Fondé en 1847 par Robert Middleton et Charles Saint-Michel, ce journal est d'abord connu sous le nom de Morning Chronicle. Son programme éditorial est tourné vers les intérêts britanniques, ce qui plaît aux conservateurs et aux impérialistes. Toutefois, cela n'en fait pas une publication politique pour autant puisque l'on y évite les longs éditoriaux et les sujets polémiques, probablement pour se différencier du Quebec Gazette, ancien employeur de Middleton et féroce concurrent. Le contenu est plutôt centré sur l'actualité (majoritairement en provenance d'autres journaux anglais et américains), sur la vie commerciale et maritime, ainsi que sur la littérature (peu présente pendant les premières années). La ligne éditoriale du journal est définie comme suit : « [.] in the management of The Morning Chronicle we shall, therefore, begin by simply declaring, that, as we glory in our connexion with the British Empire, it will be our undeviating aim and unremitting endeavour, to create and foster a cordial attachment to those time-honoured institutions which have made her so illustrious in the annals of the world ». (May 18, 1847, p. 2)

Sous Charles Saint-Michel (1849-1860), le journal devient le porte-parole des aspirations de la bourgeoisie commerciale anglaise et les sujets politiques prennent une part plus importante. L'esprit protectionniste, rattaché au torysme, teinte la rédaction. Durant la période de la Confédération, le Morning est utilisé comme tribune pour faire la promotion des idées de John A. Macdonald. Toutefois, l'attrait premier du journal reste avant tout la vie relative au commerce. En 1874, une fusion avec The Quebec Gazette met fin à une concurrence jugée ruineuse. Fondé en juin 1764, c'est l'un des plus vieux journaux d'Amérique du Nord. Une nouvelle entente survient en 1924. Pour mettre fin à une concurrence qui les affaiblit, le journal alors connu sous le nom de Quebec Chronicle and Quebec Gazette et le Quebec Daily Telegraph (fondé en 1875 par James Carrel, il défend les idées populaires et est reconnu comme étant libéral) s'associent et deviennent le Chronicle Telegraph. Les nouvelles prennent une place prépondérante dans les colonnes de la « nouvelle » publication. À partir de 1934, le journal est connu sous le nom The Quebec Chronicle-Telegraph. Il paraît toujours aujourd'hui. that there had apparently been some misunderstanding.He was ready to consent to adjournment if thers were several other Members to speak.He had no desire to keep the House sitting all night.The Houss then adjourned, with the naval vote still under consideration.To Keep Torpedo Boats In supply on the estimates of the Hon.Geo.P.Graham, Minister of Defence, made & brief statement in which he announced that the Govsrnment would retain the torpedo boat destroyers Patrician and Patriot, presented to Canada by the British Government.Mr.Graham said that these destroyers would be used for training volunteers in gunnery and ssamanship, one on the Atlantic and the other on the Pacific Coast.They would be substituted for the small boats which the Government originally announced would be used for training purposes.The change in the Government's policy had come about following & discussion which he had with the director of the naval service.A misapprehension prevailed in regard to the trawlers which the Government would retain in Commission.These vessels were 130 feet long and each carried a 12- pound gun.They wers sea going vessels and during the war Canada had from 30 to 3$ of them In Commission.With regard to the decision of the Government to lay up Canada\u2019s submarines, Mr.Graham said that this country had received a dependahle lead from the discussion at the Washington Conference.It had been advanced there that the auh- marine wan not efficient save against Merchant shipping.Mr.Meighen asked whether since France was going ahead with the building of submarines, the Rritish fiovernment was still proposing to abandon them.Mr.Graham rephed that it was true that the British Government was not abandoning submarines hut that he maintained, did not affect the view advanced that submarines had not heen effective except In operations against Merchant vessels.The Minister stated that the declarations which he had made did not constitute a finality In naval policy.Hon.Hugh Guthrie commented on Mr.Graham's remarks that his naval policy Wan not a finality.It \u201croulé not have had to go much fur.i ther, he said, referring to the scrap- | ping of the vessels, to make it final.ft wan rumored in Toronto yesterday that the Government wae going to make another flop today.Thé Minister had found that his scrapping process would not go with the rank ould keep them in Commission as a nucleus of a naval service\u201d.The Naval Bervice Act of 1910 continued Mr.Guthrie, provided for a Royal Canadian navy as a perma nent force, and a volunteer naval re serve.The Miniter