street within, from 181.John\u2019s Gate to Fabrique street, arid from the foot of Fabrique street to the Upper Town market place ; also the amount of rent each properties are amnsand for, and the amount of capital sooh mot would represent, calculated at 8 per cent.\u201cToot Committee now have the honor to report that, as will be seen by referring to the aooompanying schedule, the vaine of the property on the south aide of St.John street (exclusive of the bank where the street is already wiiened), capitalised at 8 per cent., amounts to ($188,987.60) one handred and sixty-eight thousand, nine bandied and \u2022ffhty-aeven dollars, and fifty cents, and the am smart annual rental ($13,619), thirteen thousand five handred and nineteen dollars.MTour Committee would call the attention of your Connell to the fact that the assessed ¦annal rentals of prop3tty along this important thoroughfare have gone on decreasing for ymrs in an alarming degree, and still contions to déclina owing to the narrowness oi the Street, and to the fret that the proprietors cannot be indoced to erect proper buildings along said street so long as it continues In Ita present condition.¦The issue of debentures to the amount of ($100,000), one handred tboasand dollars, has already been anthoriaed by the Législature, and your Committee is of opinion that after allowing for what the remainder of the property will sell for when the prsaent frontage shall have been pat back to the proposed now line of street, the amount réalisable from ¦aid debentures will prove amply sofficient to carry ont the improvement.¦Tour Committee, after mature deliberation, is of opinion that a by-law sbonld now be enacted, antkorizing the widening of St.John street within, and on the south side thereof, from D\u2019Anteoii street to Fabrique street ; said widening to be carried oat as any favorable occasion may offer of parebasing the property at a reasonable rate, each proposed purchase to be in advance submitted to the Connell for 1U decision in the premises.¦According as each successive property were purchased, the balance of it after curtail meat for the propoeed widening would be immediately sold to the bighest bidder, or at such flgnre as the Council might eetlmste it at, and the fonds thus kept constantly on hand for completing the improvement witb the means now at the disposal of the Corporation.\u2022\u2018Your Committee feel no hesitation in saying that the seven thousand dollars interest due to the debenvuree to be devoted to this improvement will be more than realised ont of the increased annual value of the property incident on the carrying ont of the work.\u201d Councillor McWililam, from the Finance Committee, reported the opinion ol the Corporation Solicitor, in regard to Mr.Bail-iairgs\u2019a claim ot $600 for Inspection of the Baatern Section of the N.8.Railway, to the efiset that the law be allowed to take ite coarse.The Mayor laid on the table the report of the Committee of the Whole upon the extension of the North Shore Railway to deep water, wbkh rend as follows >- Citt Hsu, Quebec, Dec.27, 1878.Yoor Committee, after an audience with the Premier of the Local Government, the Hon.B.G.Joly, on Satorday last, the 24th instant, having deputed the City Engineer and Corporation Notary to interview the several proprietors along the line of the pro-pored street, and ascertain from them in writing the respective figures at which the right of way can be obtained, subject in each ca*e to a notarial agreement, to be hereafter entered Into in the premises, now beg leave to report that, as will be seen by referring to the detailed statement contained in the appendix, the total coat of right of way for said St.Andre rtreet, from St.Peter street to Bamssy street, at Place d\u2019Orleana, and of a width of sixty feet, French measure, equal to sixty four feet English measure, may be set down at $46,009.Toor Committee would remind the Coon cli that the comparatively small inm for which this important line of communication between the Palais sod St.Peter street can now be opened is doe to the fact that the Seminary oi Quebec, in conceding the ground along St.Paul strost, and between said strset from St.Paul street, to which it will there f jre run parallel from St.Peter street to Ciial\u2019s line, and tbence by a very slight deviation from a stnight line ran to meet St.Joseph street, prolongad at Place d\u2019Orleana in front of tbs Gas Works.The proposition of the Hon.Premier ia, that upon the Corporation seenring the right of way for the opening of this street, the Local Government will inenr the expense, some twenty-fivo thousand dollars more or leas, of formtug the roadway throughout the length and breadth thereof, by building the necessary supporting wharves and trestle work, xn-isting in an outer line of solidly framed crib-work of square timber some 18 feet in breadth at tep, or level of roadway, and ( *ith two feet batter towards river) twenty feet broad at base, with the remaining 48 feet in width made up of driven piles or of pests on mud sills, all at 10 feet centres or less, both latiinlinally and longitudinally with bead tills, joists at 2 feet centres anc 4 Co , in the spring of 1876, so a3 to obtain Mr.Billlairgb\u2019s opinion as to the legality of said charge, and report the same to the Connell.