the Opposition, met It with a motion for reduction.Hu motions were invariably defeated with great majorities, the Progres: vives voting with the Opposition Finally when, after dome hours of discussion, the committes rose, 8 sumber of militia home remained later consideration.ata of the estimates lay ehiefly along the line of need for retrenchment and economy.Hon Jacques Bureau broke form the beaton track in a demand for information concerning the famous Rost rifie factory at Quebec, of which the Government entered into posseasior some time ago.Mr.Bureau decla- ved that according to information ir his possission, valuable machinery was being scrapped instead of tenders being calied for.Colonel Fisher, the Superintendent in charge of dismantling, Mr.Bureau went on, was also sald to be proprietor of the Enterprise Foundry, of Backville, N.B., to which the machinery had been shipped. Was this correct?Mr.Bureau asked. Was the superintendent at the same time vendor and purchaser?Hon.Hugh Guthrie, Minister of Militia, promised to give the House tull information when next in supply on the militia estimates. And for the time being, Mr.Bureau's questions stood.Mr.MacKensie-King urged that the $263,112 asked for the Lindsay Arsenal and $532,512 for Quebec be taken together. It meant a tota) of $750,000 or $400,000 more than In 1914.He would move to cut $150,000 trom the Lindsay and $289,000 from the Quebec items. The amendment on the Lindsay item was lost by 49 to 39.H.B.Morphy voted with the Opposition. The Progressives were also against the Chovernment.Ar.King's motion to reduce the vote for the Dominion Arnesal as Quebec, by $280,000 was defeated dy fifty to thirty nine, The Progress!- ves voted with the Opposition and the item was then carried on divi- slo.Previously, thers had been considerable discussion on a vote for cadet service.A.R.McMaster, (Brome) would have preferred the training given to boy scouts and girl guides. He urged the danger of militarism. The military note should be left out of the training. To this Government members re.eponded by emphasizing the necessity of preparedness.ir Sam Hughes remarked that Mr.McMas- ter's speech reminded him of the “sloppy stuff served up” previous to the war hy Wev.J.A.MacDonald, former editor of the Toronto Globe.Early in the sitting Hon.Rodolphe Lemieux brought up on a motion to adjourn the question of coal supply, and following discussion on the militia estimates, the House considered the bill to amend the Post Office Act- Hon.Rodniphe Lemieux, Post.master-General in the Laurier Govvernment, urged that thers was no need for 24,000 employees In the Pust Office Department.Jobs were being created throughout the country.Money was running wild.Mr.Lemieux alro objected to Ministers shitting the responsibility for reorganizing their departments to the shoulders of ‘“German-America Arma.” The House this afternoon took up the third reading of the bill respecting the Diractor of Coal Operations Hon.Arthur Meighen stated tha.during previous consideration of the measure ha had announced that thers were no disputes following on, or in any way connected with orders mada by the Director of Coal Operations. He had since dis: covered that there was one such dispute which was practically a disa- areement briween two unions, the United Mina-Workers of American and the One Big Union.Mr.King understood .that the Government of Alberta intended to take exception to what was consld- ered to be an over-riding of its rights by the present legislation.Sir Robert Borden replied that se far as he was aware the Government had heard nothing of any pro: test from the Governments of Al- r— berta or British Columbia in regard to the bill.If theses governments wished to take exception to the bill It was curious that instead of com- raunicating with the Dominion Government, they had whispered In the ear of the leader of the Opposition —if that had been done. The Dominion Government had no desire to infrings on the jurisdiction of any Provincinl Government. The coal orders were made that the peopls in Alberta and Saskatchewan might have cosl D.D.McKensle asked that the Act be amended to provide that ii should no interfere with any litigation already commenced In the otvil courts.A.R.McMaster.