furnish the battleground for the Democratic National Convention opening here tomorrow.Candidates cannot be considered until prohibition, the League of Natlons and the Irish questions have been fought out on the floor.Contests over these planks in the varty platform seem inevitable and the convention is all set for a stormy time.The tig fight is over William Jengs Bryan's determination to have platform no wet can run on”.On this the administration forces appear se far 10 be pursuing a hands off policy As yet nobody knows what to expect from the White House.On the league of Nations Issue the Adininistration forces are lined up for a plank modelled after the Virginia platform, which declared for a covenant “without destructive reservatior a.” Mr.Bryan and his assistants want « declaration from the League with reservations ‘‘to safeguard every interest”.The lines of the fight over the Irish question are not ro clearly de- fned.—Fhile the queation of issue is bott- ing.little change is apparent in the line-up of strength of the various candidates.Cox and Palmer are expected to go in for a test of strength on the first ballots, as did Wood and Lowden at Chicago.The intangible but admittedly strong forces working for McAdoo will walt In the background for the psychological moment.The Cox people profess to have pficient strength to eliminate Palt on the preliminary ballots, and then plan to pit their candidate against the fleld.At this stage it looks as it the Democrats would have a “big three”, just an the Republicans had.Both wets and drys today launched thelr planks on the pra- hibition issue.For the drys, Bryan made his proposed plank public, a sweeping declaration for enforcement of the Volstead Law without increase rhges.From the wat camp alternative planks drafted by Postmaster-Gen- eral Burleson were issued One declares for “individual liberty” and modification of the Volstead Law to remove fits “drastic and unreasonable features” and the other aske for amendment permitting beverages “in fact not intoxicating", In connection with the prohibition question there was a third week make known his intentions “whether his health and inclination permit longer service in what must have become an almost intolerable position, and If not fn- vite his supporters to choose a successor,” the Gazette will say editor- lally tomorrow.The Gazette continues: “It Bir Robert Borden has the initiation, tie will and the strength to again assume the task of leadership, if he will promulgate principles of policy, and with his col- teagues and supporters preach these the country over, there will come new vigor in the party.And if this happy consummation cannot be reached, then the party should rally under a new leader.” Encourages Delay.Commenting on the increased ses- sional indemnity the Gasette tomorrow will say editorially smart making the increase dependent upon the length of the session puts a premium on delay and dilatorinees in the despatch of public business, “because there will alwilye be the inducement to spin out the session until the full indemnity can be obtained.” The Gasette concludes that “it will be an advantage and may at times mean the saving of much money to fix the indemnity irrespective of the length of the Commission.” Then comes Mr.Murdock's letter of June 24, in which he resigns his appointment, and Sir Robert's reply cited above.Correspondence over the resigne- tion of Judge Robson as Chairman of the Board of Commerce opens with a letter from Judge Robson to Sir George Foster on February 33.1930, and closes with a letter from J.B.Hugg, to 8x George on March 7, 1920.The firat letter has already been published.In ét Judge Robson tenders his resignation and expresses the view that he is “cut of sympathy with the Act (the Combines and Fair Prices Act) and it Is my duty to inform inquiring Into costae and profits of milkmen, bakers) and emall retailers, contrary to the wishes of the majority of the Board w absolutely unfounded.“I had the view that the appointment of a local officer in every mu- nécipality of any size (at the expense of the municipality, after the pattera of the English system) would be advantageous.Protest against this was made In the Board and the proposal was modified and in fact never went into effect.I acquiesced ia the proposal of an inquiry system by means of an expert staff at the office of the Board.That would have been instituted more fully but for difficulty In getting a staff through the Civil Service Commission.That ie à matter easily rectified.1 wrote you on the subject.You will, however.remember your warning to us to keep almost anywhere else, one can trace the very beginning of England.Chester's ancient walls still surround the site of the Roman deva, or Devana Castra (camp gf the Dee).The Anglo-Saxons called it Ceaster.The Romans, whose occupancy lasted four centuries, selected this high, picturesque spot overlooking the river and the mountains of North Wales, for the station of their famous 20th Legion, Excavating the solld