efficacy of the existing laws to deal with the latest tactics of the militant suffragettes, before resorting tp special legislation to make the iunés of the suffrage societies tia- ble for damage done by their- mem- hers, the police tonight raided the offices of the Women's Social and Political Union in Clemens Inn.They arrested Mr.and Mrs, Frederick Patrick Lawrence, joint editors of Votes for Women, who were taken to the Bow Street Police Station.The police also had a warrant for the arrest of Miss Christable Pankhurst, but did not find her there.They took possession of the offices.The leaders of the union are charged with being responsible for the latest window smashing campaign.They will presumably be tried under the conspiracy laws.Members of the union seen tonight declared that the new departure in in- Bicting hard labor sentences upon those convicted of taking part in yesterday\u2019s demonstration, and in arrest- mg the leaders vill only produce a digger crop: of volunteers for militant work.\u201cThe weaknessof the : however, is seen in the fact that the prest majority of women denounce the militant actions, which, they declare, are being carried too far.Even the Women's Freed League, an important body which has already sc- cured many reforms for women, deprecates the measures which the militant suffragists are taking, and the doings of the Social and Political Union, contending that the suffragists ought to be satisfied to await the outcome of the present parliamentary session, which has offered the best hopes of advancing the cause.There is ample evident that the recent window smashing has completely alienated public sympathy.Late tonight Christabel Pankhurst ,.was placed under arrest.\u2014 / The warrant for the arrest of the .suffragist leaders was granted on the application of the public prosecutor.Frederick Pathrick Lawrence is a very wealthy barrister, who has largely financed the suffragist movement.He generally stands bail for suffragist prisoners.\u2019 Public alarm over the window smashers has not subsided.Many of the large stores of London have their windows barricaded.The British Museum has been closed, other public collections are closely guarded and the government announces that the state apartments and the picture \u201cgalleries at Hämpton Court and Kew Places have been closed to the public until further notice.\u2019 CASES IN- THE SUPREME COURT Ottawa, March 5\u2014In the Supreme Court to-day the rehearing in Masson vs, Masson was concluded and judgment was reserved.Pacaud vs.Pacaud was the next appeal taken up.The dispute arose out of an agreement by deed in 1901, by which Abraham L.Pacaud, in consideration of an advance of $23,000, undertook to pay an annuity of $2,500 to several other heirs and beneficiaries interested in the estate of the late Jeremiah Pacaud, of Stanfold, Que.The action was brought by George W.Pacaud, transferree of the claims, to regover $18,000 and interest for alleged arrears of the annuity.The defence was payment in part, the statute of fimitations being pleaded in respect of several instaliments, and a demurrer was also filed.The plaintiff was awarded $4,524 by the Superior Court at Montreal and this judgment was affirmed by the Court of Review.The defendant appeals.Judgment reserved.> 4 PROSPECTS ARE LOOKING BRIGHTER For a Settlement of the British Coal Strike Within a Week =\u2014All Quiet.i London, March 5.\u2014While the many méetinga held during the day by the different parties most closely concerned in the coal strike were without result, it was reported tonight that the efforts of Sir George R.Askwith, the representative of the Board of Tradein association with the recently formed conciliation committee.promise a reasonable prospect for resumption of the negotiations tomorrow, looking to mediation, with some hope of success.Nothing definite can be ascertained, hut indications point to a more conciliatory attitude all around, and it is said that the government is hopeful that the strike will end within a week.London, March 6\u2014The Chronicle -understands that the government will in parliament on Thursday to estab- !lish a minimum wage in the coal fields.If the bill, on its first reading, proves to be acceptable to the Labor party and to the miners\u2019 conference, a series of district conferences will be held during the next fortnight to fix , | the minimum for the various