Ottawa, May 30—The latest move fn the political game is the report that Sir Wilfrid Laurier intends to return to Canada immediately that the Imperlal conference closes and that Mr.Fielding's sudden departure for London is in order to enable the Premier to absent himself from the Coronation and make a hurried voyage back here.It is stated also that Laurier will stump Quebec during the litter part of June and the first two wecks of July, word having come that the Liberals are badly disorganized and that the old mesmeric spell of the Premier over his followers ks broken .It is expected that the campaign will be waged largely in this Province not so much on reciprocity as on the naval issue, ‘ In any event Mr.Fielding’s sudden sensation of the hour in spite of all 30.—The visit of His Royal Highness Prince Leopold of Battenberg, first cousin of King George, to Montreal, has tevealed the romance of a royal friendship for a citizen of this city in the person of Mr C.G.Greenshields, son of Mr.J.N.Greenshiclds, K.C.The story began five years ago in an Egyptian hotel, when Prince Leopold, then a lad of seventeen, was attracted by the young Canadian of his own age, who was travelling with his parents. They met at dinner together, went pilgrimages together to the pyramids, and when the parting came, in boyish fashion, the royal prince and young Greenshields swore fealty to each other, and promised to meet some day in the Canadian metroplis.A bond was made, in which young Greenshields wrote his address and sesled it Last November the Prince planned a round-the-world tour, and in his baggage was the letter he had received from young Greenshields in Egypt. This morning he arrived in Montreal, and prepared to make himself known to Mr.Greenshields.But the first person to arrive at the apartments of the Prince in the Place Viger Hotel was his Canadian chum, and the friendship of old days was immedately renewed. The Prince spent the day automobiling.Later he attended the Orpheum Theatre. His Highness is accompanied by Mr.Mcllroy, of the Buckingham” Palace medical staff, and Mr.Dean, his valet, who has been with him for ten years. The royal prince’s round the world initerary will end on Friday week, when he reaches London. He leaves Montreal to-morrow by the 440 train for Quebec and will stay at the Chateau Frontenac, leaving bx the Empress of Iceland on Friday. The Prince has been charmed with Canada and has been heard to remark that bis uncle, the Duke of Connaught, was lucky to live here.He intendes to return here next year.U.8.WILL ACQUIRE .THE LANDS NEEDED.Washingon, May 30—Secretary of War Stimson today gave his approval to the plans arranged for the acquisition by the government of the lands adjoining the Canadian boundary line required for the cpmpletion of the works on the locks of the Sault Ste.Marie.The legal questions involved have been before the Attorney General for a long INSCRIPTION.Montreal, May 30—Another step in the now famous Hebert-Clouatre marriage case was taken this morning when attorneys for Madame Clouatre filed an inscription asking that the appeal from the judgment annulling her marriage with Emile Hebert be heard June 12.The marriage was annulled by Judge Laurendeau because of a decree that had been issued by Archbishop Bruchesi against the marriage of Roman Catholics by Protestant Ministers, Emile Hebert and Marie Emma Clouatre are both Roman Catholics, but their marriage was celebrated by a Protestant minister, Rev.Mr.Timberlake.It is influence that he once exercised; proud of his former membership in the Legislature; confident in himself and ambitious.I believe he has committed suicide and that he will never be heard of again on this earth.” This startling statement was made at the Junction Catle Yards this morning by a former political colleague of Dr Nesbitt’s.He knew the supposedly fugitive former president of the Farmers’ Bank inti- mately and had a good insight into his character.“His medical knowledge would suggest certain convenient means of suicide,” he added.“I also know that with Lt-Col.H.MeLean, it-Col A.O.Fages, and other officers of the contingent were guests at the Kent House last night at a very pleasant little dinner, The streets of Quebec at present present somewhat of the appearance of the Tercentenary days.Representatives of the troops of Canada from the Atlantic to the Pacific, in their different uniform are to be seen every evening as soon as the camp duties { | are over, and theré seems to be a feeling that something more than usual is on the way.The arrival of the mounted forces yesterday added to the life of the cmp.The men are a smart looking lot of CHALMERS CHURCH Beautiful “ Programme Was Rendered by Choir, Headed by Mr.H.Gordon Perry, One of the most impressive sacred concerts given in Quebec for a long time past