This brings the gruesome story down to 1807, and from here we may let the writer speak more fully.He opens a page of the book which we do not remember to hare seen before.He says : \u2018 England had nowfreaiized the important fact that the commercial development of the Western world had placed Ireland in an objective position of the highest vaine.She lay in the high stream of progress.Her western and southern shores were indented with deep and safe bays and harbours.A ship-canal from Galway to Dublin would capture every on the Atlantic bound for Liverpool, saving two days in sailing time ; and the Insh were bent on catting such a canal.The great fall of the Insh rivers was an inestimable treasure, greater even than the mineral, wealth of Ireland, and the fisheries of the coast.Every ship going through an Irish canal was in danger of forgetting the southern English ports, Bristol and Southampton.Every mill built on an Irish stream would deduct from the profits of Lancashire.Every ton of coal or other mineral dug in Deland lowered the prices in' Nottingham, Sheffield, and the Black country.If the Irish farmers\u2019 children could get work in mills and mines and shops, their earnings would make their parents independent of the landlords, and renU would have to be lowered.It *a« clear that Ireland's advance must be stopped, or she would become a dangerous competitor and a democratic example for Great Britain.\u201d Much of this is specious ressoning.The argument is more speculative than real, and Mr.O\u2019Rbiiay may scarcely be said to make out a good case.He says that the British Government only released the Fenian prisoners at the bidding of the moral pressure of the world, and especially cf America.This is hardly eorrecQ The world did not interfere with England\u2019s management of sonera, and as for America, that country has never exerted an influence over Bri tain in tbe shaping of a policy once decided upon.Mr.O\u2019Rxilly\u2019s imagination runs sway with him.He finds room to mention such patriots as Michakl Davttt, John O\u2019Leary, John Drvoy, O\u2019Donovan\tRose a, Charles Kick hah, Thomas Clarke Luby, Daniel O\u2019Connell and Mr.Rarnell, but he has not a word to say about that great Irish leader, Isaac Bott, who was one of the ablest sons that Ireland has produced Indeed, Mr.O\u2019Reilly leaves out scores of true patriots in a wholly indefensible way.Even O\u2019Connell is not done justice at his hands.It was,says he, \u201cO\u2019Connell and the Iriah people ; not the Irish people and O\u2019Connell.\u201d The in trod action of Parnell on the scene iq thus made : \u201cThen fresh from Oxford with his cold English training, his Yankee blood and Irish patriotic traditionary feeling, came Parnell with a new message and a new method.No need to follow his steps.From the morning that he first laid his hand on the Irish key-boord the race listened to him.He has done what O\u2019Connell failed to do, enlisted all creeds and classes,\u2014landlords, professional men* tradesmen, peasants.He has made the larger Ireland in exile one body with the five milliont at home The Radicals have j'oined his force», believing in the man.The Bishope and priests are his warmest supporters.A Protestant, a landlord, an aristocrat, and a Home Ruler, he has the support and friendship of Archbishops Walsh and Croke, Michael Davitt, the Fenians, the fermera» the laborers, the mechanics.He has drawn together the forty millions of pec pie who respond to the Irish bsro meter, in all lands, and made them into one marvellous, moral, organized na tionality, supporting Ireland with public opinion, imitation and money.The thirty millions of Englishmen are confronted with this extraordinary clondlike, but ab \u2022olutely real and potential Iriah force and as yet they do not know quite what it means.The late elections have opened the eyes of the world to the fact that Ireland is overwhelmingly noi^rmii ; Eighty-six out of one hundred and three Irish members stand behind Mr.Parnell in Parliament, pledged to vote as he leads, utterly irrespective of British interests or desires.Liberal or Tory in England may join to defeat the Iriah strength ; but it will be only for a year or two.It is clear now that another Cromwell must sweep Ireland with fire and sword or that England must grant her constitutional demand for Home Government.\u201d This is pretty vigorous writing.Mr.O'Reilly doss not think that Ireland will get much out of the present Parliament* The new House cannot last long.The reviewer thinks that it will take three years to vaccinate England with tbe idea of hom*» rule, aod allow it to \u201ctake/f In conclusion Mr.O\u2019Reilly says : \u201cIn returning eighty-six Nationalist members to Parlm meat, the Irish have not endsd, but just begun their national struggle.There are three stages in pacific reform : agitation, controversy and legislation.The Irish have passed through the first, and are entering tbe second.Parnell, with fifteen or twenty votes was not a power ; he was only a voice, an emphasis, an appeal.He wee an agitational influence.With