districts.MEMBER OF ASQUITH CABINET DEFEATED By a Large Majority in Man- chester\u2014Big Tum Over of Votes.London, March 5\u2014Sir A, A.Haworth, who sought re-election after his appointed as Junior Lord of the Treasury, was defeated for Parliament today for Manchester South by P.K.Glazebrook, the Unionist candidate.Mr.Glazebrook's majority was 579.The defeat of Hawerd, which gives the Unionists their sixth bye-clection victory since the lagt general elections, is the greatest rebuff the government has yet sustained.It is considered largely due to dissatisfaction with the insurance bill and the ministerial handling of the coal crisis.The magnitude of the turn over of votes, changing a Radical majority of 2,452 into a Unionist majcrity of 579, has surprised everybody and is regarded as a bad omen for the government.A RACE WITH DEATH.North Bay, Ont, March $.\u2014A race with death occurred on the Canadian Pacific Railroad west of Cartier.when the engineer of u west-bound express train noticed a man driving a dog team between the rails.He whistled a warning, thinking the man would leave the track.Instead of doing so, the musher whipped up his dogs and continued on his way.The train was going at a good rate of speed and could not be stopped in time to prevent striking the outfit.The man jumped from the rails just in tine to save his life and took to the bush, but the dogs were instantly killed.ABANDONED HER BABY.Berlin, Ont, March 5\u2014A well-de- veloped two-months.old babe was QUEBEC, WEDNESDAY, MARCH 6 1912.IN TORRES VEDRAS ' His Amendment to the Manitoba Boundary Bill Was Dafeated by Thirty-Eight Votes.(Special to The Chronicle.) Ountaws, Ont, March 5\u2014In the House of Commons this afternoon, after a speech a by Mr.Bradbury, Sir Wilfrid Laurier declared that the bill was implementing the Conservative pre-election promisés.The terms granted to Manitoba were unfair to the rest of the Dominion at large \u201cIt is a black eye to Manitoba; it is a gold brick to Ontario, he said, to the amusement of the Conservatives.The arrangement contravened the plank in the Halifax platiorm promising the restoration to the western provinces of their public domain.After attacking the debt allowance and arreareages, Sir Wilfrid Laurier said that a French Conservative paper, L'Evenement, had said that the French Canadian Ministers would discuss the school question.They had not done so.Therefore he would not.(Conservative laughter and cheers.) He ridiculed the Ministers for not speaking on the subject.and said that he was in the lines of \u201cTorres Vedras.\u201d (Laugher.) He concluded by moving in amendment.\u201cThat waile the House was favorable to the extension of the boundaries of Manitoba, it was of opihion that the terms were uafair and unjust, both to the people of Manitoba and to the people of the other provinces of the Dominion.\u201d Mr.Rogers discussed the position of Manitoba, laying stress on the way in which the province had been denied justice.The Laurier government had treated the matter as a political question.When he and Mr.Roblin first opened negotiations, they had offered to make it non-political, but that did not suit Laurier.In conclusior.Mr.Rogers declared that the time had come to do justice to the pioneer province, which hitherto had been treated as a kitchen province.The division was then taken five French Conservatives, Lamarche.Sevigny, Paquet, Guitbault and Bellemare voted for the amendment and Mondou declined to vote on either side.Mr.Lamarche sa\u2018d that he had voted for the Laurier amendment, but not for Laurier's reasons.In his opinion the terms were unfair an dun- just.not because of any conditions in the bill, but because of the absence of other clauses which he judged absolutely necessary.The promises he had made in the campaign must dictate his conduct and force him to break away from any political friends.He went on to argue that a guarantee of separate schools should be inserted in the bill.Mr.Monk said that the act of 1875 had never applied to Keewatin, this district having been organized in the following year.The disposition of that area was purely temporary.It was set apart as being immediately about to be added to Manitoba or Ontario.Mr.Mackenzie assigned that as! reason for omitting the separate! school clause from the Keewatin act.