Titre :
The Quebec chronicle
La ligne éditoriale du journal est définie comme suit : « [.] in the management of The Morning Chronicle we shall, therefore, begin by simply declaring, that, as we glory in our connexion with the British Empire, it will be our undeviating aim and unremitting endeavour, to create and foster a cordial attachment to those time-honoured institutions which have made her so illustrious in the annals of the world ». (May 18, 1847, p. 2)

[Traduction]
Voici les différents titres que le Quebec Chronicle-Telegraph a connus depuis ses débuts : Disponibles en ligne : The Morning Chronicle (Jan. 1847 - Nov. 1850) The Morning Chronicle and Commercial and Shipping, 1850-1888 The Morning Chronicle (Feb. 1888 - May 1888) The Quebec Morning Chronicle, 1888-1898 The Quebec Chronicle, 1898-1924 Non disponible en ligne : The Chronicle Telegraph (1925-1934) The Québec Chronicle-Telegraph (1934 à ce jour)

the patriots of Hungary,’ on a condition of being left free themselves seemed monstrous to Mr.Punch, who in fact, proposed the very next week that, in recognition of the Sultan's services in saving Kossuth from Francis Joseph, a British three-decker should be presented by national subscription to the gallant Abdul Medjid.and should sail up the Bosporus, manned for the nonce by British tars.To me the monstrosity lies in the fact that the financial weapon, recommended by the Jewish correspondent, should have remained so fong unused.A minority must fight for its liberties with whatever weapons it possesses and the only thing in Mr.Punch's article is the assumption that the liberties of the Jews do not count, though Hungarian liberty is holy.In this Austrian instance, however the bargaining was purely local and egoistic. To Mr.Jacob Schiff, the American banker, belongs the glory of the impersonal pioneer of liberty for his financing of Japan in her war against Russia was deliberately belligerent. That he should now declare himself a “very sbstantial” contributor to the Russian liberty loan and should moreover present a complete hopsital unit to Russiais significant of the new Jewish orientation and disposes finally of the foolish attempt of the London Times to represent him as a pro-German puppet.Loyalty of 6,000,000 Pariahs And his fellow-Jews in America, reacting more intensely than ever their fellow-Americans to the great events in Russia, are they not, as Great Britain just now, that either’ prima Lazarus said, the “intensitive ! mood” of the nations with whom their lot is cast?—have set on foot a national project for presenting Russia with a replica of the Statue of Liberty—a symbolic offering which the new Russia has known how to appreciate. In the great and wonderful London meeting to celebrate the Russian revolution, at the Albert Hall, it fell to me to give the first expression to an open question are being used with | ing rid herself, not only of the Roa sturdy type of German propagand- | manoffs, but of her suicidal poliey of degradiug 6,000,000 of her ablest sbjects. The leaders of the new Russia had indeed, long since come to understand with the old Franciscan Father that “whatever ‘a man does unto others he does unto himself” and they have long blushed under the humiliations of their Jews as something that tainted themselves in the eyes of civilization. The loyalty of these pariahs, their devotion to the common fatherland, has displayed itself in many touching forms during the war, and the great fund they are now raising with the same symbolic instinct as their American hrethern—to establish and endow a “palace of equality” in Petrograd, shows how deeply they have felt their lack of status and how ardently they welcome their inclus- jon in the new fraternity of creeds and races.Their Industrial and commercial genius, given for the first time free play fn Russia, will save her from future German penetration and supply the mising factor necessary to bring her into fine with the West- | ern Powers to whom she Is now al- tied, and who—by an irony of history —she is now destined to liberalize, Stearn Roller Antiquated For not all the “Russian Suppiements” of commercial journalism can gloss over the fact that the steam rolier is a rusty, ramshackle, antiquated and hopefess piece of machinery, and that Russia with her dearth of roads, railways and business capacity, prisoner’s honor when a guard with a gun stands close by.The warden at Great Meadow did not speak to Yhe writer of the gun which some of the guards carried, and several of then may not have been armed at all.But in two cases at least guards were seen carrying revolvers at their belts, and at all times, in a little house within plain sight of the prison entrance, bloodhounds were held in