was that which took place in Chalmer’s Church last evening, when the choir, under the direction of Mr.H.Gordon Petry, the talented organist and choirmaster, rendered a programme which included some of the greatest compositions of church music.Mr.Perry's organ numbers weré hot the t interesting or én- Toy able ortho of the programe, and as usual he proved himself to be à sou- sician of capaBllity and artistic discernment. As a matter of fact, the whole programme under his skillful guidance, was one that left little to be desired.and was renreded with that charm that only his skill could command.Elgar's famous march, “With Pomp and Circumstance” is one that never fails to appeal. It has been rendered by the Symphony Orchestra several times, but its rendition last evening’ by Mr Perry seemed to be better than ever, the majestic and military swing of the piece being given on the organ in splendid style.Mr Perry had the assistance of some ‘of the best voices in the city, and with his choir, beautifully trained and fully equal to the occasion, rendered a programme that was a notable one.The programme included a number of anthems, the soloists in which were Miss Davies, Mrs T.P.Ross, Mrs, W.J.B.Fraser and Mr.W.Campbell.These were all rendered wtih spirit and with fine effect. The duet of Mesdames.Fraser and Ross, “They Shall Hanger No More,” was most enjoyable The solos.of Mrs.A.J.Webster, Msgs.T.B.O'Neill and Mr.W.Campbéli were striking features of the progr: e.All are well known vocalists of fie highest ability, and last eveningifthey seemed to excel themselves The ladies’ quartette (with baritone solo and obligato) from | Gaul’s “HolyaGiy,” was a feature that“ added “grea the success of the evening, Mesdames Fraser and Ross, Misses Davies and Sutherland and Mr.Fletcher rendering the selection with beautiful effect.A special word of praise must Be afforded to Mr.Herbert Spencer, whose violin solo, as well as his obligato to the quartette, captivated all.: The concert reflected the greatest credit upon Mr.H.Gordon Perry, and he is to be congratulated upon the success which attended his efforts to give the music-loving people of Quebec a programme such as har not been heard here in a long time.A Wi-Madam: Shay SUDDEN DEATH OF MRS.J.W.BUTLER.The death of Mrs J.W.Butler.406 Laval Avenue.occurred very 6.30, while the Police Committee held their meeting at 7 o'clock.: ROAD COMMITTEE.Ald.Pouliot presided, and the only business before the Committee was the awarding of the contracts for street paving, The principal discussion was on the asphalt tender, Mr.Falardeau, of this city, being: the lowest tenderer and offering to put up any guarantee required, that his work would be first class in all respects. His tender was finally accepted on condition that he give the city a special guarantee of $50,000 and to lay 1,200 yards of asphalt weekly. The other tenders were adopted as appeazs in the City Council report.POLICE COMMITTEE.The principal business before this Commit pe, which met at 7 o'clock, was the appointment of five constables, one to replace Constable C.Copeman, who recently resigned, and four new members of the force. Some time ago the Committee decided to have four mounted constables.which necessitated the increase of the force.Naturally there were no lack of candidates for the four positions and each Alderman had his candidate, while there were only two applications to Rll the vacancy created by the resig- uation of Constable Copeman.Ald.Paquet presided and those present were Mayor Drouin and Aldermen Morin, Barbeau, Shink, Jobin, Plamondon, Mulroney, Trudei and Delisle, members of the Committeeand Ald.Messervey, Dinan, Lamontagne, Verret, Pouliot and and thus tear down faster than nature can rebuild. An unnatural strain is thrown upon the vital organs and more especially upon the kidneys, which have the work of filtering the blood free of waste and poison. The present-day rush is too great. If it is to continue nature must be assisted with a good kidney tonic. When the kidneys begin to fail in their work Booth’s Kidney Pills are needed. They the regulation height. Then Ald.Mulroney remarked that as there were four new appointments, one should be given to an English speaking citizen and proposed Charles Munroe, who had successfully passed his examination at last meeting.Ald.Delisle, who had a man to appoint, thought that the four new men | should be French-Canadians and asked Chief Trude! how many English speaking constables were on the force and was informed about 14 out of 82.Mayor Drouin remarked that as there were four new appointments the English speaking citizens had a right to at least one, and most of the Committee were of the same opinion and Munroe got the job on a unanimous vote. There was still we vacancy and there were four applications for the