NOVEMBER 12, 1898.What the Victory Means. The full signiticanca of the Republican victory in the United States must, of neceasity, largely add to the present gratification of the McKinley Administration No matter what success the Democrats might have obtained in the Congressional elections, the members of the Administration were sure of their own official postions until after the next Presidential campaign.Beyond this they could be certain of nothing.Their opponents have made great gains, though they have not attained that measure of success for which they had hoped.‘They have failed to secure thé control of the House of Represeutatives, possession of which they claimed on election night, and their opponents will have made such substantial gains in ths national Senste by the time that the newly elected State Legislatures will have chosen their nominees, that their policy will nolonger be at the mercy of a littie band of Populists and Silver Republicans, which has had it in its power in the past to im- pedethe work of the Goverument, by forming a combination against it with the Democratic minority. In the new Congross, the Republican majority in the Senate will be sixteen ina House of ninety members. In the House of Representatives the Democrats have gained some strength, but even there the Administration claims a majority of nineteen.Fur the business interests of the American nation the result of the recont conflict should prove particularly gratifying. It is the victory of sound money.Though the next President should be a Silverite,—and there is certainly nothing in the result of Tuesday’s voting to indicate thit he will be anything but a sound money man,—and though he surround himself with an Ad ministration drawn from the ravks of the Silver Men, yet he will be unable, with Congress as it is now conatituted, to interfere with the sound money policy of the country.Herein lies the chief significance of the late Republican victory, and in the revival of business which the sound money men of the United States look forward to in consequence, the people of Canada may not unreasonably hope to share. The Parry Sound Route. The Council of the Quebec Board of Trade, at its last session, decided to draw the attention of both Federal and Provincial Governments to the fact that the work of construction on the Great Northern Railway has been entirely suspended for over s year, and that no progress whatever is now being made with an enterprise justly regarded by all citizens of Quebec as the must important ever undertaken in the interest of the trade of our port and city.To say that our people are disappointed at this state of affairs does not describe the painful impression crested by the fact that the traffic of Parry Sound is now tiking the direction of Boston and Montreal for wast of an outlet, which the construction of a short link of railway would give it, to Quebec. The volume of trade which has come from Chicago and Dalath, during the present season, over the new route from Parry Sound, has exceeded all anticipations, being reported to be about twenty-five thourand car loads, a very large Ggure for the first year's operations.Much of this has gone to Boston for shipment, and the balance, for want of a rail outlet to a Canadian port, has had to be transhipped at Coteau, and brought in barges thence to Montresl. The all rail route to Quebec, which Sir Wilfrid Laurier promised us, at.the Chateau Frontenac two years ago, would remedy this anomaly and give this great trade economical transit by the Canadian route. We do not know who is to blame for our disappointment in his matter. Some say it is the fault of both Governments, in not having fulfilled their pledges to the Company.Others blame the gentlemen connected with the enterprise for want of courage. It is to be hoped that the Board of Trade enquiry will discover both the cause and the remedy and that, while the Premier is in the city, he will be induced to remove any doubts that may be entertained as to the intention of the Guvernment.À little newspaper war has arisen out of the reflection some Ontariu ladies, assombied ina W.C.T.U, meeting at Ottawa, cast upon this Province on the score of illiteracy. The ladies live in a Province where the lowness of the birth rate is causing alarm. They probably know that infants up to a certain age are very illiterate, snd that consequently the higher the birth rate the more thers are in the community that cannot read and write. The good people of Ontario may be very weli educated, but they will never completely abolish illiteracy until everybody therv 18 grown up.In the meantime those who are clined to cast reflections on the educational progress of Quebec, might do wall to ask if there is any other people in the new world where the proportion of thuse who know two languages is so large as in this Province. An education in Quebec calls for a practical knowledge of two languages, not à mere smattering. On snd after Christmas day, the Canadian Government wil! charge fifty per cent niore to carry a letter from one neighboring Post Office to another in this country squadron. The Anson and Camperdown are much older ships of a very inferior pattern. They have little armour, and their quick-firers are quite unprotected.Their builers, too, are old, aud it is an op m question whether they would stand much hard work at sea. They are not, however, inferior in most respects to the three French battleships of the Magenta class.Their re-armament is now under consideration.Altogether these ten ships mount the following guns : — Forty-eight 1340: { broach-loaders.§ WED: Eighty-four Gin.quick-firers., 100-lb.Twelve &in.converted quick-firers.100-1b.