TOW MINUS SAILS Vineyard Haven, Mass, Oct.24\u2014 After figuring in two collisions within 24 hours, the schooner William H.Clifford, from Norfolk, for Bangor, will finish her voyage in tow minus a large part of her sails and rigging.The schooner was at anchor in Vineyard Sound near Gay Head last might, when she was run into by the schooner Hattie H.Barbour from St.John, N.B., for New York, with a cargo of lumber.The Barbour's bowsprit and all her head gear were car-, tied away and she was towed to New Bedford by the revenue cutter Gresham.With her mizzen rigging and rail damaged, the William H.Clifford proceeded for this port under sail, but late this afternoon, off West Chopshe collided with the five-masted schooner Margaret Haskell, losing bap spanker boom, sail and rigging énd sustaining other damage.- The Haskell, which was at anchor at the time, had her jibboom and head gear carried away.She is bound from Norfolk for Boston and will tow to her destination.Cast EPLADS | MORE THAN A SCORE OF OTHERS ARE INJURED; SOME MAY DIE.New York, Oct.24\u2014A gas oven in which metal was being enamelled on the top floor of a six story factory building in Canal Street exploded today, killing six persons.More than a score of others were injured or burned in the fire that succeeded the explosion and some of them may die.The identity of the dead was not\u2019 known, many hours after the bodies had been removed to the morgue.Three of the killed were women.All were workers in the building.Searchlights played on the ruins tonight while firemen sought for more bodies which it was thought might have been overlooked when entry into the building was effected after the flames had been brought under control, but at 9 o'clock, after six bodies bad been removed, it was believed sll the dead had been found.The District-Attorney's Office began an lavestigation.About 200 persons were smployed in the building, which was occupied by manufacturers of ma- thinery, mirrors, clothing and other goods.\"The escape of some of the trapped workers was spectacular, With their clothing ablaze they climbed out through flame-swept windows on to fire escapes and leaped to the sidewalks.Many were badiy injured by the drop from upper floors.Spectators beat out the flames from their clothing and saved them from burn- Ing to death.SCHOONER DAMAGED Saundesstown, R.I, Oct 24\u2014The British schooner Annie M.Parker limped into this port today with part of the sails and deck load of lumber gone after a tempestuous voyage of 35 days from Clarabella, Fis.The vessel is bound for St.John, N.B., where she is owned.The Parker bore the brunt of two hurricanes, the worst weather, Captain Rafuce declared, he had ever ex- rienced during his 35 years of sea- he ring life.LAVICUEUR MOTION SEEMS UNPOPULAR MAJORITY OF ALDERMEN ARE AGAINST CHANGE OF REPRESENTATION.The City Council was again entertained last night with a discussion of Ald.Lavigueur's motion to have the proposition of changing the present system of representation to that of 3 commission of four and a mayor, the city to be divided into two wards with two commissioners for each.Referred to the Committe on Amendments to the City Charter.After a long discussion on the question it was finally decided, on motion of Ald.Trudel, seucnded by Ald.Morin, that Ald.Lavigueur's motion be amended by instructing the com- niittee, not ta study the question, but to oppose all changes in the present system of representation.In the course of the debate on the question, Ald.Lockwell expressed his surprise on such a motion being made in Quebec.Commissions were usually resorted to where they were a neces- + sity, and he referred to Montreal and Ottawa.Pointing; out the improvements that had bcen made within the past four \u2018that a member of the Legislature would propose the change when the Quebec bill came up before the Private Bills Committee of the Legislative Assembly.Ald.Fiset came forward in strong terms and speaking at considerable length said in conclusion that the system of representation might have its defects, but it was preferrable to the proposed change.Ald.Trudel opposed the change.while Ald.Cannon felt that it should be studied by the committee.The question was settled by Ald.Trudel's amendment to the main motion, which has already been explained.The Proposed Abattoir, The report of the Market Committee on the new abattoir, which was published in yesterday\u2019s Chronicle, was read and left on the council table for a week.A letter from the Sisters of Limoilou Convent was read opposing the request of Mr.E, T, Nesbitt to open a new street in Limoilou between the church and the convent, leading to his mill.ARRESTED IN MONTREAL.Montreal, Oct.24\u2014Albert James Boyd, who maintained \u2018a suite of offices in the Transportation Building, under the name of Boyd & Company, bankers and brokers, was arrested to- 1day and locked up at police headquarters.He was taken into custody by Inspector Cowan and Detective McCann on a warrant charging him with having stolen 98 shares of Dominion Glass Company's stock, valued at $9,800.The warrant for the arrest of Boyd was issued by Judge Lafontaine on complaint of Alexander M.McGregor, president of the Dominjon Glass Company.\u201cBoyd said he was 35 years of age and had been in Montreal about six months, He formerly resided in Philadelphia.Boyd said his home was in Winchester, Va.The police have been watching Boyd for some time and claim his correct name is J.A.Boyce, and that his home is in Dallgs, Texas.He will be proclamation would be made puulic but tonight it was practically decided to hold the matter in abeyance for several days, at least until after the elections in Mexico next Sunday.Two things, it is known, have contributed to the determination of the government to define its policy \u2014the presentation by Sir Lionel Carden, the British minister to Mexico, of his credentials immediately after Huerta had proclaimed himself dictator, and the despatch of several war vessels to Mexican waters.The British embassy here today at the direction of the Foreign Office officially advised Secretary Bryan that the British government pronounced as unauthentic the now famous interview credited to Sir Lionel, expressing the view that the United States did not understand conditions in Mexico.Another incident tonight that was regarded with significance was the assurance that came from Ambassador Jusserand to the State Department that the Prench government in sending a warship to Mexican waters did not intend in any way to embarrass the United States.Officials indicated satisfaction over the apparent trend of the French government's attitude.There is a possibility that if the powers indicate of tracks, installation of locomotive and construction plant, and the work pre- gressed on the construction of the new bulkhead pier in the St.Charles river, An inspection of the new grain elevator being built for the Harbor Commission by the Canadian Stewart Company, Limited, and its rapid erection was a revelation to the visitors.The new freight depots built, and the work going on along the river frontage in the vicinity of the Customs House, was next inspected.as well as the work in progress at Lampson's Cove.Mr.Borden.seemed to take a deep interest in all he saw.and on his return to the Chateau Frontenac, did not hesitate to express his pleasure and surprise.In conversation with a Chronicle reporter the Prime Minister said hé was deeply impressed with his visit to the Harbor Commission work.The work accomplished by the Commission during the short time in office, was simply marvellous, and he wondered if the citizens of Quebec realized what had been done by the Commission for the development of the port of Quebec.The Commissioners and their engineering staff, said Mr.Borden, demonstrate a great deal of energy by the results.I was among other things, deeply impressed by the advancement of the new concrete grain elevator, only commenced last spring, which has simply grown during the summer, also by the great change made on the river front in vicinity of the Customs House, where the new freight depot is built and occupied by the South shore railways, as well as the accommodation the changed conditions offer for the handling of [reight.in connection with the Quebec and Levis Ferry Company car ferry service, that makes it possible to have cars landed on the Quebec side of the river, that must be a great convenience to the shippers.Laying Corner Stone of St
