Ottawa, Jan.14\u2014In the correspondence laid upon the table of the House this afternoon by Premier Borden, the Hon.Mr.Monk gave the reasons for his resignation.Mr.Monk resigned on October 18 He stated in his letter that he could not concur in the decision arrived at to place an emergency contribution of $35,000,000 at the disposal! of the British government without giving the Canadian people an opportunity to express its approval before.Such a policy would be ' at variance, he stated, with his pledges.He believed that the act went beyond the scope of the constitutional act of 1867.He concluded with an expression of regret on account of his agreeable relations at all times with Mr.Borden.ACCEPTED WITH REGRET.Tire Premier in_ his reply accepted the resignation with regret, but stated Prat he information, which had been placed before the cabinet by His Majesty's Government disclosed so grave a situation that in the judgment of the Premier the granting of immediate and effective aid was necessary in the interest of the Dominion as part of the British Empire.Such a step was, however, of a temporary character and absolutely distinct from a permanent policy of co-operation, in imperial defense, which, when formulated, ought to be placed before the people for this consideration and approval.The letter concluded with an expression of regret at the resignation of Mr.Monk, as the Premier recognized and appreciated the very earnest devotion which Mr.Monk had given to the deputies of his office and also the very great assistance and kindly consideration which PREBBYTERIAN MINISTER DIES AT TORONTO Toronto, Jan.14\u2014After a two months illness, Rev.Henry M- Persons, pastor emeritus of Knox Presbyterian Church, died this morning, in the 75th year of his age.He was one of the oldest and best known Presbyterian ministers in Toronto.Death was due to general debility, brought on by old age.Dr.Parsons was born at East Hoddam, Mass., Nov, 13, 1838, the son of a Presbyterian minister there.He received his education at Yale University, and at the Yale Theological Seminary.His first charge was at Springfield, where he remained for years.Then moved to Boston and Buffalo.In 1880 he was called to Knox Church, Toronto, to succeed the late Dr.Topp.and for twenty years was active in the pastorate there, In 1900 Dr.Parsons retired from the active ago.TURKS ARE EVASIVE.The Ottoman government failed to convene the Grand Council to-day and apparently has no intention of meeting the allies\u2019 ultimatum on Adrianople.The allies do nat believe in the efficacy of the note which the powers will present at Constantinople because it is couched ic too mild terms and simply advises Turkey to submit to the fate of war and abandon Adrianople for fear of complications in other parts of the enrpire at a time when Turkey could not find moral! or financial support in Europe.The Turkish government knows that this means nothing, hecause it is aware that the powers will be unable to agree upon any coercive measures.Thus the presentation by the powers of the note, it is pointed out, might mean simply the opening of a new chapter in the already wearisome diplomatic parleying and the shifting of the debates trem one between the hel- ligerents to one between Tuskay and the powers.Balkans Want Relief.The Balkan kingdoms, moreover, are anxious to obtain relief from the heavy burdens of keeping their armies on a war footing indefinitely.Wishing.however, to observe all the diplomatie courtesies, they have given the powers a reasonable time to agree on the note, frame it and present it to Turkey.But this once done, if Turkey.as is probable, fails to yield, they are determined to act.Their govern ments have agreed to call another sitting of the conference through Sir Edward Grey and Rechad Pasha, who, according to rotaticn, would be the next presiding officer.They will then simply announce their decision definitely to break the negotiations and also thank England for the hospitality extended, and the conditions of fair play under which the discussions occurred.Immediately afterward, Sofia, Belgrade and Cettinje will denounce on the canal tolls question in a few days Throughout his reply to Sir Edward Grey, Mr.Knox hag confined himself to an argument that under the Hay- Pauncefote treaty the American Government asg the right to exclude from the payment of tolls any of its shipe which do not compete with those of Great Britain.AGREES WITH TAFT.Secretary Knox follows out closely the argument used by President Taft in his memorandum when he signed the Panama Canal Bill, around which the protest of England is built.He holds as did the President, that Article 3 of the Hay-Pauncefote treaty was adopted by the United States for a specific purpose, namely, as the basis of the neutralization of the canal.Secreta¥y Knox's interpretation of the words, \u201cThe canal shall be free and open to the vessels of commerce and of war of all nations observing these rules on terms of entire neutrality, so that there shall be no discrimination against any such nation, of its citizens or subjects, in respect of conditions or charges or traffic or otheÿwise,\u201d is that all nations will be treated alike and no discrimination