partial payment was made with the promise.to the men that the balance would be forthcoming tomorrow.In other departments payment had to be entively deferred.Later, however.the wnera- ment secured out lits substance.Victim's Wife Led Search.Searching parties, accompanied on several occasions by Mrs.Bradish, have been over the woodland in the vicinity of the Bradish farm duging the last month but found no trace of the missing man.Today in corjunction with the Milford authorities, ghe statt police had Cooper, upon whom suspicion had fallen, brought to Milford.From 9:30 this morning until after é o'clock to- ! night he was kept under a steady fire of questioning.\u2019 Immediately after receiving this statement the officers left with him in an automobile for West Uptoh.There, guided by Cooper, they entered a deep swamp.which is not far from the homes of Bradish and Cooper.The discovery of the body followed.In his statement Cooper is said to lave declared that he had no reason for killing Bradish and to have denied stories which neighbors circulated that jealousy was the motive.Police say that Cooper watched Bradish leave his farm house Saturday morning, Oct.4.that Bradish went down the road aud Cooper followed in the woods.out of sight of the man he was shadowing; that at a point in the road where the woods are dense, Cooper came out hehind Bradish and without a word levelled a revolver and hred, Bradish dropping in his tracks.Cooper fired two more shots, he told the police, to make sure Bradish was dead, and then he hid the body \u2018in the woods and went about his work un his farm, going hack to the spot Sunday morning, the next day.to carry the budy to the swamp, where he buried it.Cooper is about 40 years {old and his victim was about the same age.WORK electors of the town of Montcalm who are proprietors, .nd who shall have recorded their vote on this by-law in the manner prescribed by law, and especially in accordance with section 71 of the Act 51-52 Victoria, chapter, 78, it is enacted that the territory mow comprised ir the limits of the Town of Montcalm, shall, through the operation of the law, and in virtue of the present by-law, be znnexed to the City of Quebec and ghali form part thereof to all intents and purposes.The said Town of Montcalm shali then be one of the waras of the city of Quebec.and shall be known and designated as \u201cBelvedere Ward.\" The said annexation shall be effected on the following conditions, to wit: 3.The said ward shall be represented in the Council of the City of Quebec by two aldermen, in conformes to the Statute 1, George V, chapter , section 27, sub section 3e 3.The first election of the two aldermen after ihe annexation shall take place ander section 72 of Act 51-52 Victoria, chapter 78, and shal! Be effected in the menner pre- reribed by law, by the manicipal electors of the territory so annexed who possess the qualifications required by the charter of the said City for voting at the elections of such Aldermen respectively.according tn a list previously prepared by the secretary.treasurer of the annexed municipality whe shall transmit the same to the City Clerk after having subdivided the polling districts in accordance with article 5378 of the Revised Seo tutes.4 When the aid Aldermen shall have been so elected and shall be legally entitled to sit in the Cit Couns cll, the secretary-treasurer of the Town of Montcalm shail hard over to the treasurer of the city all the minute books, registers, assessment or valuation rolls, archives, papers and all documents whatsoever belonging to the Cornoration of the Town of Montcalm, as well as ail sums of money which may then be in his possession in his suid capacity of secre- tary-treasurer, and from and after such delivery, all sums of money due and to become due to the former corporation of the Town of Montcalm shall be payable to the City Treas urer only.5.After the election of said Aldermen, the assets and liahilities of the Town of Montcalm shall be consolidated with the assets and liabilities of the City of Quebec, and that City shall be vested with the rights and be liable for the obligations legally contracted by the Town of Montcalm.& From the date of the annexation to the 30th of April, 1914, no other tayes shall be levied updn the inhabitants of the new ward than those im- osed by the Council of the Town of Montcalm for the fiscal year 1913- 7.During the seven (7) years follow ing the ist May, 1914.the immove- ables of the new @elveders Ward on which one ar more buildings are erected, shall not be valued, either as to their real value or yearly or leasing value, for an amount higher than that at which they are now entered on the valuation rofl of the Town of Montcalm.Lots of land on which one or more buildings are erected within three (3) years from now, shall during the remaindér of the said years, de entered on the valuation roll at their real value.& During the ten years following the 1st May, 1914, the lands not divided into building lots and used solely fot farming purposes, shall continue to be valued at the same rate en that for which they appear on the valuation roll of the Town of Montcalm, notwithstanding any improve ments thereon, either as regards farming purposes or in conrection with the houses snd other buildings actuslly on them or those which may replace them for the same purposss, during the said ten years.A 9.The buildings and lands whieh tre to have the privilege of a cera! valuation for 4 certain number of years on the conditions set forth in articles 7 ghd 8 hereinabove, shall, during the dsid years, be assessed at the rate of 3 of 1% (one-half of one per cent.) fag assessment on immove- ables, snd 4% of 1% (ome-hall of oad por cent) for water rate on water and drainage, based upon the value mentioned in the valuation roll, This | last mentioned tax on buildings surrounded by large tracts of land shail be imposed according to the mods venient in the interest of the efe ficiency of the general service cf said Ward.11.During the five years following the amnexation, the City of Quebeg shall spend an amount of at least twg hundred and fifty thousand dollars works of à permanent nature required in the ward, at the rate of at leas one hundred thousand dollars for the first year; seventy-five thousand dole lars for the second year; forty thome sand dollars for the third year; twens ty thousand dollars for th- fourtid year, and fifteen thousand dollars fog the.fifth year.12.The Corporation of the City of Quebec shall introduce and maintai the water of the waterworks and s tonstruct and maintain sewers f drainage as well as cesspools, put hydrants i.the streets avenues of the ew ward when if shall deem the same expedient.13.Within the limits of the new ward, the St.Foye Road, the Si Louis Road, the Belvedere Street, Levis Avenue in Montcalm Park sh be paved or macadamized during tl year 1914, as needs be,
