also in the raising of the rates above that fixed by the Zemstvos and city coun- cilu.The Douna will have initative in the matter of appeal or modification of other, and thy acception of new laws, but the fundamental laws of administration are not to be touched by it.The ininisters and chiefs of depart- mente and the secretary of the Empire will submit questions to the Douna for discussion.Many sections arc.devoted to the methods of procedure.The public will not be admitted to the sessions.Representatives of the newspapers will admitted by the President to open sessions but not to the closed ses- vions, the latter being ordered by the general session, or by the President or at the request of a minister when he has a question to submit involving a national accret.Reports of the meetings may be published by the president.After passing the Douma bills will go the council of the empire and then to the Emperor, Should the Douma {and the council of the Empire disagree, the question ut issue will be submitted to a joint commission.Should this bring no conclusion the question will again be submitted to the Council of the Empire.Should the Emperor call nitention to d: ays in the consideration of any ap-:ific question, the Council of the Empire shall appoint a date on which the Douma must reach a conclusion, failing which the Council of the Empire will act alone.Legislative bills when endorsed should a may he introduced by thirty menbers.minister differ with the Bouma respecting a bill and the Mouma in general session pass the bill by a two-thirds majority the question will be referred to the Emperor.Relating to the electoral system the Project states that elections are hold- able\u2014firetiy, in the provinces and territories;
