——— —— 2m QUEBEC, DECEMBER 16, 1907, THE BANQUET TO GENERAL WILSOW- The Garrison Club of Quebec has besa the scene of many banquets, some ol them, more or less, his al œ epoch marking in characier. That on Saturday evening last when the members of the club gave a dinner to Major-General Wilson on the i of his vetirement from the position of conumandant of the Fortrves of Que bec, held by him for so , may be said to La of this natithe, for it commemorates the ocoupanay of that important position by a Cena dian officer.Time was when Qusbeo was a great garrison town, under the French, as well aa the English regime, and many of us can remember whem the garrison consisted of two regiments of infantry, s brigade of artillery and a corps of engineers.To-day, unfortunately, the garrison is sadly reduced, but although our Cana dian soldiers are few in number they hold their own in appearance and discipline with their predecessors and models.of the Imperial forces.‘The title of commandant of the fortress may not bave the same sipuificance as in the old Tmperial days, but it awakens memories of great men who have held office in the Gibraltar of America during more than two centuries.Frontenac, DeLery, Montonlm, DeRamesay, Murray, Sir Guy Carleton, the Duke of Kent, Sir John Colborne and many illustrioud officers of the British Army since their time, have been in command here, and have helped to make tho history of the continent. The guest of Saturday night's banquet is no featherbed soldier. As the genial chairman remarked, he won his spurs at Abu Klea, and was not far from the front when the first British gunboat steamed up the Nile, only a few hours after the heroic Gordon walked down the steps of the palace at Khartoum and calmly met his death as a brave soldier should. It is good for us in Quebec to Te member these things. The history of the whole continent springs from the old rock.May our sons always be worthy of their origin and of the two great nations from whom we come, and when thoy have done good service, as did the guest of Saturday evening's banquet, it is right and proper to acknowledge it.THE VISIT OF TH: SUFFRACETTFS.Our cousins across the line have fallen upon bad times, and are @- | periencing a streak of bad luck for which they merit the profoundest sympathy. They can scarcely be said to have wholly recovered as yet from the effects of the lata financial crisis, and av in a state of mervousncss, which renders them little able to withstand the least shock of further trauble, yet just at this critical pertod of the convalescent state, they are threatened with a visit from the English suffragettes, who proclaim their intention of ondeavoring to influence public opinion in their own country by exciting the American intercet in their movement, baving failed to arouse English sympathy: in fact, baving done “just the contrary, and quite the reverse.” Their plan of campaign is to in fluence the Government to listen favorably to their demand by making it impossible for goygmmont candidates to hold meetings until this is done.A large number of suffrageites, sey from one to two hundred, will at tend the mecting of a supporter” of the government, and cngage in con tinual interruption.“They make,” says the Toronto News, “there interruptions individually, and one hy one,” each interrupter in turn “carrying on’ until, after due maidenly resistance and feminine shrieks, she is ultimately carried out as a disturber ol the peace by à stalwart guardian thereof, like a dressed lamb.or sometime, if tho lady is “fat, fair and forty,” by a couple of them, like a dressed cow.As one or two of these little incidents would only be a plsas- ing interlude in an assembly of horrid men, and form à sort of vaudeville entertainment to set off the more solid business © the evening a sufficient number of sufirageties attend each meeling to provoke disturbances until the organizers of the gathering, the audience and the policemen are worn ont.The plan bas been very successful so far as tho breaking: up of the meetings goes, hut as an at tracter of sympathy it is not too much to say that it has been a pronounced failure; indeed most people ‘have gone so for as to regard the ladies as an intolerable nuisance, and to say so when they think they are at a safe distance. At first sight it would not scem to he to the credit of British chivalry thet any objection | éhould be raised to throwing arms of manly protection around a delicate female and chesyiog her out from scencs calculated to excite her apprebensions to a place of wecurity, cvon if the process only involves her rescue from an elcotionerr- ing meting and depositing her in safety the sidewalk, or, if che is very eal, in the police cella ‘for protection.” The occupants of the gollery in a theatre take @ lively interest in the scene in a melodrams, where the hero bravely carries tho heroine from a blasing tenement, and greatly upprove of the way in which she clingd to his neck and spasmodically kicks: Whv should it be other wise in the case of the suuiragettes? The reason, it is ic be fearsd, is that while the melodrama heroine ls very lovely, young, and slim, the sufiraget- tes are, to put it mildly, rether de fierent in these attributes, and there is not any romance to be found in embracing and carrying ebout a couple of hundred-weight of shrieking and kicking [leminity.Indeed it is whispered that the sulfragette ides has arisen eatiraly from the diffioulty of getting hugged in any other way, and bas really nothing at oll ‘to do with politics.Wo shall wait with great interest to learn what plans the suffragettes will adopt to secure tho sympathy of our American cousins. They will be a Lit tle too late in the day, in some re spects and a little too early in others, to be able to disturb