\u2014 Carried.Councillor McWilliam moved that certain licenses for taverns and groceries and certain transfers of licenses be acceded to.\u2014Carried.Councillor Tamer moved that the Mayor bs authorised to sign the necessary deeds of sale aud purchase of the ground required for the opening of it.Andrew street, Ac \u2014Carried.Councillor Quay moved to refer the petition of fruit dealers to sell on Sundays to His Honor the Recorder, with the request that it be granted.Conucillor Johnston again repeated his objections to the entertainment of this petition.He thought it a very stupid thing to make laws and then ask that their spirit be not obeyed.He did not wish to impose hia conscience upon any one, but be would opposa the selling ot anything on the Sabbath as far as be was concerned, for there was no knowing where they might atop, if they once opened the door to evasion} of the law.Conncillor Convey thought it was better to allow the poor petitioners to try to snppert themselves than to become dependent open public charity, particularly during these very hard times.While on the subject of our unemployed poor, ho thought it devolved npon inch planking over ail, aa per plans, entire approval and satisfaction, «abject to the approval also of the City Connell.The object of this proposition by the Local Government is avowedly that of reaching d-ep water of the River St.Lawrence through St.Andre street by the ensuing year of 1879, and inlly two or mora years in advance of the possibility of reaching the same by the proposed line of railway direct from Prince Edward street to and over the wharf now under construction by the Quebec Harbour Commissioners, from the outer end of the Gas wharf to that of the ballast wharf or breakwater facing on deep water of the St.Lawrence at Pointe a Carey, and without waver on the part of the city of ita right to have the railroad continued to deep water at the expense of the Government by a second or additional branch line of railway extension over the ronte hereinabove lastly described, as now under contract by the Messrs.Peters for the propoeed harbour improve-ments, it being nnderstood that the first line hereinabove described as pawing through St.Andre street, and the construction of which is to be immediately proceeded with and finished by the ensuing spring of 1879, as aforesaid, shall be considered and be a permanent line of railway to subserve the necessities of a deep water terminas pending the construction of the other line, and then remain to local traffic after the outer and more northerly line shall have been completed and thrown open to deep water, and then to be conalaered, called and designated ¦the extension to deep water,\u201d required by the contract under which the city ot Quebec did and has subscribed one million of dollars towards the construction of the Q.M.O.A O.Railroad.Your Committee, folly awake to the untold importance both to the city, as well to the Government and to the country at large, of this fropoqed scheme of the Hon.Premier\u2019s, of immediately reaching deep water through St.Andre, Leadenhall and Dalhonsie stree s, with branch lines thence right and left to the Commissioners\u2019 wharf on the one side, end to Allan, R*e A Co \u2019\u2022 docks, along Champlain street, on the other, beg to recommend 10 yoor Connell that the hereinabove reoited proposition of the Local Government, as conveyed to yonr Connell in Mr.Joly\u2019s letter of the\u2014th instant, be now agreed to and adopted by the Corporation, aa, in the L>st interests of the city, yonr Committee think It should be, and subject to the conditions hereinabove aet forth as to the mode of constructing the works, the time of completion thereof by next spring, nod the considerations relating to the outer line of deep water extension to be hereafter constructed, so sooa as the termination of the new harbor wharf will allow of laying down the rails tbereon.In addition to the expenditure of some $46,000 for right of way from St.Peter street to Place d\u2019Orleans, the written conditions of the proprietors, in some cases, require tbat the Corporation do put up fences on either side of the line of street.This, however, will add bat slightly to the total expenditure, the cost of sali fences probably falling short of $900, as far, at least, as proprietors requiring the same can foresee tbat it will be in their respective interests to have the eame pat ap or dose without as the case may be.These enclosures, as well as