readiness to overtake men attempting to escape.Guards and guns and dogs, in the view of the advocates of self-government methods, make it impossible to regard any system in which they are used to hold prisoners in leash, as an honor system. These weapons of discipline, they say, hold power over the prisoners, not through his sense.of honor.but through his fear of the cons: .quences.The real honor system, ae- cording to this opinion, releases the prisoner outside the walls on their own responsibility.without guns a» cape.WHEN USING Far more effective than Sticky Ply Catchers.Clean to handle, Sold L Nacapiaty and Cenanrs tv — dogs as caution against attempted © There are a certain number of students of penology who take a middle course in this connection .One of these is Dr.Orlando F.Lewis, general secretary of the Prison Association of New Yory State.“There is no one honor system,” said Dr.Lewis to a representative of The Christian Science Monitor.“In Great Meadow you have a wall-less prison, with ag- rlealtural and some industrial work, and with the squads of men accompanied by guards, some of whom are armed and some not.In Colorado you have a system by which she men are allowed ia some cases to go off at least 100 miles from the prison to build roads. In New Jersey 40 ‘or 80 offenders sentenced to a reformatory work on a farm many miles away.‘Then there is the story of Governor West of Arizona, wbo, when the honor system was in its infancy, sent for a certain lifer reputed to be a bad man, and arranged that the prisoner should come to him, in another city, unguarded; the man came, did the work the Governor wanted done, and went back, alone, to his cell to serve out his life term. That was a most radical variation of the bomor me thod. And Judge Lindsay out in Colorado uses stil} another varistion. He turns a sentenced man loose with his commitment papers and tells him to appear at the reformatory door at à certain time, and in nearly all eases Judge Liadeay’s trust le not broken. In Jeffersonville, Ind, the Stats prison, twice during recent yests, has sent out prisoners to fight flood or perform guard or other emergency duty for the protection of the public.“Now in all these varistions of method there ls a single, common sle- ment, and I believe that to be the trust imposed upon prisoners when out of sight or away from direct supervision of the prison authorities or under no few guards ae to make eo cape possible. There sre gradations of this trust in different prisons, and with the same prison. These gradations range from the minimum of privilege granted within the prison, to the temporary releases of men to go on long errands or to camps some distance away unguarded by anything except the confidence of thelr warden in thelr sense of honor.“Honor systems grow omt of the old trusty system. The trusty was chosen by the warden to enjoy privi- feges not granted to the prisoners getierally, for three chief reasons, long residence within the prison, marked intelligence of trust worthiness. The trusty was frequently a stool pigeon, that is, a spy.As the honor system has developed and has included a very much larger number of men, the atool pigeon element has decreased, and the choice of men to receive the privileges has come to be made not necessarily for length of term, good conduct or inteHigence. The honor system has developed so that it now includes all who can be trusted.“Thers is, too, what 1 may call the ‘quid pro quo’ element in the honor system.Great Meadow grants io- creased community freedom.Colorsdo grants both that snd a consider able commutation of sentence, 10 days la 30.Covernor West's early experiment with the lifer gave the man a sudden, unexpected and daszl- ing liberty.Judge Lindsay gives the prisoner the satisfaction of helf-res- pect when he expects it least In return for all these similar privileges under the honor system, the prisoner practically binds himself not to escape and not to break the prison peace. The honor system is a mutual agreement between the warden and his men.It is a personal act of reciprocity. The warden is like a central telephone exchange; every inmate is a wire which runs into that exchange.“Therefore the warden must be a big man.He must have a strong personality. He must be an efficient administrator, as well us a firm beHever in the theory of the honor system. And he must command from the men a certain amount of affection, for men in prison have to focus their attention on definite things much more than do men outside. The warden’s grasp of his prison must be firm, and he must have the power of individuality which will make it easy for the men to respond to that grasp.