accident was due to a rail “‘turning in.” It appears that this rail, which was an out side one, must have been out of plumb about an eighth of an inch. The sharp flange of the electric train caught this and twisted it inwards.Had it spread tend of twis inwards the acei- dent never would have happened. This twist threw the first car off the track, and into the water. The result was that the second and third cars were dragged with it.While the third car was descending the rear portion of it wiruck a piece of the sbatment, hung thers for a short time, und then slid into the train, got off at Pleasantville for no other reason than that sc.ucthing told them to change their ‘minds about coming to Atlantic City. They heard of the accident afterwards and came over, thankful.that they did change their minds.Ahout fifteen people yot off at Pleasantville, they say, vut 1eatly ss many more god aboard, They say fully 100 passengers were almvard, a great many women.John Gardes, of this city, wan on the train und escaped by crawling through a winiow of she rear car amd swimming w.herse.The man who attends the bridge, in speaking of tha accident, declared that the bridge had beer open about 80 minutes before the train came along.A yacht passed through. He says that he saw that the bridge was property cloted and that the tracks ad been inspected. He canpot explain why the rails spread as they did.A man is lying at the hospital named Vincent, residence unknown. His skull in fractured. He in dying.Coroner Gaskill hurried to the scene and made a gave several passengers an opportunity to Jesp into the water before the car was altogether submerged.Motorman Scott stuck to his post and went down with his train.Conductor Curtis also perished. The third trainman, Brakeman Wood, proved himself 8 hero. When the train left the rails and was bumping over the tiew Wood ran to the rear door of the last car, threw it wide open and held it for resting on the cribbing under the draw bridge. The draw bridge was found properly closed and locked, the signal showing a clear movement.Tla track was ih good condition and until the cars can be released out of the water it is not possible to determine the couse of the accident. It was tiecessary to procure divers before the train could be raised and these are now working on the Wreck.Divers not being available in Atlantic City, they had to be procured from Camden and Philadelphia.General Manager Atterbury with a force of assistants ig on the ground and every effort possible is being made and the other is a supposition that “the rails were not properly locked .when the draw bridge was closed after .a pleasure yacht wMth had just passed through.Daniel B.Stewart, the bridge tender, exact number. He had vightyeight tickets in his possession when he wan brought to this city, but he thinks that several tickets were dost.On leaving Westville, the third rail electric current was that his troubles may be expected, and conflicts of an ex- ciling character may occur on matters of the greatest party consequence of which the result is not easy to foresee. The two most important measures, which will be brought before Parlia mont during the present session are the Education Bill, and’ the Workmen's Compensation Bill. The former of these was passed by the Commons last session in a form extremely unsatisfactory to the Anglicans, Roman Catholics, and all who wish religious instruction to be given in the public schools. There has been a great deal of popular feeling since exhibited on the subject which may encourage the House of Lords to modify the bill 40 such an extent as to make it unrecognizable, and if the Government declin- os to accept tho amendments to throw it out altogether in the hope of bringing about a dissolution and an appeal to the people. The recent decisiom of a court on the principal points in disqute, that the time oomsumed in religious instruction was mot to be paid for, gives eolor to the contention of the Opposition that the present Education Bill is unnocossary and superfluous. The Irish members of the House of Commons are also manifesting an opposition to the bill which must have some moral effect, and, in any case the fight is likely to be a bittar one, and may produce some unportant results, The other measure, which will divide the Government's supporters, and may even imperil the Government's exist ence, is the Workmen's Compensation Bill, which appeals to the Labor party, and more particularly to the Socialistic wing of that body.It is & tolcrably extreme measure oven trom the point of view of the Radical section of the Liberal party, and is not vegy enthusiastically received by any but the Laborito extremists, but the Labor members insist on Île passage by the Commons, and have not hesitated to punish the manifest reluctance of the Government by opposing the Government candidates in bye-cloctions during the recess, and in one or two instances, securing their defeat, Jt is believed that the Lab orites will continue to demand the passage of (he bill, coute que coute, and make such action the test of the reality of Sir Henry's loyalty to the wishes and interests of Labor.Other questions that will engage attention are Home Rule for Ireland, the Merchants’ Shipping Bill, and the Transvaal Comstitution.16 ie asserted wilh confidonte in some quarters that the session will not end without Ireland having obtained a substantial in.