of the turnout stolen from the local livery man, had been seen at Morrisburg. The whip and buggy cushion are said to have peen found floating in the St.Lawrence River by fishermen this morning.A gruesome discovery was made yesterday at Notre Dame de la Salette by Coroner Lyster and High Constable Groulx, on their arrival from Hull to conduct an inquest on the body of a child which was discovered lying on the shores of a creek. On reaching the spot where the body had been left by Mr.Norman Smith, who made the discovery, they found that wbdlves or dogs had been at work, and all that was left was the skull and two small pieces of bones.Mrs.Louis Garsnault, of Hull, was knocked down and seriously injured about the head to-day by being run over by the police patrol. As the galloping horses swung around the turn at Rea's store, the woman was struck by one of them and dashed to the ground.Besides being trampled upon, two wheels at of the heavy conveyance passed over her body. Some strong man who missed his vocation as a freak in a dime museum walked off with a large stone, valued at about $30 and weighing over 500 pounds, from the street in front of W.H.Kelly's residence, 29 Commission now ready for signsture and with the assurance of Mr.William Mackenzie and others associated with him in the Canadian Northern Railway before us, that it is only a question of time when Quebec will’ become the, eastern terminus of that railway system. With the prospect of Quebec becoming the eastern terminus of three transcontinental lines, there has been brought home to us all the necessity of the city itself moving a little faster towards implementing the consummation on its side; and Mr.Mackenzie has pertinently pointed out that efforts must be trade in the first place, and to see to the erection of grain elevitors in the: second place. As a preliminary step, the harbor conveniences of course must first ‘be attended to, and we are all convinced that something - lige» new stock-lock-and-barrel arrangenippt must take the place of our, vy : Harbor Commission. On this ma | the Chronicle has puts its views on “record, as has also the Board of ‘Trade. And, ‘evi- ! dence that the company might as well { have got back to the old tariff without the help of the Utilities Commission.made right off to create an export | Besides, à lesson might have been given to other of our corporate bodies to take action of themselves, when a public demand is in question. The meeting to be held at Besuport, with Mr.F.D.Monk ss principal speaker, will have an important bearing on the political situation in the province of Quebec. From what will be said at it, the constituencies of Quebec will, no doubt, learn as to what line of action is going to be pursued to bring them in touch with the public affairs of the country, whatever their leanings may have been in the past towards one political party or the other. One thing is certain that the whole province must lift itself above and beyond the suspicion that, it'is content to being looked upon ns a mpie “pocket borough” of Sir Wilfrid Laurier. As events are shaping, it is evident that the present heads of the Public Departments at Ottaws are a source of weakness to the Lib- ‘eral administration.Indeed, the signs of the times point to an approaching interruption to the canvasses of former days. There is something new in the air which the Beauport meeting will, no doubt, make plain to all of us.ROSS RIFLE 1$ VINDICATED.Almost every fresh contest’in rifle shooting brings some new triumph for the Ross rifle, which is becoming a general favorite with the crack marksmen. It js almost needless to take up the defense of this arm, which is itself its.best defense, the results achieved by those who are using it being beyond all dispute. One of the highest tributes paid to it so far lies lin the fact that the English riflemen preferred it before their own, and have used it with marked success in winning the Kolapore Chp with a score of 798, Canada being only two points behind. Then again our own men have won the Mackinnon Cup with it, and the individual members of the team have carried off some of the highest honors in the matches, Sergeant Morris having put on a ssible at 800 yards, a feat ,which was unequalled by any of the other hundred or so competitors.Sergeant Freeborn, of Hamilton, also excelled all his rivals by making a total of 146 out of 150.These results speak for themselves, and we fancy that the Montreal Star and others, who have been pursuing a Ross rifle, will be hard put to explain them away.FREIGHT DISCRIMINATION.It is encouraging to find that three of our corporate bodies—the Board of Trade, the Grocers’ Exchange and the Harbor Commission—are united -on so important a matter as the, finding of a remedy for ghe present discrimination in freight rates against Quebec. It is obvious that the bigh rate which at present exists is one of the chief stumbling