Fondé en 1847 par Robert Middleton et Charles Saint-Michel, ce journal est d'abord connu sous le nom de Morning Chronicle. Son programme éditorial est tourné vers les intérêts britanniques, ce qui plaît aux conservateurs et aux impérialistes. Toutefois, cela n'en fait pas une publication politique pour autant puisque l'on y évite les longs éditoriaux et les sujets polémiques, probablement pour se différencier du Quebec Gazette, ancien employeur de Middleton et féroce concurrent. Le contenu est plutôt centré sur l'actualité (majoritairement en provenance d'autres journaux anglais et américains), sur la vie commerciale et maritime, ainsi que sur la littérature (peu présente pendant les premières années). La ligne éditoriale du journal est définie comme suit : « [.] in the management of The Morning Chronicle we shall, therefore, begin by simply declaring, that, as we glory in our connexion with the British Empire, it will be our undeviating aim and unremitting endeavour, to create and foster a cordial attachment to those time-honoured institutions which have made her so illustrious in the annals of the world ». (May 18, 1847, p. 2)

Sous Charles Saint-Michel (1849-1860), le journal devient le porte-parole des aspirations de la bourgeoisie commerciale anglaise et les sujets politiques prennent une part plus importante. L'esprit protectionniste, rattaché au torysme, teinte la rédaction. Durant la période de la Confédération, le Morning est utilisé comme tribune pour faire la promotion des idées de John A. Macdonald. Toutefois, l'attrait premier du journal reste avant tout la vie relative au commerce. En 1874, une fusion avec The Quebec Gazette met fin à une concurrence jugée ruineuse. Fondé en juin 1764, c'est l'un des plus vieux journaux d'Amérique du Nord. Une nouvelle entente survient en 1924. Pour mettre fin à une concurrence qui les affaiblit, le journal alors connu sous le nom de Quebec Chronicle and Quebec Gazette et le Quebec Daily Telegraph (fondé en 1875 par James Carrel, il défend les idées populaires et est reconnu comme étant libéral) s'associent et deviennent le Chronicle Telegraph. Les nouvelles prennent une place prépondérante dans les colonnes de la « nouvelle » publication. À partir de 1934, le journal est connu sous le nom The Quebec Chronicle-Telegraph. Il paraît toujours aujourd'hui. the sudden death of Major James Stevenson, probably the oldest veteran of the Grand Trunk service.It was stated that Major Stevenson had met his death as the result of an accident, but no details were given.Major Stevenson died at Walton Park, near Clevedon, England, where he had lived since His retimenet from the Grand Trunk service.The deceased was a brother-in-law of Mr.Wainwright and was in his 75th year.He was educated in England, but came to Canada in 1856, when he entered the Grand Trunk service.He steadily worked his way up until he became gencral superintendent, which office he held for a number of years, and was in that capacity when the late Mr.C.M.Hays assumed management.A year or so after that Major Stevenson retired and returned to England, where he had lived since.Major Stevenson several times returned to this country, visiting relations and friends in Montreal and Toronto.His final visit here was during the summer of last year, when he appeared in excellent Opposition, regarded the establishment of a board of arbitration as most desirable, but in the meantime it was the clear duty of the government to guarantee protecttion to sll men desiring to work.He taunted the Ministers with being afraid to do anything by which they might risk losing the labor vote.The negotiations to-day brought the settlement of the dock strike appreciably nearer and the late Gordon Hodgins, the popular.young man of Shawville, who it is believed committed suicide by jumping into the Ottawa River, after having fired three shots at her in the parlor of her father's hotel on the night of Friday, May 17th, pleaded with her to break off her engagement with a Renfrew young man.David Airth, before pointing the revolver at her, was the statement \u2018of Miss Tesie Dolan at the inquest opened here to-day into the death of the unfortunate young man.Owing to the absence of Mr.W.N.Douley, who saw the young man run from the hotel after the tragedy, the enquiry was adjourned until Friday morning.The inquest was conducted behind closed doors, but the village was all excitement, the first confirmation of the story as understood at the tragedy, being heard to-day in Miss Dolan\u2019s evidence.Miss Dolan gave her testimony in a straightforward and composed manner, keeping back none of the facts and told with remarkable clearness the details of the conversation that led up to the shooting.\u201cHe asked me to break my engagement with David Airth\u201d she said, \u201cand when I refused, he went out to the hall where his overcoat was hanging.He came back with a revolver and fired.At the first shot I thought that he was fooling, not feeling any pain, but when he fired the second time I rushed from the room.I did not hear another shot.