Sous un titre qui a varié (Morning Chronicle, Quebec Morning Chronicle, Quebec Chronicle), un journal de langue anglaise publié à Québec qui met notamment l'accent sur l'actualité commerciale et maritime. [...]
Fondé en 1847 par Robert Middleton et Charles Saint-Michel, ce journal est d'abord connu sous le nom de Morning Chronicle. Son programme éditorial est tourné vers les intérêts britanniques, ce qui plaît aux conservateurs et aux impérialistes. Toutefois, cela n'en fait pas une publication politique pour autant puisque l'on y évite les longs éditoriaux et les sujets polémiques, probablement pour se différencier du Quebec Gazette, ancien employeur de Middleton et féroce concurrent. Le contenu est plutôt centré sur l'actualité (majoritairement en provenance d'autres journaux anglais et américains), sur la vie commerciale et maritime, ainsi que sur la littérature (peu présente pendant les premières années). La ligne éditoriale du journal est définie comme suit : « [.] in the management of The Morning Chronicle we shall, therefore, begin by simply declaring, that, as we glory in our connexion with the British Empire, it will be our undeviating aim and unremitting endeavour, to create and foster a cordial attachment to those time-honoured institutions which have made her so illustrious in the annals of the world ». (May 18, 1847, p. 2)

Sous Charles Saint-Michel (1849-1860), le journal devient le porte-parole des aspirations de la bourgeoisie commerciale anglaise et les sujets politiques prennent une part plus importante. L'esprit protectionniste, rattaché au torysme, teinte la rédaction. Durant la période de la Confédération, le Morning est utilisé comme tribune pour faire la promotion des idées de John A. Macdonald. Toutefois, l'attrait premier du journal reste avant tout la vie relative au commerce. En 1874, une fusion avec The Quebec Gazette met fin à une concurrence jugée ruineuse. Fondé en juin 1764, c'est l'un des plus vieux journaux d'Amérique du Nord. Une nouvelle entente survient en 1924. Pour mettre fin à une concurrence qui les affaiblit, le journal alors connu sous le nom de Quebec Chronicle and Quebec Gazette et le Quebec Daily Telegraph (fondé en 1875 par James Carrel, il défend les idées populaires et est reconnu comme étant libéral) s'associent et deviennent le Chronicle Telegraph. Les nouvelles prennent une place prépondérante dans les colonnes de la « nouvelle » publication. À partir de 1934, le journal est connu sous le nom The Quebec Chronicle-Telegraph. Il paraît toujours aujourd'hui. twinkling of an eye.As Lord Aberdeen stepped down from the dais upon which was the Throne, Lord Minto stepped up.The Government which bad received its tenure of office from the former, formally yielded up the Great Seal to the latter, by the bands of its official custodian, the Secretary of State, and its immediate return to the same bands by the new Governor, signified that his Excellency recognized and respected the mandate accorded to the Government of the day.It was a mere matter of form, it is true, but like all such matters under our Constitution it had its significance.It means Britain to draft a new Canadian charter is for this reason likely to receive a close scrutiny at s meeting of the trade, which has been called for Tuesday at the Board of Trade.It is stated that the objectionable clauses in the proposed new Charter Party and Bill of Ladirg are so numerous that the trade here will decline to bave anything to do with it, as the trade in England and Scotland have Laborers\u2019 Association which will shortly be heard in the courts.One of the plaintiffs, Mr.Joseph Dinan, has furnished the Chronicle with the following statement of the case from his point of view :\u2014 There is a dispute now guing on that should be a little interesting to the Shipping ublic.It is the trouble between the Ship Laborers\u2019 Society and myself and others.Itbink it about time our side of the case should get a little publicity and the only way is to go to the beginning of the matter.In 1888 or \u201989 the Society granted to the merchants and all others concerned the use of steam for hoisting and lowering timber ; they also gave them the right to use whatever purchase they thought best suited to this purpose.This last clause is the one that has caused the dispute.We contend we had the right to use a single wire at the loading of the ss.Irishman, having used a single chain or wire for the loading of timber for the past nine years, and not us alone, but everyone who had a ship to load did the same.Since these concessions were granted there have been seven Presidents at the head of our Association, namely, Messrs.Mahoney, Mulrooney, Butler, Courtney, Farrell, McFaul and Ward, and all of these gave it their sanction, as a proof of this.there has never been any person stopped from using it, and as there has been no change or modification made in the above laws, we fail to ses why we were stopped from having the benefit of them.vr.Ward was elected President in July and since then a Walking Delegate, Mr.P.Courtney, was appointed.Even since this sp- pointiment à ship, the Osmanli, loaded a timber cargo and used a single chain or wire fur ho'sting and lowering said timber.This delegate was appointed to see justice done to all and to see that the laws of our Society should not be broken.He must have considered that the Osmanli, using a single wire or chain, was keeping within the law, as he made no report of her.Now came the as.Irishman, only « week later.I had this ship rigged with two single and threedouble purchsses, The delegate came around and told me I could not work the singleones.I would not agree with him and said I would await the President's decision on the matter.The President came and decided that we could not work the single one, saying \u201cit wag against the Jaw.\u201d Although knowing I was right I had to bmit to this decision.Now in all disputes arising between a gang of men, or stevedore and the Society, the President's decision is always called for and when obeyed, the matter rests there.But not so in our case.He brought up an old luw made in 1885.One that had never any connection with steam, and this is the law he fined us for violating.Being fully convinced that we were not getting justly deelt with, we would not pay the tine and as we were strictly within our rights we asked for aineeting, it being one of the laws of our Society.Unce we could get the names of five members in good standing, attached to our application, the Presiient has no other alternative but to notify the Secretary to call » meeting.Wa made two such applications and.were refused.Seeing we could not get justice in that Quarter we decided to try another and went for advice to the legal adviser of the Society, the Hon.Charles Fitzpatrick.He advised us to try and settle the matter between ourselves and asked us if we
