THE PRESIDENT, MR.J.T.ROSS, FOR THE YEAR ENDED, sist DECEMBER, 1920, PRESENTED AT THE ANNUAL MEETING Quebec, March 17, 1921.Gentlemen, The printed report handed to members contsins a summary-of the work done by the Board and by its Council during the very busy year of 1920, together with copies of some of the most important correspondence.The bank -clearings of the City of Quebec in the year 1920 amounted to $364/200,000.as compared with $291,- 000,000.in the year 1919.The building permits issued by the City show that during the year 1920, new buildings were constructed in Quebec to the value of $2,260,576.Notwithstanding the closing of the Ross Rifle factory, - which has employed as many as 3.000 hands, the population of the city of Quebec has continued to increase and is now said to be about 120,000.The Transcontinental Workshops.\u2018The goud results of the incessant work of the Board of \u2018I'rude in urging upon the management of the Government Railways to operate the new and costly workshops of the \u2018Transcontinentel in Quebec, have now been made fully manifest.These workshops have been.equipped with machinery and are in active operation, employing about 800 men.The thanks of the people of Quebec are due to Mr.D.B.Hanna, President of the Canadian National Railways, for his prompt appreciation, upon his coming into office, of the justice of our claims in this matter and of the advantages to the railway, and also to Mr.W.A.Kingsland, General Manager of the Eastern Division.Our efforts should now be directed to having these workshops completed, according to the agreement made in 1910, between the Government and the City.We understand that the car building shop, brass and iron foundries and round house have still to be erected.When these are built, car building, for which our workmen are s0 well adapted, could be carried on, to provide equipment much needed by the railway, and if so, these workshops would probably employ about 2,000 men, which would be a great boon to the city.The Grain Trade, During the past year, notwithstanding the splendid elevator and dock facilities which we have, and although we are 214 miles closer to the grain fields of the Prairi Provinces than we were before the construction of the \u2018Lranscontinental Railway, no grain has been exported from Quebec.This is easily explained by the fact that the rates of, freight by rail to- Quebec and Montreal have been fixed at such a high figure that it costs four cents per bushel cheaper to send our western grain via Buffalo to New York than to send it all rail to Quebec.In 1916, the sRanagément of the Government Railways, after much consideration, made a freight rate of six cents per bushel for carrying export wheat from Armstrong on the Trascontinental Railway, to Quebec.This had an immediate effect, and quite a number of steamers were loaded here, that year with grain.The special rate was soon cancelled, and this yéat, the rate from Armstrong to Quebec is 25 cents.The result is that, as we had a good crop in 1920, there has been x considerable surplus for export, and it has again taken the Buffalo and New York route, no less than 53 million bushels having already gone that way in the fall of 1920.It cannot be contended that the cost of operating bas increased in four years to such an extent as to justify charging four times the rate of freight that was thought necessary in 1916; because we know from the reports of the Railway Department that the cost of operating railway s only been increased in four years by 57 p.c., and that even this increase has been largely offset by the increased tonnage hauled by freight trains, To what, then, can we attribute this incomprehensible policy, which has had the result of again turning the western export traffic to Buffalo and New York?In the six years, from 1912 to 1918, no less than 518 million bushels of our western grain were exported via Fort William, Buffalo and New York.The transportation cf this grain, largely in American boats from Fort William to Buffalo, and altogether by American railways from Buffalo to New York, must have cost seventy or eighty millions of dollars.If this grain had been carried all rail to Canadian seaports, all that vast sum of money would have been expended in wages and supplies in Canada, instead of in the United States.Moreover, it is the wish of the people of the western provinces that all their grain should be exported via Juebec, as expressed by a letter signed by nearly.all their representatives in Parliament addressed to Sir Robert Borden, in September, 1919, .oe The Quebec Bridge.The new bridge over the St Lawrence, at Quebec, sontinues to prove & most useful work, especially for freight traffic.During the year 1919, no less than 40,458 reight cars crossed the bridge ; we know that there was an ÿnicrease of at least 40% this year, but no records have been tkept by the local railway authorities for 1920.Its use for passengers trains has been limited to trains running be- ween Quebec and Montreal, and Quebec and Edmundston, N.B.