«lniment of sclf-government, pledges having been given to the Îrish members to thin effect, and ons story has it that it is to be established in sub: stance, by enlarging the functions of an existing Irish Board or Commisdon, Another version has MK that a bill will be introduced to set up provincial authorities with large powers, Dublin on which Home Rulers insist, A third view je that 4 declaration of Irish policy will be made toward the end of the at but action will he deferred till a later date, the Irfeh leaders affirming meanwhile that they will bs content with nothing shord of complete Mome Rule. The Merchanite’ tit atop short of the Parliament in, convicted on a trumped up charge of treason, he guarded against a similez fate by declaring in court:—“I would have the people know-that if there be found in my cell the rope of Piequart or the razor of Henry, I have been assassinated, for a man like myself cannot for am instant think of suicide.” It is not strange that there should now be consternation in some circles of the Froñoh army, for Picquart not only knows where the weak pointe are to be found, and who are the dis honest and seli-seeking officers, but he knows also how.to deal with them, and is utterly fearless. In view of the prospective trouble over the em- forcement of the separation law in December, M.Olemenceau: will ‘need the services of such a Man.The only other appointment which has special signification as regards the controversy betwesn France and the Vatican is that of M.Briand, to be Minister of Instruction, a position which he held in the Sarrien Cabinot.By retaining M.Briand, M.Clemenceau retains practically the whole Socialist vote as Briand is committed to the strict enforcement of the separation law.Last ‘August he was quoted as saying that the law will be applied as it stands, that there will be no negotiations behind the scenes between the French Government end the Vatican, bus that the Government would take very good care to “have no martyrs.” It has not yet heen made plain what M.Clemenrcau meant when he declared for moderation in applying the law unless the explanation is to be found in this last state ment by Briand that there would be no martyrs.PRESS OPINIONS, OTHERS —This is an THINK OF age of speed. In the rèce after suc cess, we think we have not time to attond to the little amenities that go wo far to make are at least as strange as fiction, says Lon- “h picture had bat curi ures tongues what curious stories of wanderi and edventure some of them could tell! Take, for instance, that magnificent picture of Titian, a canvas sixteen foot long and seven Jeet high.ting the en tombment of Christ, which was lost for centuries, only do some to light in a church which was found, alter generations of disappearance, in the cottage of a r widow at Como.Piece by piece it was possible, with much difficulty, to reconstruct some of the history of this treasure of art, and a strange story it is.At one time it belonged to the celebrated Cardinal d’Este, Ariesto’s patron, from os hands it passed into those of another cardinal, Luigi d’Este. At his death a priest of io became its owner for the r@iculous sum of a sovereign; and he, after refusing thrice this sum for it, presented it to the Duke Alfonso d’Este, who in turn fer it to the Princess Margherita Gdhzaga, his niece, .When the princess died the picture aed, we the Duke of Urbino, and m ta of its hi nothing wy P1666, when more was Heard of it until the Duke d’Este on bis quest employing svery means th spiritual and mental, he was forced to shandon the hopeless task,” and now, two and a half centuries later, the long lost picture has come thus strangely to light.A few years sgo one of Albert Durer’s masterpicces was discovered.dust wumotherod and despised, among the lumber in a granary near Courtrai. The farmer—a woman—took it into her wood.” rhe painting was and submitted to an expert, who re cognised it As n Durer which had been stolen from the National Museum of Munich many years earlier.Among some old canvasses which were knocked down for the equivalent of a few shillings at an auction sale at Rome to Herr Hunterspergh, a Tyrolese restorer of old pictures, was a very inferior picture of flowers which was practically worthless. The pected that tnere might be another painting beneath the surface ment of flowurs, and by skilfully removing the layers of paint he revealed an exquisite work of C io, which" he later sold to Lord for £1,500.Lord Crewe has among his art treasures a valuable canvas, of which the following romantic story is told: — Many yoars ago onu of his ancestors had a picture painted of his son and daughter, the former, who was very young, being presentud as a Cupid. In ater years, when the eon had grown ristol father, and, by way of revenge, cut the Cupirl ne* of the canves. For a century nothing was seen of the ion of the picture thus removed, wi it fell into the hands of a dealer, who restored it to the then head of the house.A similar mutilation was practiced on a valuable painting, “The Field of the Cloth of Gold,” the property of Charles I.When Cromwell