Titre :
The Quebec chronicle
La ligne éditoriale du journal est définie comme suit : « [.] in the management of The Morning Chronicle we shall, therefore, begin by simply declaring, that, as we glory in our connexion with the British Empire, it will be our undeviating aim and unremitting endeavour, to create and foster a cordial attachment to those time-honoured institutions which have made her so illustrious in the annals of the world ». (May 18, 1847, p. 2)

[Traduction]
Voici les différents titres que le Quebec Chronicle-Telegraph a connus depuis ses débuts : Disponibles en ligne : The Morning Chronicle (Jan. 1847 - Nov. 1850) The Morning Chronicle and Commercial and Shipping, 1850-1888 The Morning Chronicle (Feb. 1888 - May 1888) The Quebec Morning Chronicle, 1888-1898 The Quebec Chronicle, 1898-1924 Non disponible en ligne : The Chronicle Telegraph (1925-1934) The Québec Chronicle-Telegraph (1934 à ce jour)

That no such proposals can safely be unless they thoroughly ensure unity of orgenization and of action, without which there can be no effective co-operation in any common scheme of Empire delense ; That the said proposals, while ne- ossaitating heavy outlay for construction and maintenance, will give no immediate or effective aid to the Empire and no adequate or satisfactory re sults to Canada ; That no permanent policy should be entered upon involving large future expenditures of this character until it has been submitted to the people and has received their approval ; That in the meantime the immedinte duty of Canada and the impending ne- oeseities of the Empire can best be discharged and met by placing without delay at the disposal of the Imperial authorities as a free and foval contribution from the people of Canada, such an amount as may be aul- ficient to purchase Or conatruct two battleships or armored cruisers of the latest Dreadnought type, giving to the Admiralty full discretion to expend the maid sum at such time and | for such purposes of naval defence as in their judgment may best serve to increase tha nnited strength of Empire and thun assure its pesce and security.“THE ROYAL CHEF.” The announcement already made that “The Royal Chel” will shortly be presented in this city has cnthused every theatre-goer with the desire to nee this phenominal sucooes which for the past three seasons has scored a degree of sucooes seldom, if avor, attained by any other musical production. It will bo sen here with ail the original ecenery and will be presented by a company of forty people including a large and efficiont chorus. It ie described ne one of the fastest and swiftest comedies ever sot to music by this distinguished author, lt is different from the majority of ite kind and so original in ite construction that sll New York and Chicago poured out enmases to see it.Ite phenominal runs kb: these cities has given it great ; yesterday. There was a wave of eelling orders for execution when the market opened which seemed to be the altermath of yesterday's precipitate declive in prices. The decline had served to exhaust or diminish additional margins and where the calls sent out over night for re plenishment of the resources were not responded to, the selling out of collateral was the consequence. The news of the market was of the same nature _ as yesterday that is puazled conjecture as to the sources and the motives ot the selling. The languid demand today when the liquidation seemed to be checked and prices tended towards recovery was corroborative of the disbelief in any large responsibility of bear operations for the latter stages of the decline. The inion gained ground that the market's weakness was due to belated accounts dating back to the period of price inflation last year and which had injudiciously | overstayed the market, inviting mea sures of persuasion or insistence from lenders of money the occasion of Mmuéh bitterness, : fa that of temperance. As it has‘ ! always been my opinion that in this “question, ae indeed in every such matter whereon the Council may be called upon to express itself, we should endeavor to avoid harmi considerable private interests, an bringing them into conflict with the { interests of morality and religion ; and an apart from that my past attitude towards this question has given rise to criticism and mis-inter- i sipate and from which I intend to ex.| onerate myself), bare ie the conclusion ‘ at which T have arrived after careful deliberation. This decision embodies a suggestion, and consequently a solution of this thorny question, |which I submit to you after having first submitted them to those who represent religions authority and the interested parties. It in my belief that if there was formed a joint committee composed of the representatives of those men whose aim is to promote the cause of temperance, and those interested in the liquor trade, both for the discussion and regulation of such questions as would naturally fall within the scope of the committes, or in other words the questions concerning temperance and the liquor retailers, this wonld be the surest and most direct means to solye a question which is a sources of imitation and