prospectuses was Ald.Canpany.He considered him a most respectable citizen and a hard-working member of the Council, but considered it out of place for him, as leader of the Council, to also be a director of a company which had a contract with the city, City\u2019s Fault, Not Company's.Ald.Cannon in reply stated that he had never seen these prospectuses until that evening and never had anything to do with them.They could not prevent brokers from taking ail means to dispose of their debentures.He had been appointed a director of the company in June last, and the contract had been signed in February last, and the company was ready to supply the necessary lighting if the ornamental poles were erected, and that was the city\u2019s fault.He had worked continually to have an opposition company for the lighting of the city and was glad to say he had succeeded, with others, in securing cheaper light.When the company will have completed their work and give all the necessary light to the city and citizens, he will then consider whether he will resign or not as a director of the company, The discusion was kept up hy Ald.Madden and Ald.Lockwell and finally concluded iy Ald.Fiset, who closed the debate.Victoria Park Question.His Worship informed the Committee that the principal object of calling the Committee together was to consider a letter from the Nuns of the General Hospital who object to a clause added to the Quebec city bill by the Legislative Assembly, empow- eting the city to dispose of part of Victoria Park to railway companies.When they sold the property to the city fn 1896, it was understood it was to be nothing but a park, otherwise no sale would have taken place.for the laying out of a railway yard where locomotive and cars will be continually shunting and where the whistling of these locomotives will cause considerable annoyance to the sick inmates of the hospital and the elderly lady boarders, If the project was carried out they would have to remove to other quarters after all the good they had accomplished in the city during the past 200 years.Ald.Verret inquired as to who had asked the Legislature to interfere in this park matter, and was informed by Mayor Drouin that after a consuita- tion with Mr.Wm.Price, acting for the Federal Government, on Monday last, he had submitted,the question to the Provincial Cabinet and it was then decided on Tuesday morning to add the clause to the bill, which gave the city more powers of expropriation.Mr.Chouinard, City Advisor, informed Ald.Madden that the city had 8 right to expropriate for municipal improvements and the Federal Government for railways, which brought a remark from Ald.Verret that in that case the Government and not the city should expropriate.Mayor Drouin replied that the Government did not want to have anything to do with the nuns, but only with the city, and if the city would not acquiesce in that, then the propositions would be called off.The \u2018Transcontinental had two plans, one passing through Victoria Park and another to erect u station at Lampson's Cove and build their fine west towards Sillery.Long Legal Argument.A lengthy argument ensued between Messrs, Chouinard, Cannon and Morin as to the rights of the city on the park.which had been sold on certain conditions to the city.but Mr.Chouinard claimed that the Victoria Park was the city's property as it had been purchased for $20,000, payable $500 annually.Asked by Ald.Verret as to who should pay any damages which the nuns would suffer, the city sttorney replied that no damages could be claimed from the city for disposing of Victoria Park, which was their property, and if any damages were caused hy the Alling up.or changing the course of the River St.Charles, any riparian proprietor had a right to a claim against the Government which owned the rivers.Mr.Chouinard, in reply to Alderman Cannon, stated that the city could not give « clear title of the land to the C.P.R, but could to the Government.Aldermen Madden, Gauvin, Pouliot and others continued the debate.Ald.Fiset finally remarked that he was as much in favor of protecting the nuns as anybody else, the Board of Governors of the Stock Exchange, told the committes at length about the ways of the \u201cstreet.\u201d BRISTLING EXAMINATION.The examination of Mr.Surgis by Samuel Untermyer, counsel for the committee, bristled with technical dis- eussions and involved digressions.Mr.Sturgis at times insisted on lengthy digressions in answering questions and once flatly declined to answer.His counsel, John G.Milburn, inter- {ered to preserve the calm dignity of the occasion.The testimony of Mr.Sturgis brought out the following points: The membership of the Stock Fxchange has not been increased since 1869, when it was fixed at 1100.Since then the business done and the securities listed on the exchange have increased about fifty times over.Mr.Sturgis declared that an increase in membership was unnecessary, for the present membership was well able to handle the business of the public.In a dozen recent failures, Mr.Sturgis admitted, Stock Exchange houses had carried with them stock owned in part by their customers, but hypothe.cated Ly the brokers for more than the real ownership of the broker.In such cases the proceeds of the sale of the bankrupt broker\u2019s seat on the exchange goes, it was explained, not to his customers, but to his creditors inside the exchange, Mr.Sturgis thought this was fair and just, as it was a regulation subscribed to by the members in the exchange and recognized by the public.Borrow On Customer's Btock.Stock Exchange brokers usually use the stock owned in part hy their eus- tomers as collateräl to support their own loans, Mr.Sturgis said, re-hy- pothecating the securities for a greater amount than fe represented in the debt of the customer on the stock He added that the governors of the exchange would welcome any suggestion that would put a stop to the practice.He disagreed with 2 scheme proposed by Mr.Untermyer that would foree brokers to mark on \u201cJoan envelopes\u201d containing their collateral, the amount for which they were already held as security by the broker, in order that the bank might make its loan to the broker on that basis.This scheme, Mr.Sturgis contended, would entail an almost prohibitive amount of bookkeeping.Mr.Sturgis, through a grilling, detailed examination, insisted that the Stock Exchange could not prevent manipulation of the market by pools and syndicates.He said they could not go behind a transaction to discover a buyer's or seller's motive.On this point Mr.Sturgis and counsel for the committee had a spirited argument.Commissions The Main Thing, \u201cIs it legitimate for a member of the exchange to give an order to sell a certain amount of stock to one broker and an order to buy the same amount of the same stock to another broker?\u201d asked Mr.Untermyer.\u201cSo long as there is no collusion and the commisions are paid it is not illegitimate,\u201d said Mer.Sturgis.\u201cThe important point is that the broker's commission be paid?\u201d asked the lawyer.\u201cYes, that is it.\u201d \u201cYou know that the object of \u201cat sort of a transaction Îs to raise or depress the price of the stock?\u201d \u201cThe object is to create an active market.\u201d \u201cA market that appears to he active, you mean?\u201d \u201cYes\u201d Mr.Untermyer sought in vain to get from Commissioner Sturgis his view of the position of the trading public in such a transaction with the