negotiated with a continental dealer for the sale of the royal pictures it was found that the head of Henry VIII.was they were supposed to guard the de partmental buildings owned by the rovince, and do duty outside the city imite in all parts of the province when their services were uired, but in no way to interfere with the dut ies of municipal police, when the latter were able to cope with the situation.Iv, however, there seems to be an inclination on the part of the Provincial Police to interfere with the Quebec Municipal Police.Thix war made manifest Jast summer in the cae of the Louise Docks tragedy, which ro sulted in a conflict with the city police sad caused the latter to sulk and keep to themselves evidences that might have hel the Crown in its prosecution of Cowan, who was acquitted at the last Criminal Assim. On Saturday last the provincial police again sought to interfer with the city police and even went wo far as to proceed to the City Hall station and demand that the custody of George leCouteur, arrested by Detective Thomas Walsh, be entrusted to them.Such interference ie uncalled for and is aure to crente à bad freling be tween the respective bodies of peace guardians. If the povincisl police are disposed to do provincial duty they could find lots of occupation in look ing after the thieves who are terrorize ing the rural districts almost every dav by burglarieing presbytecies, ete, Only a week ago the Presbytery of St.Loute de Pintendre, was enterrd and robbed by ance ta LeCouteur’s remarks, eapecially as he knew him to be Chiel of Police ut Thetford Mines, and a man of good repute.LeCouteur, however, produced a revolver, and snid he had killed his wife and had committed the dint with that weapon, and was on his way home, and afterwards would give himarl up.als Detective Walsh realizing that some a i this country whem a young mam, and : fold he Quebec municipal police. He did duty as a guard pesca for the ¢ity of re, ahd whi known by ‘every mem- of the foros .as a quiet, respect able man, me twenty-five yours he re sieved from the city Police.and be canfe idmtified with a email police force organized to keop the peace at the Thetford Mines. In thews days avd for some years afterwards, there was quits a lawless aggregation of men working and residing in the vicinity of the Thetford Mines, and Le routeur, with his little band of men, after t trouble a a splendid show of bravery, managed to establish law and order, that raised hic very high, in the estimation of the authorities arid people of that district, aud for years he han held the position of Chief of Police in control of eight men at Thetford.Chief TeCouteur always lived in Quebee with his family, and when not on duty at Thetlord, passed his time in Quebec. He was a good A indulgent father and always considered an excellent husband. But it appears a change came over him within the last two or three years, especially in his home like, which, however, was not known or even observed by his intimate friends.Tt is said that his treatment of bis wife was cruel during the last couple of vears, and went from bad to worse as he grow .Puring the quaumer monthe his wife, whose Maiden name was Katherine Farran, and a native of Ireland, expressed a -desire to visit the place of her nativity and her relatives there, efterwards expressed a wish or insintance to accompany her, but she would not agree. Finally, Mra.Couteur took her departure for Treland, and a short time afterwards he was seized with the idea of following her, and no persuasion could hold him hack.Without communicating his intention to his wile, he set sail for Ireland, and when he reached the other side he found that hin wife had returned to thing van wrong demurred, saying the matter was too serious to it | him fig home, that he woul first have to go with him to’ the station house and explain matters.LeCouteur consented .ami walked quietly with Detective Walsh, and when they rea their destination, where the crime was known, the prisoner was searched and | placed in the padded cell.! As soon ax the seriousness of the situation was realized the Garrison Club bell boys with great presence of | mind started off in Efiereut directions in the interent of the victim, x, 1 Busriere who heard the explosion of the pistol shot, looked out of the club window and rushed to the scene, together with another employe and ran ‘to find medical arsistance.Alex.Kirkwood burried down to the St.Patrick’s Presbytery and brought back to the scene Father Delargy.