political considerations and support the men in both parties whoaredevoted to advancing our interests, has been well received.Our contemporary, the Mercury, replies that in the past the progres: sive men have {met with very little encouragement in the press.Iv says that Mr.Dobell has been sore let and hi a in his efforts to advance Quebec by adveray criticism, in which the Chronicle uy joined.In so far as Mr.Dobell has striven to advance the interest of this city, he has met with encouragement in these columns.But when it appeared that he had weakened for a time on the fast Atlantic project, the Chronicle did not hesitate to tell him he was wrong.We do not claim to have brought Mr, Dobel!l to realiza that a fast service shoull not bea slow service, but the Chronicle maintains that 1t was fair snd helpful criticism that corrected Mr.Dobell's views on that matter.There has been, and still is, a dis position on the part of the press outside of Quebec to treat Mr.Dobell unfairly.He has been assailed, for instance, on account of the failure of the late fast Atlantic contract.Yet it was aot altogether his fault that the venture fell through.Mr.Dubell endeavoured to secure the service at a lower figure than it was possible to supply it, and the deposit having been made he supposed that Messrs, Petersen, Tate& Co.would carry the scheme through.Mr.Dobell ought now to show thit he acted in good faith by insisting that the deposit bavi.g been legally forfeited should not be returned.The tenderers went into the matter with their eyes cpen.If, having failed, their deposit is returned, it will be an inducement, to speculators to repeat thoir experiment at the expense of Canada.In eo far as Mr.Dobell is hastening the accomplishment of this service, he is unloubteldly deserving well of Quebec.There is no disguising the fact that Mr.Dubell has devoted much more of his capital and his onergy towards advancing the interests of this city than any of his colleagues in the Government.If it wero possible to increases his influence in the Cabinet, and to strengthen his hands so that he would be able to induce his cul- leagues to do their duty to Quebec, by making good their pledges, this city would be the gainer.As itis there is & general impression here that Mr.Dobell\u2019s efforts for Quebec are thwarted by some of his associates in the Ministry.This probably oxplains how it is that though he professes a desire tn do s> much, so little has been accomplished by the Government.\u2018THE NEW LINE The Chronicle is gratified to be able to announce that the new line of ocean steamers with Quebec as their terminus is now practically a certainty.The service will begin in the season of 1900.It will be in every respect creditable to Quebec.A representative of the Great Northern Railway is now in England arranging the details \"with a company, whose name is for the present withheld.In order that the citizens may fully understand what concessions have been given to secure this service, and the conditions attached to them, the Chronicle has obtained the text of the resolution adopted by the Harbour Commission on the 16th instant, which has not hitherto been published.It is as follows :\u2014 \u201cMoved by Felix Carbray, Esq, M_P.P., seconded by N.Rioux, Esq., and it is resolved : \u2014That the Secretary be directed to reply to the letter of the 8th December instant from the Hon.P.Garneau, President of the Great Northern Railway Company, with regard to the resolution adopted by the Quebec Harbour Commissioners on the 30th November Inst, and which is hereby confirmed, granting exemption from a!l harbour dues for a period of tive consecutive years to the first Steamship Company which will make Queboc its terminal point and load hers full cargoes of grain and other produce from Parry Bound or points on the Great Northern Railway, stating that the said resolution is intended to cover ull dues levied by the Commission on vessel or cargo, except the usual chiiryge of forty cents per ear load for the use of the tracks on the duck, and tho usual tiriff for such portions of the cargues as nay make use of the freight sheds built or to be built va the dicks or other property of the (Quebec Harbour Commission, and also excepting the import and export dues of a tenth of one per cent on value of inward and vutward cargoes,\u201d It will bo observed that this exemption from harbor dues applies] not only to vessels, but alse to their cargoes.Although this is a most valuable concession, and very liboral ynthe part of the Commissioners,