the necessary guard rails a\u2019ong the open docks on either aide of the midway, to be erected at the expense of the Government.The reason why the c^st of right of way la pat down at $46,000 while the aomming up of the detailed figures of the appendix is bat $44,166.40, is that a alight, thoogh In the opinion of yoor committee a sufficient margin is thereby left to cover the cost of settling with two -or three leasees ot small decks or stores along the line of proposed street, the more costly cases being dealt with.It Is moreover to be understood that the right of way through the properties of M.M.Convey and G.B.Hail, for the necessary widening of Leadenhall street from St.Pater street to Dalhonsie streot, to the same breadth, of 60 feet as now proposed for St.Andre street la to be entirely at the charge of the Government, while notarlally understood at the same time that the street as widened shall to all intents and purposes be considered and be the exclusive property of tbe Corporation of Quebec in common witb all the o'.ber streets and pnblic places of the city.Tbe filling in of street under roadway to be, when and where required, at the expense of tbe city, while provisions for the outlets of all existing drains and sewers must be borne by the Government as part of the cost ot carrying ont the work of road constrnction and as provided for in tbe City Engineer\u2019s adopted without discnaslon.The Report of the Market Committee denying the right oi Mr.Michael Graham, lessee of the outside revenues of tbe Champlain and Finlay Markets, to collect the revenue known as the landing tax, was nest taken up and provoked a long and heated discussion, Messrs.Hearn, McLaughlin, Hagens, Turner, Johnston and Convey insisting npon Mr.Graham\u2019s right and Messrs Bourget, Binfret, Bouchard, Boy, Langevln and others opposing it.Finally, a series of amendments to the report, recognising tne fact that the landing tax had been always collected by the market clerk in the past and that it was included (and so nnderstood by all parties to the transaction) in tbe revennes sold to Mr.Graham, was moved by Alderman Hearn, seconded by Oonnciilor Johnston, and adopted npon a division of 13 to 7.Councillor McLaughlin moved to sub-stitnte the name of Councillor Hagens on all Committees for that of ex-Oonncillor Burns \u2014Carried.Councillor Rnaaeil moved that the City Treasurer be instructed to submit to tbe legal adviser of the Corporation the facta and all papers and evidence in the matter oi the charge made by tbe Union Bank of Lower Canada, of between $6,000 and $6,000, In the matter of the withdrawal of letters for the payment to the London and County Bank of to see, in connection with the railway extension through the city, that none hot citia -ns were employed, and that as many as possible of them shall be pnt to work without delay.The Mayor said the Connell might rest assured that no strangers would be employed.The motion was carried\u2014Messrs.Johnston, Tnrner, Hatch and McWilliam voting against it.Councillor Bnssell, seconded by Councillor Convey, then moved tbat tnis Council do memorialise His Excellency tbe Governor.General to commute tbe sentence of Michael Farrell to imprisonment for life.The mover spoke briefly In support, dwelling feelingly npon tbe painfnl anxiety of tbe wife cf tbe anfortnnate man, who had petitioned tha Council to move in this direction, and urging tbe importancu of unanimity on the subject.Alderman Hearn said he was always pleased to assist those wbo labored in the direction of mercy.We were told by a great authority, \u2018The quality of mercy is not strained, it droppeth as the gentle rain irom heaven npon the place beneath.It is twice blessed, it blessetb him that gives and him tbat takes.\u201d They coaid scarcely err in seeking for a fellow being that which the.best of us stood so much in need ol.The commuting of Farrell\u2019s sentence to imprisonment for life would save society from any further avil resolis and save bis poor deserv-ing wife and children from the disgrace that would follow his execution.Councillor Langevin also spoke very feelingly of the anxiety of tbe wife and children of the anfortanate man, and the terrible stig-m* which his execution would cast upon them.He considered it a duty of hamanitj to plead for the exercise of the quality of mercy 4n bis case, not on Farrell's account, for ha would be placed where he coaid do no farther harm, bat on account of bis poor wife and children.He warmly supported tbe générons movement of tbe members for St.Peter\u2019s and St.Louis Wards.The motion was carried nnanlmonsly.Conncillor Torner gave notioe tbat he wonld move at tbe nest meeting of the Council,\u2014Tbat the Federal Government be memorialized to grant to the Grand Trank Railroad Company a lease of tbe Queen\u2019s wharf for their terminus in tots city, the present premises occupied by them being entirely