(Brome) supported the suggestion.Third reading was the carried on division, the division being formal Jn the request of the Leader cf the Opposition. There was no vote.Mr.Meighen's bill to amend the (rrigation Act was then read a second time and passed through the Committees stages. The main object of the bil! és ta bring waters which have their orl- gin in springs, under the jurisdiction of the Irrigation Law.The wording of the Irrigation Act had feft some doubt that such waters were included.W.A.Buchanan, (Lethbridge) took occasion to call the attention of the House to the grave situation caused by soll drifting in Southern Alberta. These people he maid, had lost everything they had and were In the same position as the people of Halifax a few years ago when a terrible calamity fell on that city. The only safe remedy was to develop Irrigation and it would require the co-operatian of provincial and Federal governmehts.Something would have to be done and done immediately.Otherwise these people would leave the country and give « black eye to the West.He invited Hon.MacKensie-King and Mr.McMaster to stop off at Lethbridge when they undertook thelr Western trip this fall “We'll be there", answered the two Opposition members, who chan.cod to be sitting together.D.D.McKensie thought that the people of Western Canada were the victims of Divine dispensation, while the people of Halifss suffered through the stupidity of certain men sent by this Government to take charge of Halifax harbor. He took the ground that if the Government had encouraged people to go on these Western lands that it should do everything possible to make them into good farm property. On the other hand if the lands had been purchased from speculators and the people who purchased them, had chosen to pass by ‘the Government property, he did not see why the Government s'iould now atep in and spend a large sum of money on irrigation, On the suggestion of Messrs.Mac- Kenzie-King, and McMaster, an amendment was inserted In the Irrigation bill providing that the or- Jers of the Minister are subject to the approval of the Governor-in- Council, which provides for an appeal against these orders The hill was then reported, was a third time and passd the final stages. The House then went into committee of supply on militia estimates.Explaining an increase in the appropriation for cadet service, Hon.Hugh Guthrie said that it was the intention of the Government to resume the cadet camps this year, which had been neglected during the last years of the war.The present vote of $390,000 corresponded with pre-war figures. In the last two pears, expenditure for cadet service had dropped off to $63,000 and $100,000 respectively. The Minister thought that there would be = eral agreement in his belief that the radet service was of enormous value apart from any military significance and it should be brought up to prewar standarda, D.D.McKensie thought cadet training would give young men an appetite to join militia units later. In view of the country’s financial condition, it was unwise to spend money on cat corps They could even do without tho militia for a few years. He sald tribhte to Sir Sam Hughes, who had done more tor the training of young men in Canada thar any living maa.Mr.Guthrie argued that an impression had bean given that the cadet corps was useless during the war.Members or ex-members of the corps had won 26 Victoria Crosses, 1,639 other decorations, and their enlistments totatied 44,806, General Griestach and J.H.Durnham, (Petertoto) dsfended the cadets The latter wanted the corps placed under the Health Departments because all doctors agreed that the heaithtul benefits decived from the corps were inestimable.Mr.McMaster urged that girls as well as boys were entitied to this physical training. He would favor the money being spent on boy ssouts snd girl guildes rather than this somi-milkary cadet service.Ho poke at length on the dangers attending aay cencpesion te milite.PUPILS WORK AT MAGKAY INSTITUTE Parents and Friends Well Impressed With the Skill Manifested by the Children As the annual that the foundation steps of thelr education had been laid faithfully and thoroughly under the able guld- ance of Miss Anderson.Their writing was excellent.A recitation spoken by an older deaf girl and signed by several Kindergarten tots was delightful. Then followed Junior and Senior classes in Arithmetic, Geography Language and Scripture, both written and oral. The lip-reading, articulation and defective-speech classes showed splendid progress despite the fact that Miss Daly who is a specialist in those subjects, did not take up her work till January owing to il-health One of the managers, never been a militaristic nation.ven If the League of Nations proved successful, what countries forming it would be requested to contribute a certain ‘quota of soldiers. He believed that Canada should retain the skeleton of a military force.Sir Sam Hughes remarked that Mr.McMaster's speech reminded him of the “sloppy stuf” which was served up by J.A.MacDonad, former editor of the Toronto Globe, and Dr.Starr Jordan, previous to the war.It was discovered subsequent.ty, he said.that halt of Mr.Mac.Donald's salary was