Punishment of Huerta and Other Offenders Should be Left to Rebels .Washington, April 24.\u2014(Special)\u2014 What effect the movement of land troops to Vera Cruz and to the Mexican border, coupled with the renewal of the embargo on the shipment of munitions of war into Mexico, will have on the attitude of the Constitutionalists, was one of the chief questions which confronted the Washington administration today.The answer to this question was awaited with the keenest interest in official circles.It was realized that upon the attitude of the Constitutionalist leader, Carranza, to a great extent, hinged the action of the American mbit r operations in the country.Meantime officials wore without any definite information regarding the plans of General Huerta, although there were rumors as to intentions of General Maas, the Federal commander who evacuated Vera Cruz, to attack that city.THREE DEAD AND TWENTY- THREE WOUNDED IN YESTERDAY\u2019S FIGHTING Washington, April 24.\u2014(Special)\u2014 Three dead and 23 wounded were the reports of the fighting in Vera Cruz yesterday.This makes fifteen Americans who have been killed and 74 wounded in the three days fighting.FIFTH BRIGADE ON MOVE.Galveston, Texas, April 24.\u2014 (Special) \u2014The reinforced fifth brigade, the army\u2019s first expeditionary force for Mexico, broke camp during the night at Fort Crockett here and at daybreak moved to the transports waiting to take them to Vera Cruz.They were not expected to sail before late this afternoon.This camp contains the regiments, fourth, seventh, nineteenth and 28th Infantry, comprising about 3,000 men and forming the bulk of the brigade, were largely veterans, all having seen service in the Philippines.KING ALFONSO WOULD BE ARBITRATOR.Madrid, April 24.\u2014(Special) \u2014 King Alfonso of Spain, it,is said, has expressed his willingness to act as arbitrator between the United States and Provisional President Huerta, if agreeable to both sides.VILLA WILL NOT BE DRAGGED INTO FIGHT.El Paso, Texas, April 24.\u2014General Francisco Villa, head of the rebel military forces, informed George C.Garothera, special agent of the State and which was regarded as somewhat hostile in tone.The rebel loader told Carothers, who reported the interview to the State Department last night, that one of the chief reasons he came to Juarez was to show the American people that his attitude was friendly and that lie did not fear to trust himself on the border without a military escort, behind him.Carothers took supper with Villa and canvassed having been confiscated.There are 75,000 bales there, valued at $450,000.Robert V.Pesquerra, Carranza\u2019s confidential agent here, insisted yesterday that the note of the chief to Secretary Bryan was not hostile, but was intended as a basis for further negotiations.He was expecting a reply from Mr.Bryan setting forth the views of the State Department.The rebel position is that the American troops should he withdrawn from Mexican soil, Carranza recognized as de facto president, or at least as a belligerent, and the punishment of the individual Huerta and other individual offenders left International line.I Secretary Garrison announced that a brigade of infantry and some artillery under Brig.-General Frederick Funston had been ordered to embark on the four army transports at Cruz until the sttuatiou in Mexico City and elsewhere in the southern republic crystallizes.MEXICANS INDIGNANT.London, April 24.\u2014A Mexico City despatch to the Daily Telegraph, dated April 22, describing the events at Vera Cruz, says: \u201cThe manner of the Americans\u2019 landing has increased Mexican indignation.Not the least intimation had been given, and the sailors were allowed to land as they had done daily in numbers to bathe on the shore or stroll about the town.This time, however, they were armed and they occupied the customs and other buildings before the Mexicans were aware that the town was being invaded.\u201d The correspondent further describes how all parties in Mexico are offering their services to the Mexican Government, including the revolutionary chief, Zapata, who, he says, \u201chas submitted to the Governor of Guernavaca in order to light the invader and has offered to lead his men to Vera Cruz.'''
