Fondé en 1847 par Robert Middleton et Charles Saint-Michel, ce journal est d'abord connu sous le nom de Morning Chronicle. Son programme éditorial est tourné vers les intérêts britanniques, ce qui plaît aux conservateurs et aux impérialistes. Toutefois, cela n'en fait pas une publication politique pour autant puisque l'on y évite les longs éditoriaux et les sujets polémiques, probablement pour se différencier du Quebec Gazette, ancien employeur de Middleton et féroce concurrent. Le contenu est plutôt centré sur l'actualité (majoritairement en provenance d'autres journaux anglais et américains), sur la vie commerciale et maritime, ainsi que sur la littérature (peu présente pendant les premières années). La ligne éditoriale du journal est définie comme suit : « [.] in the management of The Morning Chronicle we shall, therefore, begin by simply declaring, that, as we glory in our connexion with the British Empire, it will be our undeviating aim and unremitting endeavour, to create and foster a cordial attachment to those time-honoured institutions which have made her so illustrious in the annals of the world ». (May 18, 1847, p. 2)

Sous Charles Saint-Michel (1849-1860), le journal devient le porte-parole des aspirations de la bourgeoisie commerciale anglaise et les sujets politiques prennent une part plus importante. L'esprit protectionniste, rattaché au torysme, teinte la rédaction. Durant la période de la Confédération, le Morning est utilisé comme tribune pour faire la promotion des idées de John A. Macdonald. Toutefois, l'attrait premier du journal reste avant tout la vie relative au commerce. En 1874, une fusion avec The Quebec Gazette met fin à une concurrence jugée ruineuse. Fondé en juin 1764, c'est l'un des plus vieux journaux d'Amérique du Nord. Une nouvelle entente survient en 1924. Pour mettre fin à une concurrence qui les affaiblit, le journal alors connu sous le nom de Quebec Chronicle and Quebec Gazette et le Quebec Daily Telegraph (fondé en 1875 par James Carrel, il défend les idées populaires et est reconnu comme étant libéral) s'associent et deviennent le Chronicle Telegraph. Les nouvelles prennent une place prépondérante dans les colonnes de la « nouvelle » publication. À partir de 1934, le journal est connu sous le nom The Quebec Chronicle-Telegraph. Il paraît toujours aujourd'hui. the protection of iU members in the discharge of their duties, and the protection of officers of the Houses, journalists and others in the publi cation of parliamentary proceeding» and documents.Now it is almost superfluous to argue that those privileges are indispensable requisites to any live, active Legislature ; or that it is possible for such an institution to exercise its functions without them.If the Quebec Houses sre V> exist, they must have the power of self-protection ; and if they are to undertake the business of law making, they must have the wherewith not only to carry out their laws and proper orders, but to shield others in obeying them, and in giving their transactions the fullest pub licity.The new measure asks no more than this ; but those lying within 8th July 1869 and the 12àh instant, are of moat interest to us at present.The facts included in a good deal of this correspondence between the Treasurer of Ontario sod ex-Treasurer Donkin have already seen the light through our columns and need not be repeated.We may but remark, in passing, that Hr.Wood does not appear to have been influenced by Hr.Dunkin\u2019» late defence against the charge of delaying the seulement of the accounts ; for, with all the explanations and comments of the member for Brome before him, he adheres to his former opinion on the snbject, and even manifests in his later utterances the tone which marked his earlier commun! cations on ths subject of the arbitration.Hr.Wood has evidently not been convinced by the arguments and expostulations of the Minister of Agriculture and Statistics.Nor does he show any diminution of his desire for an early settlement of this tedious and much-deforred business for be is now pressing Sir Francis Hindu to expedite matters ss be formerly urged Sr John Bose.On the 8th July Hr.Wood wrote to push on Hr.Donkin, remeast ting against delay, and insinuating that he was responsible therefor.The latter : peiled the inference and protested his anxiety to go on with the work, adding : 14 But as the arbitration can certainly settle no point in question between the Dominion and ourselves, I see no safety for the interests in our banda in any other course than that of insisting on a fair settlement of suck points as between it and os, before we go into the matters of divergent interest, thereafter to be settled by tho arbitration itself.That previous settlement, you must, I think, feel, can only he arrived at by means of direct personal communication with the Minister of Finance, his own and oar earnest and continous alien \u2019 tion given to the matter for any requisite time so gene into in a fair spirit.I cannot believe that the discussion will take long, or result otherwise than satisfactorily.'
