W1H CONSIDERATION OF VALUE OF MR.J.NICOL\u2019S PROPERTY The Council meeting last night was marked by a stormy ending and the Mayor adjourned the session cn account of personalities.The trouble arose during the hearing of valuation protests.The case under consideration was that of Mr.J.Nicol, whose property on Court Street had been assessed at $7,000.In supporting his protest Mr.Nicol claimed the property was worth only $5,000 at which sum he offered to sell it to the valuators.He complained oil the inequalities of the assessments, and offered to give $8,000 for Mr.May's property which was valued at $5,000, and to buy a lot from Aid.Ewing for $1,500 which stood at $800 on the valuation roll.Me.Nicol also threatened to take his case elsewhere, if the Council would not reduce the assessment to the actual value.Mr.Dion, one of the valuators, recommended that the figures be reduced to .$6,000, as an error had beeo made in counting six tenements instead of three.Mr.Nicol replied with some sarcasm about the \u201cthree tenements at $1,000 and three at $6,000.\u201d Thereupon Mr.Dion informe^ Mr.Nicol that his property \\vas worth $7,000.Mr.Nicol retorted: \u201cI don\u2019t think you 'know anything about valuations\u201d and addressing the Council he said: \u201cI think this gentleman ought to be ashamed of himself.\u201d At this point the Mayor deemed it wise to adjourn the meeting.Aid.Ewing charged Mr.Nicol with insulting the Council and the Mayor after leaving the chair told Mr.Nicol he had no right to go there and insult the valuators.Aid.Ewing declared he was quite willing to resign, whereupon Mr.Nic^ ol replied: \u201cYou offered to resign before and yet you didn\u2019t.\u201d LIVELY SCENES AFTER.ADJOURNMENT After the adjournment there were lively scenes both in the Council Chamber and in the office adjoining, w\u2019here for several minutes many of the citizens heckled the aldermen upon valuation grievances and some of the aldermen made it quite plain the- did not intend to be \"insulted\u201d when they gave their services to the city and were proceeding according to law.ANOTHER CASE Cnl.T.S.Somers who appealed against an assessment of $7,600 produced sworn affidavits from six different authorities that the property was only worth between $4,500 and $5,000.The valuation was eventually reduced to $7,000.Drastic Measures Adopted by tbe Admiralty to Halt Mine Laying MERCHANT VESSELS ENTERING IT WILL BE EXPOSED TO THE GRAVEST DANGER.London, Nov.3.\u2014The entire North Sea has been declared a military area, and merchant vessels entering it will be exposed to the gravest dangers from the mines which it has been necessary to lay and from the ! warships which are searching vigi-.lantly by night and by day for sus-;
