the dream of the Warsaw imperialists seemed immi- MOUNTING NEWSPAPER COSTS.(Stratford Beacon) The expense of publishing a newspaper these days is high, but that it is certain to be considerably higher is confirmed by the statement of an expert, who estimates that production costs for Canadian daily newspapers during the next six months will be four million dollars in excess of the same period in 1919.The public is pretty well acquainted with the newsprint situation, through the investigation which has been in progress at Ottawa.The publishers nave largely overcome the problem of supply, but cost wili be 300 per cent, greater than in 1914, and this is, of course, but one item in newspaper production costs, those in other departments having likewise increased at rapid rate.In the face of this situation publishers generally have no alternative but to increase their charges to the public and advertisers, as much as they may dis-, like to do so.In the West the day of the five-cent newspaper appears to have arrived, but even atJ;he increased charges the newspaper, which supplied up-to-the-minute new* of the community and world is the cheapest article existent today.The man who buys a cigar or goes to a \u201cmovie\u201d pays the equivalent of a goodly number of newspapers, yet because the newspaper has always been cheap, its proportional value has been lost sight of in many cases.from their work.A third exception was asked for by the Greek representatives on the ground that the special conditions of their country required that children should be trained for the sea at an early stage.The commission, however, could not see its way to exempt Greece from the general provisions of the proposed convention.The exception, therefore, was not granted.The special commission took the view that work at sea was particularly arduous, and that children under 14 years of age were unable to perform it without danger of injury to their health.The commission also considered the age at which children or young persons should be allowed to begin work at particularly hard forms of labor at sea, and they brought in recommendations which laid down that no one under eighteen years of age should he employed as trimmer or stoker, and no one under the age of seventeen should be employed on night watches between 8 p.m.and 6 a.m.The conference decided that it had no mandate to deal with these latter phases of the subject.The recommendations were accordingly struck out.They will, however, be brought up at the next international labor conference in 1921.Before action can be taken by the Dominion Government either on the children\u2019s charter of the sea or on any of the other international conventions adopted at Genoa the authorized text will have to be received from the
