Montreal, August 18—Five men risk- bd their lives in the Lachine Rapids this afternoon for nearly two hours in an effort to recover the body of a drowned man which had lain fop the past ten days on an islat at the foot of the rapids, in such a position that it was impossible to recover it.After great exertions and {acing imminent danger of drowning for a long time the rescue party succeeded in getting to shallow broken water near an inlet on which the body lay face downwards. Here they could make no headway, and for a time looked as though : thers boat would be swamped in the rapids.Capt.Coleman, of the city police force, with Lieut.Hendy, were in charge of the boat with three more men and they at once decided that the only way to reach the island was by wading. The two police officers leaped into the current followed by the rest, and then waded waist deep in the rushing water, towing the boat after them, until they reached the still water in.the lee of the rocks. They found ‘the body reported, stretched out on the rocks, where the waves had thrown it nearly two weeks ago.It was more of a skeleton than a body, having evidently been in the water for many months, until little was left but the bones and a few shreads of clothing. There was not a sign of anything left on the remains which could serve for identification and the corpae will probably go to swell the long list of drowned which the St.Lawrence year by vear yields up to the morgue authorities here.NEGROES CLEARED OUT Knoxville, Tenn., Aug.18—Another mining camp near Jellico was cleared ol negroes to-day by an armed band.Notices have been served on all ne- proes within a thirty mile radius to fret ent in three days, and even Jellico and Lalollette are threatened.Tt reported that a cabin haw been burned and six negroes cremated.CALIFORNIAN EARTHQUAKES Eureka, Cal, Aug.18.—Three sharp earthquake shocks which knooked down more than a hundred chimneys, shattered about forty plate glass windows in the business portion of Eureka, hroke much crockery in the houses and sent many people hurrying from their beds into the streets, occurred here early to-day.The damage reported so far, in estimated at between 82,000 and $3,000.The firet and sharpest shock came at 2.58 a.m.It was almost as severe ns the one felt here on April 18th, 1906.At 3.08 another slighter shock was experienced, followed bv a third at 5.30 o'clock. The first shock caused practically all the demage.Reports from the Seazy Ranch, near Fresh Water, six miles north, state that the earthquake left a big fissure a hall mile long.GAS POISONING IN LONDON YTondon, August 18-The = Lancer, which is never happy unless discover: ing a new danger to humanity, suggests that Londoners are being poisoned by cool gas.At a meeting of one of the metropolitan gas companies recently it was stated that during six months 110,000,000 cubic feet of gas was not acconnted for. This colossal leakage, The Lancet declares.is responsible for the fact that, when there is no movement in the air and when a stagnant mist or fog is present, Londoners are found to complain of headache, dizziness, and oppression—all three of which aymp- toms are readily invoked by chronic doses of carbo-monoxide present in the gas.THE HAINS-ANNIS TRAGEDY New York, August 18—A predominating figure in the Hains-Annis tragedy to-day is Mrs.Claudia Hains, the attractive young wife of Capt.Peter C.Haine, the attractive young wife of C Peter C.Hains, jr., who on Satlast shot and killed Wm.E.Ennis.What the attitude of Mr.C.Hains will bo is of paramount interest and importance to the lawyer for the Hains brothers and to the District Attorney.Rumors were ° rife to-day that Mrs.Haine will drop her hostile demeanor toward her husband and would take her place at his side when the trial came. However, these reports came from no authoritative cource and Mrs.Hains and her lawyers are keeping silent as to her plans.Captain Hains and hin brother will be repre sented by the most eminent counsel thet can be procured.Jno.F.Mclntyre, a former assittant district at torney end one of the ableat lawyers at the criminal bar, was retained "to- dav, and it was said that sn effort will be made to get Martin W.Litlleton, who defended Harry K.Thaw, to in the defence.Mr.Littleton is now Europe. An evening newspa, quotes Mr.McIntyre as saying that insanity will be the defence.THE RACE WAR IN SPRINGFIELD ls Now Said to be Over—Prompt Action of Governor Deneen, Springfield, Ille, Aug.18.—That those in authority believe that the danger of serious troubls in the race war is over was made evident tonight when Governor Deneen issued orders that the First Infantry of Chicago, shall return to that city to-mor- row.Following Governor Deneen’s proclamation of last night calling on all citizens to aid in restoring order and promoting justice, an enthusiastio meeting of business men was held at the Chamber of Commerce 10-day.Resolutions were adopted for the protection of citizens regardiess of color or nationality, E.I.Chaping, president of the Business Men's Association, made an address in which he urged the association to aid the authorities in upholding the law and maintaining order.Ho said the men responsible for the disorder were the sort of men no one would want to trust with as much as a dollar, and who had no real interest in the welfare of the community.To-day’s session of the grand jury was devoted to hearing witnesses in the