[" A + Weather Forecast: Fine, Not Muoh Change BUT THEY ARE Extraordinary Council Reaches Deoision Regarding Turkish Terms To Be Formally Presented At Mudania Today\u2014 Bouillon Confident That Agreement Will Be Reached\u2014 Demarcation Of New Neutral Zone And Evacuation Of Thrace Two Of The Most Important Questions To Be \\ Constantinople, Oct.3\u2014The Komalist propossls which will hs éaid formally before the Mudania conference tomorrow are \u2018\u201c\u2018discussabie, but not acceptable.\u201d This was the decision of the extraordidary Council which met at the British Embassy this afternoon.It (n- cluded the Allied High Commissionere, Ambassadors, | Generale and Admireia, PY M.Franklin Bouillon, the French envoy, through whose efforts with 1 Kemal! Pasha the conference was made possible, expressed his confident belief to the Associated] Press correspondent thos evening that an agreement would be reached tomorrow at Mudania.\u201cKemal will make an even greater effort for pence than he has made for war,\u201d he said.\u201cTwo of the most important questions to be discuse- ed at the conference will be demarcation of a new neutral zone on the Asiatic mide of the shores of the Dardanelles and at Ismid and the evactiation of Thrace.\u201d The Aliles hold that Kemal's demands, as outlined by M.Franklin Boulilon, are of auch a nature that the Angora Assembly would .thereafter be in a position to reject the Allied note.Kemal Pasha insists on settlement of all military questions before replying to the Aled proposals.He and four of the Minleters at Smyrna accepted the Allied note in principle, but the at¥tude of the Angora Assembly je not known.The Allies feel that Kemal's demands could have been made with better grace if the Allied note had been fully endoreed by his Government.Kemals armistice terms make no reference to a neutral zane or neutrality \u201cof tMé Mrarebut the opinion of the Allied Council wae that the most important question to be discuesed lo- morrow would be the establishment of a provisional neutral line at Chanak, as miggested by General Harington's latest note to the Turkjah Nationalist leader.It must be remembered that the Mudania conference is military, not politicad, but the evacuation of Thrace is largely under the latter category and is hardly considered a matter to be decided upon by the Allied Generals alone.It was decided this evening that the armistice conference was to tike place ashore at Mudania.in.read of on one of the Allied ships This decislon was reached principally because the Allies were unable to agree even on such a minor question as to which should have the honor of acting as host of the conference.Each apparently feared that the holding of the conference ahoard one woman, struck her heavily with the butt end of a rifie and lett a mark.This soldier was about to strike her again when a United States officer intervened.Ope of the doctors, asserted Dr.Lovejoy, witnessed a (reek woman cut her throat and then hurl herself into the water and was drowned.Refugees who were evacuated must mass through a series of gates.Dr.Lovejoy said.She deacrihed how, at each gate, the refugees ware stripped of all their belongings, Including their money and clothing.In some cases the women were forced to undresa so that they could not take any funds with them.By the time Turks have evacuated Kura-HBighu, and retired trom the neutral zone at this point, says a despatch to the Times today trom Constantinople, On the other hand the despatch says, Turkish infantry have appeared within the neutral sone at Bergaz.18 miles northeast of Chanak.and at Kusu- Keul, twelve milep south.M.Franklin Bouillon, says a Reuter despatch from Constan tinople, said today that he did not expect a reply to the Allied note from the Turkish Nationalists within five or six days, as Mu: ha Kemal Pasha would hot arrive In Angora until this evening.M.Bouillon added that he was convinced from his conversations with Kemal In Smyrna, that Kemal considers the Allied proposals may serve as the basjs for negotiations.He added that Ahe difference between the Allied and the Turkish points of view concerned matters of form rather than of fact.The Russian note of protem against a blockade of the Dardanelles has caused some surprise in official quarters as the British Government has heard of no blockade and strongly doubts whether there is any justification for the protest.It is considered possible, however, that the Allied commanders, for military considerations, may have adopted measures of a blockade character In the Dardanelles.Reuter's today says it learns in authoritative quarters in London there is no information that such a blockade had heen instituted.Signifcant Visit With the military dispositions to be taken in Thrace the immediate topde of thé, Mudania Conference tomorrow.the utmost significance continues to be attached here to the visit of ex-Premier