« An element of superiority not to be overlook in closa action is the type of submerged torpedo tube supplied to British ships. This is better than the tubes found in any foreign ship as yet completed. The British squadron has twenty submerged tubes fo the French ten.The coast defence ships Rupert and Orion, in reserve at Gibraltar and Malta, are of little value for and beyond harbour defence. They are not sesgoing, and the Orion has old muzzle-loaders, which are thoroughly out-of-date to-day.They are robably only meant to supplement the and defences at our two coaling stations. They will be re-inforced by the Devastation in a few days. The cruiser division of our Mediterranean fleet is thirteen strong, (Gibraltar, Hawke, Venus, Dido, Isis, Forte, Astrea, Thetis, Scylls, Rainbow, Surprise, Fearless, Scout). The first two are fast and powerful ships, without, however, any side armour, except small patches on four of their quick-firers.The next three are large new ships, lightly armed. At sea they are about the niost graceful vessels Adele Aus der Ohe.A lovely woman, a brilliant mality and a virtuosn of incomparable attainments is Miss Adele Aus der Ohe, whom, thanks tothe energetic initiative of the Quebec Ladies’ Morning Musical Clnb, Quebec will have the pleasure of hearing at the Academy of Music on the 23rd inst. This great artist among the great ones, is a pupil of the world-famed virtuoso, Hans Von Bulow, and, subsequently, of the frost disciple of Weimar, Franz Lists isa Aus der Obe is visiting the American Continent, after s most successful tour of Europe, Aus der Ohe is a lovely woman, charming in every way, and of the most refined education ; ia one word, she is a complete artist.A Montreal Suicide._ ontreal, Nov.11—Mrs.George Smith, a widow of division of the Channel fleet 'is weak.It includes the Blenheim, Arrogant, Furious, and Pelorus, and is short! to be reinforced by the Diadem. All these ships have a sea-speed of 19 knots .or more, and the Arrogant and Pelorus are built and armoured on the bows to act asrams. No torpedo craft are attached to the fleet, but it is understood that six or eight would be sent out from home, in the | of war, to einforoe it.lly a The Channel ron is really à flyi squadron of great strength and Tacbility: i In the unhappy event of war it would probably enter the Mediterranean. It is now at Arosa Bay, but leaves to-day (October 29) for Gibraltar, where it will remain over a fortnight, At home we have three categories of shi 1) ships partially or fully manned, acting as coastguard or Portguard ships, special service ships, or in the destroyer otillas at the three great naval ports.2 Ships in the A reserve, nominally ready or sea at forty-eight hours’ notice.(3) not be ready without some delsy. We may take (I) as of the most immediate importance, though with time the ships in (2) and (3) ‘would be available.pat comraiasi A we have at home trelre tleshi; Ni rafalgar, Sans i Howe, Rodney, Benbow, Collingwood, Colossus, Thunderer, Conquerer, Hero, Alexandra). They are terribly scattered all over our coast—one at Berehaven, one at Queenstown, one at Milford, and so on.But some steps have been taken to concentrate them, the Rodney and Benbow having been ordered south from the Clyde and Forth. We should perhaps have liked to have seen the squadron at sea engaged in manœuvres and target practice. We cannot be too strong anywhere in this fateful hour. All these twelve ships are of antijuated pattern with the exception of the N de and rafalgar, and all use non-smokeless powder in their big guns. Most of them are open to the same criticism which has been passed upon the Anson and Camperdownut they are as good as, or better than, the French ships in the Channel, barring the powder question. There are four cruisers, several torpedo gunboats, and eighteen destroyers available and in commission, besides three or four new cruisers which are undergoing trials of various kinds, In the A reserve, according to the latest lists, are eleven ironclads—all but three of low efficiency and saddled with out-of-date armaments—seventeen cruisers, three torpedo gunboats, and sixteen destroyers.Behind these again are many modern cruisers, some obmolete battleships and torpedo craft, and fifteen or twenty more destroyers. When Baby Had Scald Nov.11—The ante-election Guildhall banquet activity and strength of the stock markets was continued to-day.All securities were strong, though there were none of the sensational advances which characterized the previous day.Tervnto Rails made the advance, ing to 1} above the c of yesterday.New Yorkand London were strong. Now York advices indicated that the brokers looked upon the silver question as dead and baried asa result of the sleo- tions.“‘If the heavy security purchases of the last two days msy bo accepted as a fair criterion,” says the New York Commercial Advertiser, ‘‘foreigmers are to increase their corporate Investments im this esuntry. But now, as for some time the money market is taxed in order to defer the settlement of these two forms of foreign debt, becausa its facilities of credit are gronter than those of the markets abroad.” The critical problem which, ugder these tirtumstances, seems likely to confront the local market in the not distant future is whether the foreign demand en be met when the pressure from lative borrowers at home has once more keen and when the accumulation i | 000 to be of active slocks in yesterday's movement iwore the bigheat. This was notably the esse with the Grangers, the Northern Pacific and the leading Southern railroads. The public's enthusiasm had apparently induced it to place large orders to buy stock at the opening of the market. The foresight of large operators in making the opening level of the market a high one, was thus justified and they fed the eager demand of outsiders quite freely. The demand was, in fact, so eager and in such volume that prices were fairly well maintained io the first hour, but in spite of the violent activity of the market it soon became evident that the supply of stocks wus fully equal to the demand.Room traders detected evidences of realizing by large interests and commenced to sell the market with quite a marked effect on the Grangers. This had the effect of checking the activity aud the market fell into dullness until it received renewed impetus from the strength of special stocks. The shorts in sugar became nervous, as a result of high loaning rate for the stock, and covered some heavy lined, raising the price to 2§.Union Pacific orred was pushed up to 69}, and People’s Gas above 107.Prices generally rose to near the best again in sympathy with this movement, sud invited renewed buying for outside account through the com ion But the level was not maintained iu the last hour when call money was marked up to 2} per cent aud prices feil away throug- out the list.Karliergains were practically wiped out onGrangers, the Pacitios, except Union Pacific preferred, the southern stocks and many specialties, includi: Federal steel.Atchison preferred, whi was again the leader of the market, showed more substantial opposition to the decline than many other stocks.Dealing in all the Atchison securities was on an enormous scale and was accompanied by reports of an early entry into the directory of a financial interest, largely dominant in Rock Island. There was an unexplained advance of 2} pointain Central Pacific, which ! ae not improbably connected withthe co n- cident strengh of Union Pacific preferred.Pacific Mail also advanced notably on account of the increased earnings. The de- THE CHRONICLE,