case of the assault of Mrs.Mabel Hallam.George Richardson, the negro whom Mrs.Hallam identified as her assailant, although not positively identified, was indicated.Richardson protests his innocence. The grand jury will meet again to-morrow morning k begin its general investigation into he riots. The only violence reported during the day occurred on North Fighth street.A small crowd of white men and boys set upon a negro and heat him severely. He managed to break away and ran north pursued by his assailants. The roughs had scattered by the time soldiers reached the scene.White miners at the Tuckehorn mines, near hers, refuged to-day to work with the negroes. The two mines employ about 200 men, about 150 of whom are colored. The white miners came to President Clark, of the Springfield sub-district of the United Mine Workers, with the declaration that the negroes were armed, and they did not feel safe in the underground darkness with them.On the other hand it is said that ghe negroes have armed with no thought of taking initial action, but to protest themeelves in event of a repetition of the riot.President Clark said that so far as he knew there had heen no clashes be tween whiter and blacks in the mines.“They are just bervous, I guess,” commented the organization leader.“Both races belong to the union and the union will see that no serious trouble arises.” The determination of Governor Deneen, announced to-day, not to surrender Private Klein who killed a young man at Kankakee in pursuit of his orders to guard the car, has a deeper significance than merely protecting the individual moldier.Tt is felt that the National Guardsman who hae his orders.must not be made to feel that he Is running a risk of trouble with the civil authorities if he kills in the discharge of his duty.It was authoritatively stated to-night that the appeal to Governor Deneen and the action of the business men this morning calling on good eiti- sens for iMormation which may lead to the conviction of these guilty of rioting hore quick fruit.A surprising number of persons called on State Attorney Hatch and gave him information which will be of value in guiding the actions of the grand jury.—_— SHAH SUSPICIOUS OF UNCLE Teheran, Aug, 18.—Zill-es-Sultan arrived here two days ago from lepahan, and was received in audience by the Shah.Zill-ee-Sultan is an uncle of the Persian ruler. He was formerly Governor-General of Tepahan, from which post he was deposed in March, 1907, and he is & claimant to the throne of Persia, After hie audience Zill-es-Sultan said that he also made a vow of perfect loyalty and obedience ta the throne. The Shah received these declarations Sheptically and refused to allow Zill- en-Sultan to remain in Pernia, Up to the present time Zill-es-Sultan has heen the most prominent leader of the Cometitutionalist party, and the members of this faction are now thoroughly disgusted with his charge of front.Large quantities of dymemite mare favorable report the Government "has barely held its own: and when we examine into the details of the election we can have no doubt that, A ! derpite its success, the Government has ll weriously suffered in the estimation of the electorate. The former parliament contained 23 whom 17 were Government supporters, giving it a majority of nino; the members now returned number forty, and a simple arithmitic- al caleulation will show that to have held its own proportionably it was nessnary for the Government to ob tain a majority of at least fourteen.Tt har dona thie if the first version of | the retums to which we have referred is correct ; it has failed to do it if we ! accept the second.| Tt is, however, when we come to i look more closely into the particulars of the clections that we find unmi« takahle cvidence that the Government has lost ground in the Province. In the first place, among the candidates were twenty-one membots of the previous Legislature mecking re-election, fourteen Government, and séven Opporition, and here The Government sustained a lore of two seats and: only | served one in return from the Oppoi sition. That represents the verdict of the constituencies that had had some practienl experience of the Government. In the second place.and this is cven more significant, the whole Cabinet had a very narrow escape from defeat. It was composed of four mem- bere, Mon.Menare.Walter Scott, A.Turgeon, J.A.Calder, and W.R.Motherwell.Hon.Mr, Scott secured hin seat by abandoning the constituency he bad previously represented and taking refuve in the sroure shelter of | Evift Current : Hon.Mr.Turgeon, | with a similar doubt about the reten- ; tion of kis seat, sought to hedge by | running in two constituencies, and got ! defeated in one of them : Hon.Messrs, "Calder and Wotherwell, less wise in | their generation, neglected to ohserve | the precautions of their colleagues with disastrous results to both; ro that hers we have the spectacle which | ve venture to say is without a paral- | tel of threedourths of a Cabinet soliciting the endorsation of the electorate and being refused.Under such circumstances it can scarcely be claimed that the Government has achieved mote | than a nominal victory, THE VIEW OF THE TORONTO NEWS, It is apparent that the Scott Government has been anstained in Saskatchewan; hy qa fair working major.