Laborers’ Soeivty and the.Leyland Line of steaniers endal in an umicable scttlement yesterday after: noon, when the proposition made by His Worship Mayor Parent the night previous and published in yestecdsy's Chronicle was accepted by all parties concerned Yesterday afternoon Mr.Harling, Canadian manager of the Leyluud Line of steamers, accompanied by Mr.J.G.Scott, Manager of the Great Northern Railroad, and Mr.ltanzay, of this city, representing the \\anchester Line of steamers, waited on Mayor Parent at his private office, corner of St.Peter and St.l’aul atreets, to discuss tho difficulty and come 10 an un derstanding.Mr.Harling presented a new document dealing with the silua- tion, which, however, did not [lind favor with the Mayor. He reiterated his dons of the night previous, aad gave the gentlemen who callet on him to understand in an emphatic manner 1hat he suw no other way out the difficulty than to resort to the expdiment he had already proposed, viz., his right to appoint à Quebec ate- , who would in tam appoint bis time-kvopers and other assistants, and procesd 4o do the work at the Montreal contracting slewchore's reice while paying the Quebec lnborsra the «ame rate that they received last sou- éd.His Worship was, inexorable on Shis point, and inforited the «leputo- tion thet after mature consiceration he had come to this con:lusion ou a basis of fair play to the int:cesta of both capital and labor, and desired that the Levland Line should submit to a trial of his proposition as an experiment, hy the loading of two steamrrs, and if it should result sotis- factorily well and good ; il it should turn out otherwise ho would be pleased to initiate means of arbitration to regulate a scale of wages that would more satinfactory results. After some dixcussion the Canadian manager of the Leyland Line, Ne, Harling, and Mr.J.G.Scott, represvnting the Great Northern Railroud.agreed to accept the Mayor's proposition, when His Worship requested them to notify him to that effect by kester, when he would appoint a stevedore und notify the President of the Ship Laborers’ Society of the arrangement. In the mnantiuie Mayor Parent appoin‘ed Al derman D.Griffin ax his atovedorc, with power to employ his awn tme- rs and other sssistapte, | Tina appointment has given general satis faction among the laboring clans as well as the merchant.Alderman Griffin is recognize as one of the most astute stevadorea in the trade. He in possessed of good, accurate judgment, and knows exactly how to handle men and load a ship.At 5.30 v'elock vesterday | Mayor Parent received à letter féom the Manager of the Great Northern Railroadon fwhali of the Levland Line of steamers, meecptive his proposition. His Worship immerdintely «ont for Mr.Kenny, Prewident of the Quebre Ship Lahorers* Soricty, and Aldrrman BD.Griffin.to whom be commuimicar-d the facia of 1he meeting and the derikion arrived at.Mr, Kenny exproasol him- sell porfeetly satisfi«d with the condi- dione arranged hy the Mavor and [lt sure that the managrrnt of (he Levland Line and the fireat Northern finil- road would have no cause to regret the amicable settlement, as he holieved that under 4he direction of Alderman Grifin the steamers conkd be load as economically in the part of Chrebre as at the port of Montreal without any veluetion of wagm.He alo thanked the Mavor for the interest he had taken in the dispute and the impartial manner in which he had rendered hin decision. Thus the difficulty ends for the pre: sont, with a conviction an the part of the laborers and a fair share of the mercantils community (liat thers will be no occasion for any farther dis pute.QUESTION OF LOADING., _ 16 having been ntated that Quebre firme and aievedores were willing to undertake the loading of the Leyland Line steamers at Montreal rates and pay the Quebec weale of wages, a hronicle reporter was instructed to ascertain the facts. The frat gentleman seen wan Mr.Lorne Webster, of the fru of G.M.Wehater & Co.In reply to the query—" ‘Would you undertake to load the Leyland steamers at Montreal rates and pay the Buckety's scale of w re r.Webster anid it would require «ome calculation to answer the question. He had not studied it thoroughly, hut at any raie he did not car?to tender for the work.an he could not afford the NOW SETTLED Parentwages out of the contract, especially if.a good part of each cargo was groin.Mr.Wobster advised the reporter to see practical stevedores in the connection.Alderman I’.Dinan was next seen.In answer to the question given above, the worthy Alderman stated that good deal depended on the way the contract was drawn up, but be would not say whether he would undertake the contract or not.In fact, Mr.Dinan was very non-committal, A stevedore, who wishes his name not to be published, raid he would not undertake the work at Montreal rates in opposition to Mr.Harling, as it was cary for the superintendent to put obstacles in tho way of the slevedore and cause bim {0 lore money. If he (the stevedore) had an entirely free hand he would undertake the contract and make something out of it.He had loaded & vessel here, swine years ago, with grain, deals and brick, at Montreal rates.Tt was late in the fall, the brick and deals heing covered with ice and snow.In act, thé deals were frozen together. He lost a good deal of time separating them.He also naid double time for Sunday work.By these drawbacks he Post some money on the contract, but had there been the usual summer conditions he woukl have come out , Another stovedore-eyivken to, he did not intend to competo for the loading of the vessels, but thought © Int of expense wan caused by having tho railway track on the wrong xide of ibe freight shed.Ii the cars were alongside the steamer they could be discharged into her without two hand