separated from their party on the vital rade issue decided by the people last month.« Toronto, Ont, Oct.10\u2014The World will say editorislly tomorrow: There was a stupendous struggle at Ottawa over the formation of the Borden cabinet.Some rames were selected, more were forted into the slate.We imagine no prime minister in this country was so beset as was Mr.Borden, who is possessed of a bigh sense of fairness.He has succeeded in getting a cab- met of more Ahan average ability, snd, under okdinary circumstances, There will be criticism enough of his cabinet from Conservatives to make much from Liberal sources unnecessary.Especially will there be grave objection to the inclusion of Messrs.Rogers, Foster and Monk in the government.Mr.Rogers brings to Ottawa from the west a sinister reputation as a politician skilled in the human devices that count fer fare more in the winning of elections than high ideals and patriotic fervor.It would almost seem that Mr.Borden chose him to \u201ccarry the bag.\u201d If that was the purpose the choice is well made.\u2018The Globe cites its objections to Mr.Foster and Mr.Monk, the former on his record as manager of the Union Trust Company and the latter as \u201cthe mouthpiece of Mr.Bourassa,\u201d and predicts that there will be neither a Canadian navy nor a contribution to the Imperial navy.Of Mr.White the Globe says: As a Liberal he has supported a moderate tariff, and when the manufacturers, who regard the recent victory as an opportunity for an increase in their protection, begin to interview Mr.White matters will become \u201cregular\u201d Congervative protectionist like Mr.Kemp or Mr.Ames.London, Ont, Oct.10\u2014The Free Press tomorrow will say: Hon.Mr.Borden\u2019s cabinet will establish its fitness for office in the government which it gives to the country.Meanwhile there will be cabinet makers throughout Canada who would have done differentiy had they been in the position of the Premier.For ourselves we are bound to say we believe that the new government will give a most excellent account of itself.Of the personnel of the Borden government it can be said that it is one in which the country may cheerfully repose confidence.Naturally it is subject for criticism in certain quarters.We should feel some fear for the future of a government which at its launching pleased everyone.But the critics will be put to rout.A master hand is at the helm of the ship of state.Ottawa, Ont., Oct.10\u2014The Ottawa Citizen tomorrow morning will say: Among the first comments after the recent election regarding what was most to be desired in the formation of the new cabinet, two points were emphasized.First, that young men or more correctly, men in the prime of life, should be selected and that the representation should be more equally Montreal, Oct.10\u2014The Gazette tomorrow, commenting editorially on the new cabinet, will say in part: The cabinet which Mr.Borden has formed bears evidence in its composition that, like practically all cabinets, it is the result of compromise.Consideration is not only claimed for men because they come from this or that geographical district, but some are pushed forward because of the place of birth of their grandfathers or great-grandfathers, and some because of the peculiar theological views their parents have instilled into their minds.All these things have in the past served to keep good men back and to help inferior men to the front.They will probably do so in the future, but in lessening degree, it can be hoped.They have been more evident in connection with other cab: inets than in that of Mr.Borden.He, however, had to consider also, other things, growing out of recent events in parliament and the country.So there are absent from the cabinet list some names that had been generally looked for, while included as holders of portfolios are some whose preferment was not expected so soon.The list as it stands includes a goodly mumber of capable men, and as wes the case in the Laurier goverment, the share af the province of Québec is not small.Îts representatives whô are old in publie and parliamentary life include Mr.Doherty, whose sound sense, cool judgment and broad-mind- way of looking at public issues will make him a cautious and safe counsellor for the Prime Minister and his colleagues.One of his colleagues is Mr.L.P.Pelletier.Mr.Pelletier is old in public life though new to the House of Commons.In the field -of provincial politics he has held his own with the best, and in connection with the late provincial campaign issued a programme that showed him to be & man of political insight and constructive ideas.Mr.Monk needs no praise in the province of Quebec where his capacity and high sense of honor have won for him a share of the public respect that is a help to any cause with which he is associated.The province of Ontario is to have among its representatives\u2019 Mr.Francis Cochrane, who was a principal organizer of the victory of last month and showed himself to be a resourceful and energetic general.He will have a« one colleague Mr.George E.Foster, one of the capable men in publie life, whose power of studying and presenting a case is exceeded by that of no one in Parliament.Another old parliamentary hand is Dr.Roche of Manitoba, a capable speaker, a man of fine instincts, who is respected by all, and who will seek to do that which is right and good for the country.There are in the new government exact inquiries as to Patterson and the Allen woman.He further claimed that nothing of malice or bad faith had been alleged against the defendants in this matter, but only mismanagement.Mr.Geoffrion went over the getting of reports from the Hotel Maryland, and declared that nothing had been done to prevent Mr.Russell from going further for more reliable information; but that on the contrary he had been urged to do so, and this tremendous action was based on such material.As to the second phase of the case, with the demand for $200,000 damages, Mr: Geoffrion said that this had for its essential element the alleged attempt to overpower Mr.Rusell in New York and secure his incarceration as insane and a renewal of this attempt at Montreal.He claimed that there was no evidence of the latter, so the whole thing resolved itself into an at- | - tempt at New York to carry out what had been talked of in Montreal oa the 20th, Going through the evidence Mr.Geoffrion contended that while the claim for damages rested on statements that an atempt had been made ut Mr.Russell in a lunatic asylum Préneisco.n ui * : ore, 1.208 miles, max\u2019 side by Atwood in a recent flight from St Louis to New York.Rodgers has flown 1,398 miles, according to railroad mileage.and brand him as: mentally insane, ait thit had been proved was an attempt to have him examined as to his sanity by