now proposed to scrap the Royal Canadian navy And to ruhatitute for it a volunteer torce.This scheme would cost = million and a half a year, while the greater scheme adopted last yen: would call for two millions and a half.The greater scheme would yield some result.Playing Ac Naval Warfare The Government was going to spend $1,500,000 playing at naval warfare, and getting together volun- teera for a holiday.This would not eatablish anything hut would be an nhsolute waste of money.Mr.Guthrie demanded information as to what quarter of Canada the demand for à change came from.He knew that Wm.Duff, (Liberal, Lunenburg), had criticised naval votes as a waste of money and wondered what Mr.Duff would say to the proposal to spend $1,600,000 on a volunteer service.If there was any criticlem in Canada, it was that this country was not doing as much as it might, \u2018 William Duf\u20ac said that it was amusing to hear Mr.Guthrie say that the Minister of Defence had London, May 16\u2014The outcome of the report of Sir Wm.Warrender Mankensie on the dispute in the engineering industry, whicah favored the employers, is that direct negotiations were opened at Westminster to-day between the Engineering Employers\u2019 Federation and a joint negotiating committee representing all the unions involv- od in the dispute, including the Amalgamated Bngineors\u2019 Union.The discussion ranged over two main topics.The first of these was as to what is necessary or unreasonable over:time.and the second as to Sir Wililam's recommendation for a prior consultation between the management and the men regording workshop changes, which might Include the employ- men of semi-skilled workers on new automatic machines, troduction of the Laurier naval po- cy in 1910.In the generat election of 1911 the Conservative party had not said a word about naval defence.They had supported the Nationalist candidates of Quebec who were opposed to & navy.After the election, Conservatives carried out their bargain with the Nationaliste and reduced the navy vote of $3,000,000, in 1910- 11, to $1,600,000, in 1912-13, The Niohe and the Rainbow, which had been purchased from the British Government as training ships were put out of Commission and thelr crews paid off.In 1914 it took six weeks to put the Niobe In Commission.If Canada had some good ships In Commission when the war broke out, they would Iave been able to have captured sufficient enemy shipping to have paid Canada\u2019's expenses during the first year of the war.\u2018The late Government had accepted the present fleet of five ships without consulting either Pariiament or the country.Ships Absolutely Useless No one could say that the vessels were of any practical benefit.Mr.Duft had no hesitation in saying that they were absolutely useless for defence purposes.Money apent on them was absolutely wasted.The fleet had not spent three months in Canadian waters since it Ths vessels had been wandering around all over creation.They had steamed through the Panama Canal to the Pacific Ocean.à beautiful trip, but of no practical benefit.The great question was whether clal position do anything of any service whatever for the protection of the coast line.In case of war, the present fleet would be of no service.If the people of this country could not afford to spend $100,000,000 a year on ships for both coasts, It would be useless to spend $2,500,000.Sir.Duff sald that the British Government had recently reduced its naval estimates by $20,000,000.\u201cWhat are they now?\" asked A, J.Lewin, have seised many merchant ships at the opening of the war if they had heen in condition, with his view that the present Canadian navy was quite useless.Mr.Duft replied that he had said that the mammoth new Morvich of the sess, warped into her pier at 4:35 this at- oon after a trip from England ring which she broke all existing records for muiden \u201cvoyages on the Atlantie Sir Bertram Hayes, her skifper, who went to her bridge in successive steps trom cabln boy in the White Stay line service, had not tried to put the Majestic at top speed during the voyage.For two days she had \u201cjoafed\u201d then speeding up as she ran into smoother seas.she drove along at a 25.50 knot pace, hitting it up to 26 on the last leg from Fire Island to Ambrose Lightehip.Just five days and sixteen hours after she left Cherbourg, the Majostic whirled past the lightship in a cloud of spray.Then she slowed down to pick up her pilot.After two hours in quarantine, due more to her own immense bill to amend the Criminal Code In regard to sexual offences.The amendments proposed were numerous and a number of them were passed in the House at the last session.but rejected in the Senate.The bill was given first reading.\u2018The Minister of Justice referred te a question put by Right Hon.Arthur Meighen, Leader of the Opposition in regard te a judgment of the Manitoba Court of Appeals on the