\u201d Miss Dolan has fully recovered from the wounds inflicted by Hoegins\u2019 revolver, but she is still suffering from the nervous shock.In addition to her evidence the testimony of P.D.and John Cayne, John Dolan, a brother, and H.McMilian was also heard.COBALT REPORTED NOW IY AHS Town, According to Bulletin, Stated to Have Been Destroyed by Fire, Cobalt, Ont.June 6 \u2014(Bulletin)\u2014 Cobalt in ashes, Fire which started in the Lyceum Theatte at 9.15 not yet under control.Telegraphic communication cut off.Cobalt, Ont.June 6, via Gillies Depot, Ont.June 6\u2014Over one hundred and fifty thousand dollars damage was done by fire which is still raging although the combined fire departments from Cobalt, Haileybury and New Liskeard are fighting it.The fire started in the Lyric Theatre on Main corner during the performance by explosion of an oil stove used by actors in dressing rooris.The theatre was emptied without disorder.Twelve lines of hose were laid out, but despite excellent pressure the fire gained headway and soon Milton Carr's dry goods store near hy was a mass of flames, It sesmed impossitsle to check the flames, but through strenuous efforts the Bank of Commerce building escaped with scorching.With collapse of the theatre the flames 'eaped to Cobalt Hotel and thence te Harrington's restaurant; the Galoska block and the Moore block at the rear of the hotel.By 11.30 the Haileybury brigade ar- ried, followed soon by New Liskeard engine and hose company.At midnight the Town Hall, the Bank of Commerce z.d the Nipissing stores block seemed in great danger.It took almost superhuman efforts to save the Hunter block, cpposite the theatre, as the safety of the remainder of the business section depended on this.Several firemen were overcome by smoke.Two women were taken to the hospital suffering from shock.Many volunteer firemen were scorched on the face and hands.An actress, 3 midget, lost $1,000 cash and effects.The blaze was spectacular and thousands of citizens of Cohalt and neighboring towns lined the streets to \u2018witness the conflagration.At the hour of sending it is impossible to secure figures vf insurance carried.The losses are estimated as follows: time by the Transportation Committee of the Canadian Manufacturers\u2019 Association, {and at the next meeting the matter will be dealt with in a manner as to bring it before the executive eouncil of the association, with a view to forwarding a protest to the Dominion Government against the Grand Trunk Pacific officials making Boston the terminal at the expense of Canadian \u2018| ports.\u201d This is 2 matter in which Quebee has a vital interest, and ail should join together in insisting that the Government show a strong hand to the Grand Trunk Pacific, and especially that the building of the terminals be hastened.Here we have been taxed in reason and out of reason to pay for the construction of the Transcontinental railway on the pretext that it was to be an all-Canadian road and would contribute to the development of Canadian industries and Canadian ports.Any attempt to make the Transontinental simly a feeder for American lines and ports should be squashed at once.We understand that letters are to be addressed to the Boards of Trade throughout the Dominion asking their co-operation in this fight against the misuse of Canadian money and railways.We know that the Quebec Board of Trade has al- boards of the Maritime ports, and there is no doubt about its attitude.Still, we hope that it will see its way to make as strongly worded a protest as possible.GRAIN ROUTS.It has been ascertained by the officials of the Dominion Department of ! Railways and Canals that nearly half the Canadian wheat passing eastward last year through the Canadian canal at Sault Ste.Marie and destined for export went to Buffalo rather than to the St.Lawrence.There is nothing in the expense of | catriage from Fort William to the seaboard to warrant this diversion.On the contrary, in November last the freight rate from Fort William to Montreal was only 4'4 cents per bushel, while from Fort William to New York via Buffalo it was double that amount.Investigation shows that the hindrances to the use of the all-Canadian route are just those two which have been operative for many years and continually complained of by men engaged in the Canadian export trade.One of these is the lower rate of insurance on the American route, and the other the great amount of tonnage always available at New York | After all that has been done by the Canadian Government to ensure the safety of navigation along the St.Lawrence, there can be no good reason why marine insurance should * be any higher in Canada than in the United States.This is à matter for both the Dominion Government and the Canadian transport companies to take up with the underwriters.Mr.Foster, Minister of Trade and Commerce, already has his eye upon it, and we understand that it is for the purpose of having this inequality rectified that he sailed last week for England.As to the amount of ocean tonnage at New York, that is hardly likely to alter while the trade of the United States is so much greater than that of Canada.Possibly it may be counterbalanced by efforts to get more ocean tonnage here and by increased facilities for prompt transshipment on the St.Lawrence.TIME TO DO SOMETHING.There have been alternative Liberal and Conservative governments in Canada.What have they done for Quebec?What are the present members for the city