| ity.The returns from remote polling places and from the more isolated communities are uniformly favorable ta the Government candidates, This wan to be expected. Two Ministers, however, have been defeated.Vor "these weats will have to be secured or new Ministers appointed from constituencies in which bycelertions will be ncerssary.A Speaker will also have to be named by the Government. There are certain to be election protests, { and fortunately machinery now existe for the trial of election petitions. It will be strange if some Ministerial soate are not voided, and their holders forced to face another contest. It is impossible at this distence to say what amount of truth there is in | the reports of whôlosale corruption in | the interest of the Scott Government.| Ruch criss generally come from the de- fented party, and only the clection courts can establish whether or not corruption wns practised extensively "hy either party. It is certain.however, | that the Government was desperately eager to secure o wecond torm of office. This was proved by the premature dissolution and bys the activity of Federof offica-hoiders in the contest. There a + THE QUESSO DIIRONIOLE: ae — — ; no reason to doubt that the disso- ution was sancti if not suggested, by the Federal’ Administration, and that its election machinery was a powerful factor in the Provincial campaign.Tt was expected that Mr.Scott would annihilate the Provincial Bights party, and finally terminate Mr.Haultain's, careeq os € political leader ie Western Canada.Scarcely any other result was expoct- ed by the Conservative politicians of the older Provinces. It was felt that Mr.Scott would not sanction an unconstitutional dissolution of the Lagislature unlows he was certain of an overwhelming triumph, and was aasur- od of the active assistance of the Federal party organization. Moreover Mr.Haultain was wholly unprepared for an election, and had hardly more than three weoks Tn which to organize his forces, and make his appeal to the constituencies.Every possible advan- tags was taken of the Opposition leader. There was nothing of chivalry or generosity in the Government's proceedings.High-minded sportsmen would ncorn to proposes contest under auch conditions as Mr.Haultain was forced to accept. It is remarkable, therefore, that under these circumstances the Opposition was not completely destroyed.WHY WASTE?M.J.Butler, Deputy Minister of Railways and Canals, talks of a contemplated double-tracking of the Intercolonial Railway.“It may take ome time,” Le says, “to complete the work, but surveys will be completed between Moncton and Halifax as soon as possible.” However the case may be between Moncton end Halifax, what could be more absurd than to double-track the Interrolonial between Moncton and Quebec, just after Javishing millions upon another railway between the same points whose only effect must be to supersede the old railway, if any dhorter ?And if an shotter, why waste tke millions.— Ex.- ———— en THE HA! HA! BAY RAILWAY, The population of the Saguenay and Lake St.John districts have been agitating for many years for a deep water outlet at the head of the Saguenay for the shipment of their products and of the output of the paper mills, saw mills and other industries which have been created in that section of the country during the last few vears. The water at Chicoutimi is not deep enough for ocean steamers, but for years past the people have been led to believe that it could be made so, and dredging operations Lave been carried on at great expense apparently without any result ‘after many years work. The people and the manufacturers seem to have lost confidence in this plan and are now urging the construction of a tailway from Jonquiere to St.Al phonse on Ha ! Ha ! Bay, where there is sufficient water for the largest ocean steamers in existence.A charter was obtained for this purpose at the last session of the Iepislature, surveys have been made, and a meeting of the provisional directors was held at St.Alphonse last week at which tenders for the construction of the line were submitted trom Messrs.Umbenhouver & Co.of Philadelphia, Mr.McKinnon, of New York, and Mr.Dubuc, repre senting a French and Bel-ian syndicate. The mecting was adjourned for further consideration of these tenders until the second of September, when the contract will probably be given and ratified at the annual meeting of shareholders which takes place on that one, na rome of the largest industries in the Province, much as the Chicoutimi Pulp Company, the Jonquiers Paper Company and the mills at Roberval ave now crippled for went of access to deep water. The mines at Chibougamo will also need this outlet for their minerals.Fhe principal promoters of the new railway ore Messrs.J.G.Scott, J.E.A, Dubuc and B.A.Scott.HAVE AN OBJECTIVE.The Detroit Free Press observes that there ia just as much chance for the rising generation as there has been for any genvration, and adds that if given healthy bodies, well stocked minda and a determination to sucréed, they will make their place in (he world—n statement which is endorsed day.The project is a very important | | for selection.adopted.in all Furs.SEE ERA AA AAA IAE pre BUDW comes into store to-day.Send in your orders, for t 81.60 THE FOUR Here they are :— München.Established 1589.Drauhaus, Pilsen.Elberfeld on the Rhine. And all case of 4 Dozen Quarts.THÉ MUNICH HOPBRAU Care of 6 Dozen Pints.Case of 4 Dozen Pinte.THE Case of 6 Dozen Pints.Case of 6 Dozen Pints.100 Pintsaug.18x3.S.J.Shaw & Co.18 ST.Joux STREE!