blocks in the way of Quebec's development as a port, .and should therefore deserve the attention of those who are most inter- "ested in that development. As a matter of fact, it is of importance to hevery family, although we are slow to \\realize it, since it affects the price of all commodities of which we stand in need.As we pointed out in our report yesterday, Quebec importers have to pay an additional charge of two shillings and sixpence a ton over and sbove what is paid by Montreal merchants. When we consider this handicap, we can easily credit the fact that the distributing trade of Quebec has decreased yearly and is still on the -downward road.Montreal can therefore supply goods at our very doors and undersell us, since she saves on ocean freight, not even the charge for haulage mounting as high as is the extra money which we pay. With the purchaser it is a case of business, not of sentiment. It seems to us that, considering the fict that these goods have in many cases to go up to Montreal and hack before distribution, Quebec should have not only equal but even lower rates. We understand that there will de another meeting of these bodies and the ,Civie Promotion Committee to discuss the question this week, and to urge the steamship companies te remove this obstacle which is hampering the trade of Quebec. It seems that the Harbor Commission can do much to help the public in this affair, and Quebec in general has been glad to learn that they have expressed their willingness to do so.While we have no desire to dictate to them upon the, they would do well to remedy this, it it be in their power, even if they sions. It may be that the steamship companies impose this tax as a set-oft against wharfage, moorage and various other charges, which are perhaps more bothersome than costly, but) een which are numerous enough to mount up in the sggregate. If certain of these were abolished, the companies might do sway with the charge of 2s 6d per ton.It may be advanced that shed rentals in Quebec are not so high in our port se in Montreal, campaign of vilification against the [POO subject, it is our firm conviction that | cen ‘Ii BELIEVE PE-RU-NA SAVED Mrs, Charles Anspaugh, of Oromweil, Ind.says: “Peruns has been s godsend td me, I oan feel safe in saying that it saved my life, as I was all run down and was just miserable when I commenced taking your Peruna, buj am on the road to recovery now.I cennot thank you too mueh.” Le) 1 but that is not the way to look at it.One has to consider the use which is made of the space rented. One may.pay less here but have the space unoccupied for part of the time, and only do a twentieth or fortieth part of the business done by Montreal.Where more freight is handled, there’ will be more profit in proportion to the volume of traffic.Even though the Harbor Commission had to revise their whole scale of charges and their, receipts showed a falling off for the’ first year or so, it is more than probable that they would soon be amply recouped if this extra charge was abolished. And, so far as we can see, such a measure could not fail to prove a factor in the betterment of Quebec, and would prove more of an advantage to all of us than we are aware. It is to be hoped that the meeting will have some practical many really know that the thin blood was responsible for the nervous disor ders ?The nerves get all their nourishment from the blood, and as thin blood is deficient in nerve-building material, the nerves become starved and pain and nervous breakdown is the result.Dr.Williams’ Pink Pills are a tonic for the blood that supply it with the necessary elements to nourish and tone up the nerves and, the cause benig-removed, nature does the rest and health is fully restored.Mrs.Harry Patterson, Dauphin, Man, tells how she was cured of nervousness and general debility through the use of Dr.Williams’ Pink Pills. She says: A few years ago I was all run down, and my nervous system apparently all broken up.1 was weak, tired and nervous ail the time. When I got up n the morning 1 seemed to be more tired than when | went to bed.I could not walk up an ordinary flight of stairs without sitting down panting for bregth, and my nerves trembled like a leaf.I got so that housework, and so nervous that ! wanted to cry about everything I did.1 took several different medicines without the least benefit; then 1 read of Dr.Wiliams’ Pink Pills and decided to try them. After taking two boxes I felt a little Letter and I got a further supply which I continued taking for about a month when I was as well as ever; could do all‘my housework without difficulty, and could walk for a Jong distance without being tired out.In view of the wonders Dr.Williams’ Pink Pills have done for me I sincerely recommend them to all wesk, nervous, run-down people.” Sold by all Africa. Its history is one more of English negl of à land that was developed by Behe pluck and British