Titre :
The Quebec chronicle
La ligne éditoriale du journal est définie comme suit : « [.] in the management of The Morning Chronicle we shall, therefore, begin by simply declaring, that, as we glory in our connexion with the British Empire, it will be our undeviating aim and unremitting endeavour, to create and foster a cordial attachment to those time-honoured institutions which have made her so illustrious in the annals of the world ». (May 18, 1847, p. 2)

[Traduction]
Voici les différents titres que le Quebec Chronicle-Telegraph a connus depuis ses débuts : Disponibles en ligne : The Morning Chronicle (Jan. 1847 - Nov. 1850) The Morning Chronicle and Commercial and Shipping, 1850-1888 The Morning Chronicle (Feb. 1888 - May 1888) The Quebec Morning Chronicle, 1888-1898 The Quebec Chronicle, 1898-1924 Non disponible en ligne : The Chronicle Telegraph (1925-1934) The Québec Chronicle-Telegraph (1934 à ce jour)

if the Increase is to be upon the basis of paying money for services rendered?Mr.Moule, in reply said, the operating expenses in the East are largely incurred for the benefit of the West. These include large expenditures for port terminals, $c.For this reason, he said.operating rates are not a proper indication of earnings on Eastern and Western lines.Expenses in the East of this king were not, he said, spread grec the entire system.an tire The fight throughout the ea sitting was centered on the atate- ment submitted last week by the C.P.R.and designed to show the need of that company of higher rates if it Is to be prevented from having a deficiency during the year which will end June 30, 1921.In that statement It was claimed that the C.P.R.faces a pomible deficit of thirty-seven millions if the existing scale of wages is continued in force.Mr, A.C.MacMaster, counsel for the Toronto Noard of Trade.met the C.P.R.figures with a counter.ntatement designed to establish that the company is likely to have a surplus of at least nineteen millions Mr.W.J.Moule, the statistical’ expert for the company, controverted many of Mr.MacMaster's figures.declaring that those submitted hy the company were well within the mark.Mr.Symington, counsel for the Government of Manitoba submitted figures to show a natural increase In traffic tn 1930 over the preceding ‘ear.On this basis, he sald.the total increase for the year would be $242.000.000 of which the CPR, would get 44 percent. While agreeing that the increase in freight traffic for the first six months nf 1820 wan over tewenty percent, Mr, Moule wan not certain that this would he maintained.A forty percent Increase in freight rates, he said, would give & murplus on freight traffic, hut he was not certain that a twenty percent Increuse in passenger rates would lead to euch satisfactory results. If not the difference would have to De made up from the earnings on traf.He.Mr.Moule was willing to admit that the Increase In rates on the other side nf the border was a factor In the present application, but It was by no means the only Factor.the aplication being based upm the need of the railways for more revenue, Tt had bhesn thought.he said, that an increase of more than twenty percent {n passenger rates might have a tendency to dry up the husinesa, Questioned by Mr.Bymington as tc.the present ability of the C.P.Rto function, Me.Moule said that the system was in better condition in 1913 and subsequent years when the train mileage was higher, He agreed that an Increase af twenty percent, or one-half cent per mile, in passen- rer rates would probably yleld an aa.ditional revenue of eight and & halt million datlars In answer to Mr.Symington Mr, Moule stated that he estimated that the adoption of the Chicago Labor Board scale of wages by the C.P.Rwould mean an increase in the payroll of approximately $23.000.000, WANT RATE INCREASES.Washington, D.C, August 18— Great Lakes, Coastwise and Guif with the application for increases in freight rates has been misunderstood and used to make it appear that the strongly organized trainmen by their demands have been exploiting the public and are responsible for the further rate ine crease, a statement has been made J by the Executive of the unions. The “| principal contradictions are as fol | ‘ows: 1—The basic five hour day for passenger engineers is not equivalent in any way to the eight hour day in industries. It is à minimum guaranteed day measurement for special occasions, very seldom used. The genera) rule Is that engineers in the passenger service are pald on a mileage | basis. The hours of work are most irregular, often extending from twelve to elghtteen hours on a single trip, 2—There ls à not great deal of overtime in the wages of trainmen.Engineer operating pamsenger trains do not get time and » half for overtime. The only men who receive this are the train and enginemen in the slow freight service, which is not the general rule.3—It i» true that time as well as mileage is one of the factors that partly determine pay, and that delay is sometimes pald for.But this is only on special occasions and it le untrue to say that there is any inducement for engineers to run slowly or to strive for delays.Tha inducement is all for operating on time.4.—The present salaries for engineers run from $200 to $250 à month.Their hours are usually very long and irregular and they are the poorest paid of the highly vicilled mechanics, according to the men engaged in that kind of work.” N.B.APPLE House.Nashville, Tean., Aus.18.—The amendment extending equal suffrage to women of the United States was ratified today for inclusion in the Federal constitution,.the Lower House of the Tennessee formal ratification by Secretary Colby of the United States State Department to complete its acceptance by the country at large. There is still a possibllity that the House may rescind its action. At the last moment Bpeaker Walker, leader of the anti-suffrage forces, changed his vote from no to à yes having the way for a motion to reconsider.Under House rules he can present such a motion to reconsider within the next two legislative days.Suftragists launched an uproarious demonstration before the clerk announced the vote for thers was no question that they had won.Women screamed at the top of their voices, scores piaced their arms around the necks of those nearest them and danced so far as it was possible to do so, in the mass of humanity.Hundreds of suffrage banners were waved wildly and many removed the yellow flowers they had been wearing and threw them upward to meet a similar shower from the galleries. There were few tears of joy shed by the suffragists. Some wiped their eyes but on the whole they considered it no time for weeping.Their happiness was far beyond that stage.A motion to adjourn until ten o'clock to-morrow morning was of- tered after the official vote was announced but In tho uproar it was doubted whether any members heard it or whether it was seconded. The Speaker put the question.called for the “‘’ayes”* and “noes” and
