Titre :
The Quebec chronicle
La ligne éditoriale du journal est définie comme suit : « [.] in the management of The Morning Chronicle we shall, therefore, begin by simply declaring, that, as we glory in our connexion with the British Empire, it will be our undeviating aim and unremitting endeavour, to create and foster a cordial attachment to those time-honoured institutions which have made her so illustrious in the annals of the world ». (May 18, 1847, p. 2)

[Traduction]
Voici les différents titres que le Quebec Chronicle-Telegraph a connus depuis ses débuts : Disponibles en ligne : The Morning Chronicle (Jan. 1847 - Nov. 1850) The Morning Chronicle and Commercial and Shipping, 1850-1888 The Morning Chronicle (Feb. 1888 - May 1888) The Quebec Morning Chronicle, 1888-1898 The Quebec Chronicle, 1898-1924 Non disponible en ligne : The Chronicle Telegraph (1925-1934) The Québec Chronicle-Telegraph (1934 à ce jour)

district this year, not withstanding ite difficulty of access, it being nearly 200 miles distant from the railway at Roberval, and only ne- cessible by canoe or on foot. Most of the prospectors have now come out until spring, and all of them give glowing accounts of the mineral wealth of the district.Mr.Blake, who had ! charge of one of the parties for a |Quebee syndicate, reports that not: ‘only is there an immense deposit of jasbestos and good finds of copper and I gold, but specimens of Cobalt have also been brought in.But perhaps the most important discovery of all is that of a mountain of magnetic iron.Iron ore in this province is almost always titanic, and the great cost of getting rid of the titanium makes it impossible to work, Hence the importance of this discovery of magnetio ore, just beyond the height of land sloping to James Bay.It will be practically all down hill to bring this ore to tide water at Chicoutimi, so if a railway is constructed, this iron will probably | prove to be of the utmost importance to the Province of Quebec and will create industrios in our midst like those of Sydney, in Nova Scotia, and Sauit Ste.Marie, in Ontario. In the same way, the other minerals—asbes- tos, copper, gold and cobalt—should bring about the same wonderful re sults as at Cobalt in Ontario, where ‘on a similar geological formation the imines aro making immense fortunes, and where the rallway from Lake Nipissing to James Bay, built by the Ontario Government, in what many ‘thought to be a venture-some way, ‘is already paying the interest upon its cost.It appears that not only is the Chibugamoo district rich in minerals, but it has à good soil, a climate as good as the Lake St.John district, and it is well timbered.| The Government of our Provifice is not, of course, in as good a financial position as Ontario, but nevertheless it should take some atepe to try to have this country opened yp by railway when fully satislied as to the existence of these mineral deposits. There are seventy million acres of land jo this territory and it would not seem to be unwise to take some means to give these lands a value.THE METRIC SYSTEM, There are two things that trouble the minds of some people with un- wwatying - pertinacity, and, though they may remain quiescent for a short period, refuse like obstinate ghosts to (stay laid, phonetic spelling, to wit, and the Metric System. The former lan just had one of its periodical re- jappearance, and thanks to President Roosevelt, is likely to be laughed out of court for some time, but the latter has been showing signs of life within the last year or so, and, it has been hinted, may become the sbbject of governmental action also.That.is-to say, that there are persons who are advocating the adoption of the Metric | Sydtem as a compulsory, and not as ;en optional measure, ahd the abolition of the present standards of weights and moasures used by the Anglo- Saxon kingdom, The Metric Sydtem bas heen legalised in the United Kingdom, Canada, and the United States, for over ‘a quarter ol a century, and though anyone might make use of it that liked, tho principle, that of decimals, has not been adopted, except in the case of the currency on this side of the water, Its advantages, therefore, may be regard vd as more theoretical than practical, fince with the exception of a few scientists, there has been no general disposition to have recourse to it, and even now there are those who have consed to regard Îts introduction into medicine with favor. In France, which may be rightly called the home of the system, wbvre it has been established by law evor since; 1796, and whore in 1837 atringen£@ws were enacted to compel the use of it under severe penalties, there qas been such a wide spread, though tacit resistance, that the government has been reluctantly compelled to rucognise its existence, and to declare that henceforth it would not consider it worth while to enforce the laws against it, but would instead, Appeal to the patriotism of the offenders. In other words, the in- dusiries end professions in France, which use the duodecimal in preference to the decimal system are so numee- ous that i$ would be dangerous to interfere with them forcibly. The following is the text of the letter: — REPUBLIQUE FRANCAISE, Paris, obtained