made by the United States against any one of them observing the rules adopted by the United States.He takes a view contrary entirely to that held by Sir Edward Grey.Surrendered No Rights.Secretary Knox denies that there is anything in the treaty which can be interpreted as meaning that the United States, when it agreed to the Greaty, surrendered its rights to regulate its own coffmeree through the canal.He contends that Great Britain is trying to read into the tresty the question whether the United States has surrendered the right to regulate its own shipping through the canal.Secretary Knox has answered the other objections raised by Great Bpitain, one of which was the expressed fear that if the protest against the granting of free passage through the canal to coastwise ships was not passed and insisted upon.the subsidy granted to the coastwise trade would in time be extended to all American shipping, and consequently come in direct conflict with British shipping.Further Exchange of Notes.Secretary Knox holds in his argument that the p:emises assumed by Cireat Britain are not sound: He closes his argument by asking for the further exchange of notes on the question, and expressing the willingness of the administration to do everything to adjust the dispute.YACOVCLOFF HANGS ON FRIDAY NEXT CABINET DECIDES LAW MUST TAKE COURSk\u2014MAN IS SANE.\u2014 Montreal, Jan.14\u2014Yacovoloff will be hanged on Friday.The Cabinet Council has decided that the law shall take its course in the cases of Yacovoloff, in Montreal, and Rafaelo at Sherbrooke, Yacovoloff, the murderer of his sis- ter-in-law.Marie Louise Tremblay, sits smiling in his cell and occasionally regales hig guards with a song.He jokes and laughs and enjoys life: as much as it is permitted in the Montreal common Jail.The condemned man is in the hest of health, he enjoys his meals, Ottawa, Jan, 14\u2014If the Liberals intend to obstruct the Naval bill, or to attempt to force an election, there were no signg of it today.On the contrary, Hugh Guthrie, one of the recognized Ontario Liberal leaders, held out the olive branch and suggested that the bulf between the two parties be bridged and that a compromise .policy .be .adopted.As Mr.Guthrie's idea of compormise consisted to a very large extent of an acceptance by the government of the Laurier proposals, the suggestion is not taken seriously.The Liberal opposition has apparently come to an end.The prediction ig made tonight that the bill will pass in less than a couple of weeks.GENERAL APATHY SHOWN.General apathy was shown in the debate today.While the government benches were well represented when Speaker Sproul opened the House, there was barely a bakers\u2019 dozen of the Liberal members present.Mr.Guthrie got little encouragement from his own side in the way of applause and his whole speech as well as the general attitude of his fellow members was in striking contrast to the spirit of, defiance shown before the House adjourned for Christmas recess.Mr.Guthrie's compromise proposal was that the government reduce the number of its dreadnoughts from three to two, to correspond with the two which were to head the Laurier feet units.He proposed that they be built in England \u2019nstead of Canada.as the Liberals had suggested.The balance of the ships in the two units would be built in Canada.This plan he thought would apen up no conslitutional difficulties, while the question of the appointment of a Canadian minister in London should be held over for later consideration.Praise for Mr.Borden.Mr.Guthrie warmly congratulated Premier Borden on the manner in which he had presented to the House à measure of such vital importance.He had used language of simplicity and dignity, in keeping with his position as first minister of the land.However, while he congratulated, he could neither agree with him as to the facts or to the remedy.Mr.Borden, had he presumed, based his proposals entirely upon the memorandum of the Admiralty.The memorandam did not support the contention of the Prime Minister that there was an emergency.Mr.Guth::e said that Premier Asquith was in a position to possess the largest amount of political knowledge of anyone in he Empire, for he was in daily t such with the whole situation.« Premier Asquith had stated that Britain\u2019s power was overwhelming, superior to that of any foreign fleet.Bonar Law, Mr.Ralfosr and Lord Crowe had ali taken very much the same position.(Continued On Page Six.) SEEK HELPLESS STEAMER ADRIFT ON BROAD OCEAN THE ABESSINIA RUDDERLESS, WITH BROKEN SHAFT, HAS A CREW OF 4.New York, Jan.14.\u2014~The Hamburg- American Line freighter Abessinia, crippled by the great storm of January 3 and 3, may still be adrift in mid.Atlantic, Wireless from the steamship Cedric yesterday gave grounds for the belief that the Abessinia had been picked up by the freighter Armenian, and was being towed to port; but when the Cedric arrived to-day her captain said the disabled vessel and the rescue ship might have missed each other in the ing.LAND CALL FOR AID.The Cedric sighted the German freighter on the night of January il to find that she had lest her rudder and broken her shaft.