companies in prices for steam oval against Quebec.This was brought to the attention of the meeting by Mr.J.NM.McCarthy, who ated the fact that steam coal.used Ly manuiscturers, sold at $2.85 per ton in Montreal, while Quebee consumers were forced to pay $4.10 per ton for the same article, and this, notwithstanding the fact that the coal is taken up the St.Lawrence past Quebee l& miles further to Montreal.There was distinct discrimination in favor of Montreal buyers and Quebeo consumers ware forced to use the Ar- «rican article u which there was a special duty.1 merchants also complained of being badly treated in regard to griting taeir orders for Canadian coal filled.The \u20acouncil decided to teke vigorous measures in connection with this matter, and will make a strong complaint to the Minister of Trade and Commerce, copies of the same being also sent to the companies.The Council will press the matter energetically in an effort to get better treatment for Quebec.The copy of an *\u2018Act relating to Water carriages of Goods\u201d was sent to the floard for consideration by 1 Commitiee on Banking and C9 Yoo.As the bilt red to be in the interest of trade the Council decided sittings vester- day and only adjourned us midnight, when Hon, Mr.Gouin moved the adjournment of the dabate on the Budget speech.The afternoon and evening sittings were entirely devoted to the coatinua- tion of the debate on the Budget speech, Hou.Mr, LeBlanc starting the ball rolling and delivering an able speech, which lasted for almost two hours, Hon, Mr, Weir replying to his criticism.In the evening the speakers were Messrs, Gapit and Tellier on the Opposition sis while Hon, Mr, Prevost and Mr, Perrault defended the Government\u2019s policy, ; After the presentation of a number of bills at the afternoon sitting, Hon, Mr.LeBlanc resumed the debate on the Budget, remarking that the Provincial Treasurer's speech did not appear quite clear enough, and after reading the synopsis of his remarks in the newspapers, the member for Laval stated that an impression was given that the present Liberal party, which bad been in power for tem years, had carried out the programme traced out during the elections of 1897 and summed up by Hon, Mr.Marchand iu bis budget speech in 1899.Hon.Mr.Weir in his speech had excused increased expenditure on account of growth in population, development of colonization, construction of colonization and the improvement of rural roads.and even went so far au to excuse the increase of grants to educational institutions.Now, said the speaker, we will compare the ordinary and extraordinary expenses of the Government since 1897 to 1906-07.The amounts for ordinary expenses for each year totalled $45,- 861,266 and those for extraordinary expenses $520,213, or an average of $4,586,128, spent for ordinary expenses; these figures are sufficient to give an idea of the enormous incresss in the expenses of the present administration.To excuse this incfease the Provincial \u2018Treasurer has informed the House that it was due, to expenses of surveying, exploration of Crown lands, expenses of administration of justice, and sums required for asylums, chari.sable institutions and other causes.omparing figures for 1896 to thoss of 1907, Hon.Mr.LeBlanc showed that there had been en increase in the expenses for surveving of $15,000 - for colonization roads of 820,000 ; for improvements of rural roads of $3,928 ; of public instruction of $114,388; for night schools of $17,209 : for insane asylums of 8120970.\u201cT did not imagine,\u201d said the member for Laval, \u201cthat insanity had increased no much under the ¥ t Government.\u201d Fox , tons AOS was an increase of $8,245, The\u2019 total increas- ol expendifure was, then, $302.735, In 1897.the ordinary expenses showed sn increase of $597,544, compared with 1896.The reason for thie increase was that instead of following a united policy applied generally to all the Province, there had been for ten years a policy of favortitism.and patronage to satis.fr the ever-increasing minions and favorites of the Government.In reading the public accounts, the names of these favorites were always appearing, Colonization agéntai had in a host of canes mean# to corrupt the elec.torsie.as had been done in Montmorency at the time of the general elections of 1904.\u201cI was in Nicolet at the time of the elections there lant autumn,\u201d continued the speaker, \u201cand at St.Bridget'a 1 was informed thatiin that place the Colonization Department had only spent the sum of 8100.It was a modest amount, but it had just been spent to improve the roadway in front of the door of a certain Mr.O'Grady or O'Brady.\u201d Hon, Mr.Devlin\u2014\u201cO'Grady.\u201d Hon.Mr.LeBlanc\u2014\u201cDid you say 0'Brady 1\" Hon.Mr.Devlin\u2014\u201cNo, no, it was O'Grady.\u201d \u201cWhat was doue for .this Mr, O'Grady.\u201d continued the Opposition leader, \u201cwas done all over the Province wherever O'Gradye and other minions of the Government were to be Po for the adm or the inistration of justice, that cost $610,441 in 1907, while in 1896 the expenses had only been $316,170.The expenses had heen doubled.Hon, Mr.Weir interrupted the speaker by claiming that Hon.Mr.Atwater\u2019s budget speech for the year mentioned showed an amount of some 2500,000.Replying, Mr.LeBlanc asked the Provincial Treasurer to examine tla public accounts.He found there thst the total expenses for administration.of justice in 1896 was not more than 75.098, The total controllable ex.for that year formed the sum e had previously mentioned.Nothing justified an increase of more than 100 per cent in controllable expennes and of 30 per cent in total expendi tore lor that department.Hon.Me.IeBlane reminded the members that last year $522,760 had