the desiced result. This appears to by mainly dos to the persisience with which certain bodies of tradesmen son- tinue 0 use prohibited standards and cause therehy the employment of it- Legal weights and measures.I have found, in fact, that in some industries, the advertisements, prospectuses, catalogue, ete., exchanged between manufacturers or sent to clients contain illegal denominations.Manufacturers will no doubé plead that they are under the obligation of continuing to designate their articles in inches or lines and that they dare not make alterations from the present state ol affaies far fear of bosing orders. It ie true that, in certain cases, it is nore a question of the names than of the actual measures for sale of merchaa- dise. But the present result is brought about no Jess by the vexatious customs which hinder the ciforts made by my Department to obtain the suppres sion of all weights and measures other than thoss ef the metric system, os pecially the inch and the line.I do not think i} fs needful for me to give a lis of thw industries and professions which employ the prohibited standards, they are still numerous, and most of them well known to thy members of your Chamber, I no longer think that it is any wes to enforce the strict application of Article 45 of the Order of April 17th, 1639, which orders that all contraventions relative to the illegal standards which are found in publie circulars and announcements shall be reported by the Inspection Department to the Comptrollers of Registration.1 perceive, in fact, that if this procedure were followed, a considerable number of prosecutions would have to be undertaken and cause trouble in commercial and industrial operations, ‘ I have been led, under these circumstances, to comsider whether it would not be possible to modify the present state of affaits by other means than force, and I wish to ask Chambers of Commerce to request their members to use their influence either with the works they patronize or with merchants thempelves, to get them to give up praeticos which are contrary to law.> I am persuaded that they will not bes indifferent to the appeal made to them by the government, on this oc casion, but they will give their the standards used before the creation of the metric system to disappear, 1 shall be glad if you will acknowledge receipt of this letter, a copy of which T am sending to all the weights and measures inspectors, who, being daily in contact with merchants ead manufacturers, will be able to furnish you with useful information with regard to industries and trades in your district in which the old standards are still used.GASTON DOUMERGUE, Ministre du Commerce, de l'Industrie at du Travail, One of the arguments, and a very strong one, in favor of a change from the duodecimal to the decimal system of weights and measures, is the greater facilitation of commercial and scientific standards, but it might equally as will be used in a contrary direction. The great objection to any arbitrary change is the inevitable confusion and difficulty of calculation that would ensue, temporarily at least, and the letter of the French Minister of Commerce and Indusities shows that, if any.change is to be made, the abandonment of the Metric System would cause the least disturbance, and affect a comparatively small minority. The Halifax Herald, thus sume up the case; — The Metric System fs not a good system for practical affairs, It ls very good for a few scientists, but it le not convenient for manufacturers, mechanics and people generally. The voire of scientists is, therefore, not to be taken, in deciding upon the adoption or rejection of this system. It need scarcely he added that even though the Metric System should ba found fairly perfect for use in France ‘(which is very far from the fact), there would still bo overwhelming reasons why It should not be adopted in the British Empire, the United States, or Russia, But for the Eng lish speaking world to take up this proved umsstifastory and ‘mprarti- cable system of France, would’ be nothing short of show madnoss.+ RSS PS AN AMATEUR anniversary of the parish church, com- meneed in 1554 and open to worship in 1536, that is now presided over as pastor by the Rev.A.E.Maguire, brother of the late Rev.John Ma.| guire, at one period of his lifetime as.| sociated with the secular clergy, who had charge of St.Patrick’s Church, this city, during the pastorship of the late Father MeGauran, prior to the church being handed over ta the rev.Fathers of the Redemptorist order now in charge. The parish of St.Columba de Sillery orcupivs a very importaht place in the history of old Canada under the French regime, and every part of ita environs marks an epoch in Indian life and the carly mirsionary work of the Revd.Jesuit Fathers, pioneers of civilization, and the knowledge of God in the beginning of Canada.