that seven survivors in all, including those wha arrived last night.have reached the main Column.According to the stories of the survivors as outlined in General Pershing's report, 3 mounted force of Mexicans made a charge from the flank at the conclusion of a parley between Captain Boyd and General Gomez.at the same time that a machine gun opened fire from the front as General Gomez reached his lines.Washington, June 23.—National guard otganizations throughout the country were straining every nerve tonight to prepare for active service on the Mexican border. The entire army of 100,000 men summoned by President Wilson's call was placed directly at General Fuston's disposal and will be rushed to the Mexican border at the earliest possible moment.Congress also took vigorous an.far-reaching action.A resolution ad- opied in the House authorizes the President to draft immediately into the service of the United States all members of the National Guards who subscribe to the new osth for that service. In effect the measure gives legislative approval of President Wison's call on state soldiers and provides for their use in or out of th.United States. It also furnishes new machinery with which to hasten the ‘trengthening of the border guard. The Senate probably will pass the resolution tomorrow.Diplomatic aspects virtually were unchanged.of the crisis As | | situation stands at the State Department.only preliminary reports on the Carrizal fight and the attack by Mexicans upon American bluejackets at Mazatlan, have been received from war and navy officials, transmittei as matters of information. When the record is compiete in each department, the action of the United States will be determined.Evidence now in hand is believed to be sufficient to show that Carran- "za sympathizers or officials probably will be held responsible in both cases, and it is believed that President Wilson will demand that Carranza repudiate the acts and punish those responsible.Mr.Wilson and his cabinet discuss ed the Mexican crisis fuily today but the only announcement made after the meeting was that the policy of the government was unchanged.New indications came today that Carranza and his advisers.impressed by the representations of Furopean advisors or the ominous orders hy President Wilson, were searching for a peaceful solution of the dispute they have raised.Eliseo Arredondo, Mexican ~~ Ambassador designate, made the rounds of the Latin-Amer- ican Embassies and legations with assurances {rom his government that Maxican troops had no aggressive purpose against the American columns and would attack only if the Americans were on the offensive.Hoping for Peace.Mr.Arredondo was assured by the diplomats on whom he called that their governments earnestly hoped peace would be reserved between the Unitd States and Mexico.[i the Mexican representative's purpose was to initiate some step toward an offer of mediation, it had not borne fruit tonight.Secretary of State Lansing said that no suggestion that the dispute be submited to arbitia- tion and come from any quarters.Administration on officials da not consider the present dispute as containing anything submissible to arbitration.Failure of the de facto officials to fulfil their obligations has compelled the invasion of Mexican soil in order than an efiective defense of the border might be set up.Several telegrams from Mexico City indicate that General Carranza and the circle of his immediate ad- visits are very desirous of fighting à way to avoid war with the United States They are said to have been convinced by the recent happenings of the sincerity of the Washington administration's attitude and of the stern purpose of President Wilson to use whatever force may be necessary to carry out his policy. At the War Department orders were given today for the purchase of 14 additional high power aero the planes for border use.Dey GRGER ALE SodaWhter GENERAL PF FURTHER Repulsed The Germans have gained another step in their progress toward Verdun by capturing French positions northeast of that fortress.Fighting along afront of over three miles on the right bank of the Meuse, the German forces, following the usual artillery bombardment, and in the face of violent fire from French guns, carried French first line trenches between Hills 381 and 380, and also the Thiaumont fort.At the same time the Germans have held back the advance of the Russian forces from Dvinak to the Galician border.! Fierce fighting marked the advance toward Verdun, Paris declares in admitting the loss of the trenches and the Thiswmont work.Further along the fighting line the Germans reached Fleury, about 3% miles northeast