rock to a depth of four to ten feet, upon which to found the camp, they built roundabout their defensive walls.Chronicle.QUEBEC, MONDAY, JUNE 28, 1920.NEW REGULATIONS FOR my judicial positions ‘here in the past where the element of interest was not present, I had administered the ‘aw fearlessly and regardless of friend or foe.The law reports show that much was made of the fact that there was found by Commisstoner Murdock on the desk in my private oftice, a letter to me by the Solicitor of the Crescent Creamery Company enclosing & copy of his draft MarKensie-King fnquired it all the correspoindence wus there.Sie Robert replied that # was.lowed the same lines in the original streets of the city.The four prin- clpal thoroughfares now cross at right angles the rocky Roman oblong.After the Romans there came, in turn, the Welsh, Saxons, Danes and Normans, Chester was not taken by William the Conqueror until 1070.In viewing the city the walls claim one's first attention.The present residents seem to live in a phantom city of the past, and almost to be a part of that medieval period in which they are so well versed.They tell you, apologetically, that only on three of their four sides do the walls follow the exact lines of hose built by the Romans, and that they are not of earlier date than the fourteenth century.But a stroll of two miles upon these great arms of masonry, which have encircled the city for seven hundred years, should satisfy the most exacting antiquarian.As one traverses this now peaceful promenade, frequent reminders of a turbulent past are encountered.The most impressive of theses — perhaps because the most tangible — is the Phoenix, or King Charles tower, bearing an inacription recording that trom this tower King Charles 1.in 1845, viewed the Battle of Rowton Moor, and a local ‘chronicler relates how the king “witnessed with growing mortification and despair the defeat of his army and the overthrow of his last field force.” Besides the King Charles tower others bordering the parapet of the old walls are the Bonwaldesthorneand the water tower; then there are those known as Morgan's Mount and Pemberton's Parlor.Chester Castle is rather disappointing.but much as one wants a castle to be up to the mark, everything else in Chester is so satisfying that this one “fly in the ointment” should be overlooked.The only remaining relic of the Norman period, during which time the castle was built, is the Julius Caesar tower, a squares keep, which, having been incased in red sandstone, has now no adequate appearance of age.Chester Cathedral, like many others in England, is interesting.both in itself and for its history.Since the time of the Roman deva the ground upon which it stands has been occupied by a Christian church.In 1841.after the dissolution of the monasteries by Henry VIII, the abbey church became the Cathedral of Chester, and remains of Norman construction, dating back to 1093, are incorporated in the cathedral, but most of it dates trum the twelfth to the sixteenth century.In monastic times the abbey was rich and of much importance.The “Chester mysteries,” or miracle plays, were performed each year before its gates, when a fair was held on the feast of St.Werbergh, the patron saint of Chester.À curlous custom prevailing among builders in the Middle Ages was that of carving grotesque figures — not only on the exteriors of churches, like gargoyles, but often on their interiors.Perched coyly in a corner, high up on the wall of the north aisle in Chester Cathedral, Is such à joke, known as “The Chester Imp.” At Melrose Abbey—that incomparable ruin, sacred to the memory, first, of Robert Bruce ana later of Sir Walter Beott and his “Lay of the Last Minstrel”—one's emotions receive a rude jolt on discovering carved upon one of the stone columns, just below ita beautiful capl- tai, a hand supporting the swollen cheek of a buy suffering with the toothache.A reminder of more recent days is found in two flage draped on the wall of the south side of the cathedral which were carried by the British at the battle of Bunker Hill; not far from these are displayed the colors of the Chester Guards, borne at Quebec.A wonderful work of restoration to be seen in Chester is that in the Church of St.John, This was & cathedral church and dates from the ate eleventh century.It was ocou- pied by & Norman bishop in 1073, but in a few years he removed the seat of suspicions; mor do we believe that it rests upon any more substantial foundation.As regards tbe issme between Judge Robsen and his acouser, it must be admitted that there fe more presumptive evidence, alihough we are unwilling to evedit the former Chairman of the Board with de- liberstg develiction of It is not clear jum how .dz.Murdock discovered Nc doquments of which he has made uss but there is no doubt that thelr existence wonld naturslly lead him to veach au unfavorable conclusion as to the conduct of his associate.Reading between the lines it seems probable that the two men wers unsympathetic characters.Murdock was an enthusiast, seeking to produce definite results and impatient of everything that stood in his way.Robson possessed the judicial temperament and his mind was filled with legal and philosophic doubts Thrown as closely together as they were, it was almost inevitable that differences should breed friction, that friction should breed prejudices.in what has taken place, each has apparently shown the defects of his qualities.