancy in the Senate, caused by the death of Senator Kaul-bach, Lunenburg, Nova Scotia.All the vacancies for the Provinces were filled up the day of prorogation.Since that time Senator Desjardins resigned to run for Richelieu, and Senator Angers also resigned to contest Quebec Centre.These two resignations along with the vacancy for Nova Scotia makes three vacant seats in the Upper Chamber, so that at the present theie are no vacancies for Senatorships in Ontario or any of the other Provinces outside Quebec and Nova Scotia.A bill was bifore Parliament last session to give an extra S.mitor to the North-West, but did not pass.MINISTERS IN COUNCIL There was a meeting of the Cabinet at two o\u2019clock thi« afternoon.Mr.Desjardins arrived from Montreal last night and was present.This morning Mr, T*iHon arrived along wjih Dr.Roddick, member-elect for St.Antoine, Montreal.Mr.A lgers reached the city at noon.Mr.Ivis also arrived today.Messrs.Haggart, Montague and Wood arrived this morning.The absent members were Mr.Dickey, who arrives to-night ; T SIR CHARLES ON HIS DEFEAT READY TO SUPPORT LIBERAL REMEDIAL LEGISLATION.Of the result of the election*, Sir Charles Tupperhassaid : \u201cSofaraslamperaonallycon cerned I gladly accept the verdict of yesterday, which relieves me from the great responsibilities devolving upon the leader of a Government.When I came to Canada, last winter, I found the Conservative party utterly demoralized, and was reluctantly compelled to consent to become its leader, as the only hope of avoiding defeat.The fatal mistake had been made of refusing to dissolve immediately, after the adoption of the Re medial Order, and of calling a session of Parliament to deal with the Remedial Bill, whose life terminated on a specific day, thus offering the greatest possible inducement to obstruction.The recess of Parliament had been allowed to pass without making any adequate efforts to instruct the public mind in relation to the School question, by which much of the misrepresentation and misapprehension respecting that measure might have been removed.\u201cI do not at all regret having placed my services at the disposal of the party, as other-wise I would have been held responsible fur its defeat.I have fought the fight with all the energy and ability 1 possess, and am able to say that no public man has ever received more overwhelming evidences of the regard, and I might say the affection of the great Liberal-Conservative party than I have during tfie past seven weeks, while speaking and travelling incessantly.\u201cThe fact that Ontario is all but evenly divided and that the other Provinces, except- WASHINGTON HO! demonstration took place here to-night in honor of Mr.Laurier, the victorious Liberal leader and Premier-elect of Canada.Over twenty thousand people gathered in the Champ de Mars to welcome the Liberal leader and the gathering surpassed aoythingof its kind ever before witnessed iu Montreal.Mr.Laurier, who arrived from Quebec to-day, was accompanied to the meeting place by a large num-ber of Province of Quebec for the stand it had taken and said all the Provinces had done their duty.He said that the new Liberal Government would endeavor to revise the tariff and settle the Manitoba School question.He declared that the business men of the country had no reason to feel uneasy, as the Liberals were reformers and not revolutionists and no change would be made without due notice being given.He would also try to settle the Manitoba School question by conciliation and by relying on the justice of the majority.Sir Richard Cartwright also spoke and praised the people of Quebec for showing that they were worthy of the name of citizens of a free country.The Liberal leaders were then escorted to the St.Lawrence Hall, where Mr.Laurier received another ovation.A number of speeches were made here to a big crowd.Mr.Laurier subsequently left for his home at Arthabaskaville, where he will await the summons to Ottawa.HOW IT IS VIEWED IN MANITOBA.New York, June 25\u2014A Winnipeg, Man., special to the World says \u201cThe defeat of the Tapper Government, whose platform was the re-establishmsnt of Catholic parochial schools in Manitoba, has caused the wildest rejoicing in Western Canada.No such scenes of wild enthusiasm have ever been witnessed here.The Liberal organs here declare that Manitoba\u2019s national school system is safe from interference.However, Conservatives are confident that Mr.Laurier, a Frenchman and a Catholic, will demand that Catholic schools be restored.All are agreed, however, that one of the first moves will bo to treat with Washington for reciprocity, aud the result of yesterday's Liberal victory in Canada may be fraught with the most important results to the business interests of the United States.\u201d AN AMERICAN OPINION.Washington, D.C., June 25\u2014Mr.McMillan, of Tennessee, who is one of the Democratic members of tho Ways and Means Committee, is greatly pleased with the Liberal victory in Canada.It to the\u2019Imperial connection, yet they dallied dangerously with reciprocity with the United States.The Conservatives were the keenest for the establishment of & Commercial Zollverein among theyarious parts of the British Empire.The Ameiieana are rapidly beating us out of the Canadian markets and Mr.Laurier and his friends will not stop the process.The project to unite Canada, Great Britain aod Australia by a line of fast subsidized steamers is not likely to be pushed with much vigor.The Gazette believes that Mr.Liurier is an able man and a sincere patriot, but thinks that his tenure of otfije is not likely to last long.Some