Sous un titre qui a varié (Morning Chronicle, Quebec Morning Chronicle, Quebec Chronicle), un journal de langue anglaise publié à Québec qui met notamment l'accent sur l'actualité commerciale et maritime. [...]
Fondé en 1847 par Robert Middleton et Charles Saint-Michel, ce journal est d'abord connu sous le nom de Morning Chronicle. Son programme éditorial est tourné vers les intérêts britanniques, ce qui plaît aux conservateurs et aux impérialistes. Toutefois, cela n'en fait pas une publication politique pour autant puisque l'on y évite les longs éditoriaux et les sujets polémiques, probablement pour se différencier du Quebec Gazette, ancien employeur de Middleton et féroce concurrent. Le contenu est plutôt centré sur l'actualité (majoritairement en provenance d'autres journaux anglais et américains), sur la vie commerciale et maritime, ainsi que sur la littérature (peu présente pendant les premières années). La ligne éditoriale du journal est définie comme suit : « [.] in the management of The Morning Chronicle we shall, therefore, begin by simply declaring, that, as we glory in our connexion with the British Empire, it will be our undeviating aim and unremitting endeavour, to create and foster a cordial attachment to those time-honoured institutions which have made her so illustrious in the annals of the world ». (May 18, 1847, p. 2)

Sous Charles Saint-Michel (1849-1860), le journal devient le porte-parole des aspirations de la bourgeoisie commerciale anglaise et les sujets politiques prennent une part plus importante. L'esprit protectionniste, rattaché au torysme, teinte la rédaction. Durant la période de la Confédération, le Morning est utilisé comme tribune pour faire la promotion des idées de John A. Macdonald. Toutefois, l'attrait premier du journal reste avant tout la vie relative au commerce. En 1874, une fusion avec The Quebec Gazette met fin à une concurrence jugée ruineuse. Fondé en juin 1764, c'est l'un des plus vieux journaux d'Amérique du Nord. Une nouvelle entente survient en 1924. Pour mettre fin à une concurrence qui les affaiblit, le journal alors connu sous le nom de Quebec Chronicle and Quebec Gazette et le Quebec Daily Telegraph (fondé en 1875 par James Carrel, il défend les idées populaires et est reconnu comme étant libéral) s'associent et deviennent le Chronicle Telegraph. Les nouvelles prennent une place prépondérante dans les colonnes de la « nouvelle » publication. À partir de 1934, le journal est connu sous le nom The Quebec Chronicle-Telegraph. Il paraît toujours aujourd'hui. The tactics used hy the Governmentremarked the Nationalist leader, will turn against it some day.The policy of the Government had been defined only by one of ita members, Hon.I.A.Taschereau, and with that exception, all the other speeches delivered by the members of the Government, were almont funeral orations.and were eulogies of what they had done in the past.There was a different tone be tween all thess spoeches, But he would not refer to that delivered hy the Provincial Treasurer, as he could not qualify it.He then took Mr.Cousineau's | amendment into consideration, dividing it into five paragraphe.The Province of Queben had enormous natural wealth and if the Government will an: nex Ungava then Quebec can honst of the greatest natural reaources on the continent, provided that the Federal vernment does ita dnty and that | the Province of Quebec \u2018doed ite, hy sdmintatering as it should, the departments of mines, forests and also the water powers, Tt har been sald, \u201cWhy compare our mines with those of Ontario ?\u201d Have we rat a Cobalt ¥ and the sucres of Cobalt is due to the policy of the CASTORIA.For Infants and Children, \u2026 : The Kind You Have Always Beaght\u2019 Bears the , Signature ef Ontario Government and the laws of that Goverhment were framed after the discovery at Cobalt.Let us advance instead of going back and let us benefit by the experience of Ontario.Our laws should be modified so that when a discovery is made in this Province, we will be ready not only for the discoverer of good faith, but it will be to the udvantsge of the Treasury, If the Minister of Coloniation and Mince wants the Province ol to progress as well as the Province of Ontario, he will have to beve the laws modified.\u201d Hon Mr.Devlin\u2014Wait for a few days and you will ses the new amendments.Continuing, Mr.Bourussa said thet the present law of this Provines favored the speculatur at the expense of the discoverer, and remarked that in Ontario there were three revenues, fret for the, Discoverer, then the teasury and t the italist.In Quebec the first, second and third Tevenues were for the speculator.He was opposed to imposing a royalty on mines.Hon.Mr.Devlip\u2014Several of your friends, including Messrs, Lavergme and Plante, wanted a royalty imposed on asbestus mines and I told them that the Government had the suggestion under consideraion.Mr.Bourassa replied that every time he evoked a Liberal principle.the Government evoked a Tory principle which the latter have to-dav abandoned.The Premier should take other means to draw capital here.and it was time that Quebec should cease to be considered an the Paradise of speculators and no more false prok- pectuses should be issued.He denounced the Attorney-General for send: ing men to gaol who do not happen to think as he did.This was Jers dangerous than allowing false mining prospectuses to be issued.Other important matters were the forests and hydraulic powers.The Congreas which met at Washington, notified the whole world that some day the coal mines would be exhausted, and would be replaced by water power.The Province of Quebec posseases the finest hydraulic powers in the world, between Temiskaminque aud Labrador.Five vears ago in the Drill Hall, in this citv, he had asked to have the water powers classified so as to reserve some of those for future cities and not be disposing of them for a mere song.Mr.Bourassa then blamed Premier Gouin for handing over Montreal to the Montreal L.H.& P.Co.He defied the Premier to deny certain of his charges about extending monopolies and twice the Premier rose and denied tho accusations, at the same time, explaining what he claimed were the facts.The Nationalist leader then referred to the sale of the Ja Tuque water power and the sale of timber limits to Mr.Breakey.As a general principle the forestry domain should be completelv separaied from the colonization domain.The forestry limits should be classified into two classes, permanent, which should remain in the department, and temporary, which are the real limits for colonization.He also referred to the sale of limits to Mr.John Rawiev, who later on resold to Mr.J.P.Mullarkey, who paid for the land with a vote note of £134,000.Nr.Bourassa them referred to the colonization policy of the Government and warming up to hi¢ subject, addressed the Ministeria! benches from the Clerk\u2019s table.He also stated that the Provincial Treasurer had accused him of making racial appeals with the people of his own language and creed and that was a legend which was current in Ottawa for a time, but does not now exist there and which will cease to exist here.He added that he had made appeals to his French Canadian countrymen, but not to stir them up against his English Protestant fellow citizens, but only to be proud of their nationality and live peacably with their countrymen of other creeds and nationalities so ns to work together in huilding up the country.These remarks were received with applause and cheers fram the galleries and the Speaker had once more to notify the spectators that he would have to clear the galleries.The Nationalist leader Inter on had a assage at arms with Hon.Mr.Devlin, and shortly before concluding his remarks referred to the speech re- vently delivered in Hamilton by Hon, Mr.Weir, when the galleries again best out in applause.r.Bourassa concluded his apeecn at 2.20 this morning amidst applause, and in the presences of a crowded house.\u2014 CARNEGIE PENSION FUND {Special to Chronicle.)