\u2018she Cedric's sommander decided that because the Cedric had passengers and msil he would send out a general call for aid rather than be delayed.The Cedric's operator was flooded with replies promising aid from as far away as 150 miles.The Armenian, a White Star ireighter.was within 29 miles and her offer was accepted.The Cedric stood by until the Armenian signalled that she could see the lights of the drifting Abessinia Then the Cedric, helieving the digabled ship was safely provided for.resumed- journey.A few hours later came had hidden the German freighter before the tow line had been stretched between them At midnight of Jan.12, when the Cedric passed out of wireless radius, the Armenian was still groping in the fog and the crippled steamer was still adrift.* The steamer Pisa, of thme Ham- burg-American Line, is the likeliest vessel to give prompt assistance to the Abessinia, according to advices received by the line late this afternoon.The Pisa left here Jan.2 bound for Hamburg and is apparently near the position of the disabled vessel, for a wireless from the Minnetonka of the Atlantic Transport Line, said that the Pisa was proceeding to the Abessinia to render assistance.The Abessinia is a freighter and catries no passengers.She has à crew of about agate line each insertion.QUEBEC, WEDNESDAY, JANUARY 18, 1913.A PERMANENT POLICY.It is clear that the naval building programmes of Germagy, Austria and Italy are in themselves à menace to British supremacy, and, therefore, that even in this sense there exists an cmergency justifying the prompt action of Premier Borden.The confidential information imparted to the Government by the Lords of the Admiralty tends to strengthen the conviction that contributory aid is our best and mest effective policy at the moment.Ultimately, of course.we shall have a permanent policy.It may be granted that the principle of the Laurier navy was good.But it was never developed.Niggard hands held the purse strings and there was no earnest effort to make the Canadian force efficient.The Liberal Government was half-hearted and sluggish on defence questions and the Liberal leaders were trying to quiet a public opinion which they affected to think should not materially, ir much greater while the rural routes have been increms- ed as the needs of the country demand.In the matter of efficiency, too, much improvement is shown.Yet, in spite of the extra cost and the abandonment of the old suplus-or-die policy the surplus has been increased very For all this Mr.Pelletier merits much credit, and, as the Citizen remarks, \u201cit is only hoped that he will speedily make the crowning climax of his excellent administration the establishment of a parcels post system.\u201d OBSTRUCTION.Judging from the general disgust aroused by the announcement of blocking tactics made by the Liberal press snd a few of the ex-Ministers whose utter inability to interpret the feeling of the Canadian electorate led to their being swept out of existence two years ago, it will not be very long before the leaders of the Liberal party are compelled to renounce their obstructive ideas.Tt will easily be seen that few of these Liberal journals have as yet dared to counsel opposition in their editorial columns and we are sure that none of the local organs of the Opposition will enter upon such a course without a good many searchings of heart.They well know that the public will not be slow 10 voice its disgust at such unworthy tactics, \u2014\u2014 A Wall Street paper calculates that during the past exist, A Canadian navy of obsolete vessels is utterly useless.In the long run provision may be made on each coast for a full naval unit.But this cannot be yet.And as to i mes, any permanent policy must consider the possibility of obtaining recruits.In a new and prosperous country that task must of necespity be a difficult one.The man ! who cas make $60 a month on shore will not exchange his freedom for ship discipline when the naval pay may be only about half.But the militia idea might be applied te saval as well as to military service.The Toronto News suggests that we might utilize the natural patriotism of the citizen by establishing training basges in the ocean and lake ports where volunteers might be instructed in the essentials of gunnery, the care of equipment, the muchanics of engineering and electricity as applied to modern naval practice and in the countless other requisites.Instructors for these barges might be borrowed from the British navy until such time as men from our own ~ermanent forces were competent for the task and annual cruises of two or three weeks\u2019 duration for each company of naval militia would assist int ereating all over the country a reserve force that might be used in time of trouble.The tendency of some Liberal papers to talk about manning our three Dreadnonghts with Canadians is based os a misconception.The sayy.man does not happen.He is a person of training.Even a merchant scaman of 8 battieship would be a lubber for a long while.THE BOTHA DISPUTE.Fuller details with regard to the recent resignation df Premier Botha of South Africa show that this action on his part was due entirely to friction between himself snd General Hertzog, the South African Bourassa, over the question of British connection.Since the event of the South African Union General Hertzæog has been the leader of the Boer extremists.Almost from the beginning his narrow and bigoted views caused trouble in the administration and matters came to @ crisis last month, In a bye-election contest the question of South African participatiof im Imperial defence came up.General Botha afirmeé the readiness of his government to do its share, and, speaking at Grahamstown early in the month, he said that wherever he had spoken he had said only -one thing.He knew the Dutch people and he knew they wotrld stand by him.and neither he nor they would stand back before any man in loyalty to the Empire.