paid by a peace soolety it.the United States sir Sam intimated are many interesting features about the Csecho-Blovak forces that are at Valcartier Camp under canvas, waiting transports to take them back home after an absence of five or aix years, and chief among them is the “Storm Battalion,” or 83 it is known amongst the Czechs, the “Battalion of Death,” The niembers of this battalion, which ls 800 strong, have the regulation uniform of the Czecho-Slovak army, that is, a khaki uniform after the Belgian model, and in addition they have on the left sleeve, a small scarlet patch upon which is ® skull and cross-bones.Every member of this battalion was wounded at least once, and among the 800, they have accumulated one thousand wounds The conditions that every recruit who volunteered had to fulfill were that he be under 25 years of age, and unmarried, for it was a “Battalion of Death.” It was not felt that it would be wise to take any married men in the ranks. The Storm Battalion have steel helmets made on the French model, with a kind of matting inside to mitigate the shock of a bullet or rifle blow, while their rifles and bayonets xre of Japanese manufacture. They are à fine body of men, and the whole three thousand of them presented a very soldierly appearance yesterday morning as they marched to their tents after their morning drill, headed by their battalion band. The men are given every means that can be had of amusing themselves when they are off duty. There la a library of 3,700 books, in both Russian and Czecho, while there are two bands that give concerts, and classes for those who wish to iearn foreign languages At the present time a great many of the men are taking up the study of English and French. All the officers speak both English and French, as well as their own language, and Russian or German, while the majority of the men speak German and Russian as well as their native language. The men are quartered in their own part of the camp, and have their flags flying al! over. The national colors are white and red, with a border of blue, while at the top of every flagstaft are four rings joined together, rapresenting the four provinces that go to make up the Republic of Czecho-Siovakia, Bohemia, Moravia, Sllesia and Slovakia, In their library are a huge collection of photographs, taken of the various places where the troops have been. There is a special photographer for each battalion.whose duty only it Is to nothing else except take photos. There are two brown bears in the camp, that were brought from 8i- heria with the troops, and they are the pets of the camp. The bears are very tame, while two cubs, that were also brought along, move round as freely as they like.During their spare time the men their tents, and many designs, both artistic and fantastic, are to be seen.‘The national colors——white ane re.—pre~om:nate, while the Czech word of wet- come, “Nazdar.” is also seen in front of a number of tents. When they are not decorating their tents or sleeping, the men love nothing so much as to wash their clothes, and many be seen scrubbing away as if for dear lite. They were three weeks on the transport.and were then six days coming East {rom Vancouver, so that, as the of- fAicers explained, it is only natural that they want to have their clothes clean.Next week it is expected that a great demonstration will be held, at which 808 men will take part. They will give an exhibiticn of their national songs and folk dances, Two more transports are expected coon, and It is thought that some 4,000 more men will soon be on their way to Valcartier Camp.At the present time the different units in the camp are as follows: 7th Infantry Reg-:nent, under the command of Col.Vanya: the 2nd Storm Battalion, under command of Major Gasek; and one battery of Horse Artillery, of Kullkovaky, under command of Major Sosal, The two transports that are on their way with the other six thousand troops, have on board the foi- lowing units: 8th, 9th and 10th infantry Regiments: the 1st Cavairy Regiment 1 the 3nd Division of the Artille, “® Many of the suldiers in the group now at the Camp are married, and are waiting for the first opportunity to return home after an absence of five years, to me their wives and children. All of the soldivrs has saved a (airly substantial sum of money out of his wages, and sach.19 & member and shareholder of the Bank of Lesionaries, a mavings bank that was opened by the men themselves.Efforts are being made hy the officers of the force to have the Csecho Slovaks march through the atreeta of the city some day next week, headed by their fine bands The Camp authorities have noth- Ing but praise for the Czecho-Slovaks and say that they are a fine body of men, and a
