Titre :
The Quebec chronicle
La ligne éditoriale du journal est définie comme suit : « [.] in the management of The Morning Chronicle we shall, therefore, begin by simply declaring, that, as we glory in our connexion with the British Empire, it will be our undeviating aim and unremitting endeavour, to create and foster a cordial attachment to those time-honoured institutions which have made her so illustrious in the annals of the world ». (May 18, 1847, p. 2)

[Traduction]
Voici les différents titres que le Quebec Chronicle-Telegraph a connus depuis ses débuts : Disponibles en ligne : The Morning Chronicle (Jan. 1847 - Nov. 1850) The Morning Chronicle and Commercial and Shipping, 1850-1888 The Morning Chronicle (Feb. 1888 - May 1888) The Quebec Morning Chronicle, 1888-1898 The Quebec Chronicle, 1898-1924 Non disponible en ligne : The Chronicle Telegraph (1925-1934) The Québec Chronicle-Telegraph (1934 à ce jour)

PRACTICE IN MEXICAN CONGRESS FOUND PULLING Deputy Speaker Declares That There Is No Quorum Present Although There Is.IS HUERTA BLUFFING?Order for British Squadron to Proceed to Vera Cruz is Countermanded Mexico City, Nov, 21-—The bulk of the evidence at hand continues to indicate that Victoriano Huerta is un- | alterably determined not to accede to | the demands of the United States goverament for his elimination as President of Mexico; but there is some basis for the belief that he may at last give in, but iu such a manner as to leave the impression that he acted of his own free will, defying Washington to the last. The high handed parliamentary practice in the Chamber of Deputies this afternoon guve rise to considerable speculation. The roll of members was called and it was quite evident that the number necessary for à quorum was present, but Col.Vie-! tor Corral, presiding in the absence’ of Eduardo Tamariz, the Speaker, who was ill, looked the deputies straight in the eye and declared | there was no quorum. Not a deputy | protested, and the chamber stood adjourned until tomorrow. It was suggested that this action might be part of a plañ to bring about the death of congress and thus split hairs with the.Washington government.which, through John Lind, President Wilson's personal represen- ative, had insisted that this new legislative body should not come into existence.Under the law should there be no quorum three times in succession, the House would be automatically dissolved. One Mexican, speculating on the motive for today's adjournment , suggested that it ws merely à time saving device, adding: “Time for Huesta today is fine spun “gold.” - It became known today that Manual Aldape.prior to Ms expulsion consideration of the United States a erta, to the effect that congress should meet, merely for the transaction of three or four measures, namely, ratification of the decree of October 11, dissolving congress; declaring the eclctions of President and Vice-Pres- ident null and void, and calling for new elections, and, because « there might arise the question as to the legality of the new chamber and senate, calling an election for deputies and senators as well.It was under.been acted upon the new congress would adjourn and the nation again would await the results of elections. For this reason it is not believed that the no quorum rule will be carried out indefinitely, and that it was used today merely as a matter of sparring for time.| Government.officials are authority ! for the statement that there has been | inaugurated beween Nelson O'Shaugh nessy, the American Charge d'Affaires, and Mexico certain negotiations.Confirmation of this is not ob- tainahle at the embassy and in government circles all details are refused. That a British cruiser squadron was ordered from Barbados to Vera Cruz on representations made by Sir Lionel Carden, became known here today. It was also learned that a counter-order was made as the result of an encrgetic communication from Secretary of State Bryan to the British ambassador at Washington.Sir Lionel Carden is said to have represented to his government that conditions were becoming so bad that fresh uprisings would be no surprise, and should they occur, he doubted the ability of the American marines at Vera Cruz, even if so disposed, to afford proper protection. He then suggested sending a squadron, it is said, Secretary Bryan, according to the cablegrams reaching here, learned the tiews from press reports, and gave the British ambassador to understand | that the United States would regard the presence of a British squadron in Mexican waters as undesirable, snd as a result the order was changed to provide for one hoat to proceed to Tampico or some other yer cu t rig - REPORT OF THE LICENSE COMMISSION.The long-ewaited report of the License Commission on the liquor question in the Province of Quebec wes tabled in the House yesterday wd contains much that is instructive. The Commissioners have approached the matter with true judicial reason- wg and the result of their ndings should undoubtedly prove of much bamefit to thé Province. While recog sizing the evils due to alcoholism and not hesitating to paint them in their true colors, they point out that much harm can be done by over-zeal- ous persons who preach extreme doc- wines.“We may here,” says the report, “recall the words of Henry Ward Beecher: ‘If you say to me that I ought not to drink, perhaps I would agree with you; but if you tell me 1 must gor drink, I will drink, because 1 have a natural right to do so—to ériak what I please.” “This.” says the report, “is the general feeling when we endeavor to impose our owa line of conduct upon: those who do not share ouf views.” The main recommendations eome wader nine heads, these being: The education of the people, teaching in the schools, diminution of the res- murants, the bars, retail liquor shops, compensation, execution of the law, beer and wine, and the rehabilitation ef mebriates. It is pointed out that education is tite most effectual means to combat alcoholism. It is not merely a question ‘of enacting temperance legislation but also of convincing the publie of their wisdom. And this work of education is not the work of a day or of a year.Time and patience are necessary and public opinion must not be the result of fear of force. The Commission also suggests that the question of temperance be dealt with in the schools, not by means of lensons to be learned by rote, but by object lessons to be given with charts end illustrations. But heré_also the executive should “be on its guard againet à teaching which would be seif-dextroying by reseon of its ex- aggtéations. The mord aspect shoulé -—hs Jeée in the “of the dmg, 9 the différent denombighions™ ¥ It is suggested that the sumber of Bcenses of hotels and restaurants in the city of Quebec be further reduc- cé tn 50 and that the number in Montread should be fixed at 350, while all so-calied restaurants that furnish liquor -without giving food should disappear.