\u201d Also, while asking for time for the education of his people and for consultation with the Admiralty, General Botha declared that \u201cthe Cabinet recognized their responsibility to undertake the naval defence of South Africa as they had done on land.\u201d But next General Hertzog at Rustenberg declared that \u201cImperialism was important to him only when it was vseful to South Africa: and, when it was not serviceable, he had respect for it from a distance, but.as a South African, he had little to do with it; and.when it was con- i trary to the interests of South Africa, he was a distinct | enemy to Imperialism.\u201d Regarding the navy he intimated that all the talk about it was fomented by \u201cthe great capitalists.\u201d The only choice aiter this was whether Botha would dismiss Hertzog from his Cabinet or resign himself.Botha chose the latter.This was probably a wise move, Over an ordinary political issue, the only sensible thing to do would be for a Premier to eject an insubordinate minister But in a grave racial issue.something is to be gained by allowing the people to see that mere racial champions can only get along as kickers.Botha having resigned it became manifest that General Hertzog could rot even form a Government, let alone carry it on.After 8 week's interregnum, General Botha was invited to form ® new government, which he is doing, Fe episode must show how high is the estimation fa which General A detailed report upon this property has been made by Mr.Fritz Cirkel, the well- known geologist and mineralogist, author of an important monograph on \u201cGraphite, its Properties, Occurrence, Refining and Uses,\u201d which has been published by the Department of Mines of the Dominion of Canada and which is regarded as an authoritative hand-book on the subject DESCRIPTIVE REPORT In this report Mr.Cirkel states that lots 15 and 16, four sections of the deposits gave a total graphite width of 143 inches, or approximately 36 inches per section of eight feet width, or in other words, out of 8 feet of rock surface, as an average three feet were occupied by graphite of the crude and disseminated variety, the greater portion of which is flake graphite of the highest grader.Cirkel states that all of the graphite as exposed in these veins and pockets is of a high grade quality, and if properly treated and refined would yield an article similar to the best of the Ceylon Product.Remarking upon pit No.3, Mr.Cirkel states that fully fifty per cent of a width of z8 feet is taken up by Graphite.The Graphite belt crosses the country in a north-easterly direction for a dis:ance of two miles.As to Lot 16, owned by the Company, Mr.Cirkel states that the work so far done shows conclusively that this belt has a width of at least 200 feet, and contains for a length of at least 1400 feet, graphite deposits of workable extent and of a quality which ranks with the best in the market.As to the quality of the Ore which has been discovered on lots 15 and 16 in ten places, it must be stated that the crude ore, which may be seen in any of the present outcrop, is of excellent pure quality, and resembles in its physical aspects entirely that of Cevfon.CARBON CONTENTS OF ORE.- Numerous asseys have been made, and a majority of these have given carbon contents (pure graphite) to a degree exceeding 9o per cent while one sample, designated as large scales, gave an assey, certified by Mr.Milton L.Hersey, Provincial Analyst, of the extraordinary percentage of 97.98 pure.Messrs.Krupp, the world renowned ordnance manufacturers of Essen, Germany, recently tested 3000 pounds of graphite from the Amherst mine and they reported that the first quality gave 90.5% and the second quality 57.5% carbon.USES OF GRAPHITE.The uses of Graphite are many and various, but it is by far most commonly and widely known as a component of that most popular of misnomers \u2014the ever familiar \u2018dead\u2019 pencil.2 And yet out of the world's total consumption (in 1903) of 75,000 tons of graphite.it is estimated that no more than four per cent was consumed in the manufacture of lead pencils.Refractory articles such as crucibles, stoppers, nozzles, etc., accounted for thirty-five per cent of the consumption, stove polish for 30%, and lubricating graphite and reases 16%.; Foundry facings, graphite packing and graphite paint, consumed fourteen per cent of the product, and the last Famed item alone, when effeciently exploited.may be regarded as capable of taking the leading place in the world's demand for graphite products.;