been spent on public instruction.This amount oovi Government aid riven to higher education, secondary education and primary education throughout the province.In Ontario.to the contrary, there had been spent in 1905.a total sum of 2,161,236 for education in general.For primary education alone the Ontario Government had spent $882,457 last veer.The vital question of teachers\u2019 aalarien lu thin Provinces had not been solved, So long ae teachers\u2019 ralarien remain.od as at present account of the debta contracted by Liborale before 1891 and paid afferwarde y Conservatives, which totalled sa amount of §3,046,« 911, and which, had been paid by C'on- secvatives without interfering, with diforent Government departments, Notwithstanding theses debts, the Con: servative Government put an end to the \u2018extravagances of the former Government aud lowered expenditure and during the four years for which they were alone responsible the Conservatives obtained an accumulated surplus of 204,466.Denying the Premier's assertion about there being no increase in tax- sation, Hon.Nr.LeBlanc showed that since 1896 there had besn a total increase of $888,863, Summing up his remarks, Hon.Mr, IeBlanc declared that the account the ublic would demand from Premier uin's Govermment would he a se vere one.During the past ten years there had been no real electoral = expression of opinion, The people had never been five time to recover from federal elections before they were again called upon to go to the polls.\u201cI hope that we will bave a real election soon,\u201d concluded the speaker, \u201cand that the peorle will be given time to study the present political situation.\u201d : Hom, Mr.Weir, risiug to reply, stat- od ba was glad to notive that the leader of) the Opposition was able to deal with facts of the Province na he hed.Last summer the Provincial Treasurer was afraid that Hon.Mr.LeBlanc would loss his important place on\u2019 the left, He was glad, however, that Mr, Bourassa had not ob tained that position and that the member of Laval was stil! occupying it, Proceeding Hon.Mr.Weir excused the increase in the department of administration by claiming that in the last year of their regime the Conservatives did not have enough money to pay their employees and that was the reason for the saving.Excusing taxation, 4 said.that no provino could manage its affairs without it.Very few naw taxes, indeed, had been imposed on the province since the Liberals came into power.He claimed that a large pars of the increased liabilities of the Government might be attributed to the Paris loan.He taid there had been a wiser administration of the departments of forests and lands under the Liberals.The supcession tax he claimed had been imposed so as to be lighter on the poor and a little heavier on the rich, Hon.Mr.Weir concluded by asserting that Hon.Mr.LeBlanc's speeches last summer had evidently been incorrectly reported in Conservative newspapers, or else Hon.Mr.LeBlanc had committed errots in quoted items of Government expenditure, Mr.Gault moved the adjournment of tho debate and the House adjourned at 6.30.It was nlue o\u2019clock when the House resumed business and after adopting a few bills Mr.Gault continued the debate on the Budget, speaking for about half an hour.Mr.Gault critie efzed the Provinctal Treasurer's ~eme.thods of bookkeeping.citing many items of expenditure mentioned in the public accounts without details and concluded by emphasizing the unjust proportion of taxation borne by the rity of Montreal.when Mr.Weir's reply to tbe Conservative leader was principally confined to past history of the Province\u2019s finances under the Conservative regime of 1892-1897, Mr.Perrault followed the lant speaker and also went fully into the public accounts in eupport of his acuments t the Liberal Governments bad always administered the sflaire of the Province au business men.Nr.Tellier was the next speaker and w the past Conservative administrations.He remarked that judging from the arguments of the Government's supporters one would be lead to believe that the electors of this Province would be soon called upon to decide on what the Government had accomplished in the past, while nothing was said as to the future.There.was one thing that business men in this Province could not understand and that was that both sides of the House could not agree as to the financial condition of \u2018this Province.Both parties apparently looked wpon the public accounts in a different licht, one claiming a surplus while the other claitoed a deficit.In this Province parties did not appear to agree as to what was a surplus or a deficit and how could they expect the electors to form an opinion, when their representatives could not agree when thev had the public accounts in band.Naturally enough the people of this Province must come to the conclusion that there was something wrong.The member for Joliette, like the preceding speakers, went into the pub ic accounts under both administrations und arrived at the .conchwion that under the Conservative regime plus had been shown.The Conservatives had come into power in December.1892.but what had been done from June 30th of that year under the Liberal administration should he also shared by the Liberals and the Liberals took over the affairs of this Province in the month of Mav.From 1898 to the month of May.1897.the Consarvative Govermament showed a vearly surplus from $178,000 to $492.000 and these \u2018figures were taken from the public norounts.Between 1892 and 1807 the Conservativen had spent 81.- 500.000 for extraordinary public works while during ten yesrs under the Liberanl administration only $520,000 had been spent for the same purpose, Tn 1893 the Conservatives had increased the revenge by taxing
