No Excessive Demands But Will Insist on Some Indemnity for its Losses.HEAD OF JAPAN'S PEACE MISSION TALKS.New York, July 25\u2014That Ja i d an indemnity from Hoe: sis in the negotiations for peace and that the war will be declared at an end at the conclusion of the negotiations at Portemouth, N.H,, next month is the belief of Baron Komura, head of the Japanese peace mission, as voicea by Aimar Sato, official spokesman for he Baron.The party arrived here to-day.Nr.Sato, in an interview tonight, said: \u201cIl am confident that peace will be successfully negotiated by the appointed delegation.The Japanese will be \u2018guided by moderation, and no excessive demands will be made, but the sentiment in Japan and Russia is for peace, and in the interests of humanity and propriety there must be peace.\u201cThe cost to Japan, however, has been great.On both sides the loss has besn 570,000 men, of which Russia lost 370,000.The war is a en ons Million dollars a day andl there ina focling that there ought to be an Indemnity.\u201d Asked as to the probability of an wnmistice, Mr, Bato said that that probability would be among the first questions the plenipotentiaries would consider.on previous treaty negotiations, Japan will make the demands for Russia's consideration, he said.The peace terms were formula- ed by the Emperor of Japan and his council.Mr.Sato, asked it in the flush of victory the Japaness people would not feel entitled to more than a treaty would allow, said: \u201cThe Japanese are not so gentle as to abide by any decision we may make, but they pay t_respect to the offices of President Roosevelt, and his acte have done a great deal to emphasize the need for ace, Mr, Bato further said that the Japances would prefer to have the negotiations in the English language, as neither Baron Komura nor Fimselt speaks French.The matter, however, would be settled after President Roogewelt had met the two commissions.Of the attitude of the Japanese plenipotentiaries toward the Russian delegates, Mr.Sato said: \u2018We admire M.Witte and Baron Rosen.The announcement of M, Wittes appointment was more welcome to us than that of any other person could have been.We recognize him as a great statesman.\u201d Of tho future of China, Mr.Sato waid: \u201cIf tbe central Government could work in harmony with the ais- trict or provincial Governments, China would become a great ower, but at present that seems to im- poarble Japar's attitude toward hina was mort friendly, said Mr.Bato, and she felt that it was more or less under Japan's protection.This protection, by way of illustration, Mr, ato said, was \u201cnot so strong over China as that of the United States over South America.\u201d Mr.Sato emphasized the announcement, made frequently before, that Japan does not seek territorial agran- dizement, eaying \u201cwe want in Manchuria equal phot tunity, or what Mr.Hay called \u2018the open door.\u2019 \u201d In response to further questions, Mr.Sato eaid Japan is over-populatel and that in the opening up of Manchuria and Korea an attractive ficld for immigration would be nearer home than those offered in Hawaii or this continent.Mr.Sato said that, while a desire for peace was the sentiment of Japan, ft was not a desire for peace at any price.\u2018Japan is in a prosperous condition at present,\u201d he said, \u201cand the war {axes do not fall heavily upon the people yet.There has already been suhacribed $250,000,000 to a new internal loan and our prosperity is fur- dow | 3, gif.ther indicated in the succes of our foreign loans.\u201d As to Japen\u2019s attitude toward America, Mr.Sato laughingly asked, \u201cyou mean the yellow peril?\u201d and then continued enthusiastically: \u201cWe are almost boyish in our enthusiasm and friendship for America.While we are friendly with China as Orientals, our greatest friends are England and America.Why, the first monument ever erected to any foreigner in Japan was that of Commodore Perry and the licy of the American people for the Fat Kits years has been one of help to us.We regard American as an ally without a treaty.\u201d Questioned as to the possibility of conflict with the United States in the future, as suggested at the outbreak of the war, Mr.Sato asked what could bring about such a conflict.When it was eu ted that Japan might covet the alippine Teinnas, he \u201claughed heartily, and replied that Japan would have the Philippines as n gift, though a bonus accompanied the Baron Komura and his party arrived at Jersey City early to-day from Chicago and led at once to the Waldorf-Astoria, where they will quartered until the Baron's departure or Portsmouth.There was no demonstration beyond the presence of a few Japanese merchants and members of thd Nippon Club, who shook hands with the members of the party.When the party arrived in New York about one hundred Japanese cheered the Baron as he entered a_ carriage and was driven away.The Baron met his colleague on the commission, Kogoro Takahira, Minister at Washington, and they lunched quietly in the Baron\u2019s apartments.e balance of the day was spent in
