what principle of \u201cnatural\u201d or artificial selection this list has been composed.We have heard that there are reasons of a personal, nature that made it impossible to appoint two out of the three dropped Upper Canadian Councillors, and the third is so infirm as to make public life not very congenial.But this latter reason, if the preferring of the life members was not to be the rule: woujd seem to apply to Mr.Mathieson.If, again, efficiency was considered as a guiding principle, what are we to say to the choice either of that gentleman or of Mr.Mills, whose appointment about eighteen years ago filled the Province with Homerie laughter.The omission of either of the dropped elected members to make'way for these two, supposing that the preference were not in favour of the holders of Her Majesty\u2019s patent fpr fife, is certainly not explicable on any supposition of a desire for an aristocratic clement in the Senate, refer-ring that term to what philologists tell us is its true meaning\u2014the Government of the best.With these exceptions, however, the Upper Canada list does not appear to have any very objectionable features, and the liberals seem to have their fair share in Senate.In Lower Canada, on the contrary, we cannot but remark on the pettiness which has left out from the Senate two such members as the Hon.P.Moore, and the Hon.D.Armstrong\u2014the first the oldest member of the late Council, but still in the prime of life, who before members of the Council were remunerated for their services attended to his duty with as much assiduity as he has done since, and the second a gentleman of large experience, who also has done years of service without pay.When we see their claims postponed to those of Mr.Guevremont, a man who can barely write his name, whose election was made the opprobrium of the elective, as Mr.Mill\u2019s appointment was of the nominative system, and who besides was declared by a committee of the Council to be wanting in the smaller qualification which was required for the Council, we cannot pretend to think that patriotism or good feeling has had anything to do with the choice.There is, however, one consolation.The Council has been constituted in such a manner as to be either a nullity or an obstacle.In the first case the members will take their pay, and that is the end of it.In the latter, at the very first conflict with the majority in the House of Commons and the Constitutional Ministry, the Imperial Government will be invited\u2014 and will undoubtedly comply with the invitation\u2014to remove the blockade.The Trial for Murder at Joliette.\u2014The report of the trial of Clement Lafond and Philomene Coutu, for the murder of Isaie Boucher, husband of the female prisoner, reached us from our special correspondent, but as the prisoners have been discharged, the evidence being quite insufficient to convict, we do not think it necessary to publish the proceedings.The Irish Church Establishment.\u2014Late English papers bring us a report of the debate and division in the Home of Commons on the Irish Church Establishment.Sir Jno.Gray moved for a Committee of the Whole to consider the temporalities and privileges of the established Church in Ireland.The words of the motion were technical; and the debate of course embraced the whole subject of the Irish Church Establishment.The most remarkable thing about it was the speech of Mr.Gladstone, who put himself in the front of the battle as an advocate for the abolition of sent unjjJSfr fY&'pêsTbT sound and honest opinion.In spite of the ministerial speakers the motion was lost only by a majority of twelve\u2014195 to 183.ARREST OF A FENIAN SPY-EXCITING CAPTURE \u2014STARTLING DEVELOPMENTS.The following letter, the undoubted truth of which has been confirmed by the arrest of the villain to whom it refers, was received by Mr.Penton, the Chief of Police : Tuesday, 10 a.m., May 21, 18fi7.Sir,\u2014For about two weeks or more, a suspicious looking person has been frequently seen passing along Guy street towards the mountain and higher part of the city.He is supposed to be lodging in Griffintown, and comes by the way of William street, and crosses St.Joseph street, &c., generally about half-past 9 a,m., or a little before.He is evidently a stranger, an Irishman, with rhrewd, intelligent, sharp features, wears a low crown, black felt hat, long over coat (grey) with cord round the waist, pants same, and old long heavy boots, and walks with a heavy step, never looks at any body meeting him, exceot with a short sharp glance.Many persons have wondered who he could be, and all who have noticed him believe him to be a Fenian spy, and suppose he is drafting plans of the mountain, reservoir and city, &c This morning I met him about St.Antoine street and followed him for some time at a distance.He appeared to suspect me, and instead of going straight up Guy street he stood as if hesitating at the corner of Dorchester street, and then walked along that street to Crescent street and turned up to St Catherine street, hack to Guy street to Sherbrooke street, where I lost him in he be a spy, are now almost complete, so that if you deem it important, promptness is necessary.Something, it seems to iqe, should be done to-day.If you were to send two smart men to Guy street Grand Trunk gate, that I think would be about the best place to meet him, and the day man at the gate would give you some information, as to what he has seen of him, &c.The man is a suspicious looking detectives were detailed to look after this suspicious character.Evidently, however, the spy had taken fright and Irom the time occupied by him as reported by the correspondent of the Police, must following letter : To Chief Penton ; Dear Sir;\u2014The man alluded to tie other day in the note from \u201c A Loyalist\u201d went as usual up Guy Street, at 9i A.M.this morning, towards the mountain.When met he turned round as usual and looked on the giound as if looking for something.The man who has noticed him at the gate happens to be in the night this week.But the man who is also there in the day time, now remembers him well, and saw him this morning.It is quite likely he would be found about Sherbrooke Street or the mountain to-day.The man is of low stature.Yours, Jic.A