endurance, of native requests for protection, and of the calm weighing of the pros and cons by Downing street, assisted by the then mpnistry at the Cape (of which the present Prime Minister, Mr.Merriman, was & member), and the decision that it was not worth it and that the responsibility could not be undertaken, says ss correspondent of the London Standard.Instead, a wretched strip of land, 38 miles by 12, sround the port or barbor of Walfisch Bay, was taken, and the rcet left for him who wished.Wilfisch Bay—a collection of tin shenties-—even the meagistrate's house is a disgrace~-which to-day costs the Cape Government $23000 per annum, and until a few yeprs ago nearly $50, 000—is composed of about six officials and 200 Hottentots.To-day, did Damaraland belong to Great Britain, at Luderits Bay there would be a population as large as Cape Town; and throughout the northern portion there would be thousands of prospectors seeking the minerals that hardly need finding, for within the first 44 miles of the coast the whole primary earth's surface is disclosed.A German Colony. The first diamonds were spoken of years ago, but intercourse with the country was difficult, the hardships were great, and the further objection of its being a German colony kept matters back until eighteen months ago, when some of the Cape “boys” who were working on the railway frum Luderitz Bay to Keetmanshoep brought in some of the sand with clear-colored stones among it, and ssid, “Baas, diamonds.” Places were looked for and found and pickle bottles full of diamonds were brought into Luderitz Bay from about a radius asked to give some cash and goods for asked to give some cash and gods fdr them.Misbelief was still there, and no one ventured.Even after the claims had been pegged off (one claim being then one kilometer—two-thirds of a mile—radius) and the Government license paid, viz, $15, these claims were offered in Luderitz Bay and Swakopmun for $18 or $20, and refused.- At last news was received and specimens of these stones were seen by some one from Cape Town, who at once understood the value, quickly got together a number of fields, and presto —u diamond company which has paid the last year 55 per cent.on a capital of $750,000 without any efficient machinery, or any of the conveniences which now can be had, and mainly with pick.shovel and sieve. Now it is a large .industry,.and miles and miles of fields have been proved to contain diamonds.Alt land from the Orange river up to the twenty-sixth degree wan afterwards closed by the Government to prospectors, and reserved by the Colonial Ges:lischaft Company, a kind of chartered company of German Southwest Africa, As soon as the south was closed to them the prospectors went north— first to Spencer Bay, which had had proved of little or no value, then to Conception Bay, Oyster Cliffs, and Franciscus Bay, and, last of all to Hollams Bird, all of which places have fields where diamonds have heen found, and the question is now of the quantity and size of the stones. That there are diamonds is more than proved, as some thousands of stones have been registered, but eight, ten, twelve stones to the carat, sometimes as few as six to the carat, are of little value, and it is very doubtful if these fields will ever pay to work, There are great difficulties of water, and landing is sometimes not pessible for 14 days at Cenception Bay.The death roll during the prospecting period will never be known, as no record could possibly be kept.People stream into Luderits ‘Bay from the Cape, from all parte.A Melenchoiy Find. Some prospectors at a place between Oyster Cliffs and Franciscus Bay (these are names only) found two bodies, one in a good state of preservation, with the hair on the head and flesh still on the bones, but the clothes rotted away, The second body, which was not covered by the sand, which is ever shifting, was not so well preserved. At the same spot several coins were found, marked O.I.V., 1749— old Dutch East India Company money, the relics of spme calamity of some shipwrecked crew on these inhospitable shores. One of the small steamers employed to run up and down the coast landing stores and water for expeditions at various “depots, when it can, saw three men on the beach at a place many miles from nowhere.ey waved and the good old skipper, think: ing they needed a lift, put a boat off for them, but they would not leave the shore; they were still seeking the tittle stones which would mean so much to them. They said they knew they were only 100 miles from Spencer Bay, where there was a depot, and they could do it.Boote gone, clothes in rags, a litle water in bottles, and four blscvits between them to do the journey on.Whether they ever reached the depot, no one will ever know.Every now and again @ riderless camel or horse arrives at Walfisch Bay or one of the southern depots, which tells its own tale—some one left to die of thirst or