\u2014Notwithstanding the urgent request of Quebec people, none of the trains to and from Halifax make use of the bridge, although its construction completes the railway from Halifax to Quebec, which was one of the conditions of the Confedation Act of 1867, and so far, neither the Grand Trunk, Quebec Central, nor Delaware & Hudson trains have been allowed to use the bridge.The railway suthorities seem also to have lost sight of the fact that the use of this bridge would save over 200 miles in the railway journey from Halifax to Winnipeg.Transcontinental Railway.; which it was built, and for the economical handling of .which it gave such ample proofs the first year it was put into operation.Nevertheless, it is doing a wonderful business in handling the traffic of the new settlers now located in the Abitibi district, whose number has increased ~o 15,000, and in taking care of the freight of the great pulp and paper mills located along the line, and of the growing trade in pulp wood and lumber which has sprung up-in that remote country.In these days, when the migration from the farm to the towns is causing so much anxiety on this continent, it is no exaggeration to say that Canada owes a debt of gratitude to the brave pioneers who are hewing out homes for themseles in the Abitibj district and elsewhere along this great railway, increasing our supply of farm products and creating a chain of settlements which will bind Western to Eastern Canada.They are entitled t8 every encouragement that can be given them, but they complain that they are not getting it, because they are charged excessive rates on their freight.This should be remedied.The Abitibi settlers are also asking for two branch lines for the railway, one of which would bring te the Quebec market the product of the most valuable pine forests remaining in Canada, situated near the source ot the River Ottawa, and the other would give access to valuable spruce forests and water powers on the rivers : flowing into James Bay, + | t + The railway owns twelve million feet of deep water frontage on the River St.Lawrence, acquired for its ocean terminals in this city.The proper development of this property is necessary for the fuccessiul operation of this railway, and is called for by the agreement between the Government and the City of Quebec signed in 1919.No work has yet been done.Surely, it would be wiser to complete these terminals and also the terminals and elevators at Halifax and St.John, so as to see what our railways can do towards recovering the trade that has been diverted to United States seaports, before we spend vast sums of public money in making new canals, as to whose utility there is a great diversity of opinion.The Transcontinental Railway is still being operated | with second hand rolling stock, the new engines and cars \u201cbeing sent, apparently, to other divisions of the Government railways.Ship Building.The new shipyards at the Graving Dock, at Levis, are approaching completion, and Mr.Davie launched the second large steel steamship built by him for the Govern- < ment fleet a few months ago.These works give employ- ment to a large number of skilled mechanics and it is important that work should be found to keep them employed.We have therefore asked the Minister of Marine to endeavour, if possible, to build in this yard the large icebreaker for use on the lower St.Lawrence, for the construction of which Parliament voted a large sum of money last session.Trade with United States The trade of our City and District with the United States has assumed very gratifying dimensions.The pulp and paper mills of the Saguenay, the St.Maurice and the Jacques-Cartier, which owe their development to the Quebec merchants who built two local railways into these districts, some years ago, and also to a great extent to the capital and co-operation of enterprising business men from the United States, are doing an immense and daily increasing business, the larger part of which goes to the neighbouring republic.The following figures, furnished us by the courtesy of the United States Consul at Quebec, Mr.Dennison, will show how the trade of our city and district with that country has grown.Exports to United five new steamship berths at the Louise docks have been in operation during the past year and have been very useful for shipping.They have 35 feet of water at low tide and are faced by commodious, modern freight sheds.During the past year, the conveyor system has been completed, by which all these berths are now connected with the modern, two million bushel concrete grain elevator.on the dock.This elevator has facilities for cleaning grain and works rapidly, so that there is no reason why it should not be operated to its full capacity, and it is much to be regretted that it was practically idle \u2018during the last season.The Harbour Commission and its \u2018Chairman, Sir David Watson, have co-operated with our Board in every way, in endeavouring to have Western grain sent here for shipment.We hope that our joint efforts may bring about better results during the coming season.The Louise Docks have accomodation for 22 ocean steamers, at berths having a depth of water varying from 18 to 35 feet at low tide, and commodious warehouses at all the berths, connected by railway tracks.These splendid facilities, combined with two modern graving docks, at Levis, one of them the largest in world, should make the port of Quebec,\u2014accessible as it is to the largest steamers afloat, and connected on both sides of the harbour and by the bridge with the railway system of the \u2018country,\u2014very attractive for steamship business.The only thing lacking seems to be a large refrigerator, where butter, cheese and other perishable goods could be stored, when awaiting shipment.We have joined the Harbour Commission in urging the Government to allow this to be erected.The usefulness of the Louise Docks, as a port of refuge in the winter season, was again proved last winter, when \u201d \u201d \u201d \u201d \u201d \u201d a fleet of nine United States war vessels, under Com.| mander Menner, U.S.N., wintered there.It may be added that the conduct of the