position, which fell to the luck of Geo.Girard, of Limoilouming hats, finally adopted yesterday afternoon.Mayor Drouin presided and among ‘those presen were Aldermen Cannon, Lavigneur, Campbell, Mulroney, Lockwefl, Morin, Lantier, Bergevin, Shink, Lammtague, Delisle, Levailge, ‘Frudel, Cote, Guillot, Pouliot, Mes servey, Dinan, Fiset, Verret, Cummings, .Madden, Plammdon, Beaumont, Paquet, Barbeau, Jobin, Guillot, Emond, Gossdlin and Gauvin.A letter was read from the Canadian Northern railway in reply to the objections made to the company allowing cars to remah stationary in St.Andrew street, the letter being ad companied by a petition signed by all the merchants in that street, with one exception, favoring the standing of cars in that street for the discharge: of freight opposite the many ware- Rouses and stores, as the custom had been carried on for ten years.A petition was read from the retail Merchants association requesting the authorities to put a stop to Jewish merchants on St.Joseph street, soliciting trade on the sidewalk, and also complaining that certain stores were still open for business on Sundays.Referred to the Police Committee, When the orders of the day were called, Ald.Cannon rose to a question of privilege complaining of an article in L'Evenement, editou of Saturday, fast, which attacked him.for acting as attorney for the Great Northern railway in a case with the city, and asking him whether he was serving the best interests of the city or hs client.Ald.Cannon repudiated the article and remarked that although his firm was the legal advisers for the company, that would never prevent him doing his duties towards the city and that he had always did his best to have the difficuities between the company and the city arranged amicably.Mayor Drouin remarked that in justice to Add.Cannon, he was pleased to state that he was well aware that the leader of the council had done everything possible to have the company come to terms with the city, the latter's remarks being applauded by the members of the council. The first order od the day was the consideration of the letter of Hon.S.N.Parent dated 20th December, re Tanscontinenta Railway station and deed of sale of Champlain market and resolution of the City Counil relating to it, but on motion of Ald.Fiset the letter will only be considered at next meetng, owing to the many other questions to be brought up.The second order of the day was the proposed amendment suggested by one of the aldermen, to the by-law respecting the smoke nuisances, wishing to replace certain paragraphs by the following “Any chimney emiting smoke so as : to cause damage to or injuriousiy effect neighbouring properties, or the occupants of the same, shall be deemed a nuisance, and any person who shall commit such nuisance or permit the same to be committed, or shall neglect or refuse to abate the nuisance after being notified, shall ze liable to a fine with or without costs, at the discretion of the Recorder.” ‘This motion was discussed for some time the propuser and Ad.Verret, Messervey, Cannon, Cummings and Guillot taking part and the motion was referred to the by-law committee.Although several of the aldermen did not think that the present by-law ‘| could be improved upon.: On motion of Ald.Cummings, see- onded by Ald.Messervey, Mr.A.Pfeiffer was again appointed Protestant school commissigner for the ensuing year, his term of office ‘expiring on the 30th June next.Ald.Cote asked His Worship if it was to his knowledge that action had ever been taken in the Recorder's Court against the proprietor of the Palais Royal, for not conforming to the city by-laws regarding construction of buildings.Mayor Drouin replied that he knew that some time ago action had been taken against the proprietor and the Recorder had ordered him to conform with the aw and the order had been carried out.Ald.Cote remarked that he had asked the question, as other theatres were now being erected and he did not think that they were being buiit according to the civic by-laws.| Ald.Fiset inquired if His Worshi intended holding a general investigh.tion ever the recent fire. This was a most important matter and no delay should be lost in holding an invesiga- tion as to the origin of the fire, the water supply and the organization of the brigade.Somebody no doubt blundered, as about ten minutes after che alarm was sounded there was an.ex- ceptionaily high pressure of water®in the Upper Town, so that somebody must have turned on the water in the wrong direction.Mayor Drouin replied that the underwriters were at present holding an investigation and that witnesses had already been examined. The fire and waterworks committees were meeting tonight when representatives of the underwriters would be present.Ald.Cannon remarked that the Fire Marshal would also hold