and district doing for Quebec?What are they doing for its development?What are they contributing of assistance to enable it to hold its owr in the Dominion?The work of equipping a national port can be done in Quebec for a tithe of what it would cost elsewhere, for the simple reason that we have the harbor here, all ready at our hands\u2014made by Nature.At other places harbors have to be dug out of the mud snd equipped afterwards.We have 8 harbor well nigh perfect from the standpoint of nature, but it needs equipment.A tenth part of what \u201che making of a port on the frogen shores of Hudson Bay will cost\u2014to say nothing of the cost of building a railway through t ready taken the matter up with the | THE QUEBEC CHRONICLE, an inhospitable desert\u2014would make of Quebec one of the finest ports of the whole Dominion.For, be it understood, those- who want this city to gu ghea¢ are making no unselfish or unreasonable demand.They merely want it declared and understood in the Dominion Parliament and by the Dominion Government that the deve.opment of Quebec is at least as im- portant\u2014and quite as prospectively valuable to the Dominion as a whole \u2014as the development of any other section of Canada, We have contributed to everything in the past.We have been taxed for other sections of the Dominion.We are the oldest Province, and surely we should have one of the first claims to having our requirements considered and satisfied.Surely we have the right to demand that our crying needs be attended to at once and not delayed month after wonth, year after year, decade after decade.There is too much politics.There always has been too much.It is that, that is killing Quebec.And what have the people of this city gained by their intense eagerness to play the \u201cpârty game\u201d regard- tess of all other cqasiderationsy What does it tter to the rank and file of either party who is in power at Ottawa?\u201d What have they to gain or lose individually?Not one in every hupdred of the electors cither expects or desires any personal gain.The nffiety-nine out\u2019 vf a hundred do not want offices for themselves.In what way does it concern them whether those who hoid office call themselves \u201cconservatives\u201d or \u201cliberals?\u201d What may it not matter to them whether the country is well and justly governed or not, whether its affairs are managed honestly and in a business-like way?Only one or two at most, at one time, from this Province, can ever hope to attain an administrative portfolio in the Dominion government.There are only a few high offices in the Province, and the occupanis of most of these, as soon as they are appoint: ed, must cease to be active partizans.There are, it is true, a number of petty offices; but these, under our absurd system of patronage, go mostly to the heelers of the victorious party, to the exclusion of nore deserving and more desirabie persons.Is it worth while to go wild over mere partizan.triimphs where the tangible rewards ire.so small or so unworthy?Is there mot every call in reason and patriotism; as- well \u2018as in self-interest, through -the interests of the country, to the eléctors to vote for principle and right alone, regardless of partizan appeals and partizan interests?Onc thing is certain, had there been less of blind partizanism among our people in the past, Quebec would be in a rauch better position to-day than she now occupies.Fortunately, we believe that it is not too late to do something, but if we do not make haste, i: soon wiil be.All the other ports of Canada are being provided for, and it is about time that it was our turn now.Considering the ariount of the burden and heat that we have borne so long.we should at least get a sympathetic searing.The West is crying for grain outlets, and we should demand as our absolute right that we should have justice.Neither Liberals nor Conservatives should play the party game at the expense of the city.The citizens of Quebec should keep a steadfast eye upon all the representatives of the district, and urge them resolutely forward to do their duty towards the electors whom they are supposed to represent.THE MERRY MONTH.Perhaps there are few seasons that appeal so forcibly to the unregenerate human imagination as this so- called \"merry month\u201d of June.It may be that there are but few of us who have attained to a gown person's knowledge that have not yet outgrown some of the foolish ideals which we once cherished about the month.We know by a sometimes sad experience that it docs not always keep its promises.We may change our traditional May walk to the first week in June, only to find that we have eluded the shower to wade into the downpour.We may deliberately select it for our horeymonn, only to find that we might have made a more agreeable exchange for December, June is by no means free from ce- centricities.1t is the month of roses by tradition.but it happens not infrequently that the roses are sadly washed out of countenance by the too fond affection of the god of the watering pot.But with all these occasional drawbacks, June is on the whole one of the most satisfactory months in the yeir, and the King showed an unusual degree of judgment when he selected it as his birth month, One of the most popyler