palatial \u2018ocean steamship Republic, of the White Star line, which was in collision with the Italian liner Florida in a fog early Saturday morning off Nantucket, Mass, Tentglown at last as half that the Laurier Government should pursus towards France, a policy that has been entirely absent from our dealings with Great Britain.A preference in the British markets would be worth more to Canada ina your, than all the French treaties that will ever be negotiated would be worth in a life time.The Laurier Government has made no effort to se ere a preference.It has, on the contrary, declared that it would never lift ita little finger in an effort to urge England into the acceptance of preferential trade.But while Sir Wilfrid Laurier will do nothing to facilitate imperial preferential trade, with all ita untold possibilities of profit to Canada and security to the empire, he and his min- Isters ave turning hand-springs to secure from the reluctant hand of France the signature to a commercial treaiy.Hall the effort that has been expended in the endeavor to negotiate a Freach treaty, if intelligently directed towards Great Britain, would without doubt have brought Canada within measurable reach of a preference in the British market, il not in actual possession of it.Why should effort wanted on France be persistently with- beld from Great Britain?Canada is not a supplicant for commercial favors from any nation in the world.This is a fixed principle of Canadian policy which no government dare defy.In pursuance of it we have told the people o the United States plainly that we would make no more overtures to Washington, and we have enforced against Germany a commercial policy of undisguised hostility.Canada's firmness as directed against the United States and Germany in singularly out of harmony with Canada\u2019s meekmess in negotiatiens with France.Still more is it out of harmony with the policy of obatinec, that Canada has directed against Great Britain.No one would ask, no one has ever asked that Canada should seek from the mother country an imperial preference as a favor.No one has suggested that our desire for imperial preference should be exerted along lines other than forosful argument and intelligent persuasion.The Laurier Government has pernist- ently refused to use argument or persuasion with the British people look ing to a practical recoguition of the preference we give them.It has on the other hand, bad members of the Government for the past two years kicking \u2018their heels in the corridors of the French Senate, where to-day stands Hon.W.8.Fielding, cap in hand, to solicit commercial favors which are neither here nor there in the prosperity of Canada.These attimpts at treaty making with France has placed after, and the list is quite & comprehensive one.First and fore most, when the house meets\u2019 this year, will be the budget, which it suggests will include high license duties and taxation of land values.The latter is one of the most debatable subjects that could possibly be brought for ward.True it has been discussed for years by at least one section of the community, but there are others who have only the faintest conesption of its meaning, except that it is an attack on the \u201cunearned increment\u201d of the landed propristor.Liberals as well as Conservative members of the House will be equally affected by such a measure, and their votes in favor of the imposition of such a tax, should they be given, would be votes in.favor of adding to they are owners of land.The principle has long been forced on the attention of the House by the Labor party, and if it forms part of the budget proposals it may be regarded as a sop to this party.Other measures for the present year are to be, if the Times ix a true prophet, the Irish Land Bill, from last session ; Housing and Town Planning Bill, also from last session; Education bill (for building new schools) ; a non-contentious Licensing bill, whatever that may mean; a London Reform bill, to provide one rate for the whole of the metropolis; bills of unemployed, invalidity insurance and organized labor exchanges.In connection with the unemployed and labor bills it ie significant that Ramesy Macdonald, escrstary of the Labor party, has intimated that un less the Government turned over u new leaf and observed more sympathy, initiative, and determinstion in dealing with the serious problems of unemployment, it would find the labor party before long in violent conflict with it.This threat is wo idle one, and it is probable it may bave the effect of bringing the Government up to date on the subject.A reasonshle measure would est with general approval, and could be passed through almost as a non-con- tentious bill.For 1910 the suggested programme is not a long one, but it contains most important and debatable mea- sures\u2014a Welsh Disestablishment bill ; Scottish Land bill, from the session of 1907; Electoral Reform bill, and possibly a Women's Sufrage bill.The rejection of these by the Lomtis, the Times suggestn, would lead to a dis solution.In all probability the Elec \u2018loral Reform bill will be introduced, because all the traditions of the Liberal party are in the direction of ap- pesling to the country on such a re form \u2018measure.It is hardly likely, however, they will lay themselves open to a charge of legislating through fear and force by bringing forward n measure of enfranchisement for women.\\ One matter the Times has omitted\u2014 the reform of the Hows of Lords, which is
