EXTENSION BEING MADE TO COTTON MILLS\u2014QUESTION OF POWER DISCUSSED.The first meeting of the new Ooun-cil of the Sherbrooke Board of Trade held last evening at the office was in every wav a success.There was a record attendance and the few who were absent communicated to the president very good reasons for not being able to attend.Mr.D.J.Steele presided and the Vice-President, Mr.Mignault, was, also on hand.Mr.Leonidas Bachand, N.P., was elected to membership.The President addressed the members of the Oouncil briefly expressing great satisfaction at the splendid turnout and asking the members for their continued co-operation throughout the year.He particularly asked that they should attend all the meetings and be present on time ; an effort would be made to expedite the business so that the meetings would not be too long.A letter was then read from the secretary addressed to the president, outlining activities for the year in connection with the following matters : Membership, finances, industrial, factory building, housing, publicity, home gardens, civic Improvement platform, McManamy testimonial, Associated Boards of Trade, civic spirit and by-laws.All these j matters will be taken up by the var-| ious committees.FORMATION OF COMMITTEES.The work of forming the committees was the most important business of the evening and took up considerable time.The members of the Oouncil were anxious that the general membership of the Board should he given an opportunity to do good work on these committees, and it was finally decided that only the chairmen of the committees he appointed, and that during the coming week they should select out of the general membership those whom they would I like to have work with them.The personnel of the various committees will only be announced after the next meeting.MEETING ASSOCIATED BOARDS OF TRADE.A letter was read from the President of the Associated Boards of Trade informing the Sherbrooke Board that the annual meeting would be held as usual in Sherbrooke in March.The members expressed satisfaction at hearing this news and instructions were given for the new entertainment committee to see to it that the delegates were properly looked after at the time of their visit.A letter was also read from the Associated Boards of Trade asking for suggestions of topics to be dis-I cussed at the next meeting.! CONTRACTORS\u2019 BONDS FOR GOVERNMENT WORK.Mr.E.W.Farwell then brought the attention of the members to an important matter in connection with government contracts.He stated that tenderers were called upon to deposit an accepted cheque as a guarantee that they would carry out the work in case their tender was accepted.This cheque was returned to unsuccessful tenderers, but the cheque of the successful one was held and even cashed, and only returned after! the completion of the contract.This worked a hardship on certain firms who, although in a strong financial position, were still handicapped by the fact that they were unable to use this money in carrying out the con-j tract.\t: Other business corporations such as the C.P.R.and G.T.R.were willing to accept a guarantee bond and toi return the cheque to the contractor.| Mr.Farwell suggested that this mat-; ter be 'aken up by the Sherbrooke; Board and referred to the Associated f.Continued on Page 10) Private Hints Sent Out to Banks To Make Provisions For Replacing Men CLAIMED BY THE WAR OFFICE THAT THERE IS A SHORTAGE OF MEN INTRAINING.London, February 25^-The recent statement that all the married men who attested under the enlistment plan of Lord Derby will be called up by July was unofficial but there seems to be little doubt as to its accuracy.It is stated that private hints have been given to banks and other large institutions to enable them to make timely provisions for the replacing of such employees as aie called to the colors.It is no secret that the results of the compulsory bill have been disappointing to the authorities, and that the War Office is short of men in training.A triple accommodations] for a large number of men have been provided, but the stream of recruits is not following in sufficient volume.It is probably for thin reason that the Government has just decided to give official recognition and status to volunteer training corps throughout the Country.These corps, It is believed will aggregate nearly 400,000 men and the importance of) the step Res in the fact they will now come under the control of the War Office, which will employ them for home defence thus relieving regular troops for foreign service.The unexpecting early call for married men has brought a great many complaints to the newspapers protesttesting that the wholesale exemptions and postponements in the cases of attested single men is a virtual violation of the pledge given the married men that they would not be called until all the available single men had been recruited.The Hull recruiting committee yesterday passed a resolution to the effect that serious injustice will be done married men who attested under the Derby scheme unless the Government enforces compulsory military service for all un attested married men.NO JAPANESE FLEET SENT TO MEDITERRANEAN WORD FROM OR.BELAND Former Canadian Postmaster-General Still a Captive in Hands of Huns SAYS THAT HIS WIFE IS VBJRf ILL, BUT IS NOT ALLOWED TO JOIN HER.Ottawa, Feb.25.\u2014Much marked, oft flcially stamped, checked by censor» and postmarked, a German post card* minus any postage, reached Canada'» parliamentary post office yesterday.It came from Berlin to Hon.JaCquea Bureau, member for Three Rivers, and former Solicitor General in the Laurs 1er Administration.It is the first dl-* rect message received from Hon.Dr, Beland in many weeks.It was written by the former postmaster-general on December 24 last and conveys New Year greetings to Mr.Bureau, who is also asked to deliver similar, messages to other friends.Dr.Beland, who writes In French, adds, \u201cMy poor wife is always very ill.She has not left her room for the last three months.I am ever in hope of being able to Join her.This is what makes my captivity so painful, I am in good health and have receiv» ed your kind letter, thank you.\u201d A PRISONER OF WAR.Across the top of the card is stamp-* ed in red ink the words, in German : \u201cFrom a prisoner of war.\u201d Another circular stamp in blue, with the Teuton coat of arms in the centre records that the card comes from the military prison, Berlin.A third oval stamp In red announces that the contents have been inspected by the \u201cOommandantur Berlin,\u201d while a fourth apparently carries a censor\u2019s approval.It took some eleven days to secure this series of stamped credentials.According to brown tinted British' official stampings which overlap those of the German officialdom, the card reached the military authorities la London on February 5, Hon.Dr.Beland speaks of recetvlnlgj one letter from Mr.Bureau, while thet latter states he has sent at least half a dozen at different times.-'V-\u2014 ESSAD PASHA AT BRINDISI* Brindisi.Feb.25.\u2014(Special) sad Pasha, Provisional President of Albania, has arrived here on board an Italian torpedo boat destroyer.Tokio, Feb.25.\u2014 (Special) \u2014The i Japanese Navy Department announces !