things about the month is that it marks the closing of the school year and the liberation of thousands of children to the freedom of meadows lush with daisies, or the sands washed by + the cool ripple of the waves.Those who .can afford to give to their own children as chilhood needs and loves are becoming more cureful every year to see that the children of their less fortunate neighbors get at least a taste of the same enjoyment.THE LAWN MOWER MAN.Observe the man with the lawn mower, His teeth are set like one climbing the gibbet steps.His lips.are drawn tightly.His brow is an overcast April day.Not leisurely, like an artist performing for Art's sake, nor like a time-killer, stretching an hour's job to dray a days pay, but cruelly and viciously he drives the machine.He is always in haste.He seems ever in a bad temper.He moves from swath to swath with a passion foc the finish equalled only by the impatience of a country boy speeding the Saturday morning chores in good fishing weather.He hates the job, it is plain.He hates the machine.Note that he does not ease it, comfort it and nurse it, but yanks it about as one who hopes to goodness he can smash up the \u201cinnards\u201d beyond repair, Of all the sweet and gentle products of civilization, commend us not to the man with the lawn mower.{ Correspondence { ! the downtown church problem, was one of the points made in the inaugural address of Mr, T.B.McAulay as chairman of the Congregational Unjon in Zion Church to-night.Some 200 delegates from all over Canada were in attendance aad showed much interest in the address.The difficulty of reaching the masses and the tendency of modern church to move away with their congregations to the best fesidential centres, leaving those districts where the forces of vice are most strougly entrenched, were matters dwelt upon by the speaker, who found in the Brotherhood Movement a solution of the problem thus work on the railway terminals, otherwise Quebec will not be in a position to handle the trade from the West on the completion of the Transcontinental Railway.The City of Quebec is the only city of any importance ia the Dominion that is backward in preparation to meet the growth of Canada\u2019s population and the rapid development of the production of trade of Manitoba and the Northwest.Fabulous sums of money will be spent in Montreal, Toronto, St.John, N.B., and Vancouer, B.C., during the next three years on railroad terminals and port equipment to meet prospective trade conditions, and as yct, nothing apportioned for the immediate benefit of Quebec under the same category.If Quebec is backward, the blame can be alone contributed to the citizens, who should awaken from their lethargy and insist upon recognition and a fair measure of justice in the division of public patronage.Poli- | tics should be entirely eliminated in all questions of Quebec's commercial interest, and every citizen make an effort to share in an agitation that will in the ead bring forth good results, It is clearly evident that the Grand Trunk Pacific authorities are not much concerned about the Quebec railway terminals or the equipment of the Port of Quebec in their desire to divert the grain trade of the West frem Cochrane to American ports, It is only a few days ago when the new president of the Grand Trunk Railway and Grand Trunk Pacific, Mr.Chamberlain, in an interview given at Montreal said the Grand Trunk Pacific from the Coast to Cochrane would be finished late in 1913, when the company would run trains over the Ontario Government railroad and Canada Atlantic to Montreal, without any reference whatever to the Transcontinental Railway from Cochrane to Quebec.It has also been learned that the Grand Trunk Railway is getting ready railway connection from Montreal to Boston, with the unquestionable intention of carrying the grain trade of the West to the Port of Boston for European shipment, and if the Dominion Government does not compel the Grand Trunk Pacific to live up to the terms of their contract with the country, the Eastern rection of the Transcontinental Railway from Cochrane to Quebec, and the Maritime Provinces, will have no importance, insofar as the trade of the West is concerned.Can it be possible that President E.J.Chamberlain means to ignore the agreement and wholly within Canadian territory \u201cTherefore, this agreement witnesseth that the said parties have contracted and agreed with each other as follows: \u201c1, His Majesty the King, acting in respect of the Dominion of Canada, by and through His Excellency, the Governor General in Council, is hereinafter called the \u2018Government,\u2019 and the said Grand Trunk Pacific Railway Company, carry the Western grain from the provinces west of the Great Lakes via Cochrane to American ports.Boston is preparing for this trade, which the Government of Canada must arrest, and compe! the Grand Trunk Pacific Railway to operate the road from the Pacific to the Atlantic and reach the ocean with Western grain on absolute Canadian territory and through the outlet of Canadian ports only.But to compel the Grand Trunk Facific to carry out the terms of its original agreement the Transcontinental Railway Comméision must have the whole Fastern Division.es- perially from Cochrane to Quebec, and
