Montreal, Aug.7\u2014Matters remained quiet in Montreal to-day in connection with the Canadian Pacific strike, no Ymove of importance being made by teither side.The C.P.R.still maintains its attitude of official silence, while the men apparently have nothing of importance to give oui.It is, however, claimed by those in & posi- \u2018tion to know at the C.P.R.that the reompeny is making docided gains, and that every day which it continues to \u201cearry on ite business without being hampered by the strike means that much loss to the strikers.It was etated to-day by one of the C.P.R.men that the fight is not one between the company aud the union men, but between the company and the unions, since the men were unwilling to ltrike, but were induced to.go -out by their leaders.In fact it is the goneral opinion at the company\u2019s headquarters is that the strike is already practically defeated.In that case many of the strikers will find themselves in a very uncomfortable position, as appointed by the British Government to look for trade agents in Canada for the mother country, is in Ottawa.A deputation representing the Civil Service Association waited on Sir Wa Laurier, Hon.Mr.Fielding and Hon.Sydney Fisher to-day to ask for a nuiform method of reclassifying the various departments of the public service under the terms of the new civil service act.The deputation was com of Messrs.Kingston, of the Public Works Department, ard R.H.Coats, of the department of Labor, and was accompanied by Mesars.Robert Stewart, M.P., and J.T.B.Caron, M.P.Consideration was promised.The Grand Trunk Pacific Railway will be running into Edmonton by the middle of November according to Mr, Collingwood, C.M.G., the consulting engineer, who has just returned from an \u2018inspectiag trip.A total of 675 miles are pow open from Winnipeg to the Battle River and in about a fortnight trains will be in operation.Between Battle River and North Saskthere iv a gap of 112 occasion.The highest honors hail been bestowed on 8ir J.G.Garneau when they elected him their chief magistrate, and now for his splendid services His Gracious Majesty the King conferred opon him the high honor of knighthood, and the French = Re public the Legion of honor and thé Council over which he presides to-day wishes him long life to enjoy his well earned honors.Mayor Garneau, on rising to reply, met with quite an ovation.He an by stating that he was profoundly impressed with the kind remarks of the members of the Council who had spol for the Council at that meeting, but he could not find sufficient words to express his thanks for all the good i said about him.He felt particularly happy on the occasion, as it was the first time that he publicly | received congratulations for the honors | conferred upon him.If the festivities had been a success, it was not only die to two or three at the head of the organisation but also to those who took part in the carcying out of the programme.Ii the festivities were such a success it was due in a reat measure to the efforts of the ity Council who had supported the idea wince the very beginning.As everybody knew there was one man in icular who deserved more praise than pmbably all others and that was the Governor-General, Earl Grey, who has been since a few months past, iving most of his attention to the reentenary and with such a worker the festivities were bound to be a success.Hin colleagues of the Commission, the Civic and Tercentenary Committee glao deserve great praise for the work done, as four months ago very few people ever expected to have the festivities ready in time.Mayor Garneau, in concluding his remarks spoke very highly of Nr.Lascelles, who had for months past worked like a Trojan to have everything ready in time.He had been hono by the King of bis country and by France, but he considered that thess honors also belo to the members of the Council, of which he was the chair man.During his remarks Sir George was frequently applauded.Ald, Verret wuggested that the City Clerks give hin impressions of the feast, an he was ome of the principal organizers.The mggestions was well | received and Mr, personages at public func tions and in the editorial comments of the press about the inauguration by the Tercentenary fotes of that millennium when it would be no longer possible to make appeals to racial and religious prejudices for political purposes that the Government organs find themselves in a very unpleasant and embarrassing position by being thus practically debarred, for a time at any rate, from the use of their accustomed weapon at a critical time, with the general elections pending in the Dominion world, and Mr, Jean Prevost threatening to reduce Sir Lomer Gouin and Hon.Adelard