of Verdun but Paris says they were repulsed there by a violent counter-attack.Paris states the attacks on the woods of Vaux, Chapitre, Fumin and Chenois, and on the Damloup battery were broken and repulsed.South of the Damloup battery in the sector of Moulainville, and on the left bank of tfhe Meuse, in the region of Hill 306 and Le Mort Homme, the French positions are being heavily bombarded by the Jerman guns.: The Russians bave advanced into Bukowina in pursuit of General Pianzer's forces, but farther north in east Galicia and Vilhynia their progress appatently has been arrested by the violent attacks and countzr- attacks of the Teutonic Allies.Advances for the Germans and Austrian forces west and southwest of Lutsk in Volhynia and the repulse of Rus- and along the Galician frontier in the vicinity of Brody are chronicled in the Berlin and Vienna communications.Reench acroplanes bave bombed German stations and cantonments in the Verdun region and Austrian aeroplaes have attacked Venice dropping bombs on forts Nicolo and Alberoni, the gas works and the arsenal. In Mesopotamia, Constantinople claims to have checked the Russian advance toward Mesopotamian plains, and to have driven the Russiqns out of Paitak Pass, on the Persian frontier, through which they attempted to enter Mesopotamiaamg RUSSIANS OVERRUN BUKOWINA.London, Juns 23, 1058 pm—Tonigh’s Russian official communication of what asiready had been learned from Austrian 2 the Russians ate'ovestunning Bukowina and are making a dash for the passes to the Carpathian mountains as they did 18 months ago, when they reached Kirlibaba Pass, cverlooking Austrian Transylvania.A report from Bucharest states that the Russians have taken possession of two railways leading from Rumania into Bukowina. The information that the Germans and Austrians are bringing up reinforcements from the French and Italian fronts is also given in the communication from Petrograd.According to speculations in Paris, the tornado of artillery fire on the Verdun sector and the attacks in Champagne are supposed to mask the transfer of troops from this front to the Russian front in view of the necessity of stemming the Russian advance towards Kovel.By means of forced marches along the Rumanian frontier, the Russians have reached the extreme south of Bukowina, and at Kuty, on the north and Gura Humora on the south have approached the thickly forested spurs of the Carpathisn mountains.A good road, roughly estimated about 100 miles long, runs through narrow valleys and gorges from Gura Humora by way of Kimpolung and Dorna Watre to Bistritz, Hungary, offering the Russian guerillas an excellent opening into their enemy's country. The Russians in their pursuit of the Austrians thus far have crossed four rivers—the Dniester, Pruth, Sereth, and Suczava. Two days sufficed to cover the fifteen miles between the Sereth and the SBuczava. The objective of the Russians was Radautz, where the Austrians were expected to offer stubborn resistance, owing to the fact that the river forms a natural defensive line to the north and northeast of the town.Bat it appears that the Austrians failed to make any serious stand here, inasmuch as no fighting is described in the official communications.Radautz is only five miles southwest of the important railway junction of Hadikfalva, close to the Rumanian frontier, which also is in Russian hands.Virtually the entite railway system of Bukowina is now in the possession of the Russians.“DIE-HARDS” AGAINST HOME RULE.London, June 23, '1.30 pm.—Lord Balfour of Burleigh, Lord Cromer, the Earl of Halsbury, Viscount Midleton and the Marquis of Salisbury, who represent the extreme anti-Home Rule party, have issued a manifesto deprecating the attempt to settle the Irish question by negotiations at a moment “when a sanguinary rebellion has just been repressed,” and when the concessions proposed will be regarded in Ireland as “a premium on rebellion and as a vantage ground for further demands.” The signatories of the manifesto declare it to be their conviction that the proposed settlement iz fraught with infinite danger to the state, TINO WRITES THE KAISER.Geneva, Switzerland, vis Paris, June 83, 7.14 pm—A special messenger carrying an autograph letter from the King of Greece to the Emperor cutting their way through Bukowina in an effort to capture the Austrian army there have made further advances. The War Office today announced the capture of three villages west of Radauts, 30 miles south of Csernowits, the occupstion of which was reported yesterday.Eight hun- dred prisoners were taken.“ The villsges near Radauts captured by the Russians are Gura Hu.{ mors, Straisis and