‘The history of Sillery is closely wedded to the history of Quebec and the history of the latter is the history of Canada. With its fall in 1769 there passed away much of lia glory, but to this day its religious ances and old customs and lawn are maintained, while every street in the city and every thoroughfare in the surrounding country, lined with farms and their quaint buildings, are redo font of the old French regime, which Iasted for 151 years. However, it is not the intention of the writer to delve into the long past and speak of the sturdy pioneers from old France or relate the deeds of the noble .Jesuit circumstances that have aur- rounded it from the time of ita incop- tion to tbe present together with t times and population t preceded it.He said the honorable gentleman he had reference to bad more than or- dina y claims on the parish, which stood by it amd the: le of Sillery i whenever required, nol bo could say without even their knowledge. It was ‘not necessary, however, for him to mention his name, as he was known to every one of tha people of Sillery.i He was born in the parish and known | to them in his school boy days, and his boyhood mischief, as well as his after inanhood and illustrious public | career, and to-dav he occupies one of the highest positions in the Dominion, a very high position that many legal mou aspire to, but very few attain, and he ‘has the good wishes of all his fellow parishioners, for he knew they all felt conf” nt that he would main- (ain his position with all the dignity of the high office, and honor the same as he already hns done as their repre- scutative in Parliament.Chief Justice Fitzpatrick, on rising to speak, was tendered a regular ova- sion. After saluting His Grace the Archbishop, His Honor the Lieutenant Governor and ladies and gentlemen present, he turned to the chairman and thanked him for the kind words be had expressed in his behalf and also thanked Father ire for the invitation he had sent him to be present on the auspicious occasion of the celebration of the parish church's golden jubilee.- He also referred to the presence of His Grace the Archbishop and the Lieutenant-Governor and other dia- tinguished gentlemen present, who had added lustre to the occasion. He specially dwelt on the presence of Myr.in, who distinguished his prelacy and was a worthy successor of his immediate illustrious predecessors and bespoke a wider sphere for bim not only in his archdiocese, but in the church of Canada.Hon.Mr.Fitspatrick said he did not come to lecture, and he hoped no such effort was expected, because it would cause disappointment. He simply came to take part in the eventful celebration in which they all were interested as ona of the family, and not one of themselves who claimed the right to be with them.He claimed this right because his deceased mother was born in the parish ninety years ago, and bad lived all her long liletime within as a par- irhioner, and died within the shade of the church steeple and within the sound of its bell.He was likewise born in, the parish, and made his first speech on entering public life from the very platform upon which he stood.Speaking of the past, Chief Justice Fitzputrick said :—Sillary is approach- eded through the Straits of Belle Isle, through which that procession of priests came which laid the foundation that made Canada & nation to- ay.He next dwelt upon the advantages of § Sillery approached down its hills, al on all its surroundings, from the mighty river St.Lawrence, its coves in lino with that river, and the scenic effects from the south shore and the western hills over the Laurentian ranges where the sun in all the magnificence of ite grandeur nets.He referred to the early missionary Jesuit Fathers and the first reverend ladies of the Hotrl Dien, who resided at Sillery until their convent in Quebec was built and ready to remain there. He poin out how Maissonneuve started from Sillery to found the city of Montreal. He next called attention to the storm nnd strife that followed in which Sillers was a contre, the conquest of Canada by the English, the union of the French and English for the uphuilding of Canada, the frivndlv relations, the spread of civilization and commercial progress in alt parts of Canada from the cradle of Canadianiem Quebec in which Sillery played its part. The karned gentleman aleo apoke of the early settlers in this country as inspired, which was apparent to the student who followed their footsteps, und now ses the great cities that have bren built upon heretofore Indian camping grounds. He spoke of a trip he made ycarn ago to the Northwest when Bishop Tache was one of the party, the primitive state of the country then and ita progressive condition now.To-day itis an important country within eany connection with the cant and west by railways, and prosperous. He also referred to the settlement of Johnstown.Virginia, when the United States wore first peopled by the English, and compared their work in the art of buikling with the French in Canada. In Virginia the citien ave huils on the ruins of their churches, while in Canada the churches and convents huilt centuries ago still remain, He illustrated this fact to show how the eorly artilees of Canadas were in- apired and in putting up their religious structures looked ahead into the far of future more than thay did to the present. He instanced the Quebec Seminary, the Hotel Dien’ Hospital, the Ursuline Convent, ete., 89 hn evidence, and the vastness and sirength ol their architectural construction, end which