an investigation as to the origin of the fire.Ald.Fiset added that the chhirman \\ Ald.Cannon was of opinion that the counci should take a firm and energetic stand and if any person was to blame, he should be seriously dealt with. This investigation should not only be attended by members of the council, but also by delegates from the Board of Trade and Merchants association, who are principally , iu- terested and may have certain suggestions to make.He also favored the laying of a 40 inch main pipe.Ald.Cumming, speaking on the erection of, wooden buildings remarked that the present by-law should be changed, snd he was aware that owing to the constructions in the vicinity very heavy premiums.Ad.Verret replied that the by-law was all right, but was never enforced.Mayor Drouin remarked that the fault was not with the by-law but the way in which it was carried ont.It had passed about thirty years ago, but was not enforced, so as to give poor people an opportunity of erect- i ing their own buildings. However, ji the council so desired he would ave the by-law enforced.i Ald.Pouliot, chairman of the Road Committee, then presented the report f the Road Committee, regarding.the awarding of contracts for the paving of the city streets, as adapted at yai- terday afternoons meeting Messrs Madden and Barbeau were awarded the contract for paving certain streets in Scorria blocks and the Canadjan Hassam Co., secured a smail contract for laying compressed concrete pavement on Grande Alice.between de Salaberry street and the city limits. The contract for granite paving was granted to Ign.Bilodeau, D.Glade and the Sicily Asphaltum company, each having a number of streets to pave. All these were adopted without discussion, but when the report regarding the acceptance of Falardeau & Co.'s tender for asphalt was presented there was a lengthy debate as to what was to be done in case that firm was not ready to carry out the conditions imposed upon it.There were two tenders for the asphalt contract, one from Falardeau & Co.for $142,000, and the other sent in by the Sicily Asphalt Co.for $158,- 000, but the former had not included the laying of scoria blocks between the rails, which meant an extra outlay of $5000.However, Mr.Falardeau agreed to do that work, at yesterday’s committee meeting, and his tender being the lowest was accepted, but on condition that he furnished a guaran- tée of $50,000 to the city, to remain to the latter's credit until the company’s guarantee of ten years expired This amount if over and above the depoit of 10 per cent which the city keeps on each contract, to be refunded with interest at 4 per cent when the ten years’ guarantee was up, as each con- ‘tractor had to guarantee that the work would last ten years.Mr Falardeau, according to the report, was allowed eight day to fulfill these conditions, and if he refused to accept new tenders were to be called for.Ald.Cote was of opinion if new tenders were to be called for, the works would be considerably delayed, and thought that if Mr.Falardeau did not carry out the conditions, the tender of the Sicily Asphalt Co.should be accepted.; Ald.Lockwell was of a different opinion and remarked that new tenders should be called for if Falardeau & Co refused to sign their contract.Alds.Fiset and Verret were of 3 similar opinion, and Mayor Drouin remarked that if a.heavy guarantee was imposed on that firm, it was hedause the firm was a new one and the ma- {terial to be supplied was new.The firm was willing to give fhe required guarantee in three days, But he considered that they should be given eight days, and this was later on amended by Ald.Fiset and a delay of 12 days granted.Ald.Cote's motion to accept the tender of the Sicily Asphalt Co, if the Falardeau company did not carry out its agreement, was put to the vote and defeated on the following: For: Aldermen Cannon, Pouliot, of his factory Mr.Amyot had to pay ; Cote, Guillot, Paquet, Messervey, Jobin and Cummings—8.Against: Aldermen Lockwell, Morin, Lantier, Bergevin, Shink, Lamontagne, Lavallee, Mulroney, Fiset, Verret, Gosselin, Emond, Trudel, Goulet, Beaumont, Dinan and Plamondon—17.Ald.Cannon then moved that, as new tenders wer.to be called for, if Falardeau & Co.would not sign their contract, the City “Engineer be instructed to also ask for tenders from |.the Hassam company for their compressed concrete for paving the streets where asphalt ‘was to be ued. This motion was accepted and the report, at presented, was adopted.- The Council adjourned until June next.EXCHEQUER COURT.The Exchequer Court opened here yesterday morning, Mr.Justice Cassels presiding. Two very important cases are up for hearing and a number of witneses were examined in the case of Duclos against the King, which is an action for $45,496.42 damages for loss suffered by fire in a mill at