Venizelos of Greece.It is declared that up to the present M.Venizelos has been unable to obtain any alteration in the promise given by the British.jointly with the other Allles, in their note to Mustapha Kemal that they would favor the return of Thrace, as far as Adrianople.to the Turks.There seems to be some question, however, if this promise will continue indefinitely to hold good.: While there is no tima timit set to the terms of the Allied note to Kemal, giving the promise regarding Thrace as a basis for the proposed Peace Conference.it is known that the Kemakets are being urged to hasten acceptance of the terms of that note least it he withdrawn, It is claimed that Lord Curzon had the utmost difficulty In securing the consent of Premier Lloyd George to the Allied note and it is considered probable in many quarters that it the Greek revolution had already [taken place at that time Mr.Lloyd George would not have consented.The Turkish Nationalists, it le understood here, are to be told tomorrow that if they wrangle too long over the subject of Thrace, it may become impossible for the Allies to force the Greek revolutionists to abandon Thrace: also, that it the Kemalista make too many representations regarding the Greek atrocl- ties in Thrace, they may be reminded that the Greeks are charging that similar alleged atrocities are heing committed at th epresent time in the Smyrna district.Favorable Factor What is considered one favorable factor in connection with ihe Mudania conference lies in the personnel of that conference at least so far as len.Harington and Ismet Pasha, the Nationalist representative, are concerned.(Gen.Harington is known to be doing his utmost to prevent further delays and difficulties.while femet i» regarded as one of the most level-headed supporters of Mustapha Kemal.Ismet Pasha has long had a plan for taking Constantinople, which he regards as a comparatively easy military task.But he has sald: \u201cWe will get It without fighting, #0 what is the use?We can wait\u201d.Unless Ismet has !ronciad orders to the contrary regarding Thrace, it Is regurded here as an easy task to secure his conrent to any reasonable arrangement pending the Peace Conference.It is understood he will ask that French troops be allowed to occupy and police and administer Thrace as far as the Maritza by vancing thelr present Teha: lines.The French thus partially resuming the control they exercised during the spring and summer of whole situation is considered to continue to be fraught with the danger of war, despite the present easing of the tension.There seems no doubt that the Kemaliste are holding their troops for action if no peaceful settlement Is found possible.In addition there are reports of Creek preparations in Thrace by the first meeting In ten and it Is expected that when the Ministers come together, they will have before them | som thing from the Armistice Conference dealing with the Near East situation.While the members of the Cabinet have not been mesting in Council, they have had before them daily reports on the situation from overseas and have thus been able to keep in constant touch with developments.While the Armistice Conference agreed to between the Allies and the Turks may last for some days, it is expected that some officlal information from it wili be available for the Cabinet by the time it mests on Wednesday afternoon.IRISH CLASHES ARE REPORTED Irregular Troops Are Showing More Activity\u2014Heavy Fire On Nationals \u2014 Dublin, Oct.2\u2014Ilrregular troops are showing Increased activity.Small stacks by them have been reported from various points.They were repulsed at the barracks at Mullingar and Cavan this moraing.In the fighting at Mullingar two Republicans are reported to have heen killed.At Cavan more than teventy Irregulars made up the attacking party.The main gate to the barracke was destroyed by the explosion of & mine and then the Irregulars opened a heavy fire from thres directions on the Nationals.There were no casualties.An army bulletin estimates the losses to the Irregulars in the battle at Killorgin The Nationals lost one killed and five wounded.MARKING TIME ON NEAR EAST SITUATION (By Canadian Press) Ottawa, Oct.3\u2014The Canadian Government 18 \u201cmarking time\u201d on the Near East situation.No meet ing of the Cabinet will be held today and it is understood that none is scheduled for to-morrow.The Cabinet, however, can be summoned in very short order, and unfavorable news from the Near East would probably be the signal for an immediate gathering of the ministers.Just now there is an easing up and the tendency to await the result of the Armistice Conference, which according to despatches, will open tomorrow.Naturally, the result of the Confereice will be looked for eager- ty.It is hoped that the more con- cllintory attitude which seems to have been assumed by the Turkish leaders will result in averting