the best alienists who could be secured and have him placed in a private sanitarium if it was found necessary.There was, he argued, a tremendous difference between the allegation and the condition revealed by the proof.The action in general, he argued, had been taken by Cochenthaler after consulting with McNamara and with friends of Mr.Russell, and it was preposterous to think that McNamara was.the instigator of the whole thing when four others had come to the same conclusion separately.The evidence showed, sald Mr.Geoffrion, that Mr.Russell had been worrying himself into a condition in which he im- aginéd himself persecuted.Kenneth MacPherson, K.C., followed, briefly discussing a number of legal points in connection with the defence.Mr.Donald McMaster gave the final address of the hearing in reply He argued that it was significant that the only two men who had applied the phrase \u201cmentally deranged\u201d to Mr.Russell throughout the hearing were Cochenthaler and McNamara.They wired this to his brother and the evidence showed that McNamara had given Dr.Pritchard of New York, the alienist, to understand that Russell's mind was deranged.Mr.MacMaster then dubbed the row.casion of an enthusiastic demonstration, and his progress tbrough the streets with a mounted bodyguard caused as the \u201ccommittee of saiety\u201d anh council, consisting of the leading representatives of the employers and the workingmen, under the chairmanship ode said it was remarkable that if anything serious was intended none.of those in close touch with Mr.Russell were called in; but that they had neglected his doctor and friend, Dr.Wesley, und his counsel, Mr.R.C.Smith, and Mr.James Robinson, his partner, but that the \u201cubiquitous\u201d McNamara and Cochenthaler were called in.On the whole, said Mr.MacMaster, the evidence shows the effort on the part of & man and an agency, who were dismissed, to ward off the actions threatened against themselves, and if they had succeeded in getting Mr.Russell into a sanitarium or an asylum the most effective step possible would have been accomplished to achieve thelr object.If they had even succeeded in having him examined as to his sanity under compulsion, it would have been exceedingly damaging to Mr.Russell and would have put him in oe grtirely false position.Such work stems to me monstrous towards.a man who has been distributed, especially towards the west.The cabinet selected by Hon.Robert L.Borden meets these two initial suggestions.The new cahinet is composed > men nearly all of whom are in the prime of life and some comparatively young.The only survival of the former Conservative regime is Hon.George E.Foster, and there is a general feeling of satisfaction that his name should have been included.Perhaps one reason that Conservatives have a warm spot for Mr.Foster is that he has never been popular with their political opponents.In opposition he has been à grim, tenacious fighter, and no member did more towards maintaining à \u201cbrave front, often under very discouraging conditions, during the years of the Conservative party's parlsimentary eclipse.With the exception of Mr.Foster and Mr.White, the latter being the youngest member of the cabinet, the majority of the ministers were born in the\u2018middle fifties, As a of Sir George Ranken Askquith, Con- troller-General of the Commercial, Labor and Statitical Departments of the Board of Trade.The council is not invested with compulsory powers, even under great stress, they ought to give sound administration of the departments, and a progressive policy for the country.Mr.White as Minister of Finance may be a find.The people will at least give them a fair trial, and those who know more of the difficulties that beset the situation will give them stiil wider consideration.The new cabinet must be allowed time to shape yp a policy; in the meantime they must get the departments again under way, and they must get Parliament together to vote the supplies now past due and delayed by the crisis of last July\u2014then will come the test of policy.men who by their work have shown that they know how to do things that count.In their spheres, like their colleagues who are newer men in the public eye, they will have to bring forth perhaps the thing most needed as the conclusive proof that the future development of the paper industry will be in Canada.We have the raw materials, and we have the waterpower.Ultimately the mills will come to seek the source of supply and in à few years Canada will take the lead in this rapidly growing industry.Speaking of this, Mr.E.B.Biggar, of Toronto, is quoted in The Monetary Times to the, following effect: \u2014 \u201cThere is probably no single industry in Canada which has developed so rapidly in the last ten or fifteen years as that of pulp and paper manufacturing.Its development has been based Jess upon the stimulus of a tariff than the great natural advantages Canada has: first, in the possesion of vast areas of forest producing timbers best adapted to wood pulp; second, in the possession of more water power than any other country in-the world; and, third, in having a\u2019 population whose skill in wooderaft is proverbial.\u201cThere are only two things that can prevent Canada from becoming in time the greatest paper manufacturing country in the world.One of these is the maladministration of our great forest reserves leading to their devastation by forest fires, and the other is the needless alienation of timber tracts into private hands.whether for the export of raw timber or otherwise.\u201d According to the figures compiled by the United States tariff board on thia question of pulp and paper the total cost per ton in ground wood pulp is $14.59 for the United States and $9.56 for Canada, a difference of $5.03.The cost of the wood as raw material per ton of product is $10.23 for the United States and $5.07 for Canada, a difference of $4.53, which, deducted from the to tal difference gives 50 cents per ton in favor of Canada, 44 cents of this being in the item of manufacturing labor cost.The Canadian average cost of sul- phite was $26.47, and the average for the United States mills which reported .was higher by $5.52.Here again, however, the bulk of the difference was due to the difference in wood cost.Otherwise the net difference is but six cents per ton, though the difference in labor cost is 63 cents per ton in favor of Canadh.As for néwsprints, the average cost of production in Canada is $27.53 per ton, as compared with $32.88 in the States.Here again, as much as $4.71 is accounted for by the difference in the cost of wood as raw material in the pulp, leaving a difference of 64 cents, only eight of which is covered by the difference in manufacturing Isbor.THE CAUSE OF THE WAR.Many ask what the war between Italy