“But 1 do not think it is wise to call a system which insures, as a primary requisite, that at all times the warden shall be in absolute control of his men, either personally or through guards, the only system of benevolent despotism. It may s:em to be such a system, but every prison, under any system, is despotic. And in speaking of the new penvlogy the word ‘despot’ and its derivatives is not a good on: to use.The warden needs to be supreme, not only for the purposes of discipline, but because the men need somethng to tie to, something to look up to.In this respect they are not unlike men owl- side prison.Whole peoples are lel tn look up to certain men.loffre and Hind+nbury are of such *y,>:: Roosevelt is also, and so was Kitchener “The advantages of the honor system are obvious It devel ns seli- respect among the prisoners, helps them mentally snd rhyrcally, insures better discipline in the institution, and wid:ns the possibility of the prison becoming what it should be, 2 training place for men regard+d as criminals.” \\ The Mutual Welfare Lezgue, es- | tablished by Thomas Mott Osborne, after he had served a term for invest igation purposes in Aubuen State Prison, was beyond the honor system, since it added to the benefits accruing from that system a spirit of community co-operation among the prisoners which to a certain extent remained with the maîter their re- ; ienne. The league was a system of | veli-government which went further than any other prison administrative system toward placing the prisoner entirely on his own responsibility.4 tar, one that - vit See our Exhibit in the Transportation Building, Canadien Nation! .Exhibition, Toronto, Aug.25th to Sept.10th The Car Ahead to oa ons that has bn Tot ches of | Drive whine you will, you are sure to see an ‘“Kightyx wii be out se haspower A ‘Moreover, isa amooth-running, -ciding family D will accommodate five comfortably | À Tou can $ave your choice in this model of either a four, cylinder engine or a the Pour is 112-inches-the exceptional values, = A demeiistration wil convince you.y Por thoes whe like smaller cars these-ase EUG.JULIEN & CO.LTD, Distributors, 1200 St.Valier St.Phone 6530.Quebec Willys-Overland, Limited ( Wibys-Enight snd Overland Motor Cars and Light Commercial Wagons ui Head Office and Works, West Tosonto, Ont.- The wheslbase of Six 118-inches.3 Both are : Touring Roadsters Country Club $12.0 a certain quantity of Many tles, Costumes, Dresses and other clothing, slightly shop worn, worth as high as $12.00, Saturday, 31 5 As long as the goods last.O FOR $1.95 It Is Incredible, But It’s True On Saturday we shall offer Continuation of Our Grand Inaugurafion Sale thought, had tended to over-empha- size its spectacular features, such as At first this system, Dr.Lewis its court. But now he believed the emphasis had shifted to the voeation- al activities of the leagues, and this promised well for the permanency of the system. This was an example that the self-government system enabled the men to create privileges for themsslves, whereas under the honor system the men were recipienty of privileges from the warden in return for the promise not to make troubls, and not to run away. The one government was from without, the other from within.Dr.Lewis believed firmiy that prisons were developing into a marked likeness to universities. The prison of the future, in his opinion, must be a training school to fit men for worthy lives after they have served their sentences. The prison had been a guard-house for human flabilities long enough. The old-time prison authorities could not save the so-called soul Ite real guards were the men them- ocivet, agement hth À Loi the peisonee by: exesusive crunities.| "Willie TRADE MARK NEQMTLRLD J.CGIGUERE, Pro.‘ 286 St.John St, Quebec Don’t Take Any Chances Your battery won't tcl you when you're overworking it or starving it or neglecting it.It will just quit when you have gone the limit.Don’ttake any chanceson reaching the limit.Let us Lest your battery regularly, LOUIS LAVOIE, Telephone 4096.184: Queen Street We are glad to test your battery at any time \\ » A” on à sealed packet is our absolute guarantee that the Tea contained therein is ‘Pure and Good’.Black, Natural/Green } Steadfast! or Mixed.….J Refuse Substitutes.PAR RAA EEE = Quebec Skate Mig.& Rep.Co, Rey RIDE ONE OF THE INDIAN FAMILY Big Twin, Powerplus. The machine with the Power.Lightwin, three speeds.Opposed engines weighs 140 lbs.: : INDIAN BICYCLES.Ladies and Gents Roadsters, Gents Motobik i i en ike, with or without Adto Tires Vulcanized Phone 4999.Bicyc::s Repaired.306 St.John St.FRUITS PLUMS, PEACHES, PEARS, RASPBERRIES, i CREAMERY BUTTER.SPECIAL FOR TODAY: 7-lb.Bag of “Five Roses” Flour.58c S.O'CONNOR, — Grocer — Corner of ST.MICHAEL AND ST.JULIA.STREETS.'
