and many, no doubt, saw in the establishment of local Banks a means of obtaining the control of lands much gieater than their circumstances would justly wariant.There was some truth and a greai deal of what was not true in the outcry for small local Banks.Mr.Hincks, in spite of the pressure brought to bear upon him, uniformly resisted the attempt to create such institutions.At length, however, Mr.Merritt who had been one of the most influential advo cates of the multiplication and wider distribution of Banks, devised, or rather adopted scheme which forwarded Mr.Hincks' financial plans, and, at the same time, promised to afford all necessary protection to the holders of notes.The Finance Minister, therefore, assented to the passage of .the .weH,kitiqyyfl,.F.rfip,.jjai^injr, coma start a Bank ; but he could issue no notes not countersigned by the Government, who on their side received, before granting this endorsa-tion, an amount of their own debentures, equal to the amount of notes presented for their signature.Government was not liable to the note holders except for the securities deposited with their Finance officer ; and these were to be retained in order to make good any default on the part of the Banks.This plan had the effect of giving greater currency to the Governmental debentures, of which great numbers were issued.This system continued till 1854.At that time several of the old established Banks obtained renewals of their charters or powers to augment their capital, and it was then contended by Mr.Merritt and the other advocates of the Free Banking Law, that it was absuid to continue charters to one class of Banks without requiring security for their notes, while the professed policy of the Government was to protect the public by requiring a deposit of collateral securities.It was true that a certain compromise was effected by insisting that these institutions should place part of the new capital in securities to be deposited with the Inspector General, like those ot the new Banks ; but it was said that the extension of the old charters authorizing the employment of the remainder of the capital was, in fact, an abrogation, so far as it went, of the Free Banking Law.The logic of these arguments it was difficult to gainsay, and was of course made every use of by those who desired to establish small local banks without the restriction of the Free Banking Act.Among these was Mr.Terrill.He had introduced a bill to incorporate the St.Francis Bank, with a very small capital, which was at first stoutly resisted by Mr.Cayley, who, aa Finance Minister of the Coalition Cabinet, had now snoceeded Mr.Hinks.But political influence was too much for the tory Inspector-General\u2019s virtue.After gradually bating his demands for such amount of capital as he thought necessary to secure respectability in the management, he at last permitted Mr.Terrill to take an act of incorporation, without any security clause, for a Bank with a nominal capital of £100,000 ; but which might begin business with a paid up capital of £25,000.This was oue-fourth of the amount which he at first requirad.Mr.Galt took a similar charter in the same session for the Eastern Townships Bank, though it was generally understood that he shared in the scruples of Mr.Cayley, and only pressed his act in order that his constituents might have the same facilities granted as their neighbours.Five other new Banks were incorporated in the same session, of which two \u2014the Molsons and Zimmerman\u2014had previously been started under the Free Banking Law.This opened the flood gates for charters, and in the next session, that of 1856, acts were passed for two new institutions, to be called the Union Bank of Canada, and the Colonial Bank\u2014one of those which recently closed its doors.In 1857 there was a new set of demands, and the crop this year consisted of the Ontario, Toronto, International, Niagara District, and Brantford\u2014all without security.In 1858 there were a number of acts amending the old charters ;¦ but only one new Bank incorporated\u2014the Canada.In 1859 there were several new applications to Parliament for Banking powers ;