electoral meet ings in the states, and experience the difference of huadling of a New York Cop, compared with that of à British Bobby, and we take it that the great qlaim for sympathy is based on this outward and visible sign ol masculine brutality end oppression, or will they hold meetings of their own, and bire the police foros to make a series of irruptions and carry off the speaker of the moment in the middie of one of ber most eloquent periods? It is evident that to effectually arouse the popular American sympathy object les: sans must be given of the treatment to which the suffragettes have been subjected at home, and we should feal inclined to recommend the latter method, as it is very likely that the more the ludies talk the more the American public also will be inclined to regard them as an intolerable nuisance.mtn A MARVELOUS MINERAL- The Baltimore Sun has discovered Roosevelt accomplish before he finally retires into private life. This is the ennexation of Peru, where, it is re ported, a new and wonderful mineral has been discovered which will totally revolutionize modern naval wariare, snd eiable the governments fortunate to possess it, and wise enough tw armor plate a second-class: cruiser with it to sink the combined navies of the world il oocasion should arise. Our confrere says.— “The report comes from Now York, the fountainhead of so many remark: able reports and incredible things, that a sample consignment of a newly discovered ore has arrived at that city on the steamer Planet Venus, which sounds like the name of a msteor or comet or some other celestial craft. This remarkable ore, it is said, if used in the armor of a battleship, will have the effest that was obtained upon Achilles by dipping him in the River Styx.Only, the operation will be more carefully performed by our naval constructors than that by the divine mother of the hero, who left one wvul- nerable spot, which was finally discovered by the hostile arrow.has not yet been named. But it is confidently asserted that ite use in the armor plate of a vessel would make it so impenetrable that a shell from a 16-inch coast-defense gun would re bound harmlessly from one side.H this vision ie verified, what will be the result? Will it be that a battle ship so protected can steam by our most formidable cosst defensés end sustain no damage?! Will she be able to shed shells as a duck’a back throws off the drops of water that fall upon it?We had once in our history 8 battle between two impenetrable ships. That is, they were impenetrable by the artillery of that day. This was the battle between the Monitor and the Virginia in Hampton Roads.Neither ship succeeded in penetrating the armor of the other, and but for other troubles they might have continued to pop away at each other until thé end of time. The only.mins where the wonderful and unnamed ore is known to exist is said to be in Peru, and its exact location is secret and unknown. What ie the duty of President Roosevelt in this emergency? It would never do to let this precious mine got into the pos vession of Japan or any other foreign land,, because that would enable such a fortunate nation to equip 8 fleet which could sweep other war ship from the boso of the ocean down into the locker of Davy Jones, while it would be impervious to the projectiles of the 12-inch guns of Admiral Evans’ best fighters.Tt could, moreover, laugh at our oosst defenses and sail into our porte and destroy ali our principal citles. What is our plain duty in view of this thresten- ing situation? When civilisation end the commerce of the world demanded the construction of the ocenal My.Roosevelt found it to be his plain duty It is now also his plain duty to annex Peru and its precious mice ot ermor.BRITISH A D DERMAN WAGES Very interesting reporte have reomt- ly been issued by the British Board of Trade and the German Minister for the Interior, respectively, on the subject of workmen's Wages. From the report of the former it would appear that another turning point has just been reached and peesed in the indus trial conditions of the United’ King: dom. From 1807 to 1900 the tendency of wages was upward until what seemed to many an excessive height had bon atinived.Thea came « turn, and for five yoers the movement level from which it started upward. Now, it is said, avotiter change has another plain duty for President |; This wonderful ore is so new that it i was downward, but did not reach the PRICES: addition, they obtained a reduction in the hours of labor.Another upward tendency in the wages is now observed, and it is expected to seption.attention durin, Parliament, rd that much will be soon in this direction.Senate war one of the planke in - per house is to-day more of a out political hacks.jeform in question appear to be workeble or fully of Commonsis compelled to admit that there the agricultural industry forms an ex | PIES NING} SENATE REFORM.The question of Senate reform is likely to engage some the present session of ough it is improbable soeomplished very orm of Liberal platform of 1598, but the up- chine for registering the decrees of the vernment than ever before.Of late t has simply became a refuge for of- tics seekers or disappointed or worn: of lth however, ona that cannot easily .a 1 have been suggested, but sons ol Ten a oeptable. An eleotive æsnate would be quite as partisan as the elective House “ A limitation of the sen: atorial term would only have the o- fect of keeping the lower and upper MONDAY.au EXCLUSIVE IN STYLE NOT EXCLUSIVE IN PRICE ~ Our Furs are priced as fow as Is consistent with quality, ft # finish SPECIAL OFFERING ST 12 Persian Lamb Jackets Plein #9 Trimmed $S55-S75-S95-S105-$S1253 end upwerd Holt, Renfrew» Co.JUST RECEIVED The King’s Game DIABLO - S.J.SHAW & CO, — Everything in the Vistualling MARKET.deo.18x10.DEF.CHAMPLAN vacancies.A emor Gener: su , but this would wo ons composed of thoro! ing - dent men representative of to bring ebout an Te Jecbabilit is a mai Years necessity taf se A that {be~country « provision that the political fall" ttes D active fin emate, but even this es the other.