hunger in the evershifting, waterless sand dunes.Althongh the worst is past, still people even now take their lives in their hands. In many places the only road te slong the beach, which can be passed only at low tide—~with the ever shifting sand dunes to climb, which is impossible, as they rise In such places like a clif pver the sea, and, the treacherous tide rushing in on the other side, a Jiètle delay or an accident late Prime ‘Minister Boutros Pasha, was last week referred to the Grand Mufti for confirmation. The Grand Mufti, we may remind our readers, is & functionary who can be best described as the chief ecclesiastical lawyer of the Mohammedan community in Egypt. On Saturday last thé Daily Telegraph published an account of the g.ounds on which he refused his sanction to the sentence of death. In the first place, he pointed out that the Prophet has said nothing in the Koran about the use of revolvers. Therefore apparently he who kills & man with a revolver is not guilty .of any crime known to the sacred law.Next the victim was a Christian, and the life of a true believer can never be taken merely on the ground that he has killed a Christian.Thirdly Boutrcs Pasha's relatives had not themselves appeared as prosecutors. This decision of the final interpreter of the Mohammedan law will sound to most Englishmen like some sort of ghastly opera boffe, but it would be most unwise to treat it altogether in such a spirit.Undoubtedly th.Grand Mufti's decision will seem not only good law but good morals and good religion to a very considerable portion of the Egyptian population. It is one of the great difficul- tice against which Mohammedan states struggle that the sacred law cannot be sltered by a hair's breadth by orthodox Mohammeduns, even though that law commits the true believer to such appalling paradoxes as those propounded by the Grand Mufti Curiously enough, however, this fact helps to make many.Mohammedans acquiesce contentedly if not gladly in British rule A good Mohammedan may always yield to superior force, and if othe.people will take the responsibility of transgressing the Mohammedan laŸ he need not excite himseif about it, but may acquiesce in the social convenience produced by such transgression. We believe we are right in saying that according to the orthodox interpretation of the Mohammedan law it is absolutely impossible to abolish slavery in a Moslem country.Yet many Mohammedans are very glad to acquiesce in its abolition. The practical haum done by the Grand Mu’.5 decision has to be considered. We must face the fact that when Werdani goes to be executed—the Grand Mufti's opinion will of course be ignored —a great many Mohammedans all overEgypt who care nothing about the nationalism will be inclined to the belief that he died a martyr to the true faith.‘That being so, something will have to be done to strengthen the law in regard to the killing of Christians.—Landon Chronicle.Hearing that an oil spring had that no matter how they dress, everybody sees that they are abnormal. This is the day of tha slender figer, and fat women are simply not tolerated either in business or social affairs.Women may not know it, but men when they see a fat woman pass them on the street make all manner of sympathetic remarks about her. They do not mean to be unkind of to seem unmaniy, butitis natural for a man to dislike fat on a woman.Where fat shows the môet there is where it must be removed, and as quickly as possible. The hot weatirer dresses seem to be made for the fat woman's misery and the slender interesting power development is under way at St.Alban, on the Ste.Anne river, for the Deschambault Electric Company, At | the dam site the stream flows between | two perpendicular limestone walls only 38 feetgapart. In this narrow gorge a reinforced concrete dam will be built creating a reservoir 3 miles long from which s surplus of water may be drawn during the low water periods at the time of power house, à stone construction will be situated close to the dam, the steel flumes from the forebay to the turbines being only about 25 feet long, The 3 phase 60 cycle current will be raised from 2,000 to 25000 volts and distributed in seven or eight villages within a radius of 15 miles. The con tract for the dam hae just been sward- ed to R.C.Argall Company, of Montreal, for $31,300, - POSED AS A MAN Twenty-Five Years’ Masquerade in Order to Protect .Girl's Honoe.- London, July 7.