| There never was any guarantee in the | district now being dealt with.No law or regulation existed prescribing schools in the district in question, No vested rights had arisen.Mr.Monk went on to argue that in 1905 Parliament was making constitutions for the new provinces, but that Manitoba's constitution was made already.Parliament could not alter that constitution.To insist on Manitoba accepting new territory on the condition of setting up a dual school system would inflict a grave injury on the Roman Catholics in the present, who might in the future receive better treatment from the Manitoba government, \u201cHave you any assurances to that effect?\u201d asked Mr.Macdonald.\u201cNone whatever,\u201d said Mr.Monk.Mr.Monk went on to sav that despite the unfavorable nature of the Manitoba settlement the Roman Catholies of Manitoba had been treated with extreme indulgence by the Roblin government.The people of Canada would not for a moment stand that coercive clause.Mr.Pelletier chaffed Sir Wilfrid Laurier for his retreat to the lines of Torres Vedras.\u201cI never was there in my life, and | shall not be there tonight.\u201d he said.Looking on, Mr.Pelletier said, he saw a great party.whose leader said that a certain great question existerd, : and that he was not going to say anything about it.\u201cAs for the Conservaties,\u201d he said, \u201cthere ts our bill, that is our policy.\u201d and the Conservatives cheered loudly.\u201cThe Conservatives, Mr, Pelletier said, had been denounce?as traitors by certain Quebec papers, but the Liberal party said nothing.Tf there was anything wrong with the bill, the opposition should move to amend it.If they were playing a waiting game, \u201cWell, they need not wait long for me.\u201d He would speak his mind, what.or the future might he, and he would not plav politics.The question had been made a foothall and fifteen years ago a political party had used it to attain power.\\ | nication Mr.Pelletier went qm to discuss the history of the Manit school question.The Conservafiyes in 1896 had considered themselv und to pass a remedial bill, and taken their lives in their han Mr.Pelletier described the campaig® of 1896, when the Liberals assured; Quchec that the remedial bil} did ned go far enough, and in Ontario rail the cry of \u201cHands off Manitoba.\u201d He contrasted with great force Sir Wilfrid Laurier\u2019s speeches in Quebec, where he promised a coercion bill Hi necessary, and in Toronto, where be declared that there would be no cgercion.The result of Laurier's polity had been that for fifteen years the minority of Manitoba had been paying a double tax.With his experienc& of the past he was not going to lekve the rights of the minority to the mercy of the Liberal.He preferred to leave them to the care of the Roblin government.Mr.Macdonald asked if Mr.Pelletier had an understanding with Premier Roblin, \u201cThat's too thin,\u201d said Mr.Pelletier.\u201cYou want to give the Toronto Globe a chance to c@ine out and say, \u2018Roblin has purchas@ the consent of of the Roman Cath Church\u201d You shan\u2019t have it.\u201d \u201cShould we give Liberal party.\u201d Mr.Pelletier said, \u201c@ chance again to set the people and crgeds of this country against each other?Shall we take the responsibility of asking ovr political friends to do.dpwn to defeat to benefit people who hve no policy of their own?\u201d : He had been told, he said, that he should resign.There was not enough in a portiolio to induce 2a man to lose his honor.If he were not there to discharge a noble and sacred duty, he would not have tolerated what he had bad to undergo.f \u201cAnd I would several years,\u201d heradded.But he had \u2018| amendment was beatén by 103 to 65, looked ahead.He had looked on the question as a Canadian and the people who were creating this agitation were doing something which, if carried to its logical conclusion, would write a very sorrowful page in the history of Canada.People had been educated ta believe that wrong would triumph and that good would be defeated.The Liberals kept it up.and important newspapers would lie about country post- offices.Since he had assumed office he had been: asked confidentially to decide questions, not on their merite but because one man was a Roman Catholic and the other an Orangeman.The Grit papers in Ontario had been shouting that Borden was about to impose separate schools on Manitoba, and the Grit papers in Quebec were |- shrieking because lle was not doing so.Fle would not be stampeded.because theer was a big agitation in Quebec, because the bigger first he more reason it would be for him to stand hy his guns.After remarking that the Roman Catholics of Manitoba in 1896 had tried to get their rights with a club and had failed, Mr.Pelletier expressed his confidence in the good feeling of the Manitoba government.