| Mr.Murdock bus | chown lack of self-restraint and discretion in extravasant action, induced by dissppointment over the impotence sad disintegration of the Board which he had hoped to make 8 powerful instrument of public service.Judge Robson has shown that he was hardly the man to make à swooees of this economic innovation.That his hésitations were sincere enough may be conceded but, at the same time, they were fatal to positive measures.If his view-point is seund—and many people will contend that it is—then a regulative body such as the Board of Commerce is likely to be more mis- chisvous than beneficial; on the other hand, if the Government was justified in creating ought to have been manned by those who believed in it and not by cautious sceptics.The failure of the Board of Commerce to realize 790,000,000 or 800.000,000 bushels which are moved an- sually from ome country to another.A WELCOME ELUCIDATION.It is with pleasure that the Chronicle notes from last meeting of the Protestant Board of School Commissioners that the application to the City Council tov the vo-appointment of ons of its members, whose term of office expires at the end of the prosentgmonth, was not due 10 the action of the Commissioners them- esives but to & mimunderstanding on the part of the secretary wgasding his instructions in the matier.1e is right and fitting that the Schanol Board should not atampt to influence (he nominations of its membership but we hope that the further step will yet be taken uf giving the Protestant parents and rate-payers sh opportunity of recording their desires in-some definite form.For the Lieutenant-Governor-in-Council or the City Council to receive individas! recommendations, probably eupported by confileting lobbies, will be neither edifying nor helpful.The community must therefore look to the Board for the necessary lead.There may he other and better methods available but, if an annual meeting could he held, na we have already suggested, at (he time that the Budget is made up.no that those present might not only select names for recommendstion to the appointing bodies but also express their views upon the financial proposais of the Board, we are convinced that it would prove of real benefit all round and greatiy stimulate public interest in the needs of education.It ie of course too late to attemnt anything of the kind now but it is to be hoped that the Board will see its way to action next winter.Meanwhile, If our contention is correct that the appointment made by the City Council Inst week is nwil and void, the Lientenant- Governor-in-Council must make nominations to replace Messrs.A.E, Pfeiffer and R.F.Cream.With this knowledge, any person having representations to make will probably be able to do so before action is taken.The Chronicle feels, however, that both gentlemen whould be re-appointed.Mr.Pfeiffer has been loug enough on the Board for his experience to be of value and his services during the past year deserve recogni- don.Mr.Cream was appointed last autumn to fill the vacancy created by the resignation of Sir Richard i Turner and it is only fair that he should have at least one full teem.In addition to this he has already given proof of active Interest in his duties that should ensure ! him unanimous approval.Some Things the Public Would Like to Know: (Pertinent Questions on Matters of General Publis F Board, 1, Interest are Invited) ! Terrace be re-installed?is not due to Governmental interference or internal | duplicity but Lo causés, some of which can be removed und some cannot.Given clear jurisdiction and the powers and facilities required, three convinced, aggressive and harmonious Commissioners should, be able to exert a powerful Infivence upon prices, whatever their influence upon production may be.In our opinion the conditions just outlined must all be realized or there should be no attempt to resurrect the Board: in the words of Mr.Murdock.“the public will not get their money's worth.WORLD'S WHEAT FOUND IN A SHED Gruesome Discovery Made at I a Furniture Storehouse In the Queen City | Toronto, June 26.—There is a pos- islbility that as a result of the dis- {covery vf an unknown man's badly |] idecomposed body in a shed at the Irear of 19 1’Arcy street on Friday aflernoon, that another murder will be uncovered.The body was found by Samuel Cohen, who owns the shed, when he happened to so ‘through the place.He was attracted by a noxious smell, and not un- under some lovse straw in a hole jin the flooring caused by the removal of two planks, Detective-Sergt.Tuft and Ward were called to the spot.Examination, however, was badly handicapped by the terrible state of the body.