Canadian Pacific Railway Company and the representatives of the United Order of Railway Trackmen, who form the grievance committee of the men belonging to tbe Order who are in the employ of the C.P.R., have reached an acute stage, there is a feeling that the daily conferences have thus far led to very Kttle resuit, and it is by no means inconceivable that a crisis is rapidly a proaching.The German Colonial Society, furnishes details of a recent massacre on the South Seas.It seems that the vesseh which carried Dr.Mencken's expedition to the Island of St.Matthias left after a few days for Herbertshoh, North Britain, to get coal,and fresh supplies.During its absence the savages, who had hitherto appeared friendly, although known to be rahid cannibals, planned to kill and rob the party.The plot was carried out one morning while the members of the expedition who had a body of 40 drilled Papuans, were cleaning their rifles, which they had taken apart.Suddenly eighty of the islanders broke irom the bushes, raising fierce war cries and brandishing spears.with which they stabhed to death the leader of the party, Ir.Mencken, his se cretary, Herr Carew, and a white sailor, who was asleep under a tent, Dr.Heinroth emptied his revolver into his assailants, while the hody guard in the meantime retired tn the boats vsth the wounded and Dr.Heinroth, leaving t2 dead.The boats manner of the work of the Association throughout the world.Mr.Oatizs has just been around the world in the interests of the Y.M.C.A., and he described most, pleasingly the work of the Association in India, Egypt, Palestine, Burma and Australia Mr.Churchill, of London, England, spoke briefly.He was enchanted with Canada, and ally with Quebec.He spoke iu the tighest terms of Canada's assistance to the Empire during the South African war, and trusted that the members of the Y.M.C.Abranch here would emulate the bravery of their biotbers, in the war against sin.\u2018 Me.Thos.Davidson then :spoke, our trade conditions, our industries, and the labor question.His sprech was a most interesting one and was delivered with much earnestness znd force.Briefly, he asks of the people of Canada a reduction of cuty on French goods to the extont OF say 25 per cent, and ff Canada concluded a Commercial Treaty with France on these terms, Canadian goods would also be dealt kindly with on the other side of the Atlantic.Some thirty gentlemen were present, when Mr.Geo.Tanguay, President of the Board of Trade took the chair and introduced the distinguished visitor to the meeting.MR.SEIGFRIED'S SPEECH By way of explanation Mr.Seigfried stated that for over thirly years he had been a close student of political economy,* commerce, industry and finance, not only as relating to France but to countries beyond her boundarics.He had undertaken his preseny trip to the Unitod States and Canada to learn from observation the progress of America in the arts of peace and to study the situation of the laboring classes.As to the latter item te regretted that in France there was not yet that co-operation letwces capital and labor that might be desired.The labor problem has not vet bon solved.As 10 trade relations, however, he ablish g lucrative commerce with France which would increase from vear to year as this vast country developed.Canada had for some years o general customs tarill of from 10 per cent.to 30 per cent., which wae applied to all imports, no matter from whence they came.À short lime ago a concession or preference of 33 1-3 per cent, was accorded ty English gouds, and av it is always extremely desirable that trade be extended, he thought that goods from France were worthy of some consideration also.There are two distinct tariffs in France, one the general, applied to the products of countries with whom France has no commercial treaty, and the otter the minimum tariff which obtains on imports from countries which have concluded such à commercial treaty.Why could not Canada have such a freaty and enjoy the advantages of the minimum tarifl.\u2018Mr.Seigfried thought that our eral tariffl was too hi and he ved our industries wou be sufficiently protected on a tariff whots maximum did not exceed 25 per cent.He specially mentioned lumter, pulp, shoes, leather, iron and steel as foods which would te admitted to rance on the minimum tarifl if Canada could grant some Mr.J.George Garneau took up the discussion.He defended Canada\u2019s tariff legislation, taking the view that our country is yet but in its infancy.Thousands upon thousands of square miles to the north and west are literally terra incognita to #9 per cent.of Canadians.To develop this properly we must have railway communication, and to this end large re- veuve is needed.Then, too, our tariff is a protection for industries which will aid in the development of the country.England being our principal market, we have accorded her a tariff reference.Of course Canada is an English colony, but this preference is not a question of sentiment only.\u2014it is a business question.Neveriheless if sentiment can be combined with business, so much the better.M;.Garneau thought the request of Mr, put on the same footing as England.The question was a business question only.What has Canada received from England in exchange for this preference ?Absolutely nothing.Our goods must compete in the English market with goods from all other parts of ihe world, and ii Canada cannot gct an adequate roturn for what she has accorded to England, the speaker would be glad to see other nations placed on