lings.Besides the goods intended for the after part of the vessel could be taken there and much time saved.Last season he raw goods intended for the forward hatch, trucked from the very opposite end of the freight shied. If this system was changed much time would he saved.Other stevedores were apoken to, but declined to say what action they would take if tenders we called for.FALSE RUMOR.Ywrterdev afternoon the Daily Trlegraph published the report that the Canadian agency nf the Manchester Line of stoamers hed bern withdrawn from the Quebec grain: trade on ac: count of the difficulty regarding wages at this port.A Chronicle reporter investigated this rumor and learned from the Quebec office of the Line that there was no ground whatever for ita foundation. The Mancheater Line her en- tore:l into à contract with the Great Northern Railroad, which is to fur nish the Company's steamers with a cargo al a certain fixed rate of expen: diture, comequently the rate of wages paid dow not in any way concern these, or, in fact, any other line of steamers mm far engaged in this carrying trade that have arvanged with the Great Northern Railroad. The unfortunate difficulty has been the eccasion of numiserirss false rumors and wild speculation that in calculated to do much harm to the port of Quebec, and as a prominent merchant remarked venterday afternoon in the Lows Town, all such rumors shonid Le _in- veæligated 40 get at the facie before rushing into print. However, jt is al: most safe to sav that the matter is now ensied, and when the an American is realy for loading the ship laborers will be at work ax usual with no cause for complaint on either side, re pe QUESTION.The recrudescence of the mieunder- standing ° of last year between the Ship Laborers’ Society and the Leyland Line, with the Great Northern Railway mis en cause, iv much to be deplored, expecially as it is more than likely to be exaggerated and used abroad to the depreciation of the port.Under this latter aspect the questions which have arisen become a matter of general interest in which the city may well take part, but outside of this they are of such a nature as to aficet the disputants alone. In discussing them there is no need for angry words or hard feelings, ax, we take it, though each side is convinced of the justice of ita cause, it is also “ually convinced of the desirability of an amicable settlement, of the importance of such a settlement to its own interests, and of the reasonableness of going as far as it can in the way of compromise. The moderation with which the discussion has been ro far conducted on both rides.and the candour and temperate tone with which they have laid their respective cases before the public are very coe.ditable to them.and if they should ultimately lead to à satisfactory arrangement of all differences will be something gained in the present con- (retempr, The cause of the whole matter is not whether à certain rate of wages is too high, or too low, either in itself, or in comparison with the rate in other places, but whether à contractor can take the loading of a whip ut (quebec, paying his men the rate de- wunded hy the Ship Laborirs’ Society here, ax satisfactory, in a pecuniary sence, ax if he were in Montreal paying Morftreal rates. This is denied by Mr.Harling, and asserted by the Ship Laborers, who adduce the example of the first three ships loaded here te prove their position. The proof, though strong, is not quite so mh so as it would appear at first, lweause there was unquestionably a comparative loss on (he second vessel loaded, which seems to show that the individual question is affected hy cir- Cumstances which are overlooked ; at the same time the average, if three may be taken as a fair average, sus- tins the contention of the.Society.The conclusion, however, is disputed by the Company, bocause, as we Untlerstand, the expense of shed work at Montreal ix not included in the state- went.Jt may fairly bo urged in reply, that this expense is couterbal- acd by peculiar advantages enjoyed by the Company kere, such ax free wharfage amd electrical lighting, and the absence of annual pulling down andl rebuilding sheds, All these things however, on cither side conte more properly under the head of theories, and whether n ship can or cannot be load- wl here ax the Ship Laborers’ claim ix a question which can only be set at rest hy 8 practical test, Both vides reem to recognize this inet, and as will have been noted by our report of yesterday, both sides are willing to govern themselves ae- cordingly ; the difference between the twe being as to who should make the expariment, the Society or the Company : each is willing to ‘learn to shave on other people's faces.” but not on their own, and each seems not quite mo satinfiell as to the strength of its position whon faced with the making of the test.* The Mayor, who in the general deun ex machina being appealed to nuggented he should appoint an experienced Stevedore to employ his own time-keepere, and keep an account of the actual comt of the foading of two vessels, offering at the same time to arbitrate in case this did not lead to a satisfactory solution, The proposition naturally commended itself to the Society, and equally naturally was not so grateful to the Company, at whose expense the experiment waa proposed to be made, so Mr.Harling took time to consider.with the result thas yesterday ho wan enabled {0 announce the acceptance of the offer hy the Leyland Company. We compliment Mr, Harling on the conciliatory apirita thus manifested and see in it a good augury for a future mutual good understending to which the moderate attitude of the Ship Laborers han materially contri.huted, and we congratulate the Great Northern Railway, which though not Tyo wishings with Sunlight 4