- The Commission considers that it is the bar-room which does the great-, est evil and that to ic therefore the attention of the Legislature should be especially directed. In fact.the gradual abolition of the bar is recommended to the government, in the interest of the rising generation. The bar is condemned on the ground that people encourage each other to drink there and this leads to excesses. It appeals to the gregarious -instinct sud physicians consider the mode of drinking at a bar is extremely prejudicial to health. The cafe system with chairs ani tables isto be substituted by d:grees as opportunity arises. As for the ~etail liquor shops, it is suggested thit the number of these should not e«ceed that of hotels and restaurants, this reform to be brought shout by gradual dimiaution and can- eslling of licenses for infractions of the law.And in every case where there is an application for new licenses, the applicant must separate the liquor business from the grocery stere.Although the principle of compen sation was admitted at the last session when the Legislature diminished the number of licenses in Quebec the ion now says “it would per- bape be equitable to apply it to the eso of those hotel and restaurant Sitansees in Quebec and Montreal, the renewal of whose licenses will be refused, But ro compensation should be granted ir.future, As for the execution: of -the law, it is recommended that the Province be divided into two divisions, with two Seense tommissions, one in Montreal aad the other in Quebec, to supervise tbe execution of the law throughowt the entire province. With other extensive powers the Commission would have that of trying persons for drunkengess, while a licensee would ipoo facto and at once love his license when condemned for a second offence. The cost of the Commission would be borne by raising 3 tax om the [soos hotels snd restaurtats.Additional recommendations are to the Commissioners should have the right to cancel the licenses of theses whe keep uncleanly the effect that - es hotels; that in.future ac new estab- lishosent shall be licensed if the prem- ‘ses are less thm 300 feet distant from any church, chapel, college, convent, public school, manufacture, factory, public market or shop or departmental store in which more than 25 persons are employed; that sample and commission licenses should be granted only in cities and towns; that no license should be granted at ex hibitions and races; that the third without a license should be imprisonment without the option of a fine; that no express company or trinspor- tation compasy shall transport intoxicating liquors under condition of payment therefor to the carrier or his agent or another; that druggists should not sell more than six ounces of alcohol at a time; that Labor Day and Confederation Day should be added to the days of closing; that the hour of opening in the morning should be half an hour later; .that there should be no baré où stears- boats; , that the delivery of liquor from retail liquor stores must be prohibited after seven o'clock on Saturday evenings; that the law be amended to prevent bottlers frie éfréulet- ing in the country amd selling’ from house to house}.thas if be forbidden to advertise the sale of intoxicating; liquers by means of suggestive ad- verfsements teading to induce the.public, so believe that the use of ia- toxicants is beneficial to mind or trody. There are.no doubt, several of the suggestions made by she- Commission which it may not be well to, enforce ut this period. On the other hand, the report contains much that is iliuminat- ing and practical and will no doubt furnish the basis of excellent legislation in the near future.AUSTRALIA'S EXAMPLE.The British parliamentary party has sentiment regarding it.They had hefore them the example of the mother country, where Unionists and Liberals never dream of centending over a matter of national safety, and where the opposition in parliament could invariably be relied upon to support the government proposels for huge expenditures on warship building, Certainly Mr, Borden did everything in his power to keep his naval proposals above the plans of party politics, He took the advice of the British admiralty, and simply propased doing what the admiralty advised him it would bc most helpful for Canada to do.At that juncture, Sir Wilfrid Laurier had the chance of his life to show himself a true Briton. His natural and proper course under the circumstances was to second the premier’s motion, and settle the matter at once in a manner that would redound to Canada’s credit all around the world. But he chose to be swayed by the picayune spirit of a ward heeler. At his instance the government measure became a football of party strife, amounting to pandemonium.Canada stood disgraced in the eyes of every other part of the empire, and an object of derision in the chancelleries of Europe.Mr.Greenwood says Austeslisns and New Zealanders are very keen for another naval conference, as they consider there has been à complete change in world policies since the last one.