Canadian telegrams suggest that Mr.Laurier\u2019s return to power upon the Quebec vote means that Canada will be submerged in Mercierism, the memory of which is still vivid in this city as inevitably leading to ruin.This view is little supported here.The journals of all shades of political opinion dwell upon Mr.fjiurier\u2019s patriotism and high personal character and his pledges fir economy.Tne Canadian Government and other stocks show no tendency to drop, iu fact they stand somewhat higher than al tha last settlement.Canadian Pacific\u2019s dropped slightly yesterday but recovered to-day.Grand Trunk\u2019s are higher.A leading Canadian dealer laughed to day when asked if the election depressed the slocks, but he added that all this would peace and progress by removing the causes of friction with the United States and in helping to bring about a spirit of cordial goodwill in Anglo Ainericau trade and political questions while preserving and strengthening Canada\u2019s ties with Britain.The chief danger is the absolute want of personal touch between the statesmen here and Mr.Laurier and his colleagues.The question is asked the War of Independence.The future statesman had not many educational advantages and was entirely a self-made man.He left the County Grammar School at the age of 12 years and went into the druggist establishment of the late William O.Smith, who was Mayor of St.John for several years.With him he remained four years.During that time he joined a debating society iu which once a week political questions were discussed.This was his first political training.kept a drug store.After serving his time as chemist and druggist he.started business for hiimelf in partnership with the late Thomas William Peters, afterwards Col.Peters.The partnership lasted many years and when Mr.Peters retired from the firm, Mr.Tilley conducted its affairs alone, until shortly before Confederation when he sold the business to his brother-in-law, Mr.T.B.Barker, who still carries it on.It was in 1849 that the subject of this sketch first became known in politics.At that time he espoused the cause of protectionists and nominated and helped to elect a candidate for the Legislature.The tariff proposed by the Government was too high and the measure was withdrawn.About the end of the year Mr.Tilley took a very active part in forming the New Brunswick Railway League, which aimed at the construction of a road from St.John to Sbe-diac.ONCE A REFORM MEMBER.In 1850 he was elected as a Reformer for St.John, but in 1851 threw up his seat and retired into private life for a time.He was brought out again in 1855, elected for St.John and accepted a portfolio in the Govern ment.In 1856 he was defeated, his Government, having made Prohibition the leading plank in their platform.In 1857 the Liberals again came into power, Mr.Tilley was made Provincial Secretary and shortly became leader of the Government.He remained Prime Minister from 1857 to 1865.In that year his Government was defeated on the Confederation question.The scheme had been broached the year previous, first at Charlottetown, P.E I., then afterwards at Quebec, where the different Governments decided to submit the question to the electors.The terms and plan leaked out before the elections and a storm was raised.New Brunswick rejected the measure.Sir Leonard was defeated and his party wrecked.THE CONFEDERATION STRUGGLE.The newGovernment went to power pledged to defeat Confederation, but tho Upper House, led by the lion.Peter Mitchell, was entirely the other way.The struggle lasted for a year and was very bitter.Then came the Fenian Raid, which, while not one of the causes leading to Confederation, was an incident showing the supreme necessity of that military organization which followed Confederation.The Raid changed the political beliefs of many and the New Brunswick Government was forced to resign.The next year the general elections were held, and the anti-Confederates were reduced to a corporal\u2019s guard.Delegates representing the Provinces met in London, Eng., and Confederation became a fact.IN FEDERAL PARLIAMENT.Leonard Tilley, who was one of the delegates, ran for St.John, and became Minister of Customs iu the first Dominion Cabinet.In 1873 he became Minister of Finance.Upon the fall of the Macdonald Government on the Pacific scandal in 1874 he was ap pointed Lieutenant-Governor of New Brunswick, which he retained till 1878, when he entered into active politics again,and was elected on thoN.P.platform.He became Finance Minister and iu 1879 formulated the Protec-live policy in the Dominion House.On May 24 he was knighted.He remained Finance Minister until 1885, when his health gave way and he was appointed Lieutenant-Governor of New Brunswick, which place he held until a year ago.Merit in medicine means the power to cure.The great etms by Freneh-Caoadian voters therein.The bulk of the Liberal support is from the French speaking sections of Quebec.Mr.Tarte is reported as saying this situation will tend to unite the English and French-speaking peoples.In such a renia: k he is not giving evidence of the sagacity he is usually credit ed with.The anti-French, anti-Catholic agitation which the McCarthy-M&rtin wing of the Laurier combination has been conducting for years past now has not prepared the mass of the Protestant pop lation for govern ment by an almost solid French delegation from Quebec.The double policy on which the Liberals conducted the late campaign, pro-Catholic in Quebec and anti Catholic in the other Provinces, will likely be found to have left seeds of discontent, in Ontario espe \u2022ially, which a