—Moncton Times.senator stand out prominently.ONTR Smith Conorete Mixers Austin Rook Crushers Sueyrys wteam Shevels New Ers Graders Moisting Engines Oerrigs Wire Rope Wire Rope Brooke Winehee Telsphdne 769 ACTORS WHEN PLANNING THE PURCHASE OF MACHINERY cre SHOULD INVESTIGATE OUR LINES AND Spin nine Whee! and Drag Serapers Whee! Austria, varia, and Bwitseriand have thousands of spail farms, whare the famous ebcargots are raised and fattened on vine leaver. The demand for snails in France is {ar too great for the supply to be left to , and thus it comes about that sual farming is an important industry, Paris alone consumes millions between Bepteurber and May, when these Jittls creatures are 5 their beat, says the Washington ost.S Coming u a French, Italian or German snail farm unexpectedly, one would oot suspect ite identity, for below the low wall or fence intended to keep the snails within bounds, little is visible save boxes and calbages by the thousand. And in the daytime you might spend hours in walking around the farm and never ses a sin- glo snail.in the cool of the evening you could not kick a cabbage with- ou, dislodging a score or more.je boxes are six feet in length three feet in width, and run m hy rows a yard apart.Around each these shelters, which are only a few inches high and have sloping roofs so that the rain may flow down into gutters at the lower ends, rows of big, leafy cabbages are planted. At Orgeloh, in the Jura Mountains, is a farm containing 1,700 shelters, each containing a pretty lively family of two thousand snails. Here there were three and a half isillion snails altogether, and they have 68,000 cabbages to feed upon.Tho interior of each box is lined with a bed of dry moss, and here the enails slumber in peace and safe from the sun, coming out at night to feed.During the four years it is neccssary to keep them in order to fatten them up for market they eat many times their own wuight in green stuff.Indeed, they are s0 voracious that in a single night in the wet scason a hundred thousand of them wil consume enough cabbages to fill up a market cart twice over. Before sunrise ti form is a busy sight, for scores hands are out collecting the svails and putting them back in the boxes that they may be protected from the heat of the day.Only two kinds of wnails are eateh, the gros blanc, or saail of Burgundy, native to the vineyard districts, and the petit gris, which comes mainly from the Pas de Calais region. The dormer is much larger than the latter.Prices in the wholesale market vary very mueh, according to the season. Thus, between April and May, the gros Mblancs fetch from $1.76 to $2.25 a thousand, and the petit gris from 41 to 60 cents a thousand.ut from September to the middle of October the big Burgurdy nails fetoh from 92.50 to $3.10 a thousand, and nearly $4 a thourand from October to Aprilia readily indicated by the markin Pres Eantigrade, and to long ti, > so is not exceeded they may H, however, a of warmth deludes them order to imsure a supply in months when they are mostly in de mand, and when it would be difficult to find them il they were allowed to roam at their awn sweet will.Since they are sestntially a cold-weather dish, retail prices fluctuate with the thermometer._ In great cities in Europe you will come upon stores devoted entirely to this delicacy, and ornamented by an immense gilt snail over the door as a sign.Huge tubs of enaih nn the rough are displayed, and there are besides dishes of carefully prepared molluses all ready for eating. These have been first cool then extracted from their vhells, and nel: myfnoed The meat is then mixed wi bhtter, chopped sley and herbs, and finally, the shells, trimmed and made stuart, are refilled with this prepared paste. The most popular snails today come from Dijon and Macon, in Burundy, where they are fed on vine ves, and the parks, as the local mail farme are called, open their gates in the month of August, when the little creatures bestir ves actively.Men search for them in moes, at; the roots of tress and below ! walls surrounding vineyards and | woods. The sails caught are de | posited in parks.which are merely | grassy plots of land surrounded by walis to prevent the snails from escaping. And they are ird diligently from August to the end of factory work where elec- trio power was used to drive thema- chinery. It began on Friday night, and all day Saturday tbe street cars were put out of business. However, the difficulty has besa overcome, and yestetday the cars ran as usual. The recent thaw covered off the surface, ice in the Monmorency River and Friday night ponditions were just right for soft floating ice to form at a re markable rapid rate.‘This floated wn the rapid Montmorency and caught against the screens in front of the flume to such an extent as to completely shut off the flow of water to the power bouse. In fact, there was so much of this ice and it became so firm that the workmen eould stand upon it.Men were kept continually busy digging it nut, and as it formed so fast and was so deep they could make but little headway.Of course, this stopped the generators in the wer house. The same difficulties are ing experienced in other.places, notably in Montreal, where there was a narrow escape from a water famine.Just as soon as a thick coating of ice formed on top of the water the difficulty was at an end.ARTILLERY SCHOOL Will Commence at Quebec on Fourth of Next Month, A militia order just issued at
