Sous un titre qui a varié (Morning Chronicle, Quebec Morning Chronicle, Quebec Chronicle), un journal de langue anglaise publié à Québec qui met notamment l'accent sur l'actualité commerciale et maritime. [...]
Fondé en 1847 par Robert Middleton et Charles Saint-Michel, ce journal est d'abord connu sous le nom de Morning Chronicle. Son programme éditorial est tourné vers les intérêts britanniques, ce qui plaît aux conservateurs et aux impérialistes. Toutefois, cela n'en fait pas une publication politique pour autant puisque l'on y évite les longs éditoriaux et les sujets polémiques, probablement pour se différencier du Quebec Gazette, ancien employeur de Middleton et féroce concurrent. Le contenu est plutôt centré sur l'actualité (majoritairement en provenance d'autres journaux anglais et américains), sur la vie commerciale et maritime, ainsi que sur la littérature (peu présente pendant les premières années). La ligne éditoriale du journal est définie comme suit : « [.] in the management of The Morning Chronicle we shall, therefore, begin by simply declaring, that, as we glory in our connexion with the British Empire, it will be our undeviating aim and unremitting endeavour, to create and foster a cordial attachment to those time-honoured institutions which have made her so illustrious in the annals of the world ». (May 18, 1847, p. 2)

Sous Charles Saint-Michel (1849-1860), le journal devient le porte-parole des aspirations de la bourgeoisie commerciale anglaise et les sujets politiques prennent une part plus importante. L'esprit protectionniste, rattaché au torysme, teinte la rédaction. Durant la période de la Confédération, le Morning est utilisé comme tribune pour faire la promotion des idées de John A. Macdonald. Toutefois, l'attrait premier du journal reste avant tout la vie relative au commerce. En 1874, une fusion avec The Quebec Gazette met fin à une concurrence jugée ruineuse. Fondé en juin 1764, c'est l'un des plus vieux journaux d'Amérique du Nord. Une nouvelle entente survient en 1924. Pour mettre fin à une concurrence qui les affaiblit, le journal alors connu sous le nom de Quebec Chronicle and Quebec Gazette et le Quebec Daily Telegraph (fondé en 1875 par James Carrel, il défend les idées populaires et est reconnu comme étant libéral) s'associent et deviennent le Chronicle Telegraph. Les nouvelles prennent une place prépondérante dans les colonnes de la « nouvelle » publication. À partir de 1934, le journal est connu sous le nom The Quebec Chronicle-Telegraph. Il paraît toujours aujourd'hui. tie up, while there is no current to speak of.It was stated by the steamship authorities yesterday that the wharf was so convenient of access that the Empresses could probably steam direct to the dock without ro quiring any tug assistance, In addi tion to this the C.P.R.has a loop fine around the whole duck front, spurs running down to the river at vither end, aud being connected with a line along the wharves, so that the uddition of very few side tracks and switches would equip it for handling freight.Ever since the question of moving the Empresses from Quêbec came up the \u2018Three Rivers June last, this excess was $25.081,013.79, which gave a reduction of $410,644.37.In this latter statement was included the sum of 81,117,675.42, being the amount by which our funded debt wax increaned through the convervion thereof, under the policy adopted just prior to the advent to power of Hon.Mr, Marchand, so that the real net reduction of our liabilities under liberal administration was $1,528,514.70.The total decrease of the liabilities in the year 1906-07 had been $627,187.91.In concluding.the Hon.Treasurer thanked the House for the patience with which it had listened to his re- congratulating the Provincial Treasurer for hin moderate speech, which was remarkable for the absence of definite figures and which was almost as fantastical an those already given by the Treasurer on of Hon.Mr, Weir's.The member for Laval, documents in hand, made a comparison of the ordinary expenses of the lant Convervative Government with those of the present administration to prove that in nine years the expenditure, under tbe Liberais, had been increared by over half a million dollars a year.There had been a gross increase of five million dollars within that period.remarked the member for Laval and the Government had very litile to show for it.Continuing, Hon.Mr.LeBlanc remarked that Premier Gouin had knowingly deceived the electors of this Province.when he stated at Longueuil, Ste.Eustache and Cha- teauguay, that the present Covernment had not incresesd taxation.He bad even falsified the accounts or cise the public accounts were false, they had to choose between either, (Cries of order ! order 1) Hon.Mr.Gouin raised a point of order, protesting against Hon.Mr.leBlanc\u2019s remarks, and the Speaker remarked that the member for Laval should not argue upon such questions without producing something to prove that the figures, given on those oc.canions by the Premier, were false.Hon.Mr.LeBlanc continued by re marking that he did not allude to the speeches made by Premier Gouin in the House, but to those delivered by the latter before the electors, and he defied him to repeat those speeches here.Notwithstanding what the leader of the Government had stated, at Longueuil and eleswhere, he (Mr.LeBlanc) still insisted that the Government had increased the taxes, Hon.Mr.LeBlanc remarked that be waa obliged to point out those facts and may have been carried away further as possible.Hon.Mr.Gouin, in making these assertions, may have been ived himself, but he had not given the electors the true figures as the appeared in the public accounts.The Speaker here remarked that he did not think that outside spesches should be referred to in this diucua- sion without being supported by figures.Hon.Mr.LeBlanc, continuing his speech, declared that the increased taxes had produced more revenue than the assumed surplus, and gave de tails of the expenditure under the Liberal administration during the past nine years, remarking that although thean details were taken from the publie accounts, they were different from what Premier Gouin had given out to the electors.Hon.Mr.leBlanc, in continuing his remarks, stated that he would move the adjournment of the debate, and when permission would be given him he would prove what he had said that afternoon.He had spoken an the member for Laval and considered it his duty to protest or to pass es an accomplice or a dupe of the Government.He then moved the adjournment of the debate.Hon.Mr.Gouin had no objection tu this adjournment, but remarked that in all his parliamentary experience he had never heard such an extraordinary speech ar that of the member for Laval, who had stated that he had given false statements to the electors of this Province.He had silways given an honest statement of
