approved the report of the Finance Committee conceding increased fares to the Quebec Street Railway and a by-law based on this report was given first reading.This by-law will be duly published in the official papers of the city and is slated for second reading at the pext meeting of the Council which wil! be held on Friday November 7th.Should it pass final reading at that meeting the new rates will become effective on Saturday November Sth.In discussing the new rates Ald.Fiset proposed an amendment to the report by which it would be specified that the increased fares would be for a period not exceeding two years.This amendment was put to a vote and was defeated on the following division: For:\u2014Aldermen Martin, Bouchard (St.Roch's), Bertrand and Fiset\u2014.Aguinst:\u2014Alermen Gauvin, Bedard, Collier, Bouchard (Jacques Cartier), Seguin.Mercier and Lesage\u2014T.When the report of the Finance Committee embodying the conces- sons to the Company as well as the City was called, a vote was again taken when the report was approved on a division of 8 to 8, The Council votes as follows: For:\u2014Aldermen Gauvin, Bedard, Collier, Bouchard (Jacques Cartier-, Seguin and Mercier\u20144.Against:\u2014Aldermen Martin, Bouchard (St.Roch's), Bertrand, Fiser and Lesage\u20145.The restrictions placed upon the Company with regard to the increased fares, are that they will become nul! and void unless the Company has its extension on Beauport Road in operation by the 15th of November, and the belt line from Belvedere Wara to St.Malo begun on June 1st, 1930 and completed by November sth, 1920, In connection with the extension on Beauport Road, Mayor Lavigueur explained that Mr.Lynch had told him that the new line east of the C.N.R.tracks would be in operation by November 15th but it would re quire 8 few days more te have the line in eperatiop west of the C.N.Rcrossing.It is the intention of the Company to use the car which is now in operation On the Mastai spur line on the new extension west of the C.N.R, crossing pending the construction of the subway which will permit the cars operating on Beauport Roau to cross the C.N.R.tracks.At the opening of the meeting a letter was read from the Principal of the Quebec echnical School thanking the City for the annual grant of $20.000 received.The Sisters of the Hospice St.Charles also wrote thanking the City