\u201cThe Manitoba government has not purchased our consent,\u201d he said.He had faith in that government.Mr.Pelletier then went on to develop the legal arguments along lines similar to those held by Mr.Monk.Some one called our Mr, Bourassa's name.\u201cI have the greatest respect for Mr.Bourassa.\u201d said Mr, Pelletier.\u201cHe is a patriotic citizen of Quebec.Tt is a matter of grief -to me that I cannot see eye to eye with him, but 1 am sure that T am right and F will not budge one inch.\u201d Mr.Mondou said that he would have liked to vote (or the amendment had there heen any real regard for public interest in it.but after the explanations of Messrs.Monk and Pelletier he was satisfied.He denounced the double-faced amendment as characteristic of the Liberal party.\u201cI stand hy the government,\u201d he said.Mr.Lemieux adjourned the debate.The House adjourned at 12.30 men were burned to death in a fire in a Quincy Point lodging house tonight.Two others were seriously injured.Bertin, Ont.March 5.\u2014Mrs, Henry Knipfels, a resident of Berlin for over fifty years, was found dead in bed at her home, 124 King street, to-day.Heart failure was the cause of death, She was in the 83rd year and is survived by five children, {{ OTHER CITY LOOTED AND BURNED In China\u2014Mutineers Are Not Molesting Foreigners\u2014Jap- anese Arrive.Peking, March $\u2014Cheng Ting Fu, a most important city on the railroad about 160 miles to the southwest of Peking, was added yesterday to the list of those places which have been lotted and burned.No details have reached here, but it is thought that there need be no fear for the foreign- © ers there because the mutineers everywhere ate observing the same rule of ! not touching strangers.As usual occasional shooting was! heard in various parts of Peking tonight.Parties of mutineers returned here to-day, intending to resume looting.They were arrested and decapitated.A private telegram says that 2,000 troops mutinied at Kiu-Kiaug.in the Yang-Tse Valley and looted the town, French and Japanese troops have been despatched by special train from Pao Ting Fu to bring back their compatriots.The Nanking delegates say that President-elect Yuan Shi Kai will go to Nanking in September.They add that the Republic will be inaugurated at Nanking, but that the cabinet will be formed here.Pao Ting Fu, March 5\u2014Looting which has been going on throughout the day ceased when night iell, hut it continues in the neighboring villages.Mauy wounded have heen brought into the American mission hospital during the past few days.Tlie business section and one-tenth of the residential quarter of the city has been which place the soldiers have been trapsorted from Port Arthur in lighters convoyed by pected to reach Tien-Tsin at midnight.Another 500 troops have left Mukden for Tien-Tsin.Four of the delegates from Nanking to Yuan Shi Kai have returned here from Peking and will leave for Nanking.They are accompanied by two representatives of Ypan Shi Kaiwho will continue the negotiations at Nanking for the the Industrial Workers of the World marched through Boardway tonight and descended without warning upon a meeting of woollen and cotton yarn workers.The latter were in session to receive a charter as a branch of the United Textile Workers.A number of the strikers mide their way into the hall and a lively disturbanee start.ted before they were finally driven out with the aid of the police squad to-day by the grand jury.The men against whom the hills were returned are Jan Senluk, Francisco Mediati and Antonio Liberi.The first named is the Pole who is charged with institgating a plot against a fellow countryman to tie him to the wheels of a freight car attached to a tarin scheduled to start shortly.The victim was found early one morning, shortly hefore the train was due to teave, badly amendment has heen made in view of the storm of protest which went up from all city corps.not that they objected going to camp, but that they feared they could not muster aufficient men to take to