“The feeling is that it skould be held in London.” From other sources we learn that there is some talk of the next naval conference being held in Vancouver, as s helf-way house in the worldwide sphere of naval operations. It is more more particularly in the Province of Quebec, should be more consistent and uniform and less burdensome to pil- icy holders. It is beieved that the concerted effort which will be put forth on behalf of the relief of the policy holders will bear fruit. The awakened public sentiment has now shown that whatever be the burdens or exactions placed upon the companies, these in the end are transfer- ed to the policy holders and are, and their dependents.Taxation of all kinds, when levied oa the premiums in particular directly increases the cost of the policy or deducts the result under the policy. This St Quebec.Tel.245.New York, Nov.21.—A dull dragging market, with stocks going down under some slight dribbling liquidation and absence of support describes the dealings which have taken place today.Out side of one or two specialties like Alaska Gold, which sold st the lowest it has touched since it was listed in the exchange, and New Haven, which broke down close to its former low level, changes have been small and general inteFest entirely lacking. There was no further news from Mexieo where affairs seemingly are to be allowed to drift along in the present condition for some time yet, and the engagement of $1,500,000 gotd for Canada created but little interest in the present condition of the money market and in view of the fact that the banks continue to gain quite freely from the interior.Leading issues like Union, Redding, Steel and Amalgamated all closed at small fractional declines and while the general tone of the market was heavy during most of the day, it was at on time weak.In the last few minutes some covering by room shorts was sufficient to convert in many instances small fractional losses into correspondingly small fractional gains.Total sales, 109,486; bonds, that which has existed for some time, and transacticns, professional in nature, showed the smallest total for any full session since the middle of July.No news of important bearing developed, price changes were unimportant and no relief from the uncertainty that has so long characterized the stock market was suggest- .| ed.The tone, however, appears good, with indications pointing toward a sold-out condition existing. For the present, we believe the usual market leaders a purchase on setbacks for a turn.Boston, Nov.21.—Scattered selling orders in copper stocks today. The changes in residing and doing business in streets through which the street cars pass, have come to feel that the Quebec Railway, Light, Heat and Power Company, should bear its share of the extra cost, by increasing the allowance the Company grants to the proprietors in connection with the removal of the snow. When the Q.R, L., H, & P.Coinaugurated its electric street car company in Quebec, the Company entered into an agreement with the proprietors residing along the streets through which the railway tracks lined, to pay a portion of the cost of the removal of the snow from ten to fifteen cents per lineal feet in front of each property. When this agreement was entered into, the cost of snow removal was from 50 to 75 per cent less than the rates now asked by the snow contractor, hence the demand of the proprietors. That the company should pay its share of the increase. The question having become acute, a Chronicle representative paid a visit to the City Hall yesterday, to take cognizance of the terms of the contract and agreement of the City with the Q.R.L., H, & P.Coin regard to the removal of snow from the streets wherein the street cars operate. He found that there was nothing in the agreement that binds the Company to remove the snow from the streets. The following is a copy of the clauses in the agreement with the City and the Q.R., L., H.& P.Coin conformity with the contract, thrown or Ialling from the roofs of houses in the said streets, and on demand, the Company shall be bound to reimburse to the City, one-half the cost of the removal of such snow and ice.” The officials of the City Engineers Department are of the opinion that the citizens of Quebec, comprising | the proprietors along the car lines, have no valid claim on the Q.R, L., H.& P.Co, to oblige them to contri- ing the snow. One of the officials recalled to mind a certain lessee of the Seminary property on the Grande Allee, took action in the Superior Court to compe] the Company to remove or pay the cost of removal of the snow om the frontage of the property he leased, and the Court decided against him.The by-law provides that all riparian proprietors must keep the road in front of their premises clear of snow above four inches of ice on the road, or streets. The Company some years ago entered into a friendly agreement with the householders to allow them a certain sum for cartage on the cost oi the removal of the snow and has kept its agreement.though it was not in anyway obligatory.City's Legs] Opinion, The Chronicle later called at the office of the City-Attorneys to discuss the question and obtain their legal opinion, Mr.Chouinard was seen, and is of opinion that the Q.R., L.H.& P.Co.cannot be compelled to pay any increase of the amount than JEALOUSY OVER INVITES TO New Siberia, has presented to the natural history museum in Paris what is considered to be the finest specimen of a mammoth yct found, The gift is especially interesting because the animal had not finished digesting his last meai at the moment of his death, countless centuries ago. This the savants are for the first time able to study accurately the nature of the flora of the far-distant epoch. They have simply to examine the contents of the mammoth's stomach. He was found in an absolutely complete condition in a strata of ice.The skin, which is without a scratch, is covered with reddish hair, thick and soft to the touch as that of a lap dog.The work of digging out the monster from his primeval cold storage and bringing him to Paris was one of extreme difficulty. The bedy was cut carefully into pieces, each one labeled, and then carried 1800 miles to railway line on dog sledges.PHONES 5630-5631.All kind of fresh cheese: Roquefort, Gruyere, Oka, Edam, Holland, Camembert,
