Fondé en 1847 par Robert Middleton et Charles Saint-Michel, ce journal est d'abord connu sous le nom de Morning Chronicle. Son programme éditorial est tourné vers les intérêts britanniques, ce qui plaît aux conservateurs et aux impérialistes. Toutefois, cela n'en fait pas une publication politique pour autant puisque l'on y évite les longs éditoriaux et les sujets polémiques, probablement pour se différencier du Quebec Gazette, ancien employeur de Middleton et féroce concurrent. Le contenu est plutôt centré sur l'actualité (majoritairement en provenance d'autres journaux anglais et américains), sur la vie commerciale et maritime, ainsi que sur la littérature (peu présente pendant les premières années). La ligne éditoriale du journal est définie comme suit : « [.] in the management of The Morning Chronicle we shall, therefore, begin by simply declaring, that, as we glory in our connexion with the British Empire, it will be our undeviating aim and unremitting endeavour, to create and foster a cordial attachment to those time-honoured institutions which have made her so illustrious in the annals of the world ». (May 18, 1847, p. 2)

Sous Charles Saint-Michel (1849-1860), le journal devient le porte-parole des aspirations de la bourgeoisie commerciale anglaise et les sujets politiques prennent une part plus importante. L'esprit protectionniste, rattaché au torysme, teinte la rédaction. Durant la période de la Confédération, le Morning est utilisé comme tribune pour faire la promotion des idées de John A. Macdonald. Toutefois, l'attrait premier du journal reste avant tout la vie relative au commerce. En 1874, une fusion avec The Quebec Gazette met fin à une concurrence jugée ruineuse. Fondé en juin 1764, c'est l'un des plus vieux journaux d'Amérique du Nord. Une nouvelle entente survient en 1924. Pour mettre fin à une concurrence qui les affaiblit, le journal alors connu sous le nom de Quebec Chronicle and Quebec Gazette et le Quebec Daily Telegraph (fondé en 1875 par James Carrel, il défend les idées populaires et est reconnu comme étant libéral) s'associent et deviennent le Chronicle Telegraph. Les nouvelles prennent une place prépondérante dans les colonnes de la « nouvelle » publication. À partir de 1934, le journal est connu sous le nom The Quebec Chronicle-Telegraph. Il paraît toujours aujourd'hui. sections.Che + OF REPARATIONS WITH HESITANGE: Corman Delegates Say Coal Decision Will Modify the Proposals TWO PLEAS ADMITTED Relief From Reporting Coal Distribution and Measures to Increase Output Associated Press).\u2014After some hesitation, due to hte coal question, the German delegates today produced their plan showing how Germany would deal with reparations, but they specified that the decision reached regarding the coal would modify their proposals.The Allied experts had decided they did not consider that even the figures submitted by the Germans would justity modifcation of the protocol signed July 9, but admitted the justice of the German experts pleas on two points; first, relieving Germany of the obligation of reporting to the reparations commission regarding the distribution of coal with Germany; and second, approving the proposal to incraase the out: put by improving the food and wel- tare of the miners and suggest that the German and Allied governments discuss means to this end.Dr.Bimons at the outset of the session remarked that coal was the central point of the whole economic lite of Germany.\u201cThe solution given to the coal question by the experts\u201d he sald, \u201cwill react upon the different plans of reparations prepared by the German delegation, which had understood than an agreement which would take into account the economic conditions judged essential to Germany would be arrived at.The plans cannot be handed over this evening, as was expected.\u201d Premiar Millerand expressed surprise.that the communication of the German plan as announced yestar- day should be brought into ques tion and subordinated by the experts solution of the coal question.Dr.Simons rejoined that the German delegation had prepared plans that must be studied as a whole to be understood.\u2018The Germar.delegation retired to reconsider the matter, and on the resumption of the session the Foreign Secretary declared that since the final decision regarding coal could not be taken until to-morrow the German delegation had decided to hand over the plans as prepared, but he added that the Spa conference had for its object the subftu.tion of an opening discussion by the Allied and Cerman delegates for one-sided decisions on various questions \u201cThe question of coal ls a question of life or death to the Germans\u201d, said Dr.Simons, \u201cand remains the basis for all other plans.\u201d Premier Millerand replied that there could be no question of modifying the Treaty of Versailles on that subject, and that it must be executed.Dr.Simons thereupon handed the reparations plan to the General Secretary of the Conference.Discussed Coal The Allied and German conferees in session here met at 11 o'cloek this morning and