—No novelist or dramatist ever imagined « more romantic story than that told at an inquest on a person who figured on the coroncr’s certificate as “Harry Lloyd,” but who was reilly Marie Le Roy, daughter of a distinguished Belgian Army officer. For twenty-five years all who knew the dead woman had looked upon her as 3 man.Even the young woman who was believed to be “his” daughter, looked upon “Harry Lloyd” as her father, and knew no different until deat hrevealed the secret of sex.And what was the motive for this strange masequerade? The whole story may never be known, for the dead woman took her secret to the grave with her: but the evidence at the inquest and the result of independent inquiries leave little doubt that Marie Le Roy was a true heroine, who deliberately sank her own identity and sex for the sake of another woman. To save that woman's honour she posed as her husband and the |’ father of her child.Even when the child's mother died twenty years ago Marie Le Roy gave no hint that she was other than what she seemed. As “Harry Lioyd” she was known in the Enfield district, and she supported herself and the little girl by giving lessohs in French and German, and trained little Elizabeth to.become a school teacher.“Harry Lloyd,” too, took a keen interest in politics, and religiously registered “his” vote at election times.A few years before, "Eliza Lloyd, wife of Harry Lloyd.news agent,” died at Ponder's End, Marie Le Roy was a friend .of Mrs.Austid Holyoake, whose husband was the foun es of the Old Hall of Science in Oldstreet, and was also Bradlaugh's publisher. Some time prior to the birth of Elizabeth Lloyd, Marie Le Roy disappeared, and “Harry Lloyd” came into the ken of men and women, Marie Lé Roy Disappears.Mr.Holyoak’s widow said that she was satisfied that “Harry Lloyd” and Marie Le Roy were identical.“It was, I suppose, in the early seventies when I became acquainted with Marie Le Roy,” said Mrs.Holyoake.“At that time she was acting as French gov erness in a large West.End house. She was a charming little lady-~very dainty, very vivacious, and very lovable.I had not then been married very long and she became exceedingly attached to no.| “I introduced her to the Hall of Science circle.and she became a great help there, always taking an active and in the management of the lec: tures. She was well known to all the circle, including Mr.Charles Bradlaugh and my late husband.“Her French was so beautiful that eventually I engaged her to teach the language to my little children, and for that purpose she came to lve with us.She lived in our house, I suppose, for about three years.During that time her devotion to me was quite remarkable.Though she was so tiny, I got to look upon her as a ‘big brother.” “The way she looked after me was the only thing about her really suggestive of masculinity. For the rest, she had & somewhat square face, and wore her hajr short, but she appeared to me as a sweet little lady.“While she was with us she had a serious illness, and I nursed her through it.Her mother came over from Brussels, where her home was, to see her. When Marie got better I accompanied them both back to Brussels.“We began to drift apart about thirty years ago, soon after I remarried, and when I last saw her in 1800 she told me that she was living with 8 woman friend. She seemed to disappear quite suddenly, and I never heard anything of her from that time.I made many inquiries, but could not traee her, nor did any of the circle hear of her again to my knowledge.” The Doctor's Discovery. No wonder, for Marie Le Roy was dead to the world. But in Hackney there arrived a Mr.and Mrs.Hasry Lloyd with their little daughter. The trio ‘moved from Hackney to Tottenham, then to Edmonton, and Iater to Ponders End.There Mrs.Lloyd died, and the “widower” and little Elizabeth went to live at Enfield. In a tiny four roomed cottage, in Alma road, the couple lived, the “father” giving les: sons in languages.“He” was a feminine looking “man,” only 4 feet 10 inches in haight, with emall hands and feet, à soft voice, and hair usually reaching to the shoulders, hut nobody seems to have suspected the truth. So the years rolled on “Harry Lloyd” gradually losing “his” teagh- ing connection, and being glad to do any odd job, this, however, veing counter-balanced by the fact that Miss Lloyd was able to ~arn enough to keep the little home going.Three months ago “Old Harry Linyd” was taken ill, but strenuously opposed the calling of a doctor, Then Dr.Foott, who lives near by, was called in, but it was too late. The medical man mew “Harry Lloyd” well by isght, and had often spoken with “him® without suspecting the truth, But to his quick eye the dead face aroused suspicions that it had never done in life.“I was called in to see 6 man. That is the face of a" woman,” he exclaimed, “Oh, ne” ssid Mins Lloyd, who steod in the room, “that ie my father.” A few moments inter Dr.Foott as merite tr + ¢ Smoke and Chew Carillon Tobacco Save the Conpen) a tm a emits comm odd Bre.iin bs on Ae | sured the grief-stricken young woman that the dead person wam a woman, adding, “Surely this was your mother, not your father.” “But my mother died twenty years ago.If this is not my father, who is it, and who am I?" cried the bewildered women.Naturally the astounding news caused the greatest excitement, in the district, where it formed practically the sole topic of conversation.'