>S8.R., while John Bresnshan followed the murderer down St.Louis street, in order to give him over to the first liceman he met and kept shadowing im until Detective Walsh placed him under arrest. When summoned, Dr.Carter and Sur- geon-Najor Brousseau, hastened to the assistance of Mrs.LeCouteur and did all that medical science could do to save her lile without avail, and when thay raw that there were no Lopes and life Gnally extinct, Dr.Carter remarked that her death must have heen instantaneous after she received the bullet wound. The Coroner was notified and the hody of the deceased shortly afterwards removed to the morgus, where the inquest will be held to-day.MOTIVE FOR THE CRIME.The unfortunate tragedy was the talk of the city Saturday and yes: i terday, and every person acquainted ‘with TeCouteur is at @ loss to me- count for the motive that should | tempt him to commit such a terrible ‘crime.Be is well known in Quebec and the Townships, and every person i who knew him speaks well of him, and the conclusion come to is that the rgan's mind must be unbalanced. There are others, less acquainted with LeCouteur, who will listen to no excuse for the crime, which they stig- Carada, and in fact be had crossed her on the ocean. He then set sail for home, arriving in Quebec not more than a month ago.and front the time of hin return to the day of the trag- ohed edy made: life miserable for Mrs.Le- Couteur, but she kept her troubles within her family.Tt is said that he was cruel to his wife on Friday evening last, and later in the night she went to visit hér married daughter, who had just given birth to a ‘child, and slept at the latter's house thet night. She left ber daughter's house in Montcalm ward for her own home at panied by a younger daughter, and on the way to reach her own home situated in Famille street, turned down the Enplanade. She had omly reached’ the first bench quite close to St.Louis street and opposite the Gar rinon Club, when she sat down to rest and meditate over the death of ber son, Roland Lecouteur, who went to fight for his Queen and country and was killed at South Africa. The Soldiers’ Monument, locsted on the Esplanade, was responsible for her retrospective mood. Her son Roland's name was among the heroes inscribed on the monument, and no doubt a ntother's love for her departed son caused a moment of emotion, and perhaps 8 reflection of.happier days, in contrast with the present.Three people rat on the same bench, mother and daughter, and Mr.Horace Tetu, when suddenly George LeCouteur came upon the scene. He approached from St.Louis street, and seeing his wife and daughter sitting on the bench, walked towards them and sat beside his wife, A moment later he stealthily drew a five chamber, double action, 32- calibre revolver from his coat pocket, and placing the weapon close to the upper part of his wife's neck, under her left ear, fired. The bullet, it in thought, cut the jugulsr vein, and coursed upwards into the brain, and his violim sank back in the seat speechless.Misa LeCouteur, who had not obeerv- ed her father's action, or suspected mmtize as dagtardly amd unpardon- nble, while others advocate that the Government should immedintel ap point medical experts to watch - him daily until he ic brought to trial, in order to scream of terror, and then placed her arms about her mother an if to proteet her i from further violenca. The pistol shot : was heard in the Garrison Club, when { Capt.Petry and the bell bova and acquaint od with LeCouteur tells the same story jof his respectability, including Detec- | tive Walsh, The latter says he was not intoxicated when he accosted and arrested him, but he detected a smell of liggor from him, which might be produced by the drink he took a few nfoments previously in the St.Louis Hotel.TeCoutvur’s movements during the morning prior to the tragedy are not as yet clearly known. He was seen by several people who knew him in different place in the U iTown. At about o'clock he was re » ing into a ‘restaurant near the Post Office, where he had a drink, ‘but be did not then appear to be in anv way excited.Another gentleman who spoke to him before the commission of the fatal dued, was Mr.Percy Woods, son of James Woods, Fsq., Secretary of the Quebec Harbor Commission, who while on his |v down to his office, between nine and ten o'clock, met LeCouteur at the corner of Berthelot street and walked down with him as far as the corner of the Garrison Club, where the latter met his daughter.LeCouteur seemed to be perfectly sober and normal and chatted with Mr.Woods in regard to his recent trip across the ocean. He made no reference to his | wife except in an incidental way.During his conversation he said he had landed at Li | and gone from there to Dublin.“That's where vou come from,” interrogated Mr.“No, my wife comes in the direction of the Parliament building when Mr.Woods continued on his way down St.Louis street.Tt is stated that the revolver with which the deu was committed .was purchased by the prisoner at a St John street hardware store.Strange to ray leCouteur never lost his coolness even after he was placed in a cell.He laid down on a and dosed off to sleep. In the meantime Detective Walsh took care that no person would disturb him, mot even the Chief of the Provincial Police accompanied by a constable, who came to claim him as their prisoner and take him to the Parlinment House station. The city police, however, would not comply with the reqpiest. The murder was committed within the city limite, and within the jurisdiction of the city police, and they considered it an impertinence on the part of the Provincial Police to intervene until at Jeast the Coroner would interfere and issue structions as to his disposal. The murder was committed ‘at ten o'clock, and at 11.30 Detective Walsh sent the prisoner to gaol on a commitment given by Judge Angers. At the gaol LeCouteur appeared ta be in a highly nervous condition.Dur: ing Saturday night he could not rest and imagined that there