{The clothes of the dead man had also been eaten away by rats and other vermin.The only means of identification are the man's green coat and green and red necktie He wore wan boots, was about & feet 8 in height, and apparently in the neighborhood of forty years of age.lets underwear was cheap and he wore a celluloid collar.The police believe him to be a foreigner, probably a laborer.‘The body was removed to the Morgue, but, because of ita condition could not be allowed within the piace, 50 accommodation waa found for it, in a disused |ambulance in the yard.It is under- ;atood that an examination of the | man's head will be made, to ascer- lain whether he waa the victim of foul play.The presence of the body so far is a mystery.Cohen leased the shed to the Yolles Furniture Company sume time ago, and until recently goods were stored there.The re- jmoval of the stuff made the odor more pronounced, and.Mr.Cohen thinking the stench must emanate from a dead animal.began a search.The position of the body between the boards and the presence of straw on top of it, lends color to the suggestion that there might have been foul play.CANADIAN BAKERS CO.OPERATE The co-opsrative association of bakers in Mdntreal has been incorporated by letters patent issued by the Lisutenant-Governor-in-Council, One of the sitpulations of their charter is that no ony may become a member of the society if he is not a recognised member of a labor union duly recognised by the board of @4- rectors of the society.Horlick's 6 © Malted Milk — Aveld LL, Maan, | P.Ryan, |! = Ga > sie im a a “2 Fa x .£¥; FOR THE PICNIC take aloag a bottle of ONTSERRA Lime Fruit Juice Cold drinks for every! tisfying and healthful—that’s what a bottle of MONTSERRAT Lime Fruit Juice means on the plenie.Don’t bother with lemons.Most people preler limeade, and it's 6e easy to make.Sugar, cold water and “MONTSERRAT”, and you have 8 drink that sveryens enjoys.Best possible beverage for children, because it is pure and wheleseme.‘ “MONTSERRAT" is the snappy, fragrant juice of choice West Indian limes—the ideal thirst quencher for hot days.Keap » boitle always handy during the summer along à on yeur automobile trips as well as on the holiday picnice.t Saline Sold Everywhere.National Drug & Chemical Co.Haras te of Canada, Limited Jy stoma ” — 0 = The comfort theme of your living room is gained by one color treatment.The formality of the dining room by another.While still another is required for a “spick and span” effect in the kitchen.-Let R.J.Black give practical effect to your decorative ideas.For his unique, conscientious service, telephone 2900.FASHIONABLE Former! in fact, in three places, mes- smges say, the young are beginning to emerge, Carnduff, Stoughton and Carlyle, Teh field directors are in’ direct touch with the situation and the local authorities in the Infested area, und the campaign against the pests, has been very well organized in most military fashion, even thé school teachers and pupils joining in the work with bankers, merchants and volunteers.The Saskatchewan Department of Agriculture has purchased: 60,000 gallons of molasses, 90 tons of arsenic, 1,000 tons of bran and two carloads of lemons, most of which has reached Regina.Large, quantities have already been transported to the needy spots and the cost is being borne largely by ths municipalities and the Saskatchewan Government in equal shares.In case A municipality refuscs to use the bait, there is legislation already passed to employ uthers to poison the locusts and the cost Is charged to the local account.Unless a good battle is waged it fe probable that in two weeks’ time the two varieties of the pest most dangerous may get ahead: these are red legged locusts and the clear winged locusts, now beginning to be hatched., In Manitoba the locusts are report- od in Melitat riet in millions and the provincial authorities are sso ready to cope with the danger.The hot days have caused concern but there is no need for panic and the hungry state of the hoppers leads the Government to think that, es in the Btate of Kansas, early vigilance will defeat the danger.No effort is being apared in’ any of the ‘provinces to deal with the situation.TARA CLOTH .The art of making sloth frem the stood in nany localities by cruder civilisations throughout the tropics of both hemispheres.But within the last century tapa has become a rarity In practically all the regions where it was once so abundant, save ln Samoa, where an excellent quality of it is stil manufactured for the tourist trade! and In thee parts of Africa to which textiles of a higher culture have not yet been introduced.Thanks to the efforts of a few .interested people, specimens of tapa sre to be seen at the Am: ican Museum of Natural History, New York,” however, together with examples of the implemente used Ly the various peoples in its mane ufaoture.These include shells for cutting the bark, peeling it from the stems and scraping it;
