Point Du Bois, yesterday afternoon,! and spread rapidly to the 500 gallon oil tank inside the plant, the explosion resulting spilling burning oil all about and causing the burning of in- ! sulation off all wiring inside the building.Light and power were shut off from the city\u2019s system from about three p.m.until nearly eight o\u2019clock.MUCH Ado About Nothing\u201d ably describes the character of by far the greater part of last evening\u2019s meeting of the City Council, when an hour and a half was frittered away on a vague and technical discussion as to whether the City Fathers could or should reject the minutes of the last meeting, a special session, at which the appointment of a new managing engineer, namely Mr.H.E.Pawson, for the city\u2019s public utilities was recommended and ratified.The meeting had barely opened when, in the midst of the reading of the minutes, Aider-man Tetrault, chairman of the Water Department, was on his feet recriminating against the action of the council in engaging a new manager for the various departments and stating that he considered that, before allowing a new man to assume control of the several branches of service, the water committee should have been advised of the intention of placing the appointee in control of this latter department also.This point of view was concurred in by Alderman Tetrault, who waxed vehement in his denunciation of the practice of bringing \u201ca stranger here to gain experience at the expense of the city.\u201d Alderman Trudeau proposed that the motion adopted at the previous meeting be rescinded and a new vote be taken on the question.Here Mayor Denault sought to pour oil on the troubled waters and urged the Aiderinen to consider the matter fairly and without acrimony.\u201cWe are here to carry on the business of the city, and we can only do this by respecting one another.The minutes of the last meeting cannot be changed, and the sole legal way to proceed is to pass the minutes, then bring in another motion if necessary.\u201d Alderman Delorme contended that the minutes could be rejected, and Alderman Tetrault reiterated his avowal to oppose them.Alderman Edwards rose to explain that it was strange that there was so much misunderstanding over a matter that was considered settled.When Mr.Desbaillets left the service, the Council had been told that it would be a good idea to ask for a business manager for all the city\u2019s utilities and this idea had found favor with the Aldermen.Accordingly, the secretary had advertised for a manager for \u201cthe public utilities\u201d and some forty applications had been received.Of this number, one from Mr.H.E.Pawson, manager of the city public utilities of Prince Albert, who was considered to have the necessary qualifications, was favorably considered, and the chairman of the gas and electric committee Interviewed the members of his committee and obtained their consent to his engagement.The matter was brought up in a report of the committee presented at the last meeting, because the question had to be settled immediately, and the Council decided to accept this man at a salary of three hundred dallars a month, starting from September first.The new manager was to be considered as temporarily employed for four months, when, if his ser-; vices were held to be satisfactory, I he would be permanently installed.I If Alderman Tetrault objected to his | supervision of the Water Depart-; ment, he would be able to dispense with his services.It was not the intention of the committee to alter the present status of any of the city superintendents now in office, but only to give them the benefit of the experience and technical training of a man who was apparently qualified to render efficient and useful services.Alderman Forest added his objection to those already registered, and thought that the committee was a little hasty in asking a new manager to come, before \u201cthe action of the council at the last meeting had been ratified by acceptance of the minut- *- *- General Manager Needed.1 Mayor Denault again expressed his disapproval of the criticism and ! bitterness manifested.\"If anyone ;had objections, they should have been j voiced when the matter was being ! considered at the last meeting.This | is not the time to comment on the j competence of the superintendents of \u2019 the various departments.If the (chairman of the Water Department does not wish his department to be given the benefit of another man\u2019s !