friction, of petty hatred and regrettable results as regards morality and religion. In any anse this project deserves serious consideration from the guar dians of religious and civil authority, from all those who desire to follow the wavs of justise and equity. For my part I am ready to pledre myself to work and vote in such manner as to give affect to the decisions emanating from a committee of this type, OUR INDUSTRIES AT QUEBEC.As I! have always improvement. In addition to this there will be the pav- .ing of certain streets with asphalt, | and T have reason to believe that | I will succeed in carrying out this part of my programme.GENERAL CONSIDERATIONS.Before conclusion, allow me to add that our city, whose population and territory are increasing slowly but surely, has before her a future full f brilliant promise, provided that you send to the Council men who are progressive and firmly resolved to put their shoulder to the wheel.1 content myself with enumerating certain undertakings and improvements most before the public eye: the construction of dry docks, the pressing need of which has been felt so long; the erection of a central station for all the railway lines in our city, the five or six lines on t here south side which will converge Bridge ; the establishment of quays, store-houses and elevators; the mit of an immense inland port, which win spread abroad life and prosperity, in the centre ol this part its most important locality. These are a few of te projects and improvements which should be realized in the pear future and which should be the efforts of all inhabitants of our dear city It should be the duty of taxpayers to understand and soundly judge the situation and to set aside ail questions of prejudice and petty spites which are so many obstacles in the road to progress. It is also the duty of taxpayers to choose ns their repre.nentatives men with sound and broad.idean, men who will place abnve per- eral interests which will be oon! to them.If you believe that by my feeble share I can in any way help the of- forts of auch men, thea I will place myself at your disposal, and fertified by vour support, nothing will.make me deviate from the paths of duty and honor.1 have the honor to Canadians must have at heart the establishment of that harmony which should mark the interdependence of our citizenship. It has been said of late that Canads and particularly French Canada, owed no debt to the Mother Country, and that the latter had practically relegated our defence to the shadowing (or should we say shadowy) angis of the | Monroe doctrine.Thess are swecping assertions, and in this connection we! are glad to quote these words of Mr.Lemieux :— “Do not those who are invoking the Monroe doctrine as a protection for us in case of attack, in case of war, remember having read in the history of this North American continent that one of the grievances adduced by revolutionists in the thirtesn colonies against the Mother Country was that very fact that the Mother Country had given the French-Canadiane and the Roman Catholics their religions froe- dom, their French laws and their national customs ?In the light of history, vould they believe that if we were once submerged in the American ocean, our laws, our schools, our usages and customs would be protected by the United States Congress 1’ In a certain manual used in the.schools of Quebec the argument is ad- | vanced that if French-Canadians wish i to emigrate from the Province they should settle among the English Protestants in the West rather than among their co-religionists in the States by whom they have been frequently rebuffed.Continuing Ar.Lemieux cited the case of Louis iana where there is now only one language, English, in apite of the fact that there were French-Canadians : there. He went on to say that, what- he called the Magna Charta of Quebec, was due to the statesmanship of Fox Pitt and other of their successors, an that the role of the French-Canadian clergy had always heen one of loyal and faithful adhesion to the British Crown. In 1775, at the time of the American invasion, Monsigneur Briand had used these words :—'‘The singular favor and kindness with which we have been governed by His Most Gracious Majesty King George the Third, since by the fortune of war we have been subject to his rule, the recent favors which he has just shown us in granting us the use of our own laws and the free exercise of our religion, and in allowing us the use of our religion, and in allowing us to share in all the privileges and advantages of British subjects, should assuredly suffices to excite your gratitude and vour real to sustain the interests of the Crown of Great Britain.” Monseigneur Briand, said the speaker, had seen this country ing from the French regime to the British and he was full of the traditions of the past, but he knew what it meant for French-Canadians to live under British domination, and the release from the despotism and wholesale rob! of the Canadians by their rulers whi wo discouraged Montcalm, must have been welcomed. In 1794 Monseigneur Plessis said :—"Our conquerors were lovked upon with jealousy and sus- icion, and
