Ottawa, April 38.— The House was again in Committee to-day on Bill No.26, respecting the C.P.R.as amended by the standing commities on rail ways, which was put through Com mittee of the Whole, notwithstanding some futile efforts by Northwest members to block jt.Sir Wilfrid Laurier announced that it had been decided to make the*24th of May à permanent holidav and he therefore moved that Mr.Horsey's Victoria Day bill be transferred to Government orders. In committee on the second readin: of the bill to amend the Dominion Elections Act, by Solicitor-General Fitzpatrick, an unsuccessful eflort-was made by the Opposition in the matter of accepling marked checks as nomination deposits, to have this clause re- truactive to cover the West Durham case.A long discussion took place on the clause that ballot papers should te numbered on tive back of the stub and the counterfoil. An amendment proposed hy Mr.Clan cy Lo mane 1t punishable to falselv represent that a candidate had withdrawn, secured the Minister's promise of copsideration.Mr.Hackétt moved : “Should any [back deputy returning officer fail to produce the ballot papers, he shall be liable to a fine of a hundred dollars and imprisonment for two years.” He referred Lo the narrow escape he had himself through a ballot box having gone astray.Mr, Monk moved in amendment.to section 50, to compel any deputy re turning officer Lo accent any writing in protest, and to acknowledre and file it, which suggestion was also held over for consideration. The Solicitorobjected to Mr.Hackett's amendment on the ground that it might possibly punish a deputy for some occurrence beyond his control.Mr.Tackett related how, in his own case in West Prince.a box was abstrac ted by an unknown thief, broken open on the railwav and scattered along the road. Were the returning officers responsible such thieves would be less liable to get an opportunity. The new form of ballut seemed to be generally considered a simplification, the names being divided bv a line n quarter of an.inch deep from right to left, and any matter other than the name and occupation of each candidate heing put on the back.Mr.McLean catered a solemn protest against the surrender of the Dominion to the different provinces of the full control of the election machinery and lists. He believed the system, if it could be called such, had already been demonstrated a failure. The Cominitiee, at 11 o'clock, Te ported progress on the bill, when the House went into supply on the jus tice estimates.Mr.McLean placed himself en cord as in favor of à substastial, crease to Superior Court judges.Mr.Prior urged better salaries for British Columbia judges. The Premier said the difficulty which was confronting the present.Minister of Justice was how to adijust an adequate scale. That an increase In higher judicial salaries was uccessary he admitied, and said it wus being con sidered.re in- NATIVES ARE COLLECTING FROM ALL PARTS TO OPPOSE THE 250
