five o'clock that His Eminence reached the Laval Monument with bands playing and the people cheering and there descended from his carriage and mounted the steps leading to the dais which had heen speially prepared for him under the shadow of the monument of the saintly and ascetic Laval, the tirst Bishop of Canada.A BEAUTIFUL SCENE It was an ideal day for the event and the scene around the monument was almost beautiful beyond description.Under the monument a scarlet throne hail been erected and to this Hix Eminence ascended in his scarlet robes and skull cap.He was surrounded by a group of bishops whore puinle xaxhes showed a touch of color to the black-gowned priest« nearby.Below him sat the men most prominent in the social and political life of the Dominion.On the steps leading up to the throne were à number of pages dresse in gorgeous cloaks and knee breeches and wearing wigs with handsomely plumel hats, Lining the passage that was, with difficulty, kept free for the carriages to pass were the smartly uniformed cadets and the Papal Zouaves with their bayonets fixed.Everywhere there was a riot of color with the papal yellow and white predominating.Bunting brightened the buildings on every side, hannera and flags of every description floated from poles that seemed omnipresent, or streamed across the streets, Ar they awayed this way and that with the breeze, they presented a color effect such is as rarely seen.Nor was this wealth of color lacking in the crowd The French-Canadians\u2019 love of bright hues were here illustrated to the full.For it was a national fete for the French-Canadians.Tt was essentially their day, this supreme honor was conferred upon the recipient as the well-de- served personal reward of a lif + time of devotinn to church and country.But.knowing the modesty of Hic .minence and his.reluctance far honor, they would in accordance with his wishes give a part of the glory to this truly nations] episcopacy to the Church of Quebec, to its intensely patriotic clergy who had done so much for the foundation, for the development and the progress of their cherished Canada.As Joan of Arc had «aid of her standard, \u201cit had Gauthier, Auxiliary Bis.* IMPOSSIBLE TO RAISE \u2014_ THE WRECKED EMPRESS ONE CENT.\u2018 Nor Is There Any Likelihood of Being Able to Investigaie the Damage Done, Says Salvage Expert u It is now thought that the inquiry into the Empress disaster is not likely to conclude before Friday night or Saturday morning.Several more witnesses must be summoned ard some time may have to be concedid to allow counse] for the two parties to sum up their case and present them to the Court.The most important of the evidence yet to be given will probably be that of the two naval experts who will be placed on the stand by counsel for the Storstad and the Canadian Pacific respectively.It may be quite lengthy and ought to have an important bearing on the nutcome of the investigation.The evidence will have to do with construction of watertight compartments and bulkheads in vessels of the Empress\u2019 type.Mr.Hillhouse, the designer of the sunken liner, will testify for the Canadian Pacific, but it is not yet known who will be called upon by the Storstad people to present this aspect of their case.Mr.Newcombe, Deputy Minister of Justice, has announced that he will call a few stray witnesses, among whom will possibly be a few passengers, while the C.P, R.will place on the stand several of the stokehold hands who were on duty on the Empress at the time of the collision.Several facts in connection with what actually happened in that part of the sinking ship have to be more fully explained, particularly with reference to the closing of the watertight doors leading into the reserve coal bunkers.Cannot Raise Liner.Yesterday's evidence lasted but a short time, but several facts that are considered important were definitely established.It was brought out during the examination of Mr.G.W.Wetherspoon, the diver who has heen in charge of the work that has been done on the Elnpress during the past week, that it will be practically impossible to raise the sunken lines.It was further stated that it will be aiso practically impossible to investigaté the damage done by the Storstad.Wetherspoon told the court that the ship is lying.not altogether on her side, as has been generally thought, but sufficientiy upright to allow the water to flow under her starhoard side.His theory is that while the vessel in all likelihood sank beneath the surface of the Gulf with her funnels flat or the water, she gradually righted herself as she went down.The rightiag movement had not heen quite completed before the vessel reached tlie bottom.Considarahble evidence was put in by Mr, Wetherspoon regarding the tidal currents at Father Point and vicinity, where the Empress is now lying.The evidence is looked os as valuable, 3s it is thought that it will help in bringing to Ight the curse the Empress was following at the time of the collision.A strong effort was made during the day's proceedings to show that the system of gratuities in vogue om the ships chartered by the Dominion Coal Company, one of which is the Storstad, is the same as that used By all companies which operate chartered ships.Captain Walsh, Mariné Superintendent of the Canadian Pacific, when on the stand, was pressed on this point by Mr.C.S.Haight counsel for the Storstad, but flatly denied that such a system was unknown to him either during the ting he has been connected with the C.P.R.or during the tyenty-one yen he was employed By the Elde Dempster lines.The only gratuities given by the C.P.R.\u2026 he said, were in the form of promntions and increased salaries.Mr.Haight endeavs ored to establish that the method of the C.P.R.in paying the expenses of its river pilots constituted bonuses inasmuch as such payments were not required by law.\u2018 More Conflicting Evidence.The evidence given by Captain Bel: snger, of the Eureka, the vessel which takes off and puts on the pilots at Father Point, conflicted with the statements he made at the Coroner's inquest held at Rimouski on the Saturday following the disaster, but the point was not emphaiized because of the doubt attached tis the authenticity of the report of the proceedings at the inquest.+ Crazy Letter Sent.Captain Kendall was questioned af to rules and regulations for the stews ards, and as to the statements mada in a letter addressed to Lord Mersey, complaining that there were 300 wo- mes and children in the second class lounge.and that they could not get out because the door was locked, There were two men there, the lettef added, and they could not burst the door.Captain Kendall and Chief Steward Gaade said that no door were locked.Both said that the second class lounge could not accommodate mo than fifty people.The final witness of the day was James Rankineer, ene gineer, who had heen a passenger.He said that